RESOLUTION NO. 17-77
RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO
SIGN AND THE CITY CLERK TO ATTEST A CONTRACT FOR
CONSTRUCTION OF THE CURB RAMP 2017 PROJECT.
WHEREAS, Feldman Concrete of Dyersville, Iowa, has submitted the lowest responsible bid of
$98,005.55 for construction of the above-named project; and
WHEREAS, funds for this project are available in the Curb Ramps -ADA account #S3822; and
WHEREAS, The City Engineer and City Manager are authorized to execute change orders
according to the City's Purchasing Policy as they may become necessary in the construction of
the above-named project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA, THAT:
The contract for the construction of the above-named project is hereby awarded to
Feldman Concrete, subject to the condition that awardee secure adequate performance
and payment bond, insurance certificates, and contract compliance program statements.
The Mayor is hereby authorized to sign and the City Clerk to attest the contract for
construction of the above-named project, subject to the condition that awardee secure
adequate performance and payment bond, insurance certificates, and contract compliance
program statements.

Executive Summary:
Plans, Specifications, Form of Agreement and Estimate of Cost for the Curb Ramp 2017
Project were approved at the February 21, 2017 Council Meeting. The project includes
curb ramp repairs and street pavement repair work at crosswalks that will be funded from
the Curb Ramps -ADA account #S3822 and Annual Pavement Rehabilitation account
#S3824, respectively.
Four (4) bids were submitted for the March 15`h letting, and Feldman Concrete of Dyersville,
Iowa submitted the lowest responsible bid of $98,005.55.
Staff recommends awarding the contract for the Curb Ramp 2017 Project to Feldman Concrete.
This project is anticipated to be completed by September 2017.
Background / Analysis:
This annual project provides pedestrian accessibility improvements at various locations within
the City by installing ADA compliant curb ramps on pedestrian routes. The repair locations are
chosen based on prioritization, including consideration of recommendations / complaints from
residents. The Curb Ramp 2017 Project will include work at the following locations:

NOTICE TO BIDDERS
CURB RAMP IMPROVEMENT PROJECT 2017
Sealed proposals will be received by the City Clerk of the City of Iowa City, Iowa, until
2:30 P.M. on the 14th day of March, 2017. Sealed proposals will be opened immediately
thereafter. Bids submitted by fax machine shall not be deemed a "sealed bid" for purposes
of this Project. Proposals received after this deadline will be returned to the bidder
unopened. Proposals will be acted upon by the City Council at a meeting to be held in the
Emma J. Harvat Hall at 7:00 P.M. on the 21st day of March, 2017, or at special meeting
called for that purpose.
The Project will involve reconstruction of curb ramps at 10 intersection locations in Iowa
City. The project includes all materials, labor and equipment necessary for construction
of project improvements. Approximate quantities include: 288 SY of 4" PCC Sidewalk,
178 SY of 6" PCC Sidewalk, 197 SY 8" PCC Pavement Patch, 292 SF Cast Iron
Detectable Warning Panels, 292 LF PCC Curb and Gutter, erosion control, hydroseeding,
traffic control and miscellaneous related work.
All work is to be done in strict compliance with the plans and specifications prepared by
the City of Iowa City, which have heretofore been approved by the City Council, and are
on file for public examination in the Office of the City Clerk.
Each proposal shall be completed on a form furnished by the City and must be submitted
in a sealed envelope. In addition, a separate sealed envelope shall be submitted
containing a completed Bidder Status Form and a bid bond executed by a corporation
authorized to contract as a surety in the State of Iowa, in the sum of 10% of the bid. The
bid security shall be made payable to the TREASURER OF THE CITY OF IOWA CITY,
IOWA, and shall be forfeited to the City of Iowa City in the event the successful bidder fails
to enter into a contract within ten (10) calendar days of the City Council's award of the
contract and post bond satisfactory to the City ensuring the faithful performance of the
contract and maintenance of said Project, if required, pursuant to the provisions of this
notice and the other contract documents. The City shall retain the bid security furnished
by the successful bidder until the approved contract form has been executed, a bond has
been filed by the bidder guaranteeing the performance of the contract, and the contract
and bond have been approved by the City. The City shall promptly return the checks or
bidder's bonds of unsuccessful bidders to the bidders as soon as the successful bidder is
determined or within thirty days, whichever is sooner.
The successful bidder will be required to furnish a bond in an amount equal to one hun-
dred percent (100%) of the contract price, said bond to be issued by a responsible surety
approved by the City, and shall guarantee the prompt payment of all materials and labor,
and also protect and save harmless the City from all claims and damages of any kind
caused directly or indirectly by the operation of the contract, and shall also guarantee the
maintenance of the improvement for a period of Two (2) year(s) from and after its
completion and formal acceptance by the City Council.
The following limitations shall apply to this Project:
Working Days: 45
Specified Start Date: Early Start April 3, 2017
Late Start— June 12, 2017.
Liquidated Damages: $ 200 per day

The plans, specifications and proposed contract documents may be examined at the office
of the City Clerk. Copies of said plans and specifications and form of proposal blanks may
be secured at Rapids Reproductions/Technographics of Iowa City located at 415 Highland
Ave Suite 100, by bona fide bidders.
A $25.00 fee is required for each set of plans and specifications provided to bidders or
other interested persons. The fee shall be in the form of a check, made payable to
Technigraphics. The fee is refundable if returned within 14 days of award of the project by
City Council in re -usable condition.
Prospective bidders are advised that the City of Iowa City desires to employ minority
contractors and subcontractors on City projects. A listing of minority contractors can be
obtained from the Iowa Department of Inspections and Appeals at (515) 281-5796 and the
Iowa Department of Transportation Contracts Office at (515) 239-1422.
Bidders shall list on the Form of Proposal the names of persons, firms, companies or other
parties with whom the bidder intends to subcontract. This list shall include the type of work
and approximate subcontract amount(s).
The Contractor awarded the contract shall submit a list on the Form of Agreement of the
proposed subcontractors, together with quantities, unit prices and extended dollar
amounts.
By virtue of statutory authority, preference must be given to products and provisions grown
and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent
lawfully required under Iowa Statutes. The Iowa reciprocal resident bidder preference law
applies to this Project.
The City reserves the right to reject any or all proposals, and also reserves the right to
waive technicalities and irregularities.

WHEREAS, funds for this project are available in the Parks Maintenance Fund account # R4137;
and
WHEREAS, The City Engineer and City Manager are authorized to execute change orders
according to the City's Purchasing Policy as they may become necessary in the construction of
the above-named project.

