I feel lucky to be alive this morning, or this afternoon. This evening! Whatever it is. I feel lucky (laughs) to be alive (laughter) It's great to see all of you! So, uh, we're gonna begin with Item 2, which is Student Leadership Awards. I'd like to ask Parker Vick to come forward. I think Ava Graf is not here and Audrey Parrish is not here. They too were going to receive awards and they will get their ... the awards, but uh.... Parker's the only one here. So ... hold on, Parker. I'll be there in a second. All right! So .... hi, Parker! How ya doin'? We met out front, right? Yeah. It's good to see you, and I'm sorry your fellow students couldn't be here, but uh.... all three of you deserve, uh, big round of applause basically for the good work you've been doin' at Weber Elementary! So I know you wrote a .... put together a statement. Would you read it for us and then I'll read this .... this award for you. Okay? Yeah. Vick: Hi, my name is Parker Vick. I am age 12 and from Weber Elementary. I believe I was nominated for this award because of my dedication to safety patrol and the BSP junior (mumbled) program. I believe being a good citizen is a lot like riding a bike. It takes a lot of gears to climb the hills, just like it takes everyone doing their part to have a great community. I'm proud to be one of those gears. Thank you for your time. (applause) Throgmorton: Well said, Parker. So let me read the Student Leadership Award, and of course the same thing applies to your fellow students, but uh, we'll pass it along to them. (reads Student Leadership Award) So, here you go! (applause) And I know that Parker has two very proud parents out here, and a very proud sister. You're really proud, right? PROCLAMATIONS ITEM 3a Arbor Day — April 28 Throgmorton: So Item 3 is Proclamations, and normally I read all of them, but frankly there are too many for me to read today. There are five separate proclamations, and a lot of text, and uh, I think I'd wear myself down. Plus, you'd get pretty tired of hearing just me speaking. So I've asked .... uh, fellow Council Members to read individual proclamations....which will give them an opportunity to pretend that they're James A. Throgmorton, Mayor of Iowa City. So they're going to read the text as it appears in the proclamations and pretend that they're me. John, that's your Arbor Day one. Uh, Pauline, this should be yours, and Kingsley.... this should be yours (several talking in background) So we'll begin with Arbor Day. John? Thomas: (reads proclamation) Throgmorton: Good! And I think Juli Seydell Johnson is here to accept the proclamation. (applause) Seydell Johnson: Just a very brief comment. Thirty-eight years as Tree City USA recognition for the City of Iowa City. We thank you as a Council for your support of all the tree planting that's been going on, all the additions happening this year, last year, and all the years before. PROCLAMATIONS ITEM 3c Community Development Week — April 17-26 Throgmorton: What's that? (unable to hear person speaking) Oh, okay, so .... well, I'm askin' you. Would you read the next proclamation, please? This has to do with Community Development Block Grant Week. Botchway: (reads proclamation) (applause) Throgmorton: Great! Peter Byler, uh, Chair of our Community Development Commission, uh, Housing and Community Development Commission, is accepting the proclamation. You gonna say something, Peter? Byler: Sure! Um, I'd like to accept this on behalf of the professional staffs and volunteer directors of all of our community partner non-profit organizations, um, and also the professional staff and volunteer commission members of our City commissions, and our .... our City staff. Um, you know, we're in a time of uncertainty, uh, with regards to state and federal priorities in funding. Um, but I take comfort in the certainty, uh, that there are many people in our community who are working very hard, uh, to make sure that all of our community members are .... are taken care of. Page 5 Iowa City City Council Formal ITEM 3. PROCLAMATIONS ITEM 3d Earth Day — April 22 Throgmorton: Now I'm gonna pretend I'm James A. Throgmorton, Mayor of Iowa City. (laughter) The first proclamation I'm gonna read is, uh, proclaiming this as Earth Day in Iowa City. (reads proclamation) (applause) I think there are representatives from Iowa City Climate Advocates and 100 Grannies, and maybe some other group — I don't know, but definitely those two groups, to accept this proclamation. Somebody should accept! (laughter) Maybe you, Ann. You know, I think I saw your photograph in the Press -Citizen this morning! (laughter) Ann Christenson: On behalf of everyone, including I00grannies.com, Iowa City Climate Advocates, Physicians for Social Responsibility, and all other groups and individuals who are fighting the good fight to stop our .... lower our carbon footprint in this city. Page 6 Iowa City City Council Formal ITEM 3. PROCLAMATIONS ITEM 3e A Week Of Peace and Friendship With the People of Baghdad — April 23-29 Throgmorton: Okay, one more proclamation. SPECIAL PRESENTATION — Iowa City Kickers Throgmorton: I think Chad Dyson, Superintendent of Recreation, is going to introduce, uh, someone from Iowa City Kickers! Howdy! Dyson: Good evening, Mayor and Council. Uh, with me tonight is, uh, Joe Demarest, President of the Iowa City Kickers Board of Directors. Um, first I wanted to give you a little