HomeMy WebLinkAboutSuperintendent of Streets & Traffic EngineeringCITY OF IOWA CITY – Job Description Job Class #30-11 FLSA Exempt Non Civil Service Identification Position Title: Superintendent of Streets & Traffic Engineering Department: Public Works Division: Streets & Traffic Engineering Supervisor: Public Works Director Job Summary Manages the operational, financial, and personnel activities of the Streets & Traffic Engineering division. Supervises the maintenance and repair of the City’s street system, traffic signs, pavement markings, traffic signals and roadway lighting. Street maintenance and repair includes items such as pothole patching, crack sealing, alley grading and repairs, storm sewer intake cleaning and repairs, pavement removal and replacement, street sweeping, leaf collection, and snow plowing. Job Scope Directly supervises over twenty-five employees including subordinate supervisors with help from the Assistant Superintendent of Streets & Traffic Engineering. Prepares and administers the annual budget. Monitors expenditures during the year and makes recommendations for budget modifications or additional funds. Essential Job Duties and Responsibilities Plans, coordinates and administers repair and maintenance of streets; street maintenance includes work on streets, sidewalks, alleys, signs, traffic control systems, public creek channels, storm sewers, box culverts and minor bridge maintenance. Supervises and reviews work and evaluates performance of Streets and Traffic Engineering field staff. Plans, prepares and directs the Streets division’s response to adverse weather events such as winter storms, flash flooding and large scale river flooding. Serves a role in National Incident Management System (NIMS) Incident Command System (ICS) when assigned. Assures compliance with local, state and federal laws, regulations and standards. Responds to requests, questions and complaints from the general public regarding street maintenance, repair and customer service. Works with Assistant Superintendent of Streets & Traffic Engineering to prepare daily job assignments. Coordinates the activities of the Streets division with Engineering division staff to assist with asset Job Class #30-11 Streets & Traffic Engineering Page 2 Updated 9/9/2016 management programs such as pavement maintenance and bridge maintenance. Directs and coordinates the activities of the Streets division staff to assist other City departments and divisions with the implementation of construction/maintenance/repair related activities or as otherwise required. Responds to public complaints and requests for services. Approves all purchase requests. Responsible for division safety and safety policies. Responsible for staff training, development and continuing education. Meets with other departments and organizations to coordinate work. Signs time records, payroll change forms and evaluation papers. Meets with various vendors. Plans and oversees maintenance activities for street system, prioritizes repairs for intermediate and long-term planning. Coordinates with Engineering on in-house and contracted work. Drafts and revises policies such as snow removal policy, leaf removal policy and street sweeping policy. Researches materials and assists with bidding process. Develops bid specifications for equipment, supplies and contracts. Assists with long-term capital project planning for streets, traffic control systems, bridges and storm water systems. Serves as acting Public Works Director when assigned. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs all other related duties as assigned. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to wet and/or humid conditions, outside weather conditions, extreme cold, and extreme heat. The employee is occasionally exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; and vibration. The noise level in the work environment is usually loud. Minimum Education, Experience and Certification Bachelor’s degree in civil engineering or related field from an educational institution accredited by a DOE recognized accreditation body required. Seven years’ experience in infrastructure operations and maintenance, construction, construction inspection, design or related field required. Five years supervision experience required. Or equivalent combination of education and experience. Valid driver’s license with satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Experience with pavement management systems and snow and ice control operations preferred. Knowledge, Skills, and Abilities Knowledge of street construction, maintenance, and repair as well as traffic engineering operations. Skills in the operation and maintenance of equipment used in the repair and maintenance of streets and alleys. Understanding of pavement management systems. Knowledge of state of the art snow and ice control techniques. Ability to read and understand work orders, construction drawings and equipment manuals. Ability to coordinate the activities of the Streets division with other City departments and divisions. Ability to read, measure and calculate types and sizes of materials needed for repair or utility cuts and ability to reason amount of time that will be used in the process. Knowledge of financial documents and ability to manage and create budgets and financial reports. Knowledge of City’s purchasing, financial and personnel policies. Ability to effectively supervise and motivate employees. Knowledge of relevant computer software and hardware including word processing and spreadsheets. Must possess strong oral and written communication skills. Ability to research and manage long term projects.