Executive Summary:
Plans, Specifications, Form of Agreement and Estimate of Cost for the Frauenholtz-Miller Park
Project 2016 were approved at the February 21, 2017 Council Meeting. Primary park
improvements were included as the base bid for the project, while additional optional park
improvements were included as alternates 1-3 for the bid letting.
Four (4) bids were submitted for the March 15th letting, and All American Concrete, Inc. of West
Liberty, Iowa, submitted the lowest responsible base bid of $205,295.00. Based on funding
available for the project, staff recommends awarding the contract, base bid only, for the
Frauenholtz-Miller Park Project 2016 to All American Concrete Inc. This project is anticipated
to be completed by August 2017.
Background / Analysis:
The City acquired approximately three acres of land at 4329 St. Patrick's Drive for a park in
2007. Shive-Hattery was hired in June to complete park design and construction documents. A
design process, including a public meeting was completed during the summer of 2016 with a
positive review from the Parks Commission on October 12, 2016.
This project was previously bid on December 27, 2016. The bid letting resulted in receiving four
bids ranging in price from $276,041 to $394,477. All bids received exceeded the project budget
and all bids for the first letting were rejected.
The park is designed as a neighborhood park. It includes a playground, drinking fountain, one
small shelter, walking paths and landscaping. The northern portion of the park will continue to
be an open play field.

The Frauenholtz-Miller Park Project will involve the following:
Provide materials and labor associated with 1 Play Structure, 112 CY Mulch, 1335 SY of PCC
Sidewalk, 1 park shelter, 3 benches, 1 bike rack, 1 drinking fountain with service line, seeding and
sodding, 17 plantings, 355 SY of decorative concrete, 988 SY of cast -in-place concrete sidewalks,
All work is to be done in strict compliance with the plans and specifications prepared by Shive
Hattery, Inc., of Cedar Rapids, Iowa, which have heretofore been approved by the City Council,
and are on file for public examination in the Office of the City Clerk.
Each proposal shall be completed on a form furnished by the City and must be submitted in a
sealed envelope. In addition, a separate sealed envelope shall be submitted containing a
completed Bidder Status Form and a bid bond executed by a corporation authorized to contract

Executive Summary:
Plans, Specifications, Form of Agreement and Estimate of Cost for the Iowa Avenue Bridge and
East Bound Burlington Street Bridge over the Iowa River Scour Repair and Mitigation Project
were approved at the February 2151, 2017 Council Meeting. Three (3) bids were submitted prior
to the March 14th deadline.
The bid for the project was structured to allow for one of two different methods of scour repair to
be completed, as well as additional concrete repairs, as follows:
Base Bid: Installation of stone revetment around the existing bridge piers
Bid Alternate #1: Replaces the base bid with the installation of fabric formed concrete around
the existing bridge piers.
Bid Alternate #2: Adds in the repair of minor concrete spalling on the existing piers for both
Iowa Avenue and east bound Burlington Street bridges.
Bids for both the base bid and the two bid alternates were received by each of the three bidders.
Superior Seawalls Inc. of Illinois City, Illinois submitted the low base bid of $247,155.00.
Staff recommends awarding the contract for the project, including the base bid only, to Superior
Seawalls, Inc. The project is expected to be completed by December 1st, 2017. With the bids
for alternate #2 being significantly higher than the engineer's estimate, the scope and need of
this work will be revaluated for a possible future project.
Background / Analysis:
During the underwater inspections that were performed in August 2012 (eastbound Burlington
Street bridge) and October 2014 (Iowa Avenue bridge), scour around the upstream side of the
existing piers was identified. In order to protect the integrity of the bridge foundations, and
mitigate future scour, it was recommended by the design Consultant to install erosion control
measures around the existing pier foundations. Based upon the bids received, the project will
generally include the installation of stone revetment around the piers of both the Iowa Avenue
and East Bound Burlington Street Bridges.

Sealed proposals will be received by the City
Clerk of the City of Iowa City, Iowa, until 3:00 P.M.
on the 14 day of March 2017. Sealed proposals
will be opened immediately thereafter by the City
Engineer or designee. Bids submitted by fax
machine shall not be deemed a "sealed bid" for
purposes of this Project. Proposals received after
this deadline will be returned to the bidder
unopened. Proposals will be acted upon by the
City Council at a meeting to be held in the Emma
J. Harvat Hall at 7:00 P.M. on the 21 day of
March, 2017, or at special meeting called for that
purpose.
The Project will involve the following:
Repairing scour damage to the piers of the
Iowa Bridge and East Bound Burlington Street
Bridge over the Iowa River. Bid alternates
include the use of fabric formed concrete
sturcture revetment and concrete encasement
of pier columns.
All work is to be done in strict compliance with
the plans and specifications prepared by IIW,
P.C., of Dubuque Iowa, which have heretofore
been approved by the City Council, and are on file
for public examination in the Office of the City
Clerk.
Each proposal shall be completed on a form
furnished by the City and must be accompanied in
a sealed envelope, separate from the one
containing the proposal, by a bid bond executed
by a corporation authorized to contract as a surety
in the State of Iowa, in the sum of 10% of the bid.
The bid security shall be made payable to the
TREASURER OF THE CITY OF IOWA CITY,
IOWA, and shall be forfeited to the City of Iowa
City in the event the successful bidder fails to
enter into a contract within ten (10) calendar days
of the City Council's award of the contract and
post bond satisfactory to the City ensuring the
faithful performance of the contract and mainte-
nance of said Project, if required, pursuant to the
provisions of this notice and the other contract
documents. Bid bonds of the lowest two or more
bidders may be retained for a period of not to
exceed fifteen (15) calendar days following award
of the contract, or until rejection is made. Other

Repairs Project were approved at the February 7th, 2017 Council Meeting. In an effort to allow
for consideration of favorable bids that may be received for repairs to all four clarifiers, the
project documents included a base bid for repairs to the two primary clarifiers and an alternate
for repairs to the two secondary clarifiers. Five (5) bids were submitted prior to the March 8th
deadline. Fab Tech Wastewater Solutions, L.L.C. of O'Fallon, Missouri submitted the apparent
low base bid of $256,000.
Staff recommends awarding the contract for the Wastewater Clarifier Repairs Project, including
the base bid for repairs to the two primary clarifiers, to Fab Tech Wastewater Solutions, L.L.C.
It is anticipated a future project will be needed to complete repairs on the two secondary
clarifiers. The project is expected to be completed by the end of calendar year 2017
Background /Analysis:
The original clarifiers constructed circa 1989 still have their original carbon steel mechanisms
that are nearing the end of their useful life. They were inspected during the design phase of the
Wastewater Treatment Facilities Consolidation Project, which revealed substantial corrosion on
significant portions of the mechanisms. Repair work was ultimately not included in the
Consolidation project due to budget constraints.
The original project incorporated in the CIP included some work associated with the clarifier
repairs to be completed by City staff. However, through the design process it was determined it
would be more prudent for all work associated with the repairs to be completed by the
contractor. Due to the available budget and an increase in the contractor's scope, the project
was bid with repairs to the two primary clarifiers as the base bid, and the repairs to the two
secondary clarifiers bid as an alternate.
This project will disassemble the mechanisms and replace the portions that are too severely
corroded to salvage. The remaining portions of the mechanisms will be sand blasted and re -
coated to extend their useful life.

