A public hearing was held on an ordinance conditionally rezoning 28.03 acres from Interim