PROCLAMATION
WHEREAS, the application of reason, more than any other means, has proven to offer
hope for human survival upon Earth, improving conditions within the universe, and
cultivating intelligent, moral and ethical interactions among people and their
environments; and
WHEREAS, those who wrote the Constitution of the United States of America, the
basic document for governing the affairs of humankind within the United States, based it
upon principles delineated within the philosophies distinguishing the historical Age of
Reason; and
WHEREAS, most citizens of the United States purport to value reason and its
application; and
WHEREAS, it is the duty and responsibility of every citizen to promote the
development and application of reason.
NOW, THEREFORE, I, James A. Throgmorton, Mayor of Iowa City, do hereby
proclaim Thursday, the 4th day of May, 2017 a
DAY OF REASON
and encourage all citizens, residents and visitors to join in observing this day and
focusing upon the employment of reason, critical thought, the scientific method, and free
inquiry to the resolution of human problems and for the welfare of human kind.

PROCLAMATION
Whereas, there are approximately 2 million Americans living with limb loss/difference; and
Whereas, over 500 Americans lose a limb every day; and
Whereas, 1,000 babies are born each year in the United States with congenital limb difference; and
Whereas, diabetes and peripheral vascular disease are the leading causes of limb loss followed closely
by trauma; and
Whereas, studies show up to 60 percent of limb loss is preventable; and
Whereas, the number of amputations per day will double by 2050 unless a major public awareness
campaign is launched and key prevention initiatives put in place; and
Whereas, appropriate access to care for people affected by limb loss is vital to enable individuals to
reach their full potential, live independently, and live well with limb loss; and
Whereas, the Amputee Coalition provides education, outreach, support and advocacy through the
National Limb Loss Resource Center for the benefit of persons with limb loss/difference, their families,
and health care providers; and
Whereas, April will be an appropriate month to designate as National Limb Loss Awareness Month as
spring is a time of renewal and inspiration.
Now, therefore, I, James A. Throgmorton, Mayor of Iowa City, do hereby proclaim
April to be
NATIONAL LIMB LOSS AWARENESS MONTH
and encourage all citizens to join in recognizing the importance of this month and celebrate people
affected by limb loss and limb difference living full and productive lives, learn about issues affecting
people with limb loss, express gratitude to family and caregivers who are a source of support and
motivation, and salute combat and veteran amputees who have lost their limbs in service to this country
or in retirement.

WHEREAS, April marks the anniversary of the passage of the Fair Housing Act
of 1968, which sought to eliminate discrimination in housing opportunities and
affirmatively further housing choices for all persons; and
WHEREAS, the ongoing struggle for dignity and housing opportunity for all is not
the exclusive province of the Federal government; and
WHEREAS, vigorous local efforts to combat discrimination can be as effective, if
not more so, than Federal efforts; and
WHEREAS, illegal barriers to equal opportunity in housing, no matter how
subtle, diminish the rights of all; and
WHEREAS, the Iowa City Human Rights Commission and the Iowa City Area
Association of REALTORS® are committed to enforcing Fair Housing Laws by
continuing to address housing discrimination in this community thru support of
programs and activities that educate the public on the right to equal housing
opportunities. Please visit the City's Human Rights Office website for a list of upcoming
trainings in honor of fair housing.
