FROM COUNTY COMMERCIAL (C) TO COUNTY RESIDENTIAL. (CZ17-00001) Throgmorton/ All right, which brings us to clarification of agenda items and it sounds like this is going to be sort of untimely but ... there may be some agenda items we could talk about in a way that's just about clarifying particular questions, not about voting. I had one point. Let's see if I can find it, cause I'm sorry I have to scroll back and forth. Urn .... it has to do with .... Item 6b, the County rezoning, and I noticed that the letter, uh, that was written on my behalf to the County is dated March 23d. But it states that the City Council concurs with the Planning and Zoning Commission's rec.... uh, recommendation. And ... I don't understand how that could be when the Council has not concurred yet. Dilkes/ That's just a draft. That date will change when it's sent. Throgmorton/ Ah, okay! Thanks. I've seen this several times before. I didn't know it was just a draft. In reading the description there and ... and the, um, the minutes from the Planning and Zoning Commission, uh, the description is that it would .... it would be applied to the Downtown Planning District. Do we mean that or do we mean the Downtown District? Throgmorton/ Which item (mumbled) John? Thomas/ 4e(1) (several responding) Fruin/ No, I think .... I think it is the Downtown Planning District, um, and we can certainly.... outline the parameters of that district in the public hearing..... presentation. Don't know (both talking) Dilkes/ It's the Downtown District. Yeah. Throgmorton/ So you say it should be...it should read the Downtown District? Dilkes/ CBS, within the Downtown District. Yes. Page 4 City Council Work Session Throgmorton/ So, are we good to go on that? Voparil/ Yes, I believe so! Throgmorton/ Good deal! What else? Mims/ Um, IP4, pending, uh..... work session topics. I would like us to get, um. .... strategic plan, item #1 on there — provide timely and appropriate input on the ICCSD's planned 2017 bond referendum. Particularly given our meeting with them tonight and the presentation, um, they really have that pulled together in terms of what their plans are and their objectives and need and tax ramifications. I think it's time for us now that that information is pulled together and out there public that we discuss that and determine our input on that bond referendum. So I would like to get that on our work calendar, work session calendar as soon as we can. Throgmorton/ Yeah, so um .... looks like we're pretty full for April 18 and May the 2"a. But we could do May 16. I don't know.... Geoff, I don't know if you had other things that had to be on there that you and I haven't talked about. Frain/ Yeah, I think you could add it to the April 18th agenda. You're really going to be just directing staff to prepare something, if you decide to, um .... take a position. Dickens/ I'd rather have it sooner than later (both talking) Mims/ So would I! I think (both talking) Fruin/ Unless you anticipate that's gonna be a long discussion, I think you could do it on the 18`h Mims/ I'd to at least start it on the 18th. Hopefully we can (several talking) Okay. Thank you. Fruin/ While we're on the topic of the 1801, can I .... can I just, um .... gauge your expectations for the, uh, equity report and DMC discussion. How much of an overview of the equity report do you want us to present or, um, or how much of the focus do you want to have just solely on the ... on the Police Department and ... and hearing Chief Matherly's thoughts on the issue? Throgmorton/ I can tell you what I think! Um, I .... I think it's important to be clear about... where, uh, disproportionality that can be influenced by City government exists, and then ... what currently is being done about each of those activities, whatever they are, and ... and then suggestions about what kind of goals we could .... um, establish after consultation with the Chief and you and so on. Cole/ That was sort of my thought process too. I mean I .... at least -as far as I'm understanding where we're at in terms of the process. We've done the report. We've collected the data. Page 5 City Council Work Session action steps are. Is that where people are thinkin' we're at at this stage, at least in terms of starting that process? Based upon what the data's telling us? Botchway/ Yeah. Fruin/ So from those comments we won't .... we won't walk you through the equity report. Throgmorton/ I don't think we have to go through everything. There's a lot of detail there. (several talking) Fruin/ All right. Thank you. Throgmorton/ Gonna be some judgment about what's most important. Right. Botchway/ Yeah, I would agree. Can you resend it? Fruin/ Sure, we'll put it in the Info Packet. Throgmorton/ Yeah. Dilkes/ You know I don't want to complicate this but I just looked at 4e(1) and I think it is correct as stated. So, but we can give you more explanation next time. Throgmorton/ Okay. All right, uh.....any other.... elements in this, uh, Information Packet? Mims/ Oh, the meeting schedule, uh, for the summer, we do not want to have, at least I don't want a meeting on July 4th (several talking) Urn .... I would suggest, and I know lots of summers we have only had like one meeting in July and maybe one meeting in August. I would suggest that we just go with one meeting in July at this point. Skip the 4th and go with the 18th. Botchway/ What about .... I would agree. Um.... Mims/ As we get closer we can decide if we need two meetings in August or not. Throgmorton/ Yeah. Let's tentatively do that. Mims/ That sound reasonable to folks? Botchway/ I will not be here for June 20`b. (several talking and laughing) I'll be on the beach! Throgmorton/ There's always uncertainty too about the summer because, you know (several talking) So .... we'll ..... we're clear about one meeting in July unless we have to revisit this.... Voparil/ ...summer. Okay! City Council Work