Airport Operations Specialist, Michael Tharp, provided information on the Iowa City Optimist Club Pancake breakfast. Moved by Botchway, seconded by Dickens to accept correspondence from Adil Adams. A public hearing was held on an Ordinance conditionally rezoning of approximately 0.62 acres of land from Community Commercial (CC -2) Zone to Riverfront Crossings — West Riverfront (RFC -WR) zone for property located at 513 S. Riverside Drive. (REZ17- 00005). Moved by Botchway, seconded by Dickens, that the public hearing on ordinance conditionally rezoning of approximately 0.62 acres of land from Community Commercial (CC -2) Zone to Riverfront Crossings — West Riverfront (RFC -WR) zone for property located at 513 S. Riverside Drive (REZ17-00005), be continued indefinitely and first vote of ordinance be deferred indefinitely. A public hearing was held on an ordinance rezoning approximately 21.77 acres of property located north of Rohret Road and west of Lake Shore Drive (Country Club Estates), from Rural Residential, RRA (4.16 acres) and Interim Development—Single Family Residential, ID -RS (17.61 acres) to Low Density Single Family Residential, RS -5, zone (REZ17-00009). A public hearing was held on a resolution conveying a utility easement on and over portions of the Iowa City Municipal Airport to accommodate construction of _additional hangars. No one appeared. Moved by Mims, seconded by Taylor, to adopt Res. 17-257, conveying a utility easement on and over portions of the Iowa City Municipal Airport to accommodate construction of additional hangars. A public hearing was held on a resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) Upgrade Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. City Manager Fruin presented information. Moved by Dickens, seconded by Cole, to adopt Res. 17-258, approving plans, specifications, form of agreement, and estimate of cost for the construction of the Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) Upgrade Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Moved by Mims, seconded by Thomas, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that Ord. 17-4716, amending Title 9, Entitled "Motor Vehicles and Traffic," Chapter 3, Entitled "Rules of the Road," Section 6, Entitled "Speed Restrictions," Subsection B, Entitled "Exceptions" to establish a maximum allowable speed of 35 mph on American Legion Road between the intersection of Scott Boulevard and Taft Avenue and amending Subsection C, Entitled "School Speed Zones" to establish a 20 mph school speed zone for Hoover Elementary School, be voted on for final passage at this time. Moved by Mims, seconded by Taylor, that the ordinance be finally adopted at this time. Moved by Thomas, seconded by Dickens, that the ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 3, entitled 'Rules of the Road," Section 6, entitled "Speed Restrictions," subsection C, entitled "School Speed Zones" to establish a 20 mph school speed zone for Horace Mann Elementary School effective for certain time periods, be given first vote. Throgmorton stated he was glad to see the change. Moved by Mims, seconded by Taylor, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that Ord. 17-4717, amending Title 16, "Public Works", Chapter 3, "City Utilities", Article C, "Potable Water Use and Service", Section 10, "Private Wells Restricted" to allow private wells to be installed by governmental entities within city limits if determined by the City to be in the public interest and to clarify that geothermal wells are not private water wells for purposes of this section of the City Code, be voted on for final passage at this time. Moved by Mims, seconded by Dickens, that the ordinance be finally adopted at this time. Duane Kruse, 965 Slothower Rd, appeared. Public Works Director Knoche present for discussion. Moved by Mims, seconded by Thomas, that the ordinance amending Title 16, entitled "Public Works," Chapter 1, entitled "Streets, Sidewalks and Public Right of Way," to Complete Description August 1, 2017 Page 5 establish a permit process for placement of small cell antennae in the right of way, be given first vote. City Attorney Dilkes and City Manager Fruin presented information. Moved by Mims, seconded by Dickens, that the ordinance amending Title 4, entitled "Alcoholic Beverages" and Title 10, entitled "Public Ways and Property," to allow alcohol in park shelters, be given first vote. The Mayor declared the motion carried, 6/1, with the following division of roll call vote: Ayes: Dickens, Mims, Taylor, Thomas, Throgmorton, Botchway. Nays: Cole. Moved by Mims, seconded by Botchway, to adopt Res. 17-259, adopting the 2017 Iowa City Bicycle Master Plan. Moved by Botchway, seconded by Dickens, to accept correspondence from Feather Lacy, Diana Harris. Asst Transportation Planner Walz present for discussion. Individual Council Members expressed their views. Dick Dorsweiler, Gustave Stewart, and Nancy Carlson appeared. Moved by Mims, seconded by Botchway, to adopt Res. 17-260, authorizing the City Manager to sign a memorandum of understanding with the Housing Trust Fund of Johnson County for the contribution and use of $325,000 for affordable housing. Tracey Achenbach, Executive Director of the Housing Trust Fund of Johnson County, appeared. Moved by Botchway, seconded by Thomas, to adopt Res. 17-261, Adopting Land Banking Guidelines. Moved by Mims, seconded by Botchway, to adopt Res. 17-262, Approving Changes to the Design of Augusta Place. City Manager Fruin presented a power point. Throgmorton and Thomas expressed their views. Moved by Mims, seconded by Botchway, to adopt Res. 17-263, approving the purchase agreement for 881 Park Place. The Mayor noted the previously announced vacancies to Boards and Commissions: Airport Zoning Brd. of Adjustment for an an unexpired term, upon appointment - December 31, 2018 (Formerly advertised); Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment - December 21, 2020; Airport Zoning Commission, — One vacancy to FII an unexpired term, upon appointment — December 21, 2021; Historic Preservation Commission for a Jefferson St. representative to fill a three-year term, March 29, 2016 — July 1, 2019 (New District formed); Telecommunications Commission for two vacancies to fill three year terms, July 1, 2017 — July 1, 2020. Council Member Taylor encouraged the public to attend Party in the Park at Wetherby and reminded everyone of the Iowa City Federation of Laborers' annual Labor Day picnic. Council Member Botchway noted Soul Fest was happening the upcoming weekend and also mentioned the Liberty High ribbon cutting on August 12`h. Council Member Mims stated that she participated in RAGBRAI this year and how great an event it is for the State and the all the communities involved. GILBERT STREET DISCUSSION [IP #3 of 7/13 Info Packet] Executive Director MPO Director Ralston introduced the consultant team that are presenting the draft final plan and Gilbert Street Corridor Study: • Kevin Neill and Paul Wojciechowski from Alta Planning and Design • Marty Shukert and Corey Scott from RDG Planning and Design Ralston also updated Council on the community's designation of the Strategic Planning process and goal of obtaining the gold bike designation. Also on staffs previous direction of competing the citywide bike master plan and corridor study of Gilbert Street. Kevin Neill presented a power point and reported on the goals and objectives of the (draft) bicycle master plan and making Iowa City a Bicycle Friendly Community. He also reported on his most recent public engagement activities since reporting to Council on March 21 including: 2nd Open House held, South East Jr. High Students Survey, Technical Bicycle Advisory input and online survey results. Marty Shukert presented power point and reported on the Bicycle Network System, on -street system and facilities that provide the basic infrastructure needed, keeping safety issues at the forefront. Council member Dickens and Cole asked questions regarding bike rider commuter's percentages now and goals for the future. Council Member Dickens asked about safety education for bicyclists and autos. Mayor Pro tem Botchway raised questions about funding, goals and safety. Mayor Throgmorton noted the inclusivity and justice clause as part of the Strategic Plan and making this a plan for all. Council Member Taylor noted last years Cyclo -Cross event and promoting these types of events. Council Member Thomas brought up color blindness issues when reading maps of plan and had some suggestions. Paul Wojciechowsi presented the Gilbert Street Corridor section of the power point noting travel way reallocation (road diet plan), by utilizing the 3 -step process: future analysis, options available, and Action Plan. Council Member Cole asked about Carbon Mitigation Goals and timeline clarification of timeline for this project. Council Member Thomas noted safety concerns. Action: Staff will put the finishing touches on the Bike Master Plan and present it to Council in August for formal adoption. Staff is proceeding as planned with the Gilbert Street Road Diet concept development. As a reminder, Council Work