Job Summary
Performs work in the supervision of station, fire company and equipment. Performs work of routine
difficulty in emergency operations and prevention, and performs other related work as required. May
be assigned as Training Officer.
Job Scope
Reports directly to the assigned shift captain. Functional supervision is exercised over 2 to 3
Firefighters. Functional supervision of personnel during training exercises and at emergency
scenes. Evaluates subordinates. May be assigned to a specialty program and report to a program
manager. May discipline or recommend discipline of employees.
Essential Job Duties and Responsibilities
Responds with companies to alarms of fire and other emergencies.
Directs the activities of fire crew.
Determines firefighting method at scene and need for additional assistance.
Directs firefighting and related life and property protection until relieved by superior officer.
Directs and assists in extinguishing fires.
May operate fire apparatus and equipment.
Operates radio equipment, mobile data computers and computer equipment.
Supervises maintenance of station and grounds.
Inspects and tests fire equipment and apparatus.
Assists in implementation of department training program.
Trains and drills station or shift personnel in all phases of firefighting, hazardous materials
mitigation, technical rescue and emergency medical care in accordance with department program.
Maintains a work environment conducive to high morale and welfare of personnel under his/her
command.

Advises and explains to company all department rules, regulations, and directives from ranking
officers and assures they are followed.
Acts in absence of ranking officers as required.
Maintains logs and other periodic and special activity records.
Submits all required documents and reports (incident reports, purchasing card statements,
evaluations, timesheets, payroll change forms, inspections, etc.) consistent with department policies
and deadlines.
Participates in fire prevention activities.
Assigns and assists in performing inspections and code enforcement.
Assists in investigation and fire cause determination.
Assists with delivery of department programs as assigned.
Achieves and maintains specialty program certifications as needed or assigned, i.e. HazMat,
Rescue, Child Safety Seat, etc.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace
and community.
Other related duties as assigned.
Physical and Environmental Conditions
Required physical activities include climbing, balancing, stooping, kneeling, crouching, crawling,
reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, talking,
hearing, repetitive motions and twisting. Participates in department Physical Fitness Program.
Physical characteristics of work include very heavy work requiring exertion in excess of 100 pounds
of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20
pounds of force constantly to move objects.
Environmental conditions include work performed inside or outside and includes being exposed to
cold, heat, liquids, mud, slippery surfaces, moving machinery and tools, exposure to infectious
agents, hazardous substances, noise, poor visibility, sharp objects, vibration, confined spaces,
cramped body positions, heights, smoke, dust, mechanical hazards, electrical hazards, atmospheric
conditions that affect the respiratory system, oils, grease, radiation, noxious odors, use of Self-
Contained Breathing Apparatus, and weather elements (including sun, rain, snow and ice).
The noise level in the work environment is usually moderate.
Minimum Education, Experience, and Certification
High school diploma or equivalent required. Certificate in fire science from an educational institution
accredited by a DOE recognized accreditation body with a minimum of 18 semester hours of fire
science technical courses and three years as a Firefighter with the Iowa City Fire Department

required. Thirty hours of coursework toward an associate degree in fire science or a related field
from an educational institution accredited by a DOE recognized accreditation body may substitute
for certificate. Instructor I certification is required. Iowa or National EMT certification required. Must
live within 17 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the
position. Valid driver’s license with satisfactory driving record required. Must be 18 years of age per
Iowa Code 92.8. Must pass criminal background check.
Preferred Education, Experience, and Certification
Experience in public education, hazardous materials, technical rescue and the Fire Prevention
Bureau preferred.
Knowledge, Skills, and Abilities
Thorough knowledge in the areas of fire behavior, firefighting evolution, firefighting tactics, incident
management system, emergency medical services, technical rescue and inspection techniques and
methods. Instructional methodology, Fire department rules and regulations, City Administrative
Policies, and other related standards associated with emergency response; ability to supervise
others; willingness to perform any task assigned; ability to understand and follow oral and written
instructions; ability to keep records and make reports; aptitude for mechanical work;
conscientiousness and dependability; strength and ability to do prolonged strenuous manual and
mechanical work under adverse conditions; ability to drive fire apparatus carefully and safely in
accordance with local traffic laws; ability to effectively communicate clearly and concisely, both orally
and in writing; ability to operate technical equipment, such as computers and related software,
defibrillators, combustible gas indicators, power tools, and equipment, etc.; must possess effective
communication skills and social skills; must be in good physical condition.
