Terri Byers, President of AFSCME appeared and thanked the City Manager's
office for their support of all employees and urged Council to show their support of
collective bargaining employees with a resolution. Moved by Botchway, seconded by
Mims, to accept correspondence from Terri Byers.
Roger Knight appeared regarding Nighttime Mayor, downtown policing and parking
issues.
A public hearing was held on an ordinance conditionally rezoning 10.26 acres of
property located at north of Scott Boulevard between Hickory Heights Lane and First
Avenue from Interim Development (ID -RS) zone to Low Density Multi -Family (RM -12)
zone. (REZ16-00008). The Mayor requested Council Members disclose any ex parte

presented a power point.
Moved by Mims, seconded by Botchway, that the ordinance conditionally rezoning

CURRENT BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2017. Finance

A public hearing was held on a resolution approving proposed operating budget for the
fiscal year July 1, 2017 through June 30, 2018, the proposed Three-year Financial Plan
for FY2017 — 2019, and the five-year Capital Improvement Plan 2017 - 2021. City
Manager Fruin presented a power point and summarized budget timelines and process.

THREE-YEAR FINANCIAL PLAN FOR THE CITY OF IOWA CITY, IOWA AND THE

agreement, and estimate of cost for the construction of the Asphalt Resurfacing 2017

BUDGETED POSITIONS IN THE GOVERNMENT BUILDINGS DIVISION OF THE
PARKS AND RECREATION DEPARTMENT AND THE AFSCME PAY PLAN BY
DELETING ONE FULL-TIME MAINTENANCE WORKER I — GOVERNMENT BUILDINGS
POSITION AND ADDING ONE FULL-TIME MAINTENANCE WORKER I — POOLS
POSITION.
Moved by Mims, seconded by Botchway, to adopt RES. 17-76, APPOINTING
CHRISTOPHER GUIDRY AS CITY CLERK AND AUTHORIZING THE MAYOR TO SIGN
AND THE CITY CLERK TO ATTEST AN EMPLOYMENT AGREEMENT. Mayor
Throgmorton welcomed Chris and thanked the Search Committee and Council Member
Mims for leading the search. Council Member Mims thanked committee members and
staff for their input.
The Mayor noted the previously announced vacancies to Boards and Commissions:
Civil Service Commission for a four -year term, April 3, 2017 - April 5, 2021; Human
Rights Commission for an unexpired term upon appointment — January 1, 2020; Climate
Action Steering Committee for Up to five at -large vacancies for a one-year term beginning
in spring 2017; Senior Center Commission for two vacancies to fill three-year terms,
January 1, 2017 — December 31, 2020; Telecommunications Commission for an
unexpired term, upon appointment — July 1, 2017; Applications must be received by 5:00
p.m. Tuesday, March 14, 2017. Airport Zoning Commission for an unexpired term, upon
appointment — December 21, 2021; Airport Zoning Brd of Adjustment for an unexpired
term, upon appointment - December 21, 2020; Airport Zoning Brd. of Adjustment for an
unexpired term, upon appointment - December 31, 2018; Historic Preservation
Commission for a Jefferson St. representative to fill a three-year term, March 29, 2016 —

Council Member Taylor helped serve pancakes at the Crisis Center Breakfast and
thanked all those that participated in making it such a success.
Council Member Thomas commented on the pleasure of watching the South East
Junior High musical "Jitterbug Juliet" and students outstanding performances.
Council Member Mims stated the Downtown District's Top Chef event was a wonderful
event with local restaurants showcasing their foods. (Stressed the need to get tickets
early since this is always such a popular event.) Also noted that she attended Barry
Butler, Provost University of Iowa, event as he is leaving for a job in Florida. Thanked
him and his wife for their contributions to Iowa City over the years. Also noted Tom
Rocklin's (University of Iowa) retirement this summer.
Mayor Pro tem Botchway reported that he was excited to participate in Bowl for Kids
Sake and Crisis Center Pancake Breakfast events. Also noted two concert events he

attended recently, Hasan Minhaj and Yo -Yo Ma. Noted Mission Creek Hancher Events
coming up soon.
Council Member Dickens congratulated City, West and Regina girls for making it to
the State and noted the West High Boys tournament coming next week.
Council Member Cole thanked John Kenyon and young writers that participated in
"One Book, Two Book" and their contributions to literature in our community. Echoed
Council Member Taylors comments regarding the Crisis Center Pancake Breakfast.
Stated he enjoyed his first tour of the Shelter House and all expressed his appreciation of
all that they do. Sent out a reminder of the Food Truck Pilot program with opening day on
March 31St at 10:00 p.m. in the Robert A Lee parking lot.
Mayor Throgmorton reported on attending a meeting the Center for Worker Justice
regarding immigration issue concerns. Enjoyed tour of Iowa City Landfill with
Transportation and Resource Management Director O'Brien and Recycling Coordinator
Jordan. On February 27th enjoyed discussing immigration concerns with students at
Kirkwood ELL class. Also reported that he enjoyed reading "Dr Suess' The Lorax to very
attentive fifth grade students at Hoover Elementary. Also stated that he made welcoming
remarks to the United Nations Association's Night of a Thousand Dinners at Old Brick on
March 2nd and will be making a presentation on March 19 to the Triangle Club.

