Dear Sir,
I know you might ignore this message but I am writing this message to express my feeling of disappointment.
I am from Ethiopia and I got admitted to at Maharishi University Of Management which is found in IOWA to study my Masters in Computer
Science.Three days ago on July 25,2017 , I was rejected visa for a reason that I was not convincing enough or not showed my home ties to
my country. It's very discouraging considering the fact I was a genuine student who wanted to gain great knowledge with the intent of
returning after the student program completes. It's sad to see that the Visa Officer is unable to see that. It took me almost a year to get
admitted , cost me a lot of money and had to run here and there aside from work. I even convinced my cousin to pay 5000 dollars to get
registered that's how serious i was. You don't know how discouraging it is , to simply go to the same process again when the Visa Officer just
simply cant see your intention to gain knowledge and reject you with in two or three minutes. My program was gonna start August 14 and my
dream was crushed.
I know things won't change but please if you can for the future students, the Visa Officers are crushing dreams of students here in Ethiopia
and it's very discouraging. They accept $400 for every student to see their case and reject it for non convincing reason. It's like taking money
from a student and playing with their dreams when the university have already accepted you. If you can please try to engage with the consular
so that students should stop their efforts if they are gonna be rejected visa. It's not fair going through all the process you have to go through
with the University to get accepted and When you get accepted the US embassy Visa Officers reject you for a silly reason.

I own one single family home in Iowa City. It has a three bedroom rental permit. I have rented it to single
families for years. (Not more than one family at a time) Over the course of the last two month's I secured a
contract with Stumpf Construction (who obtained a permit BLB2017o626o94511)to expand a window in the
basement, for a large suitable bedroom. In doing so, I hoped to provide for a four bedroom home for a single
mother with with five children to live in. The family has been homeless for the past month. The inspector,
Willy, told me that everything looked great and that the window was suitable for egress however he can not add
a bedroom on to my currently existing permit.
Can you please address this issue? In this particular circumstance the moratorium is only harming poor,
fatherless, or homeless. I would like to submit my request for a four bedroom for administrative review.
Furthermore, no notice or information was provided to my contractor to state there was any issue at hand. It
was routine business for them.

I heard on the news that Iowa City is looking at a ban on smoking in city parks and trails. These are not
privately owned, and I fairly certain that smokers are still required to pay taxes that support the maintenance of
these places. It is open air and second hand smoke is not an issue. Non smoker are not confined by walls and
are not forced to be in immediate proximity. Public lands are exactly that, open to the public, all the
public. What about bikes, radios, walking on the grass, motorized vehicles, all of these cause damage. Perhaps
you ought to do some profiling; certain age groups, or maybe ethnic groups should be restricted do to potential
for safety issues, or maybe keep the poor out because they don't contribute enough. Where does it end???

Renew Taxi License

Dear, Sir:
According to subject 5-2-2 applicant for a taxi business license shall be filed with the city
clerk by my and expire after one year. I believe the above subject is unfair because it
discriminates the taxi business. In any other business, they are allowed to renew anytime they
would like but for the taxi it has to be every year by a certain time. As for the taxi license, it has
to be yearly and done by a certain date. For the taxi license, we have to have at least four
vehicles to qualify for the taxi license. I want to the city council to take this into consideration to
renew my American Taxi License for 2017 to 2018 year. When I started my company ten years
ago, I started with only two cabs for several years. Than the city clerk imposed four cabs instead
of two which is unfair, because the taxi business has gone down after Uber and Lyft entered the
market. I'd like the city council to consider those two problems so I can renew my taxi license
as soon as possible.

Mayor Throgmorton, City Council members,
Thank you for passing the Bike Master Plan at your most recent meeting. The consultants did an excellent job
collecting information, working with staff, and finding creative and useful recommendations that will improve
the quality of life for all residents of Iowa City. I meant to thank you in person at the meeting, but Tuesday was
"National Night Out" and my neighborhood was celebrating with a block party.
There are a couple of points that I have seen in media reports to which I would like to respond. Specifically,
Councilor Dickens is concerned that this plan only benefits the 2.5-3 percent of our residents who are bicycle
commuters. This is a figure that is strictly defined by the U.S. Census Bureau and does not include residents
who ride year-round as their main mode of transportation, people who ride to do errands, volunteer, or for
exercise (a number of us ride year-round). It does not include children who bike to school nor does it include
college students and it certainly doesn't include retirees. It doesn't include bike racers who train and compete
here, including at the annual World Cup Jingle Cross event. I wish I could tell you what these numbers are, but
we don't know. The plan also suggests an economic impact and health effects study that would give us the
numbers of what bicycling means to our community.
A second concern was about "road diets," also known as 4 -to -3 -lane conversions. These are not bicycle
accommodations, but a way to improve traffic safety. The state DOT has used road diets for a number of years
on state roads. A report by the state's traffic safety engineer found that crash rates decreased between 38 and 68
percent. This sort of traffic management also cuts down on speeding cars and improves access for pedestrians.
Road diets can be found in Clear Lake, Mason City, Sioux Center, and a number of other Iowa towns. Local law
enforcement, elected officials, and business leaders in those communities support the conversions. Road diets
make our community safer for everyone.
I don't want to belabor this, but make the point that accommodations like these enhance the quality of life of a
community. Every one of us is a pedestrian. A surprising number of us are cyclists. We all pass near car traffic
at some point in our day. Let's make it safer for all of us.

