June 6. 2017. 5:00 PM in Emma J. Harvat Hall Council: Botchway, Cole, Dickens, Mims, Thomas, Throgmorton Absent: Taylor UISG: Nelson Staff: Fruin, Monroe, Andrew, Dilkes, Fruehling, Boothroy, O'Brien, Seydell-Johnson, Knoche, Havel, Ackerson, Yapp, Bockenstedt, Laverman, Ford, Dulek NEIGHBORHOOD STABILIZATION City Manager Fruin presented a power point describing the existing City Code and House File 134. The following (7) strategies were identified for staff to keep in mind when reviewing the City Code section on Occupancy: 1) Ensure Neighborhoods Support Both Home Ownership and Rental Opportunities 2) Prohibit Investments that Detract from Neighborhood Character and Overburden City Infrastructure and Services 3) Make Certain Nuisance and Criminal Infractions are Handled Swiftly and Efficiently to Preserve Neighborhood Character, and Ensure Stability and Appeal to Diverse Populations 4) Protect the Health and Safety of Occupants in Rental Units 5) Ensure City Investments Sufficiently Preserve Housing Stock that Supports Ownership Opportunities 6) Encourage Development of Student Oriented Housing That Meets Modern Demands, has Strong Safety and Management Plans and is Located in Appropriate Areas Walkable to Campus 7) Partner with Stakeholders to Engage, Educate and Empower Neighbors The City Manager's Office will organize an internal staff meeting to develop a work plan for the neighborhood stabilization strategies discussed during the work session. Staff will follow-up on various comments and requests made by the City Council CLARIFICATION OF AGENDA ITEMS (Item 3d(6) Riverfront Crossings Park, Phase 1, resolution awarding contract for construction of the Riverfront Crossings Park)... Mayor Throgmorton noted this will be pulled from the consent calendar for separate consideration. (Item 3d(2) CDBG/HOME amendment for housing projects)... Council Member Mims asked for clarification on the tenant -based rental assistance program and reallocating of funds. Boothroy noted where the finds were coming from and what the use would be for. (Item 3f(g) IA River Trail Handrail Repair)... Council Member Mims asked for clarification on the project. City Engineer Havel stated the project consists of the replacement of handrail, replace drainage soil/paving, and wall repair to the HWY 6 bridge. Council Work Session June 6, 2017 Page 2 (Item 3f(7) Steve Goetzelman: Today's Edition of Fun Doing Business in Iowa City)... Thomas questioned if staff had responded to the email. City Manager Fruin and City Engineer Havel stated an offer had been made to meet with the business owner and had received no response in return. Public Works Director Knoche explained it was an emergency repair situation and Thomas expressed that he would like staff to inform the owner as such. Public Works staff will attempt to reach out to Steve Goetzelman regarding ongoing public and private construction concerns in RFC. (Item 3f(5) John Macatee: Like Chicago, can you post all the climate data deleted by Trump EPA on your website?)... Mayor Throgmorton stated that the request made to post climate data on the City website wasn't necessary since the County already has the data posted on their website and the City can direct citizens to the County website. INFORMATION PACKET DISCUSSION rMay 18, May 25, June 11 ➢ May 18 1. (IP3 — Memo from City Attorney: Amicus briefs of cities and counties in litigation challenging President Trump's revised travel ban)... Mayor Throgmorton praised City Attorney Dilkes for signing on behalf of the City the amicus briefs. ➢ May 25 1. (IP2 — Update on Planning Initiatives) ... Council Member Thomas and Mayor Throgmorton appreciated the update on Planning Initiative. 2. (IP4— Party in the Park Dates)... Council Member Mims wanted Council members to take a look at the dates and try to attend. Mayor Throgmorton suggested the next Council Listening Post take place June 15. The City Clerk's Office will work with Council to identify two representatives for a Listening Post at the Kiwanis Park — Party in the Park event next week. 3. (IP5— Merge & Protostudios Open House)... Council Member Mims encouraged Members to try an attend the Merge Open House. ➢ June 1 1. (IP7— KXIC Radio Show)... Council members signed up for upcoming dates. 2. (IP3 — Pending Work Session Topics)... Mayor Throgmorton and City Manager Fruin will look at June 20 topics. The CMO will explore whether presentations on the Data Driven Justice Initiative and Invest Health effort are possible for the June 20'h work session. 3. (IP4 — Email from Mayor Throgmorton: Join Open Letter from U.S. Cities on Withdrawl from Paris Agreement)... Mayor Throgmorton stated that he will be signing a letter concerning the President's withdrawal from the Paris Climate Accord drafted by the Global Covenant of Mayors. Asst City Manager Monroe also informed the Council that the Mayor would be signing, on the City's behalf, a statement through the Climate Mayors in support of the City's current initiatives. 4. (MPO meetings)... Council Member Dickens stated that attendance at MPO meetings is very important and members need to contact the Clerk's office if they're not able to attend so the City can have full representation by sending alternates. 5. (IP5 — Memo from City Manager: Workforce Housing Tax Credits)... Council expressed their views. The City Manager's Office and Neighborhood Development Services will continue to forward Workforce Housing Tax Credit applications to the City Council, but will work to express greater clarity indicating the support of the application has no weight on any future legislative approvals that may be needed from the City Council.
