Comment: Bids for this project were opened on Thursday, March 30, 2017.
Staff is reviewing the bids and a recommendation for award will be
presented to Council at the Council meeting on Tuesday, April 4th. The
estimated construction costs for this project are $336,250 (base bid) /
$606,375 (with alternates), which will be funded with Parking revenues and
Road Use tax proceeds.
WADE STREET WATER MAIN REPLACEMENT - RESOLUTION
ACCEPTING THE WORK FOR THE WADE STREET WATER MAIN
REPLACEMENT PROJECT.
Comment: The project has been completed by Hometown Plumbing &
Heating of Davenport, Iowa, in substantial accordance with the plans and
specifications. The Engineer's Report and Performance and Payment
bonds are on file with the City Clerk.

COMMUNITY POLICE REVIEW BOARD BY-LAWS - RESOLUTION
APPROVING THE BY -LAWS OF THE COMMUNITY POLICE REVIEW
BOARD AND RESCINDING RESOLUTIONS 15-222 AND 16-201.
Comment: The Rules Committee recommended approval at their March 16
meeting. By -law changes are necessary to add more flexibility and bring
further clarity to the absence policy for commission members (Article III,
Section 4).
AMENDED BY-LAWS OF HOUSING AND COMMUNITY DEVELOPMENT
COMMISSION - RESOLUTION ADOPTING AMENDED BY-LAWS OF

RESOLUTION ADOPTING THE PROCEDURAL RULES OF THE

Comment: At its meeting of December 16, 2015, the Board of Adjustment
discussed and recommended that the City Council approve amended
Procedural Rules (aka, By -Laws) attached to this resolution.
ITEM 4d(9) CLIMATE ACTION STEERING COMMITTEE — RESOLUTION
REPEALING RESOLUTION NO. 17-28 AND AUTHORIZING CREATION
OF CLIMATE ACTION STEERING COMMITTEE.
Comment: This resolution will repeal Resolution 17-28 and authorize
creation of a Climate Action Steering Committee. While discussing
appointments to the Climate Action Steering Committee, City Council
requested the addition of a student to the at -large community stakeholder
positions. Council also agreed that the final Committee select a chairperson
from their membership. The proposed resolution reflects these changes.
ITEM 4d(10) FIRST AVENUE GRADE SEPARATION — RESOLUTION APPROVING,
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE
)-7-9-7 CITY CLERK TO ATTEST AMENDMENT NO. 2 TO THE JUNE 3, 2014
AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND
SNYDER & ASSOCIATES, INC. TO PROVIDE ENGINEERING
CONSULTANT SERVICES FOR THE FIRST AVENUE GRADE
SEPARATION PROJECT.
Comment: The City of Iowa City previously entered into a contract for
engineering consulting services with Snyder & Associates, Inc. to prepare
preliminary and final design for the First Avenue Grade Separation Project.
City Staff desires to amend the consultant agreement to expand the scope
of engineering services of the Consultant to provide additional design and
construction period services for the First Avenue Grade Separation Project.
The negotiated increased cost will be $25,300 and will be funded by
General Obligation bond proceeds.
ITEM 4d(11) PROCUREMENT OF GRANULAR ACTIVATED CARBON —
RESOLUTION AUTHORIZING THE PROCUREMENT FOR THE
REMOVAL, DISPOSAL, AND REPLACEMENT OF GRANULAR
17-97 ACTIVATED CARBON.
Comment: This resolution will approve the procurement of a contract for
the removal, disposal, and replacement of granular activated carbon. The
total cost of the project will be $72,480 per year for an initial three-year
contract, for a total cost of $217,440 for the initial term, with an option to
renew for an additional three year term.

