Phase 1 Project. Parks & Recreation Director Seydell-Johnson presented a power point.
Lorraine Dorfman appeared presenting a Senior Center update of activities.
A public hearing was held on an ordinance for a rezoning to amend a Preliminary
Planned Development Overlay (OPD) Plan for 7.8 acres of property (Prairie Hill) located
West of Miller Avenue and South of Benton Street (REZ17-00007). The Mayor requested
Council Member disclose any ex parte communications and none were reported.
Development Services Coordinator Yapp presented a power point.
Moved by Botchway, seconded by Thomas, that the ordinance rezoning to amend a
Preliminary Planned Development Overlay (OPD) Plan for 7.8 acres of property (Prairie
Hill) located West of Miller Avenue and South of Benton Street (REZ17-00007), be given
first vote.
Moved by Mims, seconded by Dickens, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting at
which it is to be finally passed be suspended, the second consideration and vote be
waived, and that Ord. 17-4708, conditionally rezoning approximately 3,440 square
feet of property located 812 S. Summit Street from Low Density Single Family
Residential with Historic District Overlay (RS-5/OHD) to Neighborhood Commercial
with Historic District Overlay (CN-1/OHD) (REZ17-00006), be voted on for final
passage at this time. The Mayor requested Council Member disclose any ex parte
communications and Council Member Mims reported. Moved by Mims, seconded by
Dickens, that the ordinance be finally adopted at this time. Moved by Botchway,
seconded by Dickens, to accept correspondence from Jamie Powers.
Moved by Mims, seconded by Botchway, that Ord. 17-4709, conditionally rezoning
approximately 4,550 square feet of property from Central Business Service (CB -2)
Zone to Central Business Support (CB -5) Zone located at 202 North Linn Street
(Corridor State Bank Property) (REZ17-00004), be passed and adopted. The Mayor
requested Council Member disclose any ex parte communications and Thomas and
Throgmorton reported. Mark Priest, Nancy Bird, appeared. Ross Nusser, applicant,
appeared, reporting on attending the Good Neighbor Meeting on May 25th and
addressed the senior housing component and restrictive HUD regulations. Individual
Council Members expressed their views. The Mayor declared the ordinance adopted,
4/3, with the following division of roll call vote. Ayes: Throgmorton, Botchway, Dickens,
Mims. Nays: Cole, Thomas, Taylor. Moved by Mims, seconded by Botchway, to accept
correspondence from Cathy Stone and Susan Shullaw, David Rust, Kathie Gonzales,
Mattheiu Biger.
Moved by Botchway, seconded by Dickens, that the ordinance amending Title 8,
Police Regulations, Chapter 5, Miscellaneous Offenses, Section 12, Fireworks: to allow
for the sale of some fireworks, revise definitions of fireworks, and increase the penalty for
use of fireworks within City limits, all in compliance with newly amended State law, be
given first vote. Fire Chief Grier present for discussion.

Service Departments Organized: to revert the title of the Transportation and Resource
Management department to the Transportation Services department to reflect a
realignment of supervision over Resource Management to the Public Works Director, be
given first vote. City Manager Fruin summarized departmental changes. Public Works
Director Knoche present for discussion introducing Jennifer Jordan as the new Resource
Management Superintendent.
Moved by'Botchway, seconded by Dickens, that the ordinance amending Title 1,
"Administration", Chapter 7, "City Officers; City Attorney, City Clerk, City Manager",
Section 2, "Appointment and Removal" to replace the residency requirement for the
position of City Clerk with a residency preferred requirement, be given first vote. Council
Member Mims and chair of search committee summarized.
Moved by Mims, seconded by Botchway, that the ordinance amending Title 17 of the
City Code (Building and Housing) to establish a six and a half month moratorium on the
issuance of new rental permits, and building permits that result in an enlargement of a
rental dwelling, in RS -5, RS -8 and RNS-12 zones within the area generally bounded by
Scott Boulevard on the east, 1-80 on the north, the Iowa River and Mormon Trek Blvd on
the west, and Highways 1/6 on the south in Iowa City, Iowa, be given first vote. Nancy
Carlson, 1002 E. Jefferson, and Mike Oliveira, Prestige Properties appeared. Individual
Council Members expressed their views. (Council Member Taylor left the remainder of
the meeting.) Moved by Mims, seconded by Dickens, to accept correspondence from
Theresa Blanched, R. Michael Hayes.
Moved by Mims, seconded by Botchway, to accept the recommendation from the
Johnson County Board of Supervisors to reappoint Robin Paetzold as the County
representative to the Board of Library Trustees July 1, 2017 — June 30, 2023. Moved by
Botchway, seconded by Dickens, to accept correspondence from Angela Laffey.
The Mayor noted the current vacancy: Housing and Community Development
Commission for an unexpired term, upon appointment — July 1, 2018; Applications must
be received by 5:00 P.M., Tuesday, July 11, 2017. Moved by Botchway, seconded by
Dickens, to accept correspondence from Emily Seiple.
The Mayor noted the previously announced vacancies: Airport Commission for a four
year term, July 1, 2017 — July 1, 2021; Airport Zoning Brd. of Adjustment for an unexpired
term, upon appointment - December 31, 2018 (Formerly advertised); Airport Zoning Bird.
of Adjustment for an unexpired term, upon appointment - December 21, 2020; Airport
Zoning Commission for an unexpired term, upon appointment— December 21, 2021.
Historic Preservation Commission for a Jefferson St. representative to fill a three-year
term, March 29, 2016 — July 1, 2019 (New District formed); Senior Center Commission for
an unexpired term, upon appointment — December 31, 2020; Telecommunications
Commission for two vacancies to fill three year terms, July 1, 2017 — July 1, 2020.