history on the relationship between Iowa City Kickers and the City. Um, and a little history on soccer in the community as a whole. Um ... soccer organized in Iowa City in 1978 with 13 participants. From there, uh, that small nucleus developed and the Iowa City Kickers Soccer Club was established and they were the first of their kind in the area. Uh, since their inception they've been an affiliate organization of the, uh, Iowa City Parks and Recreation Department, and we have collaborated on many joint projects, um, including the development and, uh, opening of Iowa City Kickers Soccer Park in 1997; the addition of the two concession buildings later in 2000; uh, numerous field enhancements and renovations; as well as two playgrounds. Uh, through the years the Kickers organization has donated over $300,000 to the City for these joint projects. And, uh, we are starting to, uh, embark on another project, to renovate the, uh, five large fields on the south end of the complex, and with that, uh, the Kickers will be donating, uh, $10,000 over the next five years to help with that project. So, with that, I'll introduce Joe. He has some words to say. Demarest: Uh, thank you. uh, on .... on behalf of Kickers, uh, and .... and the residents of Iowa City. Uh, thank you for the continued support of the Council and the staff, uh, of Parks and Rec. We understand, uh.... the nature of the relationship and ... and how valuable it is for this community. Uh, as a life-long player, a long-time coach, uh, I've seen the benefits of youth sports first hand, uh, and how important it is to a community, uh, to be able to .... to be a player, a coach, and most importantly a parent in a community that supports that, uh... that's one of the reasons we came to Iowa City, uh, that's one of the reasons we have no plans on going anywhere, uh, so again, uh, from all of us at Kickers, uh, thank you for your continued support. Ub, before... well, discussion, and I want to say something about this. I want to note that we're setting several public hearings for May the 2"a. Uh, there are at least 10 different actions, including ones pertaining to reconstruction of two blocks on Davenport Street, a proposed development agreement for the Universal ... Uni ... Unitarian Universalist Church, City Hall site, phase one of Riverfront Crossings Park, intersection improvements at Clinton and Burlington, rezoning 202 N. Linn Street, and renovating the historic cabins in City Park. So there's going to be a lot going on ... on May 2"a and we're setting public hearings for them. So .... any .... any further discussion? Page 9 Iowa City City Council Formal ITEM 6. COMMUNITY COMMENT (ITEMS NOT ON THE AGENDA). [UNTIL 8 PM] Throgmorton: This, uh, this is for any, uh, for items that are .... any topic that's not on our formal meeting agenda. If you'd like to speak for a few minutes on whatever the topic might be, please feel free to come forward. Please state your name and don't... take no more than five minutes, please. Good evening! Befeler: I can't get my sticker apart! My name is Dennis Befeler. I live at 234 Hutchinson Avenue. I wanted to bring to City Council's attention my disappointment in the discretionary enforcement of building code by City staff. Our sitt... City building code is full of language promoting sustainable family neighborhoods and quantifiable means in achieving them. In researching our building code associated with the Kinnick-themed party venue currently under construction in my neighborhood, I've learned that City staff regularly chooses simply not to enforce basic parts of our City's building code. Such as the International Fire Code requirements for turnarounds, and single, not shared, sewer lines for new construction of homes. Our code clearly states that a use case analysis be performed for all projects, and City staff simply skipped this requirement. Our code provides the very language that should prevent this type of project in a residential area. Our code reads, `Any use that cannot be clearly classified within existing use category is prohibited.' It is not a stretch to claim the use case of a 7,500 -square foot building, with an additional 2,500 -square foot courtyard is ... that's specifically designed for tailgating parties is misclassified as a home. Yet the City Building Department staff, they just skipped the step of performing this use case analysis. Then instead they made up their own rule, one that's not written in the code. They claimed anything can be called a home, as long as there's a bedroom, a bathroom, a kitchen, and a central gathering space. Now I don't think most people know it, but our City's sensitive slopes ordinance doesn't apply to almost every residential project in town. Sensitive slopes must be preserved and sensible code articles need to be created that apply to all projects. Now we talked a lot about Arbor Day today. Same.... same thing goes for groves of trees. We have some lovely language in the code, that says we protect groves of trees, that you can't just wholesale cut down trees like they did on this lot, and again, it's just simply not enforced. There's.... there's no language in the code that ... that gives that a quantifiable statement. Um, I have also seen memos from City staff to other City staff, um, about the shared sewer for this project, and uh, those were circulating at the same time my neighbors were calling