Printing and Mailing of City of Iowa City Utility Bills -
Resolution Authorizing the Award of a Contract for Laser
Printing and Bulk Mailing of the City of Iowa City Utility Bill.
Comment: On April 28, 2017, the City issued a request for proposal for laser
printing and bulk mailing of the City of Iowa City utility bill. Ten (10) proposals
were received, evaluated and scored by staff who determined that the proposal
submitted by InfoSend, Inc. best met the needs of the City. This is a one (1)
year contract, with the option to renew for four (4) additional one (1) year
periods. This resolution authorizes the award of the contract and authorizes the
City Manager to effectuate future renewals.
Item 2d(3) Industrial Park Listing Agreement - Resolution authorizing
the City Manager to sign a one-year extension of the listing
)7- �`/ agreement with Lepic-Kroeger Realtors for the 420th Street
Industrial Park.
Comment: The 420TH Street Industrial Park is a 173 -acre shovel -ready
industrial use site. In 2015, the City entered into a one-year listing/marketing
agreement with Lepic-Kroeger Realtors. The designated broker is Jeff
Edberg, and the sales commission is 6% of the final sale price. The
agreement was previously amended to extend the term for a second year,
and this resolution approves another one-year extension of the agreement to
July 15, 2018.
Item 2d(4) Ashton House/Project Green agreement - Resolution
authorizing the City Manager to sign an agreement with
/7" 945 Project Green for use of space in the Ashton House.
Comment: This resolution approves a two-year agreement for use of office
space and two closets at the Ashton House. In exchange, Project Green
will maintain the landscaping surrounding the Ned Ashton House.

City Manager Signature Authority — Resolution repealing
Resolution No. 15-301 and approving a new compilation of
contractual authority delegated from the City Council to the
City Manager which grants the City Manager additional
authority to disburse Community Development Assistance,
City Sponsored Event and Community Event Funding
consistent with the amounts Identified in the Annual Budget;
Sign Leases of Real Property for a Term of Three Years or
Less, Contracts with Entities Providing Grant Funding to the
City when there is a City Match not Exceeding $150,000 for
which there is funding in the annual budget, and temporary
construction easements on city property with a duration not
exceeding one year; and, and eliminates authority for the
Towncrest urban renewal grants as those programs no
longer exist.
Comment: This Resolution will approve a revised City Manager Signature
Authority Resolution, giving the City Manager authority to disburse
Community Development Assistance, City Sponsored Event and Community
Event funding consistent with the amounts identified in the annual budget;
sign leases of real property for a term of three years or less, contracts with
entities providing grant funding to the City when there is a City match not
exceeding $150,000, and temporary construction easements on city property
with a duration not exceeding a year. Authority for the Towncrest programs
that no longer exist is removed. The remainder of the signature authority is
unchanged.
Item 2d(6) New on premise city-wide telephone system - Resolution
/ 7 �f 7 authorizing the award of a contract to provide, install, and
service a new on premise city-wide telephone system.
Comment: On March 20, 2017, the City issued a request for proposal to
provide, install and service a new on -premise city-wide telephone system.
Six (6) proposals were received, evaluated, and scored by staff who
determined that the proposal submitted by Marco Technologies, LLC, best
met the needs of the City. This purchase includes a turn -key telephone
system, one-year warranty, and annual maintenance for four (4) years
following the first year warranty period. The City expects to spend
$358,801 for the phone system and annual maintenance of $96,800 for four
(4) years, making the total amount of the contract $455,601. Funds for this
purchase are available in project G4722-2017-PhoneSys-475010 and the
Information Technology Division's operating budget 83310510-443060.
This resolution authorizes the award of the contract and authorizes the City
Manager to effectuate future annual maintenance renewals.

Space Sharing Agreement with Johnson County
Ambulance Service - Resolution authorizing the Mayor to
sign and City Clerk to attest Iowa City Fire Department
Station 4 sharing and indemnification agreement with
Johnson County to allow the Johnson County Ambulance
Service to utilize a portion of Fire Station 4.
Comment: This Resolution extends a sharing agreement with Johnson
County for the Johnson County Ambulance Service's use of a portion of
Fire Station 4. Ambulance response time is improved in northeast Iowa
City and northeast Johnson County with ambulance crews stationed there.
No compensation is being required by the City. The agreement continues
until either party terminates with 14 days' notice.