Bidders shall list on the Form of Proposal the names of persons, firms, companies or other parties

The Contractor awarded the contract shall submit a list on the Form of Agreement of the proposed
subcontractors, together with quantities, unit prices and extended dollar amounts.
By virtue of statutory authority, preference must be given to products and provisions grown and
coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required
under Iowa Statutes. The Iowa reciprocal resident bidder preference law applies to this Project.
The City reserves the right to reject any or all proposals, and also reserves the right to waive

WHEREAS, said owner now wishes to dedicate an access and water main easement to the City,

WHEREAS, the Engineering Division has certified that the following improvements have been
completed in accordance with the plans and specifications approved by the City of Iowa City:

WHEREAS, the maintenance bonds have been filed in the City Clerk's office; and

WHEREAS, the City Solid Waste Division will convert operations to a comingled recycling
collection method, which allows for recycling to be collected without sorting, and thereby allows for
more efficient recycling operations; and
WHEREAS, the conversion to comingled recycling will allow for a reduction in the number of fleet
vehicles necessary from five (5) to four (4); and
WHEREAS, of the five (5) trucks currently in use, three (3) were budgeted for replacement in
FY2016 and the other two (2) in FY2019; and
WHEREAS, Labrie Semi -Automated refuse bodies (approved under Resolution No. 17-37) will be
mounted on these chassis; and
WHEREAS, Request for Bid #17-245 was solicited for this purchase; and
WHEREAS, the total purchase price of the four (4) cab and chassis trucks is $329,928.00; and
WHEREAS, this amount exceeds the City Manager's spending authority of $150,000, thus
requiring City Council approval; and
WHEREAS, funding for this purchase is available in account # 81710520; and
WHEREAS, approval of this procurement is in the public interest.

Executive Summary:

Executive Summary:
Two new positions in the Finance Department were approved as part of the fiscal year 2018
budget on March 7, 2017. This resolution adds those two new positions into the
Administrative/Confidential pay plan.
Background / Analysis:
In the fiscal year 2018 budget, in the Finance Administration division, a 1.00 FTE Budget
Management Analyst position is being reclassified as a Budget & Compliance Officer. This
reclassification enhances the responsibilities of this position to implement and oversee the City's
internal audit program and financial policies and procedures, to oversee the City's performance
measurement programs, and to monitor debt and budget compliance throughout the fiscal year.
Also in fiscal year 2018, in the Information Technology Services (ITS) division, a new Solutions
Architect position is being added. The Solutions Architect analyzes business needs, and then
designs, develops, and implements solutions. The individual will develop and maintain systems
management programs and documentation, streamline business technology processes, and
eliminate inefficiencies. The individual will also monitor system performance and usage to
determine future enhancement with the goal of maintaining industry determined best practices.
This individual will coordinate and lead the effort between the Database Administrator, the
Senior Programmer -Analyst, and support staff to achieve milestone goals.

Executive Summary:
The consolidated transit funding application is an annual application filed with Iowa Department
of Transportation (IDOT) listing capital and operating expenses that we wish to see funded by
[DOT and the Federal Transit Administration (FTA). The projects contained in the application
have been programmed by Iowa City Transit for FTA Section 5307, 5310 and/or 5339 funds in
FY2018. The projects will be included in the FY2018 Iowa DOT Consolidated Transit Funding
Application that the Metropolitan Planning Organization of Johnson County (MPOJC) is
completing and in the FY2018-2021 MPOJC Transportation Improvement Program (TIP). Iowa
City Transit may not seek funding for all of the projects; however, each project needs to be
listed in order to be eligible for funding. The total amount of funds being included in the funding
application is over $18.5 million.
Background / Analysis:
Due to our potential application for and receipt of federal grant funds, we are required to hold a
public hearing so that the public can have the opportunity to comment on our funding request.
This is an annual process and we must provide a minimum of thirty days' notice prior to the
public hearing.
The specific allocations for the funds being applied for are detailed below:
State Transit Assistance Program: approximately $486,265 — These are formula
funds for operations awarded to the Metropolitan Planning Organization (MPO) and then
distributed between Iowa City Transit, Coralville Transit and the University of Iowa —
Cambus.
Federal operating assistance for transit: $1,622,763 — These are funds awarded
from FTA to provide operational assistance to the transit agency.
From federal funds for transit in non -urbanized areas and/or for transit serving
primarily elderly persons and person with disabilities: $112,493 — These funds are
awarded to Iowa City and committed to para -transit services that are contracted through

Re: Consider an amendment to City Code Section 14-513-8E, Sign Standards in the CB -
2, CB -5 and CB -10 zones to allow fascia (building) sign size to be based on the sign
wall
Introduction: In October of 2016, The Planning and Zoning Commission considered and
approved several amendments to the Iowa City Sign Regulations in order to better implement
the recommendations of the Downtown District Storefront and Signage Guidelines and to bring
the sign code into compliance with a U.S. Supreme Court decision regarding the regulation of
signage. This was a significant revision of the sign code regulations.
Background: The new amendments have been in place for approximately three months and,
as with any broad change to zoning regulations, deficiencies are revealed when applied to real
world situations. The regulation under consideration is the fascia (building) sign allowance in the
CB zones. The sign regulations of the CB zones are also referenced and apply in most of the
Riverfront Crossings districts. Before the code amendments, the fascia sign allowance was
15% of the sign wall area. With high rise buildings becoming more prevalent downtown, there
was concern that this standard could allow very large signs on a multi -story buildings. The new
standard (which was recommended by the design consultants who wrote the Downtown District
Storefront and Signage Guidelines) is 1.5 times the length of street facing fagade. So, for
instance, a building with a storefront of 25ft would be allowed 37.5 square feet of signage. This
standard works well for the typical buildings in the downtown area — buildings that abut one
another along a frontage. These buildings only have one wall that is visible and appropriate for
signage.
However, there are proposed buildings and buildings under construction in the CB -10 zone and
in Riverfront Crossings that are not typical storefront buildings with only one visible street -facing
wall. For example, the Hilton Garden Inn at 328 S. Clinton Street will abut an alley and is taller
than adjacent buildings, making visible side elevations that are suitable for fascia signage. The
street facing fagade (west elevation) is 62ft long which would only allow 93 square feet of fascia
signage on the entire 12 story building. Both the north and south walls (which are not street
facing) are appropriate for signage but the current regulation severely limits what could be
permitted. These smaller signs would not be proportional to the building and would be
inadequate in terms of visibility. The proposed signage for the Hilton Garden is attached for your
reference. Other buildings that could be affected by this limitation are the Chauncey (currently
under construction at 404 E. College Street), and The Park @ 201, 201 E. Washington Street.
Discussion of Solutions: The language for fascia sign allowance in the CB zones could
amended to 1.5 times the length of the building wall". Language would need to be added to
other provisions for fascia signs to ensure that these sign size provisions relate to the specific
location of the sign. This allows for each building wall to be treated separately (similar to the