City and asking about this very .... uh, this .... this very sewer. Is it going through my property and those types of questions. And every answer back from the City is, This represents only a reasonably accurate transcription of the Iowa City City Council regular formal meeting of April 18, 2017. Page 10 Iowa City City Council Formal `We don't know. We don't have that information.' We came to learn later that they did, and that was not true. Now the tragedy in allowing a massive event space and tailgating party venue in a quiet, family -friendly neighborhood, such as Manville Heights, is obviously going to change the neighborhood. But it's gonna change the whole city! And that change is going to be permanent. We have no way to go back on that now. Now I remember hearing the City once asking, `How do we retain young professionals? How do we bring families back to Iowa CityT Well preventing a Kinnick-themed event venue would have been a good start. It's no wonder young families choose North Liberty over Iowa City, with our City staff allowing anything that meets a very limited prescriptive formula to be built and giving no consideration for other articles already existing in the building code. And I'm glad City Council will have a work session, hopefidly that will be soon, to review City building code. Even before this, I .... I think that, urn .... we have an obligation to instruct City staff to start implementing all articles from our code. If amendments to our code are needed to prevent another party venue from being built, then we need to fix the code, and I'm .... I'm glad you're taking that on, and I.....and I thank you for it. But I feel that if we applied the existing code, fully and appropriately, we would have prevented this project, and I'm just...wanted to express how sad I am that it wasn't looked at in a different way. So, thank you for your time. Throgmorton: Thank you, Dennis. Good evening, Blair. Frank: Good evening. (mumbled) Hello! I'm Blair Frank. I live at 431 Elmridge Avenue, Iowa City. My garden, which I call Gaia's Peace Garden is located at 2066 Bristol Drive. I'm a retired nurse. Uh.... I'm, uh, former pastor, retired pastor. Now my passion is, uh, connecting, uh, interweaving plants together and, uh, people together. Little urban planning, gardening, and sharing this beautiful land that I call Gaia's Peace Garden with people in our community. I have connections with a lot of what's happened, uh, announcements here with Arbor Day. We just recently planted 40 trees, um, and I'll say that again probably in the course of my .... hopefully five minute speech. I'm more used to 20 minute .... no, I'm just kidding! I'm nota wealthy man, asmo....as measured by most people. I purchased this garden though intentionally to create a space for learning, healing, and connection. Gaia's Peace Garden at 2066, um .... Bristol Drive is eight years of love made visible. It's eight years of love and action, and there's a lot of, uh, little bit of blood now and then, lot of sweat, and .... and quite a few tears! My goal is to have this space available to people in our community to connect with the beauty of nature and find peace .... in a stressful world. In case we have a stressful world, which I know we do. Gaia's Peace Garden is, um, in a ... article This represents only a reasonably accurate transcription of the Iowa City City Council regular formal meeting of April 18, 2017. Page 11 Iowa City City Council Formal was recently, um, written by Jeff Biggers. It's in the Huffington Post, and I'd refer ya to that, and that's one, uh, pretty good view of what Gaia's Peace Garden is, although I'd say to really get a good view of it, please come and sit in a chair there and listen to the cardinals or look at the, uh, plants. Enjoy it! Because Gaia's Peace Garden was created intentionally to be a safe place, a community space, a place of abundance, beauty, and community. It's a space recognized by United Plant Savers, a group out of Ohio, Vermont, and, uh, Oregon that taken on as their mission to protect endangered medicinal herbs and plants across the country, cause those like, um, are at risk. It's also a place recognized by Seed Savers Exchange from Decorah. It's a monarch way station. We plant lots of milk weed and other good, uh, stuff for pollinators. It's a place where we practice alternative energy. It's a place where we practice permaculture. And, um ... people have said over the years what they've received, uh, because it's been there for eight years, and some people say, um, they've gotten this or that and I'll tell ya that I receive wholeness in return for my work at Gaia's. It's, uh, kind of like therapy and it's much more than what I think I could purchase, work through grief and over the years, uh, I became epilepsy free. That's another story for another time. But it's an interesting story and I am epilepsy free. Gaia's Peace Garden includes an orchard, a labyrinth, berry patches, a learning area, a medicinal oasis of indigenous flowers and herbs and pollinators. It's a small native prairie and pollinator space, and there is a fairy garden and it's in the city limits of Iowa City! This is called Synergy. Uh, Gaia's, uh, at Gaia's recently friends joined me and we planted 40 more fruit trees, so now at 2066 Bristol there are 70 -plus fruit trees on the lot. Apples, peach, pear and .... a bunch of others. So you can