The meeting was called to order at 6:00 P.M. by Chair Odgaard.
APPROVAL OF MINUTES:
Minutes from the March 16, 2017, meeting were reviewed. Ogren moved to accept the
minutes of the March 16, 2017, meeting as presented. Libby seconded the motion. The
motion carried 3-0, Bockenstedt and Gardinier absent.
PUBLIC DISCUSSION:
None.
ITEMS FOR DISCUSSION/ACTION:
a. Strategic Plan — Tharp spoke briefly to the strategic plan process and how the
subcommittee handled this. Four proposals were received. Only one of the
firm's who submitted a proposal was above the 80 points assessed by the
subcommittee, and this was Bailey Leadership Initiative. Tharp noted that the
Commission can either accept or reject this proposal. He suggested the
Commission invite Bailey Leadership Initiative to their next meeting, should they
accept their proposal, so that they can get a better idea of what they are
expecting from this process. Members briefly discussed the proposal that is
being considered. Tharp and Libby both noted their approval of the proposal
from Bailey Leadership Initiative, with Tharp adding that both Bailey and
Davidson are familiar with Iowa City due to their previous involvement with the
City. Tharp then responded to Member questions regarding the evaluation
process. After the vote was taken, an audience member asked that the

perspectives of the neighborhood and the taxpayer be included as part of the
strategic planning process. Tharp noted that in the proposal it does show the
use of surveys in obtaining public input. Members noted that when they meet
with Bailey Leadership Initiative, they can specify what should be in the survey so
that this input is gathered.
i. Consider a resolution authorizing Chair to sign an agreement —
Odgaard moved to approve Resolution #A17-05, authorizing the
Chair to sign an agreement with Bailey Leadership Initiative. Ogren
seconded the motion. The motion carried 3-0, Bockenstedt and
Gardinier absent.
b. FAA/IDOT Projects: AECOM / David Hughes
i. Obstruction Mitigation — Hughes stated that they have prepared a grant
application with the FAA and once approval is given, they will be able to
move forward here. The grants are due to the FAA on May 1, according
to Tharp.
ii. South Taxiway Extension — Hughes stated that they received four bids
since the last meeting, with the low bid being slightly above the engineer's
estimate, but still within the grant amount. The recommendation is to
award the project to Metro Pavers. Tharp stated that he was in contact
with Gardinier regarding this and that she shared her disapproval of the
contract being awarded to Metro. Ogren spoke to the letter from AECOM
that is in their packet, where it says `extend the parking apron,' asking if
this isn't from another project. Hughes agreed, noting that he had missed
this when he was putting the letter together.
1. Consider a resolution accepting bids and awarding project —
Ogren moved to approve Resolution #A17-06, awarding the
project to Metro Pavers. Odgaard seconded the motion. The
motion carried 3-0, Bockenstedt and Gardinier absent.
iii. North T -Hangar Restroom — Hughes stated that he expects the design
team to pick up this project again in the next week, now that all of the
steps have been taken to get this reduced to a single restroom. The plan
would be to set the public hearing at the next Commission meeting.
iv. FY2018 Iowa DOT — Office of Aviation Grant Application — Tharp
stated that the call letter for the program is out now and that applications
are due Friday, April 28. He noted that there are two programs they
applied for — general aviation vertical infrastructure and the airport
improvement program. The general aviation vertical infrastructure is
something that is allocated every year by the legislature, according to
Tharp, with this year's allocation expected to be around $500,000 for the
state. Typically it has been around $750,000. The two projects that
Tharp has applied for from this program include LED lighting for the
University hangar and the maintenance shop. This is roughly a $68,000
project, with $58,000 being requested from the State. He also spoke to
hangar door replacement, noting that the Airport would need to come up
with a much larger match as the grant program is capped at $75,000.
Tharp continued to speak to various projects around the Airport, many of
which are tenant -driven, such as wi-fi, that could be achieved. Speaking
to the Al program, Tharp stated that he is going to recommend sticking
with the parking lot extensions. Members spoke to how often the parking
lot is full, with Tharp noting that it happens quite often anymore.