previous standard) but still controls the size so that overly large signs and signs not proportional
to the building wall are eliminated as a possibility. The storefront buildings typical to the
downtown area would not be affected by this change but it would allow for adequate and
proportional signage on those buildings with more than one visible wall —even if those walls are
not street facing.

RESOLUTION SETTING PUBLIC HEARING FOR APRIL 4, 2017, ON A
PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 926
EAST DAVENPORT STREET.
WHEREAS, the UniverCity Neighborhood Partnership Program is a joint effort between the
University of Iowa and the City to encourage home ownership and reinvestment in designated
neighborhoods surrounding the University of Iowa; and
WHEREAS, the City purchases rental units located in designated neighborhoods surrounding
the University of Iowa, rehabilitates them, and then sells them to income -eligible buyers; and
WHEREAS, the City purchased and rehabilitated a single family home located at 926 East
Davenport Street, Iowa City; and
WHEREAS, the City has received an offer to purchase 926 East Davenport Street for the
principal sum of $199,500; and
WHEREAS, this sale would provide affordable housing in a designated area surrounding the
University of Iowa; and
WHEREAS, this sale is conditioned on the family securing adequate financing for the purchase
of the home.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA, that:
1. The City Council does hereby declare its intent to convey a single family home located at
926 East Davenport Street, Iowa City, Iowa, also known as part of Outlot 8, Original Town
of Iowa City, Iowa, for the sum of $199,500.
2. A public hearing on said proposal should be and is hereby set for April 4, 2017, at 7:00
p.m. in Emma J. Harvat Hall of the Iowa City City Hall, 410 East Washington Street, Iowa
City, Iowa, or if said meeting is cancelled, at the next meeting of the City Council thereafter
as posted by the City Clerk, and that the City Clerk be and is hereby directed to cause
notice of said public hearing to be published as provided by law.

Executive Summary:
On April 4, 2017, City Council will hold a public hearing and vote on a resolution authorizing the
conveyance of 926 E. Davenport as part of the UniverCity Neighborhood Partnership Program.
Once this home is sold, this will be the 58th home sold under the program.
Background / Analysis:
Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 926 E.
Davenport St. for $199,500. City funds were used to rehabilitate and sell the home to an
income -eligible homebuyer. Renovations included electrical work, plumbing, repainted interior
walls, insulation in the attic, new roof, new water heater, furnace and air conditioner, new light
fixtures, carpeting on stairs and bedrooms, updated bathroom, refinished the wood floors in the
dining and living room, and new cabinets and counters in the kitchen. The cost of renovations
(up to $50,000) is not included in the sale price and forgiven once the homeowner has lived
there for 5 years. The home must also be owner -occupied for 20 years.
Built in 1900, this house has 1,392 square feet of living space, includes three bedrooms, one
bathroom, detached two -car garage and a large backyard.
This home is located on a street where there are many rental properties. The renovated home
will be an asset to the neighborhood and community. Staff recommends approval of the
resolution to authorize the conveyance of 926 E. Davenport St. as part of the UniverCity
Neighborhood Partnership program.

The applicants,1201 Gilbert, LLC, 1225 Gilbert LLC, and 1301 Gilbert LLC, have requested
preliminary plat approval for The Crossings, an approximately 8.49 -acre, 7 -lot mixed-use subdivision
located on the west side of South Gilbert Street between 15t Street and Highway 6 abutting the new
Riverfront Crossings Park. The subdivision is intended to facilitate the redevelopment of the subject
properties according to the Riverfront Crossings Master Plan. The properties were recently rezoned
to Riverfront Crossings — South Gilbert (RFC -SG). The subdivision will establish a new lot and block
pattern to create an urban, mixed-use neighborhood next to the new Riverfront Crossings Park. The
subdivision will need to be final platted in phases. Pleasant Valley Nursery ceased operations at the
end of 2016 and buildings on the site will be razed to make room for a 3 -story, mixed use building
with ground floor commercial and upper floor apartments. The new building will front on Gilbert Street
and Highway 6. Big Grove Brewery will be opening this spring and the remainder of the lot behind the