see that, um .... uh, I've been trying to honor Iowa City, and I will tell ya that I'm a pretty open book. I regularly share information about this place on three different Facebook sites, including my site gaiaspeacegarden. Another site that I have, and I've just been picked up in Germany as I tell people about Gaia's Peace Garden! And I receive positive feedback from people all over the world, including Findhorn in Scotland, and where I was last week. So you see my retirement is largely been spent between, uh, Gaia's Peace Garden and some traveling, co -creating a place to share with Iowa City, and I have no regrets, but I have a lot of sadness and this why I'm here tonight because I've just received feedback from Iowa City code enforcement office that my use of my land does not comply with City code. But I know that a true gift is a gift without any strings attached, and I want to share it as, uh, that. So that's why I've encouraged people that have been to ... to Gaia's to, uh, share their stories and what's happened over there at different times and I want to continue to share it with other people. If I'm able to. What I'm being told, and I do have, uh.... two letters here that I was... received. That's how my sermons went too. (laughter) I am regularly there to monitor Gaia's Peace Garden. I invite, uh, your collaboration on my mission in the future. I'm honoring my feelings by being here and, uh, I received the notice of violations before I left. Uh, I feel tremendous sadness, outrage, but I've worked through a lot of the outrage. I'm very grateful to Jann and I'm very grateful to each of you because I feel like you guys are like ducks on ....at a carnival, taking pot shots. You can't please everybody. I'm not trying to, uh, tell you your job is easy. All I want to do is work with the City, with Gaia's Peace Garden and make it be a gift to the City! That's all I want to do! That's why I'm here! Sounds like a wonderful site! Blair and I have talked about it before actually. Anybody else like to address us on a topic that's not on our formal meeting agenda? Uh... hi, Jake! Simpson: Hi, everyone! So, it is my last meeting with you all, um, as the City Council Liaison for UISG, and I just wanted to spend a minute or so, um, thanking you for having this position. For the members of the community that don't know, Student Government is the third branch of shared governance at the University, along with faculty and staff, and as a group we are meant to advocate for students.... students, undergraduate students' interests within the community, but also the state and then the nation. Um, and a couple years ago the City Council created a .... position specifically for a Student Government representative to sit, um, with the Council during work sessions, and as we all know, you don't need to sit up at the bench to make change, uh, within this community, but as students it certainly is a great opportunity for us to be, um, more connected with you all, um, and we can express our concerns. We've had a lot of great progress over the two years that I have been here. Uh, we saw the passage of the multi -family, uh, recycling ordinance. We have also .... uh, brought Uber to the community. That was a huge, uh, student push, and we have made improvements in lighting and along with our discussions about affordable housing, we will be having a housing market study soon to get a better grasp on what rent looks like within this community, and um, I have been recently elected to serve as President of Student Government next year, so I hope to be working with you all in the future, um, on This represents only a reasonably accurate transcription of the Iowa City City Council regular formal meeting of April 18, 2017. Page 13 Iowa City City Council Formal things related to apartment security off -campus, but also trying to bring more students to the local Farmers Market, um, as well as improving transportation to, um, grocery centers outside the center of Iowa City, so that students who are food insecure have access to healthy, fresh, affordable food. Um .... I am leaving the position with Ben who, if you have the opportunity.... well, I mean, you all have met him, but um, I thor.... I thoroughly believe that his, um, personality belongs in a (laughs) local government chamber like this, and I think he'll make a lot of good changes next year, uh, working with you all. So, again, thank you for all that you've done for Student Government and I'm looking forward to working with you more in the future. PLANNING AND ZONING MATTERS ITEM 7a CODE AMENDMENT OFF-STREET PARKING — ORDINANCE AMENDING TITLE 14, CHAPTER 5, SITE DEVELOPMENT STANDARDS, ARTICLE A: OFF STREET PARKING AND LOADING, TO ELIMINATE THE PARKING REQUIREMENT FOR PROPERTIES IN THE DOWNTOWN PLANNING DISTRICT, ZONED CB -5 AND, IN PART, HISTORIC DISTRICT OVERLAY, AND TO INCREASE THE REQUIRED BICYCLE PARKING AND TO INCLUDE A REFERENCE TO THE CB -5 FORM BASED CODE EXEMPTION WHICH ALLOWS MODIFICATION OF PARKING PLACEMENT STANDARDS. (FIRST CONSIDERATION) ACN161 101e Throgmorton: So let me .... are you going to speak first or am I gonna open the public hearing? I open the public hearing (several talking) (bangs gavel) Open the public hearing! John Yapp! Yapp: Uh, good evening, Mayor, Members of Council. Uh, this.... proposed code amendment evolved as it went through the Planning and Zoning Commission process