HomeMy WebLinkAbout2017-06-08 TranscriptionPage I ITEM 2 Moratorium — An ordinance amending Title 17 of the City Code (Building and Housing) to establish a six and a half month moratorium on the issuance of new rental permits, and building permits that result in an enlargement of a rental dwelling, in RS -5, RS -8 and RNS-12 zones within the area generally bounded by Scott Boulevard on the east, I-80 on the north, the Iowa River and Mormon Trek Blvd on the west, and Highways 1/6 on the south in Iowa City, Iowa (Second Consideration) Throgmorton: This is second consideration, but the staff requests expedited action. Mims: I move that the rule requiring that ordinances must be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, that the second consideration and vote be waived, and that the ordinance be voted on for final passage at this time. Dickens: Second. Throgmorton: Moved by Mims, seconded by ... who? Dickens. Discussion? Would anybody in the audience like to address this topic? Good morning, Sally! Scott: Um, my name's Sally Scott. I live at 205 Blackspring Circle and I'm the Director of the Johnson County Affordable Housing Coalition and uh, keep it very brief. I appreciate that you are acting so quickly on what could be a real threat to the neighborhood stability and housing affordability in Iowa City. Um .... know, clearly, uh.... uh, this is an issue with lots of sides to it, but there is a .... a destabilizing effect of the State legislation that is, I think, a threat to a lot of working families in town, and so appreciate your taking quick action on it and, um, also just appreciate.....I'm going to be leaving town soon, so I want to express my appreciation to this Council for all the work you've done in support of affordable housing. It's made a tremendous difference, um, over the last couple of years, and I think going forward we'll see that difference playing out in the community, where there will be more housing that's affordable to, um, folks that need it, so thank you very much. Throgmorton: Thank you, Sally. Uh, as you know, Sally, I've said many times to you personally and to others, you've done a fabulous job with the Coalition. I'm really sorry to see you leaving, but uh, it is what it is! Good morning, Bob. Welsh: Bob Welsh, uh, citizen. Um, I want to thank you also for taking action. I would hope you would engage the total community in what are the solutions. Uh.... you know, at the University you have a (mumbled) college, uh, I think students could be, uh, intrigued by .... what can we do. Uh, you've got a ... you know (mumbled) urban development, uh, housing expertise, uh (mumbled) uh, you know, I've been tryin' to think, hey, how can you do this, uh... but I just want to thank you for your action. I regret the fact that the State, uh, took the action that they did, but appreciate the fact that you are seeking to continue to make Iowa City a great place to live. Throgmorton: Thank you, Bob. I'd like to mention, uh, I spoke with Geoff yesterday about, uh, sh... him sharing his Power Point presentation with us, the one that he presented Tuesday night, uh, because it's pretty difficult to take in all those notes on the spur of the moment. Uh, and of course he's gonna do that. So .... expect to see that sometime shortly. Dilkes: Actually I'd ask you to make a motion to accept that Power Point presentation into this record. Um, absolutely, I think that's one of the reasons why we want this breathing space, so we can reach out to all stakeholders, including landlords, students, the entire community, because the goal is is to get quiet, stable neighborhoods for everyone.