brewery will be converted into a large outdoor service area that will extend to a new trail along the
east side of Ralston Creek. The remaining lots in the subdivision will not be developed until
Alexander Lumber moves to a new location.
ANALYSIS:
Zoning: The property is zoned Riverfront Crossings — South Gilbert (RFC -SG). This zone is intended
for high intensity mixed-use development in buildings with active ground floor uses opening onto
pedestrian -friendly streetscapes. Other than the building at 1225 S. Gilbert Street, which is being re -
purposed as a craft brewery and restaurant, the remaining buildings on the subject properties will
eventually be demolished and redeveloped with buildings that meet the new zoning requirements.
The zoning allows high density residential development and a mix of commercial uses appropriate to
an urban neighborhood, including retail, restaurant, and office uses.
Compliance with Comprehensive Plan: The subject properties are located in the South Gilbert
Subdistrict of Riverfront Crossings. The master plan and subarea plan highlight the defining
features of this subdistrict, including the potential for mixed-use buildings along a more pedestrian -
oriented Gilbert Street and buildings that front on tree -lined pedestrian streets that provide views
and access to the new riverfront park. In addition, the plan highlights the importance of restoring
Ralston Creek and making it an attractive environment for both the public and for future residents.
There is also an emphasis on encouraging green infrastructure and best management practices
with regard to managing stormwater. The two pedestrian streets are envisioned not only as means
of pedestrian circulation, but also as a possible location for bioswales that would filter and naturally
clean stormwater run-off from adjacent lots before it outlets into Ralston Creek. The submitted
preliminary plat creates a new lot and block pattern and provides for dedication of land for a more
pedestrian -oriented street network to support the proposed redevelopment of these properties
according to the Riverfront Crossings Master Plan.
Compatibility with neighborhood: The proposed subdivision will facilitate redevelopment that is
more compatible with the new Riverfront Crossings Park that is being developed along the western
boundary of the property. Redevelopment according to this new subdivision plat will likely be a
catalyst for redevelopment of other properties in the vicinity according to the vision adopted with
the Riverfront Crossings Master Plan.
Subdivision and street design: With Riverfront Crossings zoning, every new building has to have
frontage on a street. Therefore, the subdivision is divided into 7 development lots bounded by an
extension of 2"d Street, a new pedestrian street along Ralston Creek, Gilbert Street, and Highway
6. Lots 1, 2, 5, and 6 will have primary frontage along Gilbert Street. Lots 3 and 4 will have primary
frontage along the private pedestrian street portion of 2nd Street and along the public Ralston Creek
pedestrian street, represented as Outlot A and B. 2nd Street will be platted as a private street
(Outlot G) and will provide vehicular access from Gilbert Street west to a north -south private alley
shown as outlots F and H, on the plat. The portion of 2nd Street west of the private alley will be
platted according to the private pedestrian street standards in the Riverfront Crossings form -based
code. The vehicular portion of 2nd Street will have an 80 -foot ROW to allow for angled or
perpendicular on -street parking. The pedestrian street portion of 2nd Street will be 60 feet wide and
include a 20 -foot wide sidewalk that will also serve as a fire lane for emergency vehicle access.
This pedestrian street will also provide a public pedestrian route to the new Riverfront Crossings
Park and to the public trail system along Ralston Creek. Lot 7 has primary frontage on the Ralston
Creek pedestrian street, but will likely need to rely on the extension of 1st Street, which will be
located on the abutting property to the north and outside the boundaries of this subdivision, to
provide adequate emergency vehicle access. Until such time as 1st Street is extended,
development of lot 7 will be restricted, if emergency vehicle access cannot otherwise be provided.
When 1st Street is extended, lot 7 will also have frontage on 1st Street and emergency vehicle
access and fire protection can be provided by a 20 -foot fire lane similar to what is shown on this

plat for the pedestrian street portion of 2nd Street
Given that the right-of-way for Gilbert Street is currently not wide enough to provide the pedestrian
environment necessary to support the anticipated increase in commercial and residential density
made possible with Riverfront Crossings zoning, the applicants entered into a conditional zoning'
agreement that requires dedication of additional land along Gilbert Street to increase the right-of-way
according to the street cross-section illustrated in the Riverfront Crossings Plan. The land intended
for dedication is shown on the proposed plat as Outlots C, D, and E.
A 30 -foot stream corridor buffer is required along Ralston Creek according to the Sensitive Areas
Ordinance. This buffer area will be dedicated to the City and developed with a trail according to the
Ralston Creek pedestrian street standards in the Riverfront Crossings form -based code. The trail
widens at the intersection of 2nd Street to provide a fire truck and emergency vehicle turn -around.
When Ralston Creek is restored as a part of the first phase of development of Riverfront Crossings
Park, a bridge will be extended across the creek to provide a public pedestrian connection between
2nd Street and the new park.
Similar to other subdivisions, the developer will be responsible for developing the trail, sidewalks,
streets, alley and other subdivision infrastructure along the new street network, with the exception of
the trail along Highway 6, which will be constructed as a part of the Riverfront Crossings Park project.
As a part of the public improvements being made by Big Grove Brewery with redevelopment of that
site, the developer will extend the trail and provide pedestrian -scale lighting within the new Ralston
Creek pedestrian street along the west boundary of Lot 2 to its connection with the Highway 6 trail.
With regard to Gilbert Street, the developer will be required to dedicate Outlots C, D, and E at the
time of the first final plat. New sidewalks and street trees will be required as properties redevelop
along Gilbert Street or may be installed as a part of a larger City project to improve the Gilbert Street
corridor according to the goals of the Riverfront Crossings Master Plan. It is anticipated that Lot 1 will
be redeveloped with a new mixed-use building prior to the City making improvements to Gilbert
Street. In that case, a new sidewalk will be required along the new ROW line established on Gilbert
Street and a temporary sidewalk connection will be required across the Gilbert Street frontage of Lot
2 (Big Grove Brewery) to connect with the sidewalk that currently extends north along the Alexander
Lumber property. This will ensure there is a continuous north -south sidewalk connection for new
residents, commercial tenants, and customers for this new building.
Environmentally Sensitive Areas: Ralston Creek is a regulated stream corridor and a 30 -foot
stream corridor buffer is required. This buffer (Outlots A and B), will be dedicated to the City and
developed as a pedestrian street according to the Riverfront Crossings form -based development
code.
Traffic implications: One of the primary goals of the Riverfront Crossings Plan is to improve the
public realm, the public spaces along the streets and public open spaces in order to create a safe,
walkable and pleasant environment for high density residential living. South Gilbert Street is
currently not very hospitable to pedestrians or bicyclists, with missing sidewalk connections, lack of
street trees or a buffer between traffic and pedestrians and an excessive number of driveways that
interrupt sidewalks and create traffic congestion and confusion along this arterial street. Many of
the curb cuts along the frontage of this subdivision do not meet the City's access management
standards. With the proposed subdivision two of these driveways will be closed and the long
uncontrolled curb cut in front of the former Pleasant Valley site (Lot 1 on the plat) will be closed.
The intent with this subdivision is to repair the street grid by extending 2nd Street and eventually 15`
Street and allowing only essential driveways to remain to provide for traffic circulation and loading
and unloading for Big Grove Brewery on Lot 2 and for the new mixed-use building proposed for Lot
1. The plat illustrates a driveway on the north side of Lot 2 that provides access to the loading dock
and parking area for Big Grove Brewery. Lot 1 will share a driveway with Lot 2 that aligns with 3`d