and what I present to you tonight is as recommended by the ... by the Commission. Uh, what this proposed amendment does is eliminate the parking requirement for a very narrowly defined area and situation. Uh, the affected property .... uh, is part of the Downtown Planning District that is zoned CB -5, and that area is .... is represented by the star, uh, on this map. The three blocks east of Van Buren Street, north of Burlington Street, were added to the Downtown Planning District in 2015. Uh, this map... outlines the affected area, uh, and this ... the purple color on the map is CB -5 zoned properties. Uh, and this was a map requested by the Planning and Zoning Commission. Uh, the yellow stars are historic landmark properties, designated historic landmark properties. Uh, and the green triangles, of which there are two on the map, uh, are eligible, uh, historic landmark properties. Uh, the one property in question in this ... in this area is the Unitarian Universalist Church, uh, building. Uh, the outlined area is the only, uh CB -5 zoned property within the Downtown Planning District. Uh, so what this proposed amendment does is ... is it .... it's narrowly focused to apply only to CB -5 property in the Downtown Planning District, which is also ... and this is where the situational, uh, part comes in, which is also zoned in part historic district overlay. Uh, so in other words, for this amendment to apply to the property, uh, that eligible historic structure must be established as a historic landmark and have a This represents only a reasonably accurate transcription of the Iowa City City Council regular formal meeting of April 18, 2017. Page 15 Iowa City City Council Formal historic overlay zone designated on it. Uh, CB -5 properties are distinct from the other properties in the Downtown Planning District, which are CB -10, uh, in that the height and scale of the buildings and the parking demand is more limited, uh, than the .... than the ..... than in the downtown core. Uh, the adopted Downtown/ Riverfront Crossings Master Plan, uh, has a statement in it that specifically supports parking waivers in order to facilitate preservation of historic structures, uh, so that is an adopted, uh, policy. Uh, and the other factor is the affected property is within a quarter mile of multiple, uh, grocery stores, restaurants, parking facilities, shops, public transit, public recreation, parks, uh, the Library, and .... soon, uh, Bike Share. Bike Share program. Uh, this map I found very compelling. Uh, this is a one-quarter mile radius around the affected property. Uh, on the west side it goes to Clinton Street. Uh, so encompasses most of the downtown core. On the north side it goes to Bloomington Street, including Mercy Hospital. Uh, on the south side to Burlington Street and properties in the Burlington Street corridor, and to the east the College Green, uh, neighborhood. And thinking about all the different transportation options, all the different, uh, destinations within walking distance, uh, there.... there's certainly a robust amount of, uh.....those types of destinations. Uh, here's the specific recommendation. Uh, for properties located within the Downtown Planning District zoned CB -5 and in part historic district overlay. Bicycle requirement is 1.25 spaces per unit. Uh, that's an increase over what it is normally, which is one space per unit. Uh, for such properties there shall be no vehicular parking requirement. Uh, the other part of the proposed amendment is simply a reference, uh, back to a .... a part of the code that allows modification of the 30 -foot lot depth. Uh, the code has a 30 - foot lot depth requirement in the downtown to create that minimum depth for commercial space. (bangs gavel) Public hearing is now open. Bockenstedt: Good evening, I'm Dennis Bockenstedt. I'm the Finance Director for the City of Iowa City. And, uh, tonight I'm gonna talk about agenda Items 8 through 19. Uh, these items are the, uh, public hearings and the Council action that will initiate the sale of the three proposed bond issues for this spring. Uh, agenda items 8 through 15 pertain to the, uh, City's annual general obligation bond issue, and that's approximately $9.7 million. Uh, of those items, uh, there's seven public hearings, uh, governing the (mumbled) state code designations for those bonds, and then subsequently a resolution, uh, to take additional action. Uh, after those seven hearings and resolutions, there is a, uh, one resolution to direct the sale of that bonds. It groups `em all together into .... into one sale, uh, for those bonds. Um... the bond projects that are bein' funded from that, uh, bond issue are derived from the five-year capital improvement program. And I've got a .... list here of those projects.....and these, like I said, were from the five-year capital improvement program. Uh, it's a variety of projects, uh, which (coughing, unable to hear speaker) funding, uh, for the new Public Works facility that's in an initial phase funding. Uh, funding for the Riverside Drive pedestrian tunnel, uh, and streetscape improvements. Uh (mumbled) funding for the Frauenholtz-Miller Park, uh, Riverfront Crossings Park, and the Hickory Hill Park, uh, as well as funding for, uh, the pedestrian mall and, uh, the Gateway project. Um, so ... as well as various other projects. Um, sale date for that bond issue will be on May 2nd. Uh, for