C. Airport Operations
i. Budget — Tharp stated that he did the math to take out the balances that
were associated with hangar commitments. This puts them at about
$241,000 of revenue and $243,000 of expenses. He added that the
report this month does not have the farm income of about $27,000 added
to it. Tharp highlighted some other areas of the budget as well.
ii. Management -
1. Annual Report — Tharp stated that he will be emailing the
Members a copy of the draft annual report. He noted that it will basically
summarize what they have done during this time period. He asked that
Members take some time to review the draft and to send him any
comments or suggestions they have. Tharp stated that he would like to
be able to get a consensus on this at the next meeting.
FBO / Flight Training Reports
i. Jet Air — Matt Wolford with Jet Air addressed Members next. He shared
the monthly maintenance reports first, highlighting some items for them.
New fencing needs to be installed along Riverside Drive, after being hit by
a motorist. Wolford stated that they put up snow fencing as a temporary
barrier, as they start the process of obtaining a contractor. Continuing
with the April report, Wolford noted that they are mowing almost daily
right now as the grass is really growing. Then speaking to the Jet Air side
of things, Wolford stated that they have been busy as usual. Sales have
been going well for them still. Maintenance and flights are continuing at a
good pace, as well. He noted that Jet Air will be sponsoring a conference
on `business travel' this next month at the Kirkwood campus in Cedar
Rapids.
e. Commission Members' Reports — Libby stated that the disaster drill is May 17
at 8:00 A.M., with a review on the 181h. Ogren asked if Members should be
present at this drill and Libby noted that he will definitely be present. Odgaard
suggested they obtain a video of the drill. Ogren thanked Jet Air for her husband
passing his check ride. She also thanked Odgaard for being at the airport when
her husband landed and reminding him to call her.
Staff Report — None.
100 Year Anniversary Committee — Tharp stated that they are still at the initial
survey stage. Ogren shared the draft they have so far.
Consider a motion to adjourn to executive session to evaluate the
professional competency of individuals whose appointment, hiring,
performance or discharge is being considered when necessary to prevent
needless and irreparable injury to that individuals' reputations and those
individuals requested a closed session — Evaluation of Airport Operations

all other City employees for the period between now and his next

Bockenstedt and Gardinier absent.
SET NEXT REGULAR MEETING FOR:
The next regular meeting of the Airport Commission will be held on Thursday. May 18. 2017. at
6:00 P.M. in the Airport Terminal Building. Odgaard will not be at the next meeting. Tharp will
check with Bockenstedt and Gardinier on their schedules.

RESOLUTION SETTING A PUBLIC HEARING ON JUNE 15, 2017 FOR THE PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE ON COST FOR THE
CONSTRUCTION OF "NORTH T -HANGAR RESTROOM" PROJECT, AND
DIRECTING CITY CLERK TO PUBLISH NOTICES OF SAID HEARING, AND
DIRECTING THE CHAIRPERSON TO PLACE SAID PLANS ON FILE FOR PUBLIC
INSPECTION
BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE CITY OF IOWA CITY:
1. That a pubic hearing on the plans, specifications, form of contract, and estimate of cost
for the construction of the above-mentioned project is to be held on the 15th day of June,
2017 at 6:00 p.m. in the Iowa City Airport Terminal Building, 1801 S. Riverside Drive,
Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the Airport
Commission thereafter as posted by the City Clerk.
2. That the City Clerk is hereby authorized and directed to publish notice of the public
hearing for the above-named project in a newspaper published at least once weekly and
having a general circulation in the City, not less that four (4) nor more than twenty (20)
days before said hearing.
3. That the copy of plans, specifications, form of contract, and estimate of cost for the
construction of the above-named project is hereby ordered placed on file by the
Chairperson in the office of the City Clerk for public inspection

Executive Summary
This report is written to cover two periods in relation to the operations at the Iowa City
Municipal Airport. Activities and events (including construction) are reported via the calendar
year which covers the period from January 1 — December 31, 2016. Financial information is
presented in the fiscal year format which runs from July 1 — June 30. The Fiscal Year
information in this report covers Fiscal Year 2016 which ran from July 1, 2015 to June 30, 2016.
The Iowa City Municipal Airport is owned by the City of Iowa City, and operated by the Iowa
City Airport Commission. The Mayor and City Council of Iowa City, Iowa appoint members of
the Iowa City Airport Commission.
The Iowa City Municipal Airport houses 93 aircraft, which are maintained in: 59 T -hangars, 1
maintenance facility, 6 corporate hangars, 1 corporate building, 1 Fixed Based Operation (FBO)
maintenance hangar, and 1 FBO cold storage hangar. Two runways, of 5004 (Runway 7/25) and
39 (Runway 12/30) fp ed during approximately 36,000 operations annually. Th
ba craft consist ofaft, 7multi-engine (piston) aircraft, 1 helicopter and the mere ing count of singairc ft.