Street, which meets the City's access standards. The applicants are also requesting a right -in /
right -out drive on the south side of the Lot 1 in order to provide for additional access to the parking
lot planned in front of the building along Highway 6. The location and design of this driveway
access point is closer to the intersection with Highway 6 than would typically be allowed according
to the City's access management standards, but the City has the discretion to modify these
standards in certain circumstances. The location and design of this proposed driveway will be
reviewed by the City prior to final plat to ensure that it meets traffic safety and circulation
standards.
Neighborhood parkland or fees in lieu of: The Neighborhood Open Space Requirements require
approximately 1 acre of dedicated open space or fees in lieu of for the portion of the subdivision that
includes residential dwelling units. The developer is dedicating approximately 0.5 acres of land with
the dedication of the 30 -foot buffer area along the east side of Ralston Creek. In addition, the
developer will be constructing a 60 -wide pedestrian street (approximately .33 acres) that will provide
public access and open space amenities along a main route to the new Riverfront Crossings Park.
The construction costs of building the public trail and providing pedestrian -scale lighting along the
east side of Ralston Creek will likely more than satisfy the fee that would otherwise be required for
the remain 0.17 acres of required neighborhood open space requirement. Final calculation of the
open space requirement and fee based on the cost of construction of the open space improvements
along the Ralston Creek will be determined at the time of final plat.
Storm water management: The applicant has provided stormwater management calculations that
indicate that there will be no net increase in stormwater run-off with the redevelopment of the
subdivision. In addition, the developer has agreed to include green infrastructure within the 2°' Street
pedestrian street, along Highway 6, and along the Ralston Creek pedestrian street to improve water
quality before run-off enters Ralston Creek to meet the goals of the Riverfront Crossings Master Plan
to use stormwater best management practices to control and cleanse run-off and to protect Ralston
Creek and restore it as a naturally functioning waterway. All necessary storm sewer easements shall
be delineated on the final plat.
Water and Sanitary Sewer:
With new high density residential and mixed use buildings proposed with frontage along Ralston
Creek, public water main will be extended along this new public pedestrian street to serve lots 3, 4,
and 7 and will allow for future extension to the abutting property to the north. Sanitary sewer will be
routed south along the east bank of Ralston Creek to connect with the sanitary sewer along
Highway 6.
STAFF RECOMMENDATION:
Staff received the most recent revision of the preliminary plat too late for detailed review by
engineering and legal staff. However, it is anticipated that any minor discrepancies or deficiencies will
be resolved prior to the Commission meeting on Thursday. Therefore, staff recommends approval of
SUB16-00013, a preliminary plat of The Crossings, an approximately 8.49 -acre, 7 lot, mixed-use
subdivision located west of Gilbert Street, between 1" Street and Highway 6, contingent upon
resolution of any deficiencies or discrepancies.

RECOMMENDATIONS TO CITY COUNCIL:
By a vote of 6-0 the Commission recommends approval of SUB16-00013, a preliminary plat of
The Crossings, an approximately 8.49 -acre, 7 lot, mixed-use subdivision located west of Gilbert
Street, between 1st Street and Highway 6, contingent upon resolution of any deficiencies or
discrepancies on the preliminary plat.
By a vote of 6-0 the Commission recommends approval of REZ16-00008 an application
submitted by Kevin Hanick for a rezoning of approximately 10.26 acres from Interim
Development Single Family (ID -RS) to Low Density Multifamily (RM -12) zone for property
located north of Scott Boulevard between Hickory Heights Lane and First Avenue with a
maximum of 60 units.
By a vote of 6-0 the Commission recommends approval of Table 5B-4: Sign Specifications
and Provision in the CB -2, CB -5 and CB -10 Zones as listed in Staff Report.
Freerks called the meeting to order at 7:00 PM.

Discussion of an application submitted by 1201 Gilbert, LLC, 1225 Gilbert, LLC and 1301
Gilbert, LLC for a preliminary plat of The Crossings, a 7 -lot, 8.54 -acre commercial
subdivision located west of Gilbert Street, between 1" Street and Highway 6.
Howard showed a map of the properties and stated that they were recently rezoned to
Riverfront Crossings South Gilbert and include the former Pleasant Valley Garden site,
the building currently being repurposed for Big Grove Brewery, and the current
Alexander Lumber property. The submitted preliminary plat creates a new lot and block

pattern and provides for dedication of land for a more pedestrian -oriented street network to
support the proposed redevelopment of these properties according to the Riverfront Crossings
Master Plan. The property is divided into seven lots, lot 1 will encompass the former
Pleasant Valley Garden site and is proposed to contain a mixed-use building that will
front on Gilbert Street and Highway 6. Lots 1, 2, 5, and 6 will have primary frontage along
Gilbert Street. Lots 3 and 4 will have primary frontage along the private pedestrian street portion
of 2nd Street and along the public Ralston Creek pedestrian street, represented as Outlet A and
B. Lots 3 and 4 will contain mufti -family buildings. 2nd Street will be platted as a private street (Outlet
G) and will provide vehicular access from Gilbert Street west to a north -south private alley
shown as outlots F and H, on the plat. The portion of 2nd Street west of the private alley will be
platted according to the private pedestrian street standards in the Riverfront Crossings form -
based code. The vehicular portion of 2nd Street will have an 80 -foot ROW to allow for angled or
perpendicular on -street parking. The pedestrian street portion of 2nd Street will be 60 feet wide
and include a 20 -foot wide sidewalk that will also serve as a fire lane for emergency vehicle
access. This pedestrian street will also provide a public pedestrian route to the new Riverfront
Crossings Park and to the public trail system along Ralston Creek. The 1 st phase of
improvements to Riverfront Crossings Park will commence this summer and include trail
connections across Ralston Creek at Highway 6 and aligned with the new 2ntl Street
pedestrian street. Lot 7 has primary frontage on the Ralston Creek pedestrian street, but will
likely need to rely on the extension of tst Street, which will be located on the abutting property to
the north and outside the boundaries of this subdivision, to provide adequate emergency vehicle
access. Development of lot 7 will be restricted until adequate emergency vehicle access can be
provided.
Howard noted that with regards to compliance with the Comprehensive Plan, Staff believes that
this subdivision does comply and is compatible with the future vision of this neighborhood and
will likely be a catalyst for further development in the area. The proposed street design meets
both the conditional zoning agreement and the Riverfront Crossings Plan. The developer will
dedicate outlots C, D, and E along Gilbert Street so that adequate ROW is provided for
pedestrian improvements to support the increase in residential density anticipated with this
subdivision. New sidewalks and street trees will be required within the public ROW as
properties redevelop along Gilbert Street or may be installed as a part of a larger City project to
improve the Gilbert Street corridor according to the goals of the Riverfront Crossings Master Plan.
Ralston Creek is a regulated stream corridor and a 30 -foot stream corridor buffer is required.
This buffer (Outlets A and B), will be dedicated to the City and developed as a pedestrian street
according to the Riverfront Crossings form -based development code. The developer will be
required to provide the trail, sidewalks, streets, alley and other subdivision infrastructure (with
the exception of the trail along Highway 6 which is part of the City's park improvement project).
One of the goals of the Riverfront Crossings Plan is to improvement street corridors for all
modes of transportation. One of the ways to improve traffic circulation and safety, including
safety for pedestrians and bicyclists is to close unnecessary driveways along arterial street
corridors, such as Gilbert Street. The proposed subdivision will result in fewer driveways along
Gilbert Street and the new rear alley will provide for cross access between development lots
within the subdivision. Howard also noted that the right -in / right -out driveway shown on the
concept plan for the subdivision does not meet the City's access management standards. The
City has a process to consider exceptions to these rules under certain circumstances. The City
Engineer's office has not yet reviewed this request.
Howard then discussed that subdivisions usually trigger a neighborhood open space fee. The
formula is based on residential density of the underlying zoning district. Since in the Riverfront