agenda Items 16 through 19, those pertain to the, uh, City's water and sewer revenue bond issues, and those are roughly $5.9 and $5.2 million respectively. Uh, those items include two public hearings and also a resolution take ... to take additional action. And then, uh, two resolutions directing the sale and those are two separate bond issues, one for water and one for sewer. Uh, the sewer revenue bond is a refunding bond. It refunds the 2009 sewer revenue bonds. Page 20 Iowa City City Council Formal next eight years. Uh, the water revenue bonds is a combination of refunding bonds and new money. Uh, new money of $500,000 will be used for, uh, water maintenance building repairs and the new, uh, roof for the water plant. Uh, the refunding portion will also refund the 2009 water revenue bonds. Uh, we're anticipating about a $298,000 savings over the next, eight years. Uh, those bonds will all be sold on May 2"d. Uh, we did have our ratings call with Moody's on April 11"'. Uh, however we've not heard back on what our rating. I thought the call went well, but um, we'll see, uh, what the ratings are when they come out. Um, and then I can take any questions if you have any! Throgmorton: Uh, all these actions are required to carry out the capital improvements program that we've already approved and .... and other actions that are ... that have already, uh (both talking) Bockenstedt: ...this will authorize the issuance of the general obligation bonds and the water revenue bonds to carry out the improvements that were in the five-year capital improvement program, as well as, uh, the water and sewer refundings, which will refund, uh, older bonds at a higher interest rate with new bonds at a lower interest rate. I'm Nancy Bird with the Iowa City Downtown District, and I really want to thank staff and Council for supporting this. Um, I recognize this is the first of several, um, readings on it, but this is the first time, I think, that our organization has really decided to put, urn .... a .... a night time initiative forward that is multiple tiered, one of them is a night event and this is what that is. So the night event for June 24`h is something that will happen from 5:00 P.M. to 11:00 A,um, 11:00 P.M. So it is the night time hours, but it's intended to be a block party for the entire community, to come down and do games and,um, just enjoy yourself on the street with beer and wine, and that is where we need this special, um, exception for people to leave a bar or a restaurant that will serve the alcohol. We will not have vendors do that. They will ... they will go in and out of the businesses, that they can go in and out of retail, they can go in and out of any place that promotes the downtown. We leave at 5 or 6 or 7 or whatever those hours are, um, and there's no one there to service our other businesses that are open till 2:00 A.M. So, um .... you know, we've received a lot of great input, not only from the region that .... that people are really interested in this, but from all over the country. It's a growing trend and I think that we're, um, in a really good position to start managing it as an asset instead of kind of fearing it and what to do with it. This is really a vibrant community and we're really excited to celebrate it. So thank you for considering this. We, um, we're going to do everything in our power to manage it, so it's, um, as responsible and fun and family-oriented. Dickens: I'm excited about having it open just to businesses that are already down there without bringing other businesses in because that, you know, the brick and mortar, they pay a lot of taxes. So it's .... it's kinda nice to just have this event just for those areas .... on this particular event. Botchway: I'm excited as well. Um .... I'm interested, as Rockne kind of said about the competition between Angela and Mayor Throgmorton. I won't say any more besides that. (laughter) Um, I also just am excited about two key areas, just, um, what Terry had mentioned around small business, um, kind of support. You know, obviously with the stuff that happened on Washington Street, or the renovations on Washington Street, I think it's a great kind of community effort to showcase what, um, what had been done in that area, but also, um, I've always heard consistent, um, you know, comments or concerns from the community about, um, being a part of downtown and, um, really looking at this event from an inclusive standpoint (mumbled) some of those concerns. It was so much fun! And .... about six months later I saw it on television — Jacques Cousteau goin' down the Mississippi and he ended up in New Orleans. Um, tonight the resolution before you authorizes, uh, your signature on an agreement between the City of Iowa City, uh, Lacina Meadows, uh, Homeowners Association, and the Lacina Meadows lot owners, uh, to provide water service to their subdivision. Um, in our October 18a' work session, uh, we had discussed providing City services outside of our city limits. Um, in that discussion, uh, what we had identified kind of as, urn.... the.... where we would allow this to happen would be in those areas that are outside of our existing growth area, and those that have, ub, public health issues that are a part of their water system. Um .... uh (clears throat) so 2003, uh, the Lacina Meadows subdivision was built. It's a 23 -lot subdivision, uh, in Johnson County. It's just