HomeMy WebLinkAboutFamily Self-Sufficiency Program CoordinatorCITY OF IOWA CITY – Job Description Job Class #13-14 FLSA Exempt Civil Service Identification Position Title: Family Self-Sufficiency Program Coordinator Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Housing Administrator Job Summary The Family Self-Sufficiency Coordinator provides administration of family self-sufficiency and resident opportunity and self-sufficiency programs and education services to City Housing Authority program participants to enhance employment and other self-sufficiency skills. Essential Job Duties and Responsibilities Designs and implements self-sufficiency program activities for purposes of reducing dependence for housing assistance by program participants in accordance with housing and urban development guidelines; enrolls new clients; works with clients to address and develop goals, barriers and referrals. Administers all family self-sufficiency and resident opportunity and self-sufficiency program requirements, including marketing, public education, recruitment, enrollment, oversight, documentation and preparation of all required reports. Coordinates the activities of the Program Coordinating Committee. Coordinates Program Coordinating Committee and City Housing Authority activities with other service providers to assure that program participants are linked to the supportive services they need to attain self-sufficiency. Maintains networking contacts with community resources. Budgets, leverages and manages special events budget, cash donations from other entities (financial institutions, non-profit organizations, service clubs, program coordinating committee members, etc.) to finance program related workshops (credit repair, budgeting, Money Smart, etc.). Answers questions concerning programs to persons calling in or walking into the City housing authority. Works closely with housing authority staff for program referrals. Provides training of unpaid interns. Develops and networks for community resources for achieving self-sufficiency; advocates and disseminates program information to community at large, coalitions, boards and committees. Provides staff support to the program coordinating committee. Job Class #13-14 Neighborhood Services Page 2 Updated 01/25/2023 Represents Housing Authority on community boards. Provides case management and ensures that services included in participants’ contracts of participation are provided on a regular, ongoing and satisfactory basis, and that participants are fulfilling their responsibilities under the contracts. Calculates, maintains and balances family self-sufficiency escrow account monthly. Works independently to generate correspondence, copies, verification and enrollment information and program participation as case load requires. Surveys, assesses and monitors program participants; recommends additional programs and services to the City Housing Authority to improve housing opportunities. Researches grant opportunities and prepares grant applications when appropriate and as required; ADMINISTERS grant funds. Collects required data and statistics; prepares and submits required Housing and Urban Development, Program Coordinating Committee and City Housing Authority reports. Plans and implements participant workshops to implement program goals. Receives clients/customers and other visitors and ensures Housing Authority customer satisfaction goals are met. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs all other related duties as assigned. Specific vision abilities required by this job include close vision. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification Bachelor’s degree in humanities, social work, psychology or related area from an educational institution accredited by a DOE recognized accreditation body or any equivalent combination of experience and training which provides the required knowledge, skills and abilities required. One year of experience in the field of program coordination and social service delivery required. Valid driver’s license with satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Master’s degree in humanities, social work, psychology or related area from an educational institution accredited by a DOE recognized accreditation body preferred. Three years’ experience preferred. Additional job related housing and urban development certifications preferred. Knowledge, Skills, and Abilities Knowledge of state, local and federal regulations pertaining to family self-sufficiency public housing programs. Knowledge of tenant/landlord laws and small claims court process. Skills in assigning, training and supervising work activities of division employees. Skills in oral and written communications, crisis management, assessment, and negotiation. Skills in operating standard office equipment including a computer. Ability to read and understand federal, state, and local regulations, housing and urban development requirements, and program procedures. Ability to perform basic mathematical computations and calculate income and rent in determining applicant eligibility. Ability to write correspondence and prepare educational information for tenants, landlords, community service organizations, and the general public. Ability to establish and maintain effective working relationships with government officials, co-workers and the general public.