The Iowa City cipoperations budget for FY16 presents income of $463,428 and
expenses of $50 , 3.vy support for operations was reduced from $72,342 in FY
2015 to $21,929 in FY additional $100,000 was transfe from general levy to
Airport O tions for tgrant matching funds.
The Iowa City Municipreceived funds in FY20111or capital projects from the ederal
Aviation Administration and the Iowa Department of Transportation. These funds financed
projects to maintain and enhance the facilities at the Iowa City Municipal Airport. FAA grant
funds allowed the Airport to complete the Airport Master Plan update. Iowa DOT — Office of
Aviation funds were used to expand the aircraft parking apron in anticipation of future apron
reconstruction. Since January 1, 2010 the Iowa City Municipal Airport has received over
$10,750,000 in grant funds from the Federal Aviation Administration and the Iowa Department
of Transportation Office of Aviation, and has used these funds for construction and maintenance
of the airport facilities.
Beginning in 2002, the City of Iowa City and the Airport Commission collaborated to create and
market the Aviation Commerce Park. Funds from the sale of lots have been used to pay previous
airport related debt as well as construction of additional hangar units. All transactions have been
completed related to Airport Commerce Park and all airport debt has been repaid.
The Iowa City Airport Commission has completed its planned reconstruction and extension of
the runways at the Iowa City Municipal Airport. Projects continue to focus on enhancing
services and community involvement as well as to fulfill grant conditions. The following

projects are planned in the next 5 years: 1) Obstruction mitigation to clear 20:1 approaches as
required by FAA grant assurances; 2) an expanded apron for parking during high traffic events;
and 3) additional hangar space to better accommodate all sizes of aircraft using the Iowa City
Municipal Airport as demand dictates.
AIRPORT BACKGROUND
The Iowa City Municipal Airport is located approximately 2 miles southwest of downtown Iowa
City. The Iowa City Airport Commission has immediate controlling responsibility for the Iowa
City Municipal Airport. The Airport Commission consists of five voting members, who are
directly responsible for the planning, operation, and budget management of the Iowa City
Municipal Airport. The Commission works collaboratively with Iowa City's elected officials
and staff to ensure safe, efficient, and effective use of the airport to support Iowa City and the
surrounding area.
The Iowa City Municipal up one of the busiest general aviation airports in Iowa with over
35,000 flight operations 11 currently home to approximately 96 based aircraft located
in 59 T -hangars, and 8 c rate h rs. These aircraft are used for charter flights, corporate
activity supporting local business, flight instruction, rental, pleasure, and charity purposes.
Additionally, thousands of flights in and out of the airport support important community
activities such as the organ transplant program and Air Ambulance flights to and from The
University of Iowa Hospital and Clinics, as well as economic development for the area. Local
businesses that utilize the airport include Billi n Auto Group, IT idwest, Kum & Go, Family
Video, Lear Corporation, ma hers.
Existing airport facilities Jude runways, the terminal building, a maintenance fay,
hangars, aircraft fueling ities, aircraft parking ramp, tie down apron, and vehicle p g
area. Runway 7-25 serve the p ary runway with a length of 5004 feet. Runway 0
serves as a secondary crosswind runway with a length of 3900 feet. The airport terming
building, built in 1951, includes a pilot's lounge with wireless internet access, a weather briefing
room, a lobby, a conference/class room, vending machines, a meeting room, and administration
facilities for airport management and a fixed based operator. The airport has a rotating beacon
and lighted wind indicator. The airport is equipped with a remote communications outlet (RCO)
and Automated Surface Observation System (ASOS).
The airport has been an important element in the Iowa City community since 1918 and in 1944
was placed under the control of the Iowa City Airport Commission by public vote. Since that
time, the airport has remained under the governance of the Airport Commission with fiscal
support from the City of Iowa City. The airport is included in the National Plan of Integrated
Airport Systems (NPIAS). The NPIAS identifies the Iowa City Municipal Airport as a general
aviation airport. This designation means that the federal government currently provides funding
annually through the FAA for eligible capital improvement projects at the airport. The Iowa
Department of Transportation Office of Aviation's Aviation System Plan identifies the Iowa City
Municipal Airport as an Enhanced Service Airport. Enhanced Service airports are defined as
airports that serve nearly all general aviation aircraft and are economic and transportation centers
for the state.

Several businesses and University of Iowa enterprises are stationed at the airport. Jet Air, Inc. is
the fixed base operator, with 58 employees at Iowa City and their other locations. The Iowa
City -based staff of 17 offers charter flights, flight instruction, aircraft sales, maintenance, fuel,
and sale of aviation related merchandise. Numerous faculty members at the University Oflowa
College Of Engineering use the airport for federally funded research on aviation technology and
atmospheric weather phenomena. This research is primarily based out of the Operator
Performance Laboratory located in building H and includes 7 full-time staff and 5 full-time
student workers. Care Ambulance operates a full time ambulatory service and patient transfers.
They have partnered with Jet Air as Jet Air Care to provide medical transport flights to and from
the Iowa City area.

The SERTOMA fly -in pancake breakfast and car show headlines the annual events; this
event raises funds for use by the Service to Mankind (SERTOMA) organization. The
2016 SERTOMA breakfast took place on August 28. During the event, volunteers served

EAA Young Eagles Program
The Experimental Aircraft Association (EAA) created the Young Eagles program in 1992
as an effort to get youth interested in aviation. Since then, over 1.9 million flights have
been donated by EAA members to encourage youth to get involved with aviation.
The Iowa City Airport continues to host EAA Young Eagles activities with cooperation
from the Experimental Aircraft Association Chapter 33 group.
ECONOMIC IMPACT STUDY
In 2009, the Iowa Department of Transportation conducted an Economic Impact Study for the
general aviation airports in the state of Iowa. That study determined that the Iowa City
Municipal Airport contributes 115 jobs and $11.2 million worth of economic activity. The 115
jobs which are linked to the Iowa City Municipal Airport distribute approximately $3.2 million
in annual payroll. Based on economic activity, th a City M icipal Airport ranks as the 4v'

BUDGET
Relative to the findings of the state's economic impact study, the Iowa City Municipal Airport
provides an extremely good return for the city's investment in the airport. The Iowa City Airport
Commission and staff continue to maintain an efficient operating budget, which provides the
necessary services and repairs to support the airport infrastructure. In FY2016, the City of Iowa
City contributed $21,929 towards operations at the Iowa City Municipal Airport. That was a
reduction from FY15's $68,415 level.

The Iowa City Municipal Airport receives operating revenue primarily from three sources: rental
income, fuel sales, and general levy support.
The Airport Commission examines and occasionally adjusts T -hangar rental rates on an annual
basis, comparing rates to those at airports within a one-hour drive time to the Iowa City area.
The Iowa City Municipal Airport operations budget for FYI shows income of $463,428 and
expenses of $501,583.
The Iowa City Airport Commission incurred unbudgeted costs consisting of $33,840 to replace
failed boilers in the maintenance shop hangar and $10,950 in support of infrastructure additions
to facilitate the private hangar developments. The boiler replacement was completed in March
2016.

Airport usage information is best tracked from the fuel flowage fees for fuel purchased at the
airport. Fuel Flowage fees are paid by tenants that utilize the fuel storage system at the airport.
These fees are paid at a rate of $.10 per gallon of fuel. FY2008 represents the pre -recession peak
fuel commissions. That year the airport earned just over $21,000 in commissions.
Following projects which have increased runway length and enhanced the usability of the airport,
as well as a rebound in the charter and medical flight activities, the Iowa City Municipal Airport
has, in the last three years, realized increased revenue from fuel flowages fees. FY2016 brought
in over $33,000 from fuel commissions. This represents a 20% increase in the fuel commissions
from FY2015.

Comparing the different fuel types sold at the Iowa City Airport, there was a 21% increase in the
Jet A commission year to year. MOLL commissions continue to remain virtually flat to
beginning to trend negative. Personal and hobby aviation continues to be hampered by high fuel
prices and other economic challenges. The chart below tracks the fuel sales by type over a
calendar year.