south of Iowa City. Uh, the, uh, diagram up on the .... on the screen, on your screens, identifies where that subdivision is. Um, they have some issues with their water supply. Um .... through some preliminary engineering reports, uh, the, um, option of hooking up to Iowa City water is the preferred option at this point in time. Um, the blue line on the map identifies the route that the water, uh, main will be running, uh, down Naples Avenue, out through the subdivision, um, down a little bit of Dane Road and then wraps around on Osage to .... to, uh, provide water service to all the, uh, owners in that subdivision. Um, the agreement that has been signed by all of the, um, owners in the subdivision, um, will set the rate at one and a half times our current residential rate in Iowa City. Uh, they will be paying, uh, tap -on fee, and then they will also be paying 100% of the installation of the water main. Um, upon acceptance, uh, we will then maintain and operate the system as we would any Iowa City system. CITY COUNCIL INFORMATION Throginorton: Uh, I don't know where we started last time, so.....I think we started with Pauline. So, Rockne, why don't you start? Cole: Um, couple different things. As you may recall, last fall I went to a League of Cities event in Madison, and one of the real interesting initiatives the City of Madison had was essentially a workaround cooperative enterprise, um, plan for the City of Madison, which essentially is a, um, convergence of local unions. The City of Madison as well as workaround enterprises, and I was really interested in that particular topic. It's a big initiative of the Mayor, Paul Soglin, and so I'm asking for ... if anyone has any objection. I did send you pdf s of the .... of the conference. Um, essentially there's a workaround enterprise conference in the City of Madison coming up and I'd like for authority to be able to go there, unless anyone has any objections. I would note that's probably going to be, um, my only conference that I'm gonna go to this .... this year. So.... Throgmorton: Did you say what the cost was? Cole: I think the cost is about a hundred dollars. Um, it's .... and that would pretty much be in then mileage and, you know, per diem and then sort of (mumbled) so.... Throgmorton: This is not a budgetary problem, is it? (laughs) Cole: Okay! So ..... terrific, I'll report back on that! Urn .... the other thing related to upcoming community events is, um, there's going to be a third Unity potluck, um, May 6, 2017, 6:00 P.M. to 9:00 at the Robert A. Lee Rec Center. Um, everyone's invited. Uh, the Sudanese community's gonna be actively involved, but I would emphasize, it's going to be a potluck so we're also encouraging everyone to ... to bring something to share. Um, I don't know if anyone had the opportunity to go to the last one. It was really, um, well done. Very successful. We wish we didn't have to have it during finals, um, but it was really the only time we could find. So I really encourage the entire community to come. Um, and I guess the last thing is is following up on, um, Geoff s email of a couple weeks ago, really pleased to hear how well the community gardening program's going, and in particular, Reno and Kiwanis Park. Um, I haven't been out to those gardens yet, um, but I do live close to Chaddick Green and just nothing better than going on a run or going on a bike ride on a Saturday morning and seeing people out in the garden, doing that work, and I think .... so I really commend the staff, uh, to make that happen. It's really exciting to see that really, uh, take rut. Dickens: Okay, uh, Iowa City Trail, which is a group that is trying to help, uh, elderly stay in their homes longer will start their membership drive actually on Monday the 24'1. They do have a office in the Senior Center and if you'd like more information you can stop by there, look up Iowa City Trail. Farmers Market starts in about two weeks, so start gearing up for that and .... and I had my grandkids with me the other day and we drove by Chaddick Green, which I .... my cousins live very close to there, so I got in trouble (laughter) on those dirt piles many years ago, but it's great to see all the, uh, the, uh, people getting their gardens ready, cause it's, uh, it's a beautiful piece of property and I .... I think it will blend in well with the Farmers Market eventually. Botchway: Um, so kudos to Stefanie again and staff for the GAR conference. I feel like I learned, uh, a ton, uh, especially (mumbled) in regards to some of the HR processing things that our School District can actually do, but again, it's just amazing that the City's been able to incorporate so many different things and obviously, um, had that conference here in Iowa City and was able to attend. Um, Mission Creek Festival I think was a success. Uh, I wasn't able to go to all the things. I think I even did the shout out, um, to one of the Wu -Tang Clan that were going to be presenting, but unfortunately that's a little past my bedtime. Um, and so I wasn't able to attend, but I did get to go to, uh, a concert at Big Grove and it was packed! Um, so it was an awesome venue for that. So keep up the good work, Andre and others, for the Mission Creek. Um, Iowa City Catholic Worker House Dinner and Concert's April 30a' from 4:00 to 6:00 P.M. They do a lot of good work in this community. Um, so hugely supportive and I'll plan on