Crossings zoning districts residential density is not explicitly stated, staff will need to consider
how this ordinance applies prior to the final plat of the subdivision. The developer is dedicating
approximately 0.5 acres of land with the dedication of the 30 -foot buffer area along the east side
of Ralston Creek. In addition, the developer will be constructing a 60 -wide pedestrian street
(approximately .33 acres) that will provide public access and open space amenities along a
main route to the new Riverfront Crossings Park. Final calculation of the open space
requirement and any required fee will be determined at the time of final plat.
Howard stated that the applicant has provided stormwater management calculations that
indicate that there will be no net increase in stormwater run-off with the redevelopment of the
subdivision. In addition, the developer has agreed to include green infrastructure within the 2nd
Street pedestrian street, along Highway 6, and along the Ralston Creek pedestrian street to
improve water quality before run-off enters Ralston Creek to meet the goals of the Riverfront
Crossings Master Plan to use stormwater best management practices to control and cleanse
run-off and to protect Ralston Creek and restore it as a naturally functioning waterway. All
necessary storm sewer easements shall be delineated on the final plat.

Signs asked if lot 7 would remain open space or is there future development potential there.
Howard stated the developer is still exploring what type of building might fit on this lot, but it will
not be open space.
Signs then questioned on lot 2, behind the brewery, he recalled a mention of an outdoor service
area extending all the way to the creek. Howard said that 30 feet from the top of the creek bank
is being dedicated to the City of Iowa City as a buffer area, which will be designed as a
pedestrian street with a public trail, trees, and pedestrian -scaled lighting. The outdoor service
area will be on the private property (lot 2) and will extend up to the new Ralston Creek
pedestrian street.
Signs also asked about driveway access to Lot 1. He remembered that in an earlier concept
there was a new right -out driveway shown from lot 1 directly to Highway 6 and asked whether
the developer intended to pursue that option.
Theobald asked about the sidewalks on Gilbert Street, noting there is a temporary sidewalk
where Big Grove is being developed, but the rest of the sidewalk won't be constructed until the
rest of the area is developed. Howard explained that typically in a subdivision the developers
don't put the sidewalks in until the building are built. In the case of the brewery, the City has
agreed to allow them to continue to use the front parking area with the addition of a temporary
sidewalk until Gilbert Street is improved.
Freerks opened the public hearing.
Randy Miller (representing the subdivision) answered the question from Signs about an exit
from Lot 1 onto Highway 6. Miller explained that concept has been abandoned because it is a
challenge to get the Iowa DOT to approve such an exit and it is also very expensive. The DOT

will only approve if needed due to expected traffic volumes and Miller did not believe that the
building being built on Lot 1 would generate enough traffic for the DOT to approve the exit.
Hensch asked about the right-in/right-out driveway shown in outlot C. Miller stated that for a
mixed use building like what is planned for lot 1, it is important to have a right in/right out
driveway to access the commercial businesses there.
Signs asked if there is still a potential for a building on the back of Lot 2 in the area along
Highway 6. Miller said they are exploring that option, but it would be one of the last buildings
they focus on.
Freerks closed the public hearing
Hensch moved for approval of SUB16-00013, a preliminary plat of The Crossings, an
approximately 8.49 -acre, 7 lot, mixed-use subdivision located west of Gilbert Street,
between 1st Street and Highway 6, contingent upon resolution of any deficiencies or
discrepancies on the preliminary plat.
Martin seconded the motion.
Freerks noted that this area appears to be developing in the right direction
Theobald did share her concern about outlot C and the right-in/right-out access drive, and the
difficulty of getting out of there and back onto Gilbert Street. She noted that it was problematic
for the Pleasant Valley Nursery to have a curb cut in this location.
Howard noted that the driveway will not be approved with the plat. This right -in / right -out drive
will be reviewed according to the City's access management standards.
A vote was taken and the motion carried 6-0.
ZONING ITEM (REZ16-00008):
Discussion of an application submitted by Kevin Hanick for a rezoning of approximately
10.26 acres from Interim Development Single Family (ID -RS) to Low Density Multifamily
(RM -12) zone for property located north of Scott Boulevard between Hickory Heights Lane
and First Avenue.
Miklo noted that the Commission recommended approval of the rezoning of approximately
10.26 acres located north of Scott Boulevard between Hickory Heights Lane and First Avenue
from Interim Development (ID -RS) to Low Density Multifamily (RM -12), conditioned on general
compliance with the concept plan showing 54 dwelling units, and it will be on the City Council
agenda next week. Staff recommended the condition of 54 dwellings because with the RM -12
zoning it could be up to a 100 unit structure, however with the sensitive areas that it would be
difficult to achieve that density without extensive grading of the steep slopes and woodland
removal. The applicant has requested a modification to the condition to increase the number of
units from 54 to 60. The additional units would be created by converting some to the 2 -bedroom
units to 1- bedroom units. The overall exterior design and building placement is not proposed to

RESOLUTION AUTHORIZING CONVEYANCE OF A SINGLE FAMILY HOME
LOCATED AT 1025 EAST BURLINGTON STREET.
WHEREAS, the UniverCity Neighborhood Partnership Program is a joint effort between the
University of Iowa and the City to encourage home ownership and reinvestment in designated
neighborhoods surrounding the University of Iowa; and
WHEREAS, the City purchases rental units located in designated neighborhoods surrounding
the University of Iowa, rehabilitates them, and then sells them to income -eligible buyers; and
WHEREAS, the City purchased and rehabilitated a single family home located at 1025 East
Burlington Street, Iowa City; and
WHEREAS, the City has received an offer to purchase 1025 East Burlington Street for the
principal sum of $195,000; and
WHEREAS, this sale would provide affordable housing in a designated area surrounding the
University of Iowa; and
WHEREAS, on March 7, 2017, the City Council adopted a Resolution proposing to convey its
interest in 1025 East Burlington Street, authorizing public notice of the proposed conveyance,
and setting the date and time for the public hearing; and
WHEREAS, following the public hearing on the proposed conveyance, the City Council finds
that the conveyance is in the public interest.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA, that:

WHEREAS, the City Council's Strategic Planning priorities for 2016 and 2017 includes fostering
a more inclusive, just and sustainable Iowa City; and
WHEREAS, the City Council approved funding in the fiscal year 2017 budget for Social Justice
and Racial Equity ("SJRE°) grants to community-based organizations to build capacity to
address social justice and racial equity; and
WHEREAS, the City has disseminated SJRE Grant applications to Iowa City organizations; and
WHEREAS, the City received eight applications for SJRE Grant; and
WHEREAS, the Iowa City Human Rights Commission has held a series of meetings reviewing
the applications regarding the allocation of funds for the SJRE Grant for fiscal year 2017; and
WHEREAS, the Iowa City Human Rights Commission has recommended that Exhibit A be
approved; and
WHEREAS, the City Council finds that the public interest will be served by the adoption of the
fiscal year 2017 SJRE Grant allocations.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA, THAT:
The allocation of fiscal year 2017 SJRE Grant funds attached hereto as Exhibit A is
hereby approved and adopted.
2. The City Manager or designee is hereby authorized to execute, terminate, or amend
SJRE Grant Agreements executed in connection with the allocation of public funds.

Executive Summary:
This resolution approves the recommendation by the Human Rights Commission to provide full
funding for five out of the eight organizations that applied for the Social Justice and Racial
Equity Grant for fiscal year 2017. The original budget amount for the Social Justice and Racial
Equity Grant was $25,000.
Background / Analysis:
One of the City Council's Strategic Planning priorities for 2016 and 2017 is to foster a more
inclusive, just and sustainable Iowa City. To further this vision, the City Council approved
funding in the fiscal year 2017 budget for Social Justice and Racial Equity ("SJRE") grants to
community-based organizations to build capacity to address social justice and racial equity. City
Council approved a total of $25,000.
The purpose of the SJRE Grant is to encourage, empower and engage social justice and racial
equity initiatives in this community. The SJRE Grant funding is available to for-profit and non-
profit Iowa City based organizations (including City of Iowa City departments) to fund programs,
activities, or services that help to eliminate inequities in the community.
The SJRE Grant lists six priority service areas: Education, Building Community, Housing,
Criminal Justice, Health, and Employment. Organizations whose programs, services or activities
address one or more of these priorities are considered first for funding. Funding request for
operational costs such as rent, salaries or utilities of an organization are not covered by the
SJRE Grant.
Applications to apply for the SJRE Grant for fiscal year 2017 were available from December 1,
2016 — January 5, 2017.
The Human Rights Commission met on January 17 (minutes in City Council Packet of February
21) to review the eight funding requests received. The list below provides the organization, the
amount requested and a brief description of the service, program or activity for the funding
request.

1) Sankofa Outreach Connection ($13,500)
To provide a program entitled Sisters at the Center. The goal of the program is to
address barriers to health and wellness for women of color. Sisters at the Center will
consist of a series of programs intended to educate, while simultaneously creating a
sense of connectedness for women of color. The funding will be used for professional
service fees including classes, consultants, dietitians, bus passes, and guest speakers.
2) Inside Out Reentry, Inc. ($3,000)
To provide services to persons returning from incarceration. Individualized re-entry plans
include one-to-one and small group tutoring on computer skills, job readiness tests, and
assistance with job and housing applications. The funding would be used to purchase
two new computers and one printer for the Resource Center.
3) United Action for Youth ($7,456)
Forum Theater (also known as Theater of the Oppressed) is a style of interactive
provisional theater that works directly on social issues. The theater troupe would be
comprised of twelve people, six youth and six adults who would provide social justice
and racial equity forum theater presentations to the community. The funding request is
for one week intensive training for staff, salary for the troupe leader and AmeriCorps
members, travel, and marketing of performances.
4) Successful Living ($25,000)
To provide housing to the mentally ill who are homeless or are otherwise profoundly
struggling. The funding would be used to assist in the cost to purchase an additional
transitional house. The $25,000 (or any part thereof awarded) would be applied to offset
the cash down payment.
5) City of Iowa City, World of Bikes, and Iowa City Bike Library ($3,250)
The project will provide refurbished bicycles to youth in junior high that are low-income to
improve their access to public amenities via bicycle, and enhance their physical and
mental health through "active" transportation. The funding would be used to refurbish
fifteen bicycles from the police impound and to contract with a local instructor certified by
the League of American Bicyclists.
6) Iowa Legal Aid ($2,200)
To provide at least two community legal education events, preferably at the Iowa City
Public Library. At least one event will deal with the use of criminal history, and at least
one event will deal with court debt. All events will deal with expungement of criminal
records, both juvenile and adult. Funding would be used to pay the costs associated with
preparation and delivery of community legal education events, and follow up with clients
served as a result of the presentations.
7) Johnson County Affordable Housing Coalition ($2,500)
To launch a multi -media YIMBY (Yes In My Back Yard) campaign that provides upbeat
images of affordable housing residents and structures, and a narrative that makes the
social and economic benefits of affordable housing clear. The funding would be used to
work with a nonprofit media advisor to increase positive housing stories, and the
production and marketing of three high quality Public Service Announcements.
8) Center for Worker Justice of Eastern Iowa ($17,400)
To launch a new Unity in the Community initiative that would respond to current priorities
and concerns of members of the Center for Worker Justice. The funding would be
utilized for expenses related to planning, publicizing, delivering town hall forums,

education events, training workshops, community events, and attendance of members at
leadership development conferences.
The Human Rights Commission met again on January 25 (minutes in City Council Packet of
March 21) to discuss the SJRE Grant applications. Similar to its meeting held on January 17,
Commissioners poised questions to those organizations that had representative(s) present.
After the application review ended, each Commissioner provided staff with their numerical
ranking for each applicant with 1 being the highest and 8 the lowest. The numerical score
received by each applicant were averaged and ranked from highest to lowest. The resulting
ranking is listed below:

The Human Rights Commission next went over budgetary considerations including whether
funding organizations at an amount less than what was requested would be sustainable for
those organizations. It was decided by majority vote to recommend to the City Council that the
five highest scorers be funded at their requested amount. The Human Rights Commission
declined to provide funding for the other three organizations with only $550 remaining.
Per the SJRE Grant review process, staff to the Commission shared the recommendation with
an ex -officio of the University of Iowa's Chief Diversity Office who concurred with the
recommendation of the Human Rights Commission (ex -officio's comments on the
recommendation are attached to the minutes of the Human Rights Commission in the City
Council Packet of March 21).
Funding will be allocated no later than June 1, 2017. To view all SJRE Grant applications