Item 2d(8) Wastewater Clarifier Repairs - Resolution accepting the

Comment: The project has been completed by Fab Tech Wastewater
Solutions of O'Fallon, Missouri, in substantial accordance with the plans

Natural Resources for $200,000 for ecological habitat, forest, and stream
bank restoration for Hickory Hill Park. No local match is required. The grant

Comment: This agreement provides consultant design and construction
services for the Water Treatment Plant Roof Replacement and Water
Distribution Building Repairs Project. The project generally includes the
study of the existing conditions, presentation of design alternatives, design
options for the replacement of the roofs, and coordination of construction
work not to impede water plant production. The total cost of the services is
$66,700.00 and will be funded with Water Revenues.
Item 2d(12)Procurement of Gasohol and Diesel Fuel - Resolution
authorizing the award of a contract for the supply of
�7_a53 gasohol and diesel fuel for the City's Equipment and
Transit Divisions.
Comment: On June 9, 2017, the Equipment Division issued a request for
proposal for the supply of gasohol and diesel fuel for a one (1) year
contract, with the option to renew for 4 additional one (1) year periods. Five
proposals were received, evaluated and scored by staff who determined
that the proposal submitted by Cobb Oil Company, Inc. best met the needs
of the City. This resolution authorizes the award of the contract to Cobb Oil
Company, Inc. and authorizes the City Manager to effectuate future
contract renewals.

Item 2d(13)Water meter procurement approval - Resolution authorizing
_ the purchase of Neptune water meters for the City's Water
Division.
Comment: This Resolution will approve the procurement of Neptune water
meters from Ferguson Waterworks for new water accounts and to upgrade
old meters for $194,500. This purchase exceeds the $150,000 spending
authority of the City Manager, and so requires Council approval. Funds are
available in account #73730140-474330.
ITEM 2e. Setting Public Hearings:
Item 2e(1) Comprehensive Plan Amendment (North District Plan) —
Motion setting a public hearing for August 15 on a resolution
amending the North District Plan for approximately 70 acres
west of Dubuque Street, south of Interstate 80, and north
and east of Mission Point Road and Mackinaw Drive, to
modify the land use map, accept a sensitive areas survey,
and add certain, housing, transportation and design goals.
(REZ17-00009).
Comment: Comment: At its July 20 meeting, by a vote of 6-1 (Martin opposed),
the Planning and Zoning Commission recommended approval of the
amendments to the North District Plan. Approval will establish a framework for
decision-making regarding future proposals for development in this section of
the North District.
Item 2e(2) Rezoning (Riverfront Crossings — Prentiss Street) — Motion
setting a public hearing for August 15 on an ordinance
rezoning 2500 square feet of property from Planned High
Density Multi -Family Residential (PRM) zone to Riverfront
Crossings — Central Crossings (RFC -CX) Zone for property
located at 114 E. Prentiss Street (REZ17-00012).
Comment: Comment: At its July 20 meeting, by a vote of 7-0, the Planning and
Zoning Commission recommended approval of this rezoning. Approval will allow
conversion of an existing building into a duplex or other use allowed in the
Riverfront Crossings District according to the standards of the form -based code.

Item 2e(3) Rezoning (Historic Landmark designation for Unitarian -
Universalist Church) — Motion setting a public hearing for
August 15 on an ordinance rezoning 8800 square feet of
property at 10 S. Gilbert Street from Central Business
Support (CB -5) Zone to Central Business Support - Historic
District Overlay (CB5-OHD) Zone establishing the Unitarian -
Universalist Church as a local Historic Landmark (REZ17-
00013).
Comment: It is anticipated that the Historic Preservation Commission will
consider and vote on the historic landmark designation at their July 31'` meeting
and the Planning and Zoning Commission will consider and vote on the
rezoning at their August 3rd meeting. Preservation of the Unitarian -Universalist
Church was a condition of a development agreement between the City and
Aspen Ventures.
Item 2e(4) 2017 Sewer Rehabilitation - Resolution setting a public
j -7 — DS41 hearing on August 15, 2017 on plans, specifications, form
of contract, and estimate of cost for the construction of the
2017 Sewer Rehabilitation Project, directing City Clerk to
publish notice of said hearing, and directing the City
Engineer to place said plans on file for public inspection.
Comment: This annual project involves lining the sanitary sewer and
manholes at various locations throughout Iowa City. The estimated cost for
this project is $335,000 and will be funded with Sewer Revenues.

Comment: At its May 18 meeting, by a vote of 6-0 (Dyer absent), the Planning
and Zoning Commission recommended approval of the rezoning, subject to a
conditional zoning agreement requiring dedication of land along the Riverside
Drive frontage to widen the pedestrian area within the public right-of-way and
closure of driveways consistent with the recently completed Riverside Drive
Streetscape Plan and the City's access management standards. Approval will
allow redevelopment of the property according to the Riverfront Crossings
form -based zoning code. [This item was continued and deferred from the June
20 and July 18 meetings.