attending that. Um, go back to the Mosque open house. I thought it was an amazing event, well attended, um, and again, um, kudos again to the Police Department for, uh, coming out in numbers, and then, uh, had the opportunity to, um, have a conversation with the Sanctuary Community Church, uh, I believe... two weekends ago or maybe it was last weekend. Page 33 Iowa City City Council Formal a great church and it was great to be there, but just impressed by, um, our work, and obviously the work of City staff. I was able to kind of ..you know, thinking of the questions ahead of time and working through, not only affordable housing but other things. Um, we've really taken some stances on particularly troubling issues and I think that, you know, not only been a huge success from a Council standpoint, but I think supported by the community as well, and so shout out to the Council for amazing work and then obviously, um, City staff as well because you're kind of doing the nuts and bolts, um, behind some of those issues as well. So thank you! Mims: Um, went to the CPRB annual forum last week, um, about a dozen people there, not huge crowd. There were some questions on policies, urn ... you know, some not necessarily particularly related to that venue. Chief Matherly was there. It was a great opportunity for people to meet him and hear from him and his philosophy on things, um, with the Police Department. So, of course that's the annual forum that's required that they do, so that was good. Um .... uh, Crisis Intervention Training Steering Committee, Access Center, has continued to meet where we are kind of to the point of looking at ... what the, kind of what the governance structure and mechanism is going to be with this in terms of property ownership, running of the whole facility itself with all the service providers and everything. Um .... basically where we're at, and Janelle mentioned this at the joint meeting yesterday, was, um, getting two or three, uh, electeds from each group, um, together so we can actually start having that discussion, and given that I've been on here, I certainly would be.....would like to be one, uh, from the Iowa City City Council. Um, we .... we've had some discussions at the Steering Committee, but obviously the Steering Committee is not in a position to actually make those decisions. It really is going to have to be the electeds to make those decisions, um, because certainly with the property .... we have been asked now to contribute financially, and I think everybody has to be on the same page in terms of the whole structure and organization of this in order to make sure that it works and .... and we don't let it fall through the cracks. So .... that will be upcoming, so hopefully there's somebody else on Council that would be interested in joining me. Um, and last, John and I were both at, I thought, a very interesting, um.... talk and ... and performance of, um, The Making of Hot Tamale Louie, which is, um, it's actually... Thursday (several talking) Yeah, Thursday night. I'm not sure I'll be able to go, but it was just very interesting on just the whole immigrant experience, um, it's .... It was really, really interesting program at the Library, so it was a lot of fun. Thomas: Yeah, I .... I would just follow up. Taylor: Um, just wanted to remind folks that, uh, we .... we're going to start up the Council listening posts again very soon and it's this Thursday, April 27`', in the Broadway neighborhood at 5:00. So I would encourage, uh, any of the listeners out there from that neighborhood, or if you know folks in that neighborhood, encourage them to attend. Um, I also wanted .... we did the resolution on the minimum wage, but I wanted to give a shout out to those businesses that, uh, have stated that they will, um, support the 10.10 minimum wage, uh, and look for the blue and white signs in their windows and hopefully other businesses will go along with that. Geoff, Chief Matherly, and I had a really excellent meeting with leaders of the Center for Worker Justice about a week ago. Very constructive conversation involving, you know, interaction between the Chief and .... and leaders of CWJ. Uh, I joined with many of you in attending the National Bookmobile Celebration at Mercer Park, about a week ago. And that was great fun! I love the way the .... the vehicles themselves formed a .... a commons space that people could enjoy being in. And along with Kingsley I went to the Iowa City Mosque and enjoyed being there and participating in their open house and certainly appreciate the invitation, uh, from Shams Ghoheim and others. Uh, I also had an opportunity the next night to attend a benefit for South Sudan, uh, as a result of an invitation from (can't hear) and there were, I don't know, 50 people there I guess. It's really, uh, really fun learning... they had this big map of Sudan and South Sudan, and really ... it was really .... I'm a map guy, you know, so it was really fun seeing where the roads coming in from Ethiopia and ... and Chad and .... So I intend to participate in the Barbara Schlachter ran/walk for victims of climate change, which starts at 9:00 A.M. in City Park, and will go down to Trueblood Park, and then, uh, there's an event at Kent Park sponsored by, um .... Physicians for Social Responsibility and others called `A Passport to a Livable Future.' I don't remember when it starts though.