Council Member Mims gave an update on the Access Center and stated that more
information will be forthcoming.
Council Member Thomas reported on the Brown Street block party and encouraged
others neighborhoods to participate in the program.

Council Member Cole commented on the new and improved Hickory Hill First Avenue
entrance bridge and expressing his enthusiastic support. Also stated the Black Voices
Project is doing a community bar-b-que on June 29th, 4:00 to 8:00 p.m. at Wetherby Park.
Council
Member Dickens encouraged individuals to register to vote on bond issue in
September and regular election in November; and check out the new ID changes the
state has implemented. Also reported that the Trail (Senior group that's helping seniors
stay in their homes longer), now has an office in the Senior Center.
Mayor Pro tem Kingsley noted the Block Party downtown on June 24th; Eastern Iowa
Refugee Summit on June 16th and 17th at West High; Father's Day the June 18th; Crisis
Center Hunger Banquet this Thursday; and Juneteenth on June 24th. Also brought up
his concerns regarding safety lock code changes for university housing issues [Reference
late handout correspondence Item 3f(14)]. It was agreed this would be discussed more in
depth at a later time.
Mayor Throgmorton stated that he attended the visitation for long-time Coralville
Mayor Jim Fausett and expressed his condolences to Jim's family. Mayor Throgmorton
also mentioned that he will be attending the Mayors luncheon with current members of
Coralville and North Liberty on June gth; noted a couple speaking engagement - Merge
grand opening on June 15 and Iowa City Compassions Refugee Summit on June 16th.
Also recognized the Pride Parade taking place on June 17th and his first Mayor's Walk of
the season on June 7th;. The Mayor read the letter he wrote to David Wieseneck, Motley
Cow, thanking him for his many years of running a successful restaurant.
City Manager Fruin introduced Jamie Porter, the new intern in the City Manager's
Office.

ICPL BOOKMOBILE TOUR
Library Director Craig gave an overview of Bookmobile scheduling for the year and
thanked city departments for their support. Council Members asked questions
regarding how to get the word out to the public on locations of Bookmobiles; and asked
how locations were chosen.
ACTION: Council expressed their enthusiasm for the new Bookmobile and indicated
they look forward to hearing how the first few months of operations are received in the
community. Update of operations to be presented in two or three months.

Mayor Throgmorton opened discussion regarding the (6) possible projects outlined in
the Assistant City Manager memo and suggested selecting a few of them to go forward
at this time. Council Members expressed their preferences. The carbon mitigation
project will be coordinated for FYI using the $150k designated in the CIP.
ACTION: Project goals will aim to include: (1) mixture of tree plantings, (2) small
renewables (park shelters, bus shelters, etc.), and (3) potential large renewable energy
project. (Smaller solar/wind and tree planting opportunities may be able to be
implemented in a more timely manner.) Staff will evaluate opportunities at the facilities
that are most readily adaptable for a large solar/wind and return to Council with a
recommendation in approximately 6 months. A more comprehensive report to Council
about recent energy reduction efforts and the additional priority facilities management

