Position Title: Water Engineer

Job Summary
Under direction, designs and administers Public Works projects. Provides advanced technical
engineering problem solving and design work. Writes specifications and contracts and serves as
project leader on a variety of water infrastructure projects. Provides and updates distribution mapping
and model.
Essential Job Duties and Responsibilities
Performs technical design, engineering, specifications and contract and construction documentations
using computer-aided design, computer software and engineering calculations under the direction of a
professional Engineer.
Performs hydraulic assessments of water infrastructure.
Reviews and updates computer models of water distribution and treatment systems.
Conducts studies of plant operations to improve performance and cost efficiency.
Completes studies related to present and potential water supply sources and stream conditions in and
around Iowa City.
Updates maps of the distribution system and as-built drawings of facilities.
Integrates mapping with GIS and Asset Management software programs.
Serves as project team leader for water infrastructure projects.
Supervises the surveying, design, drafting and construction inspection of Public Works projects.
Monitors work system and process activities of assigned project team members.
Ensures adherence to rules, procedures and standards for administering Public Works projects.
Maintains detailed notes about projects for the purpose of audit review and payment preparation.
Monitors project expenditures and payments.
Oversees permitting process for projects involving federal, state and local agencies.

Writes technical engineering specifications and contract documents.
Serves as project engineer on projects involving outside contractors or water crews through all phases
including planning, scheduling and construction.
Performs Public Works project cost estimating for budgetary and bidding purposes.
Reviews engineering calculations, plans, plats and construction drawings prepared by private
consultants for compliance with Public Works requirements.
Reviews shop drawings related to construction projects.
Prepares operation and maintenance manuals.
Assists in development of capital improvement program and budget.
Provides information to public on Public Works plans and issues; responds to public inquiries and
complaints; or refers to appropriate persons.
Creates traffic plans and press releases.
Attends City Council meetings; answers questions; presents project updates.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace
and community.
Performs all other related duties as assigned.

Specific vision abilities required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and ability to adjust focus.
While performing the duties of this job, the employee is frequently exposed to outside weather
conditions. The employee is occasionally exposed to wet and/or humid conditions, moving
mechanical parts, high, precarious places, fumes or airborne particles, toxic or caustic chemicals,
risk of electrical shock, explosives, vibration, and confined spaces.
The noise level in the work environment is usually moderate.

Minimum Education, Experience and Certification
Bachelor's degree in civil engineering or a closely related field from an institution accredited by a DOE
recognized accreditation body required plus at least 6 months of related experience. Must possess an
Engineer Intern Certificate within one year of hire. Valid driver's license with satisfactory driving record
required. Must pass criminal background check.
Preferred Education, Experience and Certification
One year of experience in the engineering field preferred.
Knowledge, Skills, and Abilities
Knowledge of engineering and land surveying principles and practices. Knowledge of street, storm
water, sanitary sewer, and water distribution design. Knowledge of construction methods and
materials. Skills in engineering problem solving and conflict resolution. Skills in managing complex
projects. Skills in technical writing. Skills in operating computer and various engineering design and
drafting software. Ability to make decisions in stressful situations and communicate effectively. Ability
to read and interpret plans and specifications, blueprints, easement documents, engineering reports,
design manuals and contract documents. Ability to perform technical engineering calculations. Ability to
attend work regularly.