Session July 18, 2017 Page 2 this scope of work was added to the Bike Master Plan consulting contract by Council in May of this year. Staff will keep the Council apprised of the continued progress. CLARIFICATION OF AGENDA ITEMS • [Consent Calendar Item 3f(11)]... New Transit Bus Paint Scheme... Council Member Thomas had questions concerning the Transit bus paint scheme. (Staff will proceed with the new color scheme for the eleven buses currently in production. Plan to wait to convert to remaining fleet until those buses are scheduled for replacement. ) • [Consent Calendar Item 3d(6)] ... Happy Hollow Park restroom & Shelter Replacement project... Council Member Dickens asked about process now that the bids were rejected. City Manager and Parks & Rec. Director Seydell- Johnson commented that they will go back and take a look at costs again for this project. • [Item 10] ... American Legion Road and Barrington Road Speed Limits... Mayor Throgmorton expressed his safety concerns. • [Consent Calendar, Item 3f(3)]... Fireworks... Number of service calls for this year called into question; complete report from staff will be coming. INFORMATION PACKET DISCUSSION (June 22, June 29, July 6, July 13 ➢ June 29 1. (IP4 — Civil Service, Solutions Architect... Question asked regarding position. Finance Director Bockenstedt indicated that it is a ITS position and is a problem -solver, looking for best -solution type job. [Discussion continued after formal meeting.] ➢ July 13 1. (IPS, Neighborhood Services Coord., Affordable Housng Action Plan Update): Council requested development of metrics on affordable housing production in the community. (Staff is currently exploring metrics on this and other strategic plan focus areas. We will work with NDS to develop metrics for affordable housing.) 2. (1136, Assistant to the City Manager: Housing Trust Fund of Johnson County FY2017 report) Mayor Pro tem Botchway stated that his is excited about how the money has been allocated. Council Member Thomas asked about affordable Housing units in Riverfront Crossings. 3. (IP7, Human Rights Coordinator & Equity Director, Social Justice and Racial Equity Second Quarter Update for 2017): Mayor Pro tem Botchway mentioned that he appreciates the work that they are doing. 4. (11310, Airport Commission minutes, 6/27): Mayor Throgmorton questioned their commitment to Council Strategic Plan. Council Member Mims stated that they do offer free rides to kids in the summer and that is an outreach program. (Staff will communicate the request for the Airport Commission to review the Council's Strategic Plan in conjunction with their current planning effort.) Moved by Mims, seconded by Botchway, to reappoint Council Member Dickens to the Seats Paratransit Advisory Committee and Council Member Taylor as alternate to 12/31/17. Moved by Botchway, seconded by Dickens to accept correspondence from Nikolaos Maggos (Item 13e). Mayor Pro tem Botchway noted the ADA Celebration (proclamation read earlier) in the Ped Mall on July 22, 10 a.m. to Noon. Encouraged everyone to attend SoulFest on the Ped Mall August 4th and 5th, including fashion show on Friday night. Council Member Dickens encouraged all to attend the remaining Friday Night Concert series on the Ped Mall; met with Fred Hubbel (who is now running for Governor) at Merge and stated that he was encouraged with the program, the City, and ICAD; and, wished the Regina softball team good luck (including his two granddaughters on the team) in their semi-finals coming up. Council Member Cole expressed his thanks to everyone that helped organize the community bar-b-que at Wetherby Park with special thanks to James Adrian, Jimmy Jacks for donating the pork, Royceann Porter and Shanti Sellz; and, noted his vacation in Portland, Oregon and their effective use of skinny streets and one -ways integrated into their downtown. Council Member Thomas reported on his positive experience listening to the Iowa City Community Band at North Market Square on July 9th and hopes it will become an annual tradition. Mayor Throgmorton reported that he was encouraged by a meeting he and city manager had with leaders from the Congolese community on how to connect with city government; thanked city staff for his tour of the south water treatment plant; mentioned the Economic Development Committee meeting on Friday morning July 20th, encouraged citizens to attend or watch on the local Cable channel; noted that he was in Lisbon Portugal last week participating in a conference of the Association of European School of Planning (at his own expense).