projects for the future will be prepared. Electric vehicles and solar compacting
trash/recycling units will receive further consideration during the FY 19 budget process.
CLARIFICATION OF AGENDA ITEMS
1. (Consent Calendar, #5d(6)...UISG Appointments) ... Mayor Throgmorton
congratulated new University of Iowa Student Government Liaisons Ben Nelson
and Gustave Stewart (Alternate) in their new roles.
2. (Agenda Item #13, Open Container Amendment)... Mayor Pro Tem Botchway
asked if the ordinance was specific to the downtown block party. City Manager
Fruin explained that the agreement is specific to downtown block party, however,
the framework is there in this ordinance for other events. Assistant to the City
Manager Andrew addressed questions and stated that individual approved
agreements will need to be approved with each event. The effectiveness of this
ordinance will be reviewed in the future.
3. (Consent Calendar, #5f(3) ... Kayla Cress: Park Rule of no alcohol... Council
Member Mims asked if park rules may be adjusted to allow small gatherings an
opportunity to have alcohol in parks. Council consensus for Parks and
Recreation Department to work with the City Attorney's Office and the Parks
Commission to develop guidelines to permit limited alcohol use along with
shelter rentals.
INFORMATION PACKET DISCUSSION
➢ April 20
1) (IP4 — 1-380 Planning Study) Council Member Cole questioned how many lanes
are involved and long-term goals. Transportation Planner Ralston answered
questions and stated that through MPOJC we may make our issues known.
2) (IP 2 — DMC Study, Disproportionate Minority Contact...) Mayor Pro tem
Botchway thanked Board of Supervisors staff for their work on the
Disproportionate Minority Contact Report and asked how other cities are doing
similar work.
3) (IP6 — Building Basics Workshop... May 20) Council Member Mims stated helpful
information on how to start or expand a small business will be provided at the
Building Business Basics Workshop.
4) (IP5 — City Council Listening Post) Mayor Throgmorton asked about an update
on the April 27th Council Listening Post. Council Member Thomas reported that
it went well. He further stated that it is a valuable way of connecting with the
diversity in this city and for neighbors to get to know one another.

1) (IP6 — ICCSD Bond Reference Ballot Language)... Council Member Mims stated
that she is glad to see this moving forward and urged citizens to educate

themselves on the benefits this brings to the district. Council resolution of
support of referendum be on for next meeting.
2) (IP 11 — AAA Bond Rating)... Council Member Mims reported on the AAA bond
rating Iowa City has received again, allowing the low interest rates on our bonds,
and recognizing the strong financial management that city staff and councils
have made over the years to further this endeavor. Mayor Pro tem Botchway
asked Finance Director for some visuals showing bond return information and
monies saved. Finance Department will work with Communications to better
communicate the value of our bond rating to the public.
3) (IP 12 — Why is Affordable Housing so Expensive?) ... Mayor Throgmorton noted
that the good news concerning the Congressional Spending Agreement which
will be funding CDBG Funds and HOME funds in same levels as FY16.
4) (IP 5 — Pending Work Session Topics)... Recap of Legislative Session... Council
Member Cole questioned if neighborhood stabilization could be moved up to the
May 16th work session along with Legislative Recap. (City Manager Fruin
indicated after May 22 or 23 a group of staff will be going to Des Moines to meet
with a few other cities and sharing ideas about the integrity of neighborhoods, so
would prefer to wait until June for this conversation.)
5) (IP7 - Downtown Co Sign Program)... Mayor Throgmorton mentioned there will
be a grand unveiling on August 11th of this program and he is hearing wonderful
things about it.

City Manager Fruin presented an overview of Legislative Session Recap memo submitted by
Assistant to the City Manager Andrew. The (4) following City Council Legislative Priorities were
identified with bullet points of highlights:
1) Ensure Continued funding of commercial and industrial Property tax replacement
payments -
• Reported preservation of backfill funding of commercial and industrial property
tax for Fiscal Years 17 and 18.
• Challenges with pending income tax reform
2) Protection of Public sector employee collective bargaining rights -
• City AFSCME contract (to June 2021) renewed prior to new bill taking effect.
• State legislation restricts an arbitrator's award for an increase in wages
• State legislation changes to worker's compensation laws
• State legislation bans allowing cities to use project labor agreements on projects
3) Protect Home rule authority for local governments -
• State legislation removes local authority action on minimum wage and plastic
bags
• State legislation on residential occupancy based on familial status

Other Legislative Issues discussed:

Council Members discussed furthering our priorities through the League of Cities and Metro
Coalition. Also the importance in getting the right candidates elected into office.
ACTION: (1) The Police and Fire Departments will prepare information supporting their
recommendation for a continued ban on firework usage in City
limits. Staff will work together to prepare the necessary code amendment
for next meeting.

(2) City Manager staff will work with the Police Department to establish and
communicate appropriate protocol for any individual that brings a firearm
onto City property.
(3) The City Attorney's Office will draft a brief memo describing the Council's
authority to set wage rates for contractors given recent changes in state

(4) Staff will follow-up with Governor's office staff and attempt to schedule a
meeting for discussion of issues this summer or fall.

commented he would like to see some type of criteria used when deciding on workforce
housing tax application. Council Member Mims noted that applicant is getting themselves

Member Thomas and Council Member Taylor had positive feedback from the
listening post and it's positive way of bringing the community together... Traffic
patterns, traffic speeds and police substation were some of the issues discussed.
(Council Member Cole brought up follow up with issues discussed and an update
report at a later time.) Council Member Mims suggesting using a sign in sheet and
getting individuals contact information for follow up purposes on issues. Staff will
follow up with a Party in the Park schedule for Council to review locations for next
Listening Post this summer.