Administration or the Iowa Department of Transportation. The 2011 FAA Reauthorization
brought with it sstabilization as it provided funding for FFY212-2015, but it also brought
dd
aitional local s for projects wifederal participation. The reauthorization act ended a
series of 22 continuing resolutions w h had allowed the FAA to continue operating following
the expiration of the previo s authorization act in 2007. The change in the grant payment share
which lowered the max FAA participation to 90% fro 5% of eligible project costs had
an impact as the local community now has to provide a higher percentage of the funds. The
Iowa City Airport Commission is currently tracking various congressional bills which would
continue the existing FAA programs through a new authorization.
FederalF( AA)grants contribute 90% of the project costs and are typically associated with major
pavement rehabilitation and upgrades. State grants fund 70-85% of project costs, and are
typically associated with minor pavement and facility repairs and upgrades.
In 2014 with FAA grant support, the Iowa City Airport Commission began the process of
updating the Airport Master Plan. The Airport Master Plan is a strategic document that lays out
the goals and operation of the airport over a 20 -year period, the last Master plan was completed
in 1996. This plan was completed and adopted by the Airport Commission in November 2016.
During the process of creating this plan, the Airport used a Master Plan advisory group
consisting of City and Airport Administration officials, Airport tenants, and neighborhood
representatives. The plan is created using this group and then forwarded to the Iowa City Airport
Commission for final approval. The new Airport Master Plan looks at existing conditions and
future growth needs to establish a road map for the Airport Commission and community to
continue operating the airport as a community resource.

The Iowa City Airport Commission also received a FY2016 Iowa DOT Office of Aviation grant
to begin phased pavement reconstruction plan near the terminal. This initial grant serves to
expand the aircraft parking apron. The extension will allow the airport to have available to same
parking area during reconstruction of the terminal parking area. Phase 2 of this plan would
replace 1950s era concrete adjacent to the terminal building.
PRIVATE INVESTMENT IN AIRPORT FACILITIES
In 2016, the Airport Commission entered into agreements with two different private entities for
the construction of additional hangar space.
The Fixed Based Operator leased ground from the Airport Commission in order to begin
construction of a 10,000 square foot storage hangar facility. This construction will be completed
in 2017.
'11MAMoommission also entered into an agreement with ano er tenant to
square foot storage hangar. This construction has been completed.
These investments by private parties allow the airport to increase the available
storage, and benefit from the increased fuel flows at a minimal cost to the airpo
AVIATION COMMERCE PARK
The Airport, along with City staff, continues efforts to develop land available in Aviation
Commerce Park a/k/a North Airport Development. Funds received from the sale or lease of this
land have been used to pay ff City incurred debt for costs associated with the improvements of
that land. The original to for the infrastructure has been paid for by proceeds from the sale of
parcels in this area.
The Airport Commission and City Council entered into an agreement in FY2011 which
memorializes a plan for further sales of Aviation Commerce Park land to be used to accelerate
the payback of other building construction debt balances.
In Fiscal Year 2015, the final 4 lots of this area were sold. As a result of these final sales the
Iowa City Airport is now clear of all debt.
Private development of this area has added over $8 million (Source: Iowa City Assessor 2016
Valuations) in assessed value to the city.
FUTURE AIRPORT ACTIVITIES/PROJECTS
The Iowa City Municipal Airport continues to plan for the future. Utilizing state and federal
grants, as well as local improvement money, the Airport continues to refurbish and replace
existing facilities and expand operational capability.

FAA Grant Pre -Applications are due annually in December. The Iowa City Airport Commission
has submitted its application for funding which includes projects being derived from the Airport
Master Plan. Additional FAA projects will include runway marking and lighting changes,
additional obstruction mitigation and expansion of the aircraft parking areas.
2018 marks the 100 -year anniversary of the Iowa City Municipal Airport. The Airport
Commission and staff are planning events to mark the occasion and details will be released as
these plans are completed.
In August, The Iowa Department of Transportation awarded the Iowa City Airport two grants for
FY2017 projects at the airport. These grants will provide for a taxiway extension as well as
additional restroom facilities in the north t -hangar area. These projects are expected to be
completed in 2017.
State Grant Applications are due annually in the spring. The Airport has utilized funding from

Finally, I wish to reiterate the following comment, to be shared with all of the members of the airport
commission, including those not present at tonight's meeting:
In their proposal packet, the strategic planning consultant chosen (Bailey Leadership) makes virtually NO
reference to public involvement in the upcoming planning process. As a resident in a neighborhood that is
significantly impacted by flight frequency, altitude, and noise, it is important to me that the airport
commission's planning process make a sincere effort to engage with, and solicit feedback from, members of
adjacent and affected neighborhoods.
