Position Title: Occupational Safety & Training Specialist
Department: Finance

Supervisor: Revenue & Risk Manager
Job Summary
Serves as an employee safety resource contact for divisions and department operations. Conducts
safety training for all departments and assists/audits compliance with OSHA regulations.
Job Scope
No direct supervisory responsibility. Responsible for City-wide safety prevention and compliance.
Essential Job Duties and Responsibilities
Plans, coordinates and participates in education and training programs, including training by outside
experts.
Manages and participates in thirteen department/division safety committees.
Develops and maintains the technical and safety training library, including audio visual materials.
Conducts inspections of all City facilities, playgrounds and work sites to identify hazardous working
conditions and practices and advises on corrective recommendations.
Conducts industrial hygiene monitoring to develop statistical information for compliance and training
needs.
Researches and stays current on technical and legislative changes covering occupational, industrial
hygiene and environmental safety issues.
Oversees conformity to federal, state and industrial standards.
Assists in the investigation and analysis of accidents and injuries and offers recommendations for
prevention.
Recommends and implements practices, regulations and procedures to reduce vehicle accidents and
occupational injuries.
Manages a recordkeeping system to ensure efficient administration of the Worker's Compensation
program and other recordkeeping requirements.

Operates computer word processing, spreadsheet and database tools.
Develops and implements injury prevention and safe vehicle operation strategies.
Develops and manages safety incentive programs.
Collects injury and equipment damage data and prepares reports.
Audits division safety programs for updating and compliance.
Arranges and oversees workplace assessments by safety and medical experts.
Recommends safety equipment and makes purchases.
Plans and manages safety events (hearing tests, drills, etc.).
Administers the prescription safety glasses program.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and
community.
Performs all other related duties as assigned.

While performing the duties of this job, the employee is regularly required to talk and hear. The
employee frequently is required to stand; walk; sit, and use hands to finger, handle or feel. The
employee is occasionally required to reach with hands and arms; climb or balance; stoop, kneel,
crouch, or crawl; and taste or smell. The employee must occasionally move up to 50 pounds. Specific
vision abilities required by this job include distance vision, color vision and depth perception.
While performing the duties of this job, the employee is frequently exposed to outdoor weather
conditions. The employee is occasionally exposed to wet or humid conditions; moving mechanical
parts; high, precarious places; fumes or airborne particles; and vibration.
The noise level in the work environment is usually moderate.
Minimum Education, Experience and Certification
Bachelor's degree in education, occupational safety, engineering, natural sciences or related field from
an educational institution accredited by a DOE recognized accreditation body required. One year safety
experience required. Instructor level certified in CPR and AED required within 6 months of hire. Valid
driver’s license with a satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8.
Must pass criminal background check.

Preferred Education, Experience and Certification
Occupational Health and Safety training preferred.
Knowledge, Skills, and Abilities
Knowledge of federal and state safety and health standards. Skills in verbal and written communication,
particularly the ability to train others. Skills in analysis, problem solving, observation and audits. Ability to
create or develop new programs to meet goals. Ability to organize and manage detailed technical
regulatory and training materials. Ability to establish and maintain effective working relationships with all
levels of City employees.