ITEM 4d(12) CLOSING ON PURCHASE AGREEMENT FOR PROPERTY NORTH OF
CITY HALL — RESOLUTION AUTHORIZING THE CITY MANAGER TO
1 7— 9 q EXTEND THE CLOSING DATE ON THE PURCHASE AGREEMENT
WITH ASPEN VENTURES, LLC. FOR THE PROPERTY TO THE NORTH
OF CITY HALL.
Comment: City staff and the Developer are making progress on the
Development Agreement but it will not be ready for Council approval before
the closing date under the current purchase agreement of May 1, 2017.
This resolution gives the City Manager the authority to extend the closing
date, as necessary, up to an additional 60 days.

PUBLIC HEARING FOR APRIL 18 ON AN ORDINANCE AMENDING

A: OFF STREET PARKING AND LOADING, TO ELIMINATE THE
PARKING REQUIREMENT FOR PROPERTIES IN THE DOWNTOWN
PLANNING DISTRICT, ZONED CB -5 AND, IN PART, HISTORIC
DISTRICT OVERLAY, AND TO INCREASE THE REQUIRED BICYCLE
PARKING AND TO INCLUDE A REFERENCE TO THE CB -5 FORM
BASED CODE EXEMPTION WHICH ALLOWS MODIFICATION OF
PARKING PLACEMENT STANDARDS.
Comment: At its March 16 meeting, by a vote of 7-0, the Planning and
Zoning Commission recommended approval of this zoning code
amendment. Approval will support development of a mixed-use building on
the City Hall parking lot and provide for preservation of a historic property,
the former Unitarian Universalist Church.

Comment: A resolution of necessity is the first step required to amend an
Urban Renewal Plan. The proposed amendment #15 for City -University
Project 1 Urban Renewal Plan adds urban renewal projects that support the
objectives of the Plan. Adoption of the resolution of necessity requires a
consultation with other taxing entities, scheduled for April 17, and the
setting of a Public Hearing when adoption of the proposed amendment will
be considered, May 2.

Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding the
University, rehabilitates them, and then sells them to income -eligible buyers. Under
the UniverCity Neighborhood Partnership Program, the City proposes to sell 926
East Davenport Street. The amount of the sale will be $199,500.

ITEM 8. SOLID WASTE DISPOSAL RATE CHANGES — ORDINANCE AMENDING TITLE
3, FINANCES, TAXATION AND FEES, CHAPTER 4, SCHEDULE OF FEES,

WASTE DISPOSAL, TO AMEND SOLID WASTE COLLECTION AND DISPOSAL
FEES. (SECOND CONSIDERATION)
Comment: This ordinance amendment will adjust monthly refuse and recycling
collection fees by $.20 and $1.00 respectively, while also establishing a monthly
yard waste fee per dwelling unit of $2.00. Fees for additional refuse bags will
increase to $2.50 per bag. Collection fees for TV's and monitors will be set at
$18.50 for each unit 18 inches or less and $23.50 for each unit over 18 inches.
Fees at the Landfill will increase for disposal of TV's and monitors to $12.00 for
each unit less than 18 inches and $17.00 for each unit over 18 inches. The fee for
small electronics will increase to $3.00 per unit. Tire disposal fees at the landfill
will increase to $.15 per pound. The minimum tipping fee at the landfill will
increase to $6.50 for Iowa City premises subject to property tax and city owned
property and $7.00 for all other solid waste. Lastly, a fee will be established
charging $50.00 per occurrence for vehicles arriving at the landfill with an

Comment: On March 7, 2017, HCDC voted unanimously to recommend City
Council approval of amendments to the Affordable Housing Location Model, which
are outlined in the Council Action Report. Staff recommends approval as the
proposed amendments to increase the number of sites eligible for City financial
assistance, while meeting the original three goals/concerns identified for the
location of affordable, City -assisted housing.

EMPLOYEES AND THE COLLECTIVE BARGAINING UNITS.

light of recent State of Iowa legislative changes to collective bargaining. The
resolution recognizes the benefits to the organization and the community when
employees have ya voice in the workplace.