Moved by Dickens, seconded by Thomas, to adopt RES. 17-183, REAFFIRMING THE
CITY OF IOWA CITY LAW ENFORCEMENT NON-DISCRIMINATION POLICY. City
Manager Fruin summarized resolution. Mayor Throgmorton noted that Mayor Pro tem
Botchway had conveyed his strong support for this resolution.
Mayor Throgmorton asked for a current roster of current board and commission
members when considering appointments. Moved by Mims, seconded by Dickens, to
make the following appointments: reappoint Mazahir Salih, 2355 Jessup Cir., and appoint
David Selmer, 403 Boyd Ct., to the Community Police Review Board for two vacancies to
fill four year terms, July 1, 2017 — July 1, 2021; reappoint Gasia Clore, 1133 E. Court St.,
to the Historic Preservation Commission for a Longfellow Representative; reappoint
Thomas Agran, 512 N. Van Buren St., for a Northside Representative and reappoint
Kevin Boyd, 622 N. Van Buren St., and appoint G.T. Karr, 2 Ashwood Dr., for two

The Mayor noted that no applications were received for the following, Boards and
Commissions and all will be readvertised: Airport Commission for a four year term, July 1,
2017 — July 1, 2021; Airport Zoning Commission for an unexpired term, upon appointment
— December 21, 2021; Airport Zoning Brd. of Adjustment for an unexpired term, upon
appointment - December 21, 2020; Airport Zoning Brd. of Adjustment for an unexpired
term, upon appointment - December 31, 2018 (Formerly advertised); Historic
Preservation Commission for a Jefferson St. representative to fill a three-year term,
March 29, 2016 — July 1, 2019 (New District formed); Telecommunications Commission
for two vacancies to fill three year terms, July 1, 2017 — July 1, 2020. Applicants MUST
reside in Iowa City and be 18 years of age unless specific qualifications are stated. [Staff
will not publish additional notices after a period of six publications; but will continue to
advertise vacancies with postings and on the Council agenda. However, no additional

The Mayor noted the previously announced vacancies: Senior Center Commission for
an unexpired term, upon appointment — December 31, 2020. Applications must be
received by 5:00 p.m., Tuesday, June 13, 2017.
Council Member Dickens stressed his earlier comment on citizens getting out to vote
for the school bond issue.
Council Member Cole encouraged individuals to attend the Iowa Valley Global Food
Project, Saturday, May 20 at the Johnson County Poor Farm.
Council Member Taylor thanked local letter carriers for their annual food drive and
citizens for participating, with Proceeds going to the Crisis Center; noted the S -a -g -e table
potluck on Thursday, May 28t at the Senior Center which is an opportunity to build
connections with all.
Council Member Thomas attended an informative Northside Visioning Workshop
presentation which included a traffic consultant report on parking patterns and vehicle
speeds.
Council Member Mims reported on her meeting with the Crisis Intervention/Access
Center Steering Committee and gave an update on her meeting with the Data Driven
Justice Initiative; a presentation of the Data Driven Justice Initiative will be added to the
pending work session list.
Mayor Throgmorton noted that he made a keynote speech at the Human Rights
Award program on May 10'' ; participated in a bike -bus -car race; attended Partnership for
Alcohol Safety meeting, acknowledging Tom Rocklin (University of Iowa) for all of his
work and thanking Eric Goers, Asst. City Attorney, for his summarization. The Mayor
noted the following events: Johnathan Kana, will be speaking on the struggle of the ex -
offender's identity on 5/18; the first Mayor's Walk of the season is May I 91h; upcoming
Joint Meeting with Johnson County on 5/24 and Economic Development Committee
meeting on 5/25; Bike Master Plan Open House at Senior Center on May 25 5:00 to 8
p.m. and Arts Fest coming up.

Iowa City City Council special meeting, 12:30 p.m. at City Hall. Mayor Throgmorton
presiding. Council Members present: Botchway, Cole, Dickens, Mims, Taylor, Thomas,
Throgmorton. Absent: None. Staff members present: Fruin, Dilkes, Voparil.
Unless other noted, all actions were affirmative and unanimous.
Moved by Mims, seconded by Taylor, to adjourn to executive session to evaluate the
professional competency of individuals whose appointment, hiring, performance or
discharge is being considered when necessary to prevent needless and irreparable
injury to that individuals' reputations and those individuals request a closed session
(City Clerk). The Mayor declared the motion carried and adjourned into executive
session 12:31 p.m.
Council returned to open session 3:49 p.m.