I am notifying the City of Iowa City, IA about National Security implications that could be connected to the
institution. As a result, I have experienced constant harassment and obstruction from law enforcement, health,
religious and various municipalities. During the ordeal, I have been hit 6 times by a car as a pedestrian and there
have been 29 attempts on my life. There also were discrepancies in the health care I received when dealing with
the injuries from the accidents. l have experienced errors, delays and concerns that were disregarded. These
actions have resulted in the prolonging of my symptoms. I reported it to the local, state and government
institutions, where no investigations were done. I also believe that I am part of an involuntary experiment that
tests my reactions toward certain situations under extreme circumstances. Sleep deprivation, hidden substances
and gases were applied to test their theories. The information was then used to help the people involved hide
their actions for future experiments and money. This has led to fraud, waste and abuse in my health care which
need to be investigated.
There were also wireless microphones alone with a GPS device detected in my car illegally, violating my civil
rights (Electronic Communications Privacy Act of 2012). I reported the matter to the Illinois Attorney General,
who did not investigate the claim. The car was towed shortly after by the Chicago Streets and Sanitation taking
crucial evidence that was pertinent to my complaint. I have been in court and to various police departments
attempting to prosecute, but no one was charged with anything. I believe there is a colluded effort between the
different organizations, to deter my effort from resolving the problem. I have documents from the various
institutions supporting my claims and campaign for an investigation.

Thank you for your email regarding the Wetherby Edible Landscape area. Staff inspected the area today and we are in
agreement with your assessment. We had been relying on volunteer efforts to help maintain the area, but it appears
these efforts were inadequate. Staff, along with our Americorps team, will work later this week and next to remove the
weeds and bring the area back to its original intent. I want this area to be an area that residents can enjoy both for the
edibles produced as well as the general aesthetic of the park. Once again, I appreciate you letting us know your
concerns.

I have a question. I know the residents have to keep their lawns and weeds cut down and I am a master gardener so no
problem with my yard. But I'm wondering about the parks in iowa city. Wetherby park in particular. They have the
"edible garden' and it is 90% weeds, six foot horse weeds, 5 foot ragweed to just name a couple. I've seen night shade
and burdock. I mentioned this to Julie at parks and rec last winter at a seminar at the library and all she said was "we are
aware of this". So why are home owners responsible for keeping their yards up but the city doesn't do this with
wetherby park.

Dear Council,
Thank you for allowing the Iowa City Mobile Vending Association to conduct the Summer 2017
late night food truck pilot program. In summary, we had five trucks participate, testing out three
locations: Robert A. Lee Parking Lot, North Clinton ST (between E Jefferson and E Market ST)
and corner of Dubuque ST. and Iowa AVE. The five trucks were: Keepin' Up with the Joneses,
Island Vybz, Box Lunch, Flip N' Chop and Local Burrito.
Approximately 20 different vending days occurred between the hours 10pm and 2am. Customer
sales ranged from 5-30 tickets each night with an average ticket price of $7.00. Nightly truck
average was two trucks present each evening. The only complaint, which was filed by DP
Dough the night of pilot launch, in which it was stated that the trucks slowed down their sales.
The night of the pilot launch truck sales ranged from 15-35 tickets --with the majority of the
attendees citing social media for how they heard about the event. Not one additional complaint
from any person, downtown business or public servant was recorded thereafter (per our
conversation with Simon Andrews July 17th).
Sharing the food truck operators experience, it is unanimously agreed upon that the overall
results were a little disappointing, citing multiple factors such time of year, insufficient promotion
and relative short-term presence of each of the three locations. Adding to the challenges, were
individual truck's private sector schedules which often conflicted with pilot program dates. With
that said, there is still interest from those who participated, to continue vending during late night
hours. Given the coordination challenges that come with having various private trucks working
together, individual trucks are still interested in continuing to test late night vending, but under
their own schedules and self -organizing methods.
Moving forward, given the results of the pilot program, it is our recommendation to council and
city staff to amend the mobile vending ordinance to allow food truck vending during the hours
tested during the pilot program, which would result in city code allowing for vending in approved
locations, by permitted vendors between 9am-2am. At this time, this is the only major change
we are requesting for the mobile vending ordinance. It is our opinion, that once this change is
made, we will have have sufficient public sector food truck options for vendors to continue to
test as they see fit. If conflicts occur as a result of this ordinance time change, we recommend
allowing the City Manager's office discretion to make changes as needed.