Comment: At its June 15 meeting, by a vote of 6-0 (Martin absent), the
Planning and Zoning Commission recommended approval of this rezoning
subject to a Conditional Zoning Agreement requiring that the developer: 1)
reconstruct Rohret Road to the entrance to the subdivision, 2) contribute
50% of the cost of improving the remainder of the Rohret Road adjacent to
this property, and 3) complete a water pressure analysis and, if necessary,
design and construct the water system to include a booster pump to
provide adequate water pressure. Approval of this rezoning will allow this
property to be developed with approximately 80 single family residential
lots. The Commission also voted 6-0 (Martin absent) to recommend to the
City Council that improvement to the remainder of Rohret Road be added
to the Capital Improvements Plan.

allow the future improvement of the arterial street, 2) substantial
conformance with the concept plan in regard to lot depths and street layout,
3) substantial compliance with the landscaping plan, and 4) substantial
compliance with the elevations submitted for two buildings consisting of 4

Comment: MidAmerican Energy Company has requested that the City grant to it a

construction of new hangars there. The Airport Commission has approved of the
construction of the hangars, and has requested that Council approve the utility
easement. Council approval, following a public hearing, is needed to convey any
permanent property right at the Airport.

Comment: The Water Treatment Plant SCADA Upgrade Project is the upgrade of
computer and telemetry hardware to better monitor and control the treatment of
Iowa City's drinking water production. The estimated project cost is $800,000 and

Consider an ordinance amending Title 9, Entitled "Motor Vehicles

Entitled "Speed Restrictions," Subsection B, Entitled "Exceptions"
to establish a maximum allowable speed of 35 mph on American
Legion Road between the intersection of Scott Boulevard and
Taft Avenue and amending Subsection C, Entitled "School
Speed Zones" to establish a 20 mph school speed zone for
Hoover Elementary School. (Second Consideration)
Comment: Iowa City Code defines the maximum speed limit on "American Legion
Road" between Scott Boulevard and Taft Avenue as "45" mph. This action will
reduce the maximum allowable speed to 35 mph in anticipation of the opening of
the new Hoover Elementary in August 2017 and reflect the new design speed of
American Legion Road when reconstructed in 2020. City Code also does not
currently include a school speed zone for the new school. This action will also
allow for the implementation of a 20 mph school speed zone adjacent to the new
school. Staff requests expedited action.

establish a 20 mph school speed zone for Horace Mann
Elementary School effective for certain time periods. (First

Comment: Iowa City Code Title 9-3-6(C) defines school speed zone limits and
does not include a zone for Horace Mann Elementary on Dodge Street. A
reference to "Dodge Street' from 350 feet north of Church Street to a point 250 feet
south of Church Street effective 7:25 AM to 8:10 AM and 2:40 PM to 3:25 PM
Monday, Tuesday, Wednesday, and Friday and 7:25 AM to 8:10 AM and 1:40 PM
to 2:25 PM on Thursday when school is in session should be added, which will

Comment: The Code currently allows alcohol in City parks by a permit issued by the

Item 12. Bicycle Master Plan Adoption - Resolution adopting the 2017
Iowa City Bicycle Master Plan.
Comment: This action will formally adopt the 2017 Iowa City Bicycle Master Plan.
The final draft of the Plan was presented to Council at the July 18, 2017 work
session and the entire document has been available for review on the City's
website. The creation of the Plan was nearly a 6 month process and included
several public workshops, online surveys, and was led by a Bicycle Advisory
Committee comprised of bicycle advocates, non-profit organizations, and
representatives from the University of Iowa and Iowa City Community School

Housing Trust Fund Contribution - Resolution authorizing the City
Manager to sign a memorandum of understanding with the
Housing Trust Fund of Johnson County for the contribution and
use of $325,000 for affordable housing.
Comment: This resolution provides the Housing Trust Fund of Johnson County
with $325,000 for affordable housing. The MOU attached to the resolution requires
that all funds be used to serve households under 80% of median income, the units
must be located within the corporate limits of Iowa City, and the location must
comply with the Affordable Housing Location Model.

Guidelines.
Comment: The City Council annually budgets funds to the Affordable Housing
Fund. Of this amount, 25% is set aside for land banking. The Housing and
Community Development Commission (HCDC) reviewed and formulated a
recommendation for guidelines to be used when identifying and considering
property to be purchased for affordable housing at their June 15, 2017 meeting.

Comment: The Development Agreement between the City and Augusta Place, LLC
for the development of the north half of the block bordered by Gilbert Street, Iowa
Avenue and Van Buren Street requires approval of final design by the City's Design
Review Committee and Council approval if the final design of the exterior deviates
substantially from the Concept Plans attached to the Agreement. During the design
process changes have been made that have been approved by the Design Review
Committee. The changes are detailed in the staff report included in the agenda
packet.