Session Throgmorton/ Okay, uh, I see two things to bring up. One has... concerns the late handout, uh, that we received from Chris, that has to do with the Joint Entities Meeting on April 17'I' in North Liberty, and the request was for topics that we want to see discussed at that Joint Entities Meeting. So .... the bond referendum is one. Um .... what else is happenin' that we really need to have an update on? Is there somethin' we're doin' that we really need to bring to their attention? Cole/ Well maybe it's too huge a topic for this, but I know people always talk about coordinating transportation policies a little bit more effectively. Was that something maybe that we'd want to get an update in terms of what to do with transportation. I know North Liberty's made some progress, or is that maybe too big of a topic to chew at this point, but I know that that seems to be from time to time people think `Oh, why don't coordinate a little bit more on that?' Mims/ To ... to our conversation a little earlier, Rockne, I'd say it's too big and too deep for that (both talking) Cole/ ....too deep .... (both talking) something to chew on then for future ones (laughter) Maybe think about that for out in the future! Botchway/ What about minimum wage? Throgmorton/ Well, go ... say more. Botcbway/ Well I guess, you know, I guess from my standpoint I'm supportive of, you know, trying to maintain what we've already kind of agreed to from that standpoint, irregardless of the legislature. I'd be interested to hear about what other city officials think in that regard, or what other .... I feel like .... I pretty know.....pretty much know how the County feels, but I don't necessarily know what Coralville or North Liberty, some of the other entities think. Throgmorton/ What are you imaging that we could do, when we're prohibited from doing certain things by the State? Botchway/ I guess for me it's just from a, you know, collective body saying that we support, um, you know.... obviously businesses have the choice now, based on the law, but that we support continuing, um, you know, honoring if possible that 10.10. Page 7 City Council Work Session Botchway/ So I would, I mean, it would be a request almost, I think ... but I feel like there may be some discussion, um, if people weren't interested in doin' it, they would not be interested in doin' it. For those communities that would do it, they'd be interested in doing it — we'd go from there! Cole/ I mean we can do a proclamation, can't we (both talking) Throgmorton/ We can (both talking) Cole/ ...encourage the other ones and it would just be a rhetorical, but nevertheless I think that would be .... something important. Botchway/ I do think it's one of those ones that kind of is, I mean for me it's a Joint Entities topic because as we have folks in our businesses and not necessarily all our businesses, but talking about support, I do think it's awkward, um, if there's a .... if you at least haven't had the conversation at the other entities level, as far as that's concerned, and I'm not ... it's not a pressure situation, you know. It's more of..this is, at least what I'm proposing. I guess we haven't necessarily discussed this as a Council either but ... from that standpoint, um .... (mumbled) Throgmorton/ Well if...if we choose to, uh, issue a proclamation pertaining exclusively to Iowa City, we could do that on April the 18a' and on the 17a' during the Joint Entities Meeting, simply alert the other entities that we're gonna do that and (several talking) invite them to do whatever they think's appropriate, but here's what we're gonna do. (several talking) All right so we .... Geoff, we probably need some help in drafting a ... such a proclamation. And I'm aware that there are at least two other proclamations that... we'll be doin' that night, which... because I've been involved in writing them, might be too long. (laughter) Thomas/ Be brief, Jim! (several talking and laughing) Throgmorton/ Yeah. Exactly! So, can you think of (several talking) discuss during the Joint Entities Meeting? Sorry? Three already? Voparil/ The three proclamations that I know of right now. Throgmorton/ Yeah. Voparil/ (mumbled) Jim, um, Arbor Day also. Throgmorton/ Yeah, one of `em may drop out. We still haven't heard. There's somethin' I don't want to talk about in public, but it may drop out because, uh, a key person has not yet responded so.... All right, we'll see but .... if we could do this, um, thing havin' to do with the minimum wage on the night of the 18a'. Page 8 City Council Work Session Voparil/ So is it just one item then ... for the Joint Entities Meeting that we're putting on, the bond referendum? Throgmorton/ No, well.... Kingsley just said we could indicate that we have chosen to issue a proclamation concerning the minimum wage and we're gonna issue it on the 181i, during our next Council meeting. Mims/ So you could just (several talking) Voparil/ ....concerning minimum wage. Botchway/ Iowa City's proclamation concerning minimum wage. (several talking) Dilkes/ ....we'll mess with it. Dickens/ ...expound on it. Throgmorton/ Yeah. Okay, well I know of one other topic that's ... needs to be brought up. In our late ... late handout, we received, uh, a letter from Chris, our City Clerk, uh, announcing that he would be resigning and accepting a very nice position at, um, can I name the firm yet? At, uh, Pearson's NCS, so congratulations to you, Chris. It sounds like a really good opportunity for you, uh, and I wish you the best as it unfolds. It's been a real pleasure meeting you, getting to know you. I'm disappointed that you're departing, of course, but I understand it's a really great opportunity for you, and .... I'd like to ask, uh, the City Clerk Search Committee to, um, reconvene. Uh, and come back to us on the 181i with... with recommendation (both talking) Dickens/ I'm gonna have to drop off.
