Comment: The City has utilized a Special Response Team (SRT) since 1997. The Uni. of Iowa Police Dept. (UIPD) also had an SRT, but recently disbanded its program in part due to budgetary constraints. As an alternative, the UIPD requested to join the City SRT so both agencies could train together and develop a more efficient and coordinated response to critical incidents, such as hostage situations and high-risk warrant service. This resolution approves an agreement with UIPD. Comment: The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easement to construct the Burlington Clinton Street Intersection Improvements Project. This project includes the construction of new tum lanes and signal improvements at the Burlington Street and Clinton Street intersection. In addition, new water main, ADA curb ramp and sidewalk improvements will be installed along Clinton Street between Court Street and Burlington Street. Comment: The City and Johnson County previously agreed to a 28E Agreement governing improvements and maintenance to various roads of common interest. Hebl Ave. is the street leading from IWV Road to the Iowa City landfill. Because Hebl Ave. is County right-of-way, an additional project -specific 28E has been requested to perform the work the City plans. The City will be responsible for all costs associated with the project. (REZ15-00019) Comment: At its October 1, 2015 meeting, by a vote of 6-0 (Martin absent), the Planning and Zoning Commission recommended denial of this rezoning. On October 13, 2015 the applicant requested that Council action on this rezoning be deferred. The applicant is now requesting that the City Council hold a public hearing on May 2. RIVERFRONT CROSSINGS PARK, PHASE 1 - RESOLUTION SETTING A PUBLIC HEARING ON MAY 2, 2017 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE RIVERFRONT CROSSINGS PARK, PHASE 1 PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This project involves the creation of a 5 acre wetland, grading of the site in preparation for future park amenities, construction of trails in the park with a new connection to Gilbert Street along Highway 6 and a bridge crossing of Ralston Creek at 2nd Street. The estimated cost is $2,660,000 and will be funded with a State Sales Tax Hazard Mitigation Grant and GO Bonds. April 18, 2017 ITEM 5e(9) 17'/aa City of Iowa City Page 6 AUGUSTA PLACE (PROPERTY NORTH OF CITY HALL) - RESOLUTION OF INTENT TO CONSIDER A PROPOSED DEVELOPMENT AGREEMENT WITH AUGUSTA PLACE, LLC, WHICH INCLUDES TRANSFER OF LAND DESCRIBED THEREIN, AND SETTING A PUBLIC HEARING FOR MAY 2, 2017 THEREON AND PROVIDING FOR PUBLICATION OF NOTICE THEREOF. Comment: An Agreement has been negotiated for the development of the property to the North of City Hall, which includes the Unitarian Church Property owned by the Developer and the City property currently used as a parking lot to be sold to the Developer for the appraised value of $3.3 million. The Agreement provides for the designation of the Unitarian Church as an historic landmark and rehabilitation of the church as a commercial venture, affordable housing both on and off site, a parking facility to include surface parking for 60 City vehicles, 26 townhomes rimming the parking facility and 100 apartments. City contributions to the Project include TIF rebates of 100% of the TIF revenue over a maximum 9 years in the maximum amount of $4,020,292 for the commercial and on-site affordable housing components of the project, a forgivable loan in the amount of $650,831 to cover the remaining gap, purchase of the improved surface parking lot for $602,843 ,and purchase of six 1 bedroom apartments with Housing Authority funds for use as affordable housing at a total price of $1,080,000. ITEM 5e(10) DAVENPORT BRICK STREET RECONSTRUCTION - RESOLUTION 7 _ /�3 SETTING A PUBLIC HEARING ON MAY 2, 2017 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE DAVENPORT BRICK STREET RECONSTRUCTION PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION.