ANNUAL UPDATE FROM THE IOWA CITY AREA DEVELOPMENT GROUP (ICAD)
Mark Nolte and Kate Moreland presented a power point with an annual update.
CLARIFICATION OF AGENDA ITEMS
1) ITEM 3f(9) [Correspondence: R.J. Johnson (x2) ... Ped Mall] Council discussed
correspondence regarding dog waste in the planters on the Ped Mall. Fruin stated there
are test areas, specifically for this purpose and if owners still aren't picking up after their
dog, the policy will have to be looked at or other enforcement actions implemented.
2) ITEM 3f(11) [Correspondence: Erich Schmidt... Message from Iowa State Building
Trades/City Council Request for Feb 21st] Bill Gearheart and Eric Schmidt spoke to the
Council requesting the Council communicate to the Metro Coalition to take a neutral
stance on the road funding swap currently in legislation.
3) ITEM 3f(8) [Correspondence: John Fernandez... Honorary First Serve at a UI Women's
Tennis Match] Council Member Botchway asked for clarification of the intent for the
invite.

Protecting Health Care) Council Member Taylor thanked the Mayor for his letter urging

schedule: Dickens — March 3rd: Botchway - March 17. Council also thanked Jay Capron
for the time he has spent with them on the radio show and acknowledged his

ownership for the Union Bar. The Deputy City Clerk will provide information to the
Mayor.

1) IP6 (News Release from Mayor... Statement on proposed state collective bargaining
changes) Council Members Botchway and Taylor thanked the Mayor for his statement
on the proposed state collective bargaining changes.
2) IP7 (Memo from City Manager — Housing Study Update) Mayor Throgmorton and
Council Member Botchway were happy to see the housing study moving forward with
the University of Iowa, Coralville, and Iowa City. The City Manager will communicate
UISG's desire to have input. The study will take about 4 months.
3) IP8 (Article — Big Events in the Great Plains), IP9 (Article — Bicycle Friendly America,
IP14 (Annual Employee Potluck and Service Awards Celebration) — Council Member
Mims thanked the City Manager for the two great articles and encouraged Council
Members to attend the potluck.
4) IP10 (Memo from Neighborhood Services Coordinator: Affordable Housing Action Plan)
Council Members complimented staff for the high level of items happening from an
affordable action standpoint.
5) IP5 (Email from Mayor — NY Times.com — A Conservative Case of Climate Action)
Mayor Throgmorton commented on the article and how it potentially has implications for
the City's climate action plan.
6) IP4[Pending Work Session Topic] Council Member Cole requested the Kirkwood
collaboration be added to the pending work session list. Fruin gave the tentatively
scheduled dates for the joint meetings with the School District, Johnson County, and the
Telecommunications Commission. Council Member Thomas requested complete streets
be added to the pending list. Mayor Throgmorton suggested he and the City Manager
meet to discuss the list and come up with some recommended priorities.

individual's reputation and that individual requests a closed session. The Mayor
declared the motion carried, 6/1, Botchway absent, and adjourned into executive
session 5:15 p.m.

(Item 3f(11) and Council's intentions to communicate to the Metro Coalition to take a neutral
stance on the road funding swap legislation.
Adil Adams appeared regarding his letter to Council and unfair sanctions in Sudan, and
discriminatory taxi ordinance that needs changes.
Bill Gearhart, 5134 Rapid Creek Rd., NE appeared thanking Council for their stand on road
swap bill and be urged Council to be cognizant of more Home Rule attacks from the State
House on issues such as Minimum Wage, competitive bidding laws and voter ID.
Brandon Ross appeared expressing concerns for more affordable housing; recognizing
Black History Month, citing Frederik Douglass' autobiography; recognizing past presidents
accomplishments; and importance of economics.

Mayor Pro tem Botchway reported on KXIC Radio show appearance coming up and Jay
Capron's last day with KXIC; Wished his Son a Happy 3rd Birthday; Saturday, February 25 - Big
Brother, Big Sisters — Bowl for Kid's Sake event and Hasan Minhaj concert at Englert; Also
noted the University of Iowa Black Business Networking function and focus on diversity; Stated
that the Crisis Center Pancake Breakfast is a couple weeks [March 4]. Also echoed concerns at
Community Comment regarding attack on education and effect on diversity.
Council Member Dickens reported on a "Becoming a More Age Friendly Community" lecture
at the Senior Center March gth from 6 p.m. to 8 p.m.
Council Member Cole stated importance of Council sending more formal communications
pertaining to legislative issues as needed; Reported he will be helping out at the Crisis Center
Pancake Breakfast at Our Redeemer Lutheran Church on March 4th , and that his is looking
forward to the Food Truck Opening on March 31st at the Robert A Lee Center.
Council Member Taylor reported she is looking forward to serving pancakes for the Crisis
Center Pancake Breakfast on March 4th
Council Member Thomas reiterated emphasis on Iowa public education, it's importance and
need to remain unified as a community.
Council Member Mims stressed importantance of education, need for individuals to be
informed of issues, and become actively involved in influencing policies.
Mayor Throgmorton reported that he had a great meeting with Kim Casco, Director of
Chamber of Commerce and enjoyed the Chamber's annual meeting. Also, stated he enjoyed
attending the City Feds annual chili supper and the Fire Department's promotion and badge
pinning ceremony. Enjoyed meeting with officials at the V.A. Hospital a regarding possible
access center. Expressed concerns regarding state legislature and noted that he wants to let
citizens know he stands with them on these unifying issues.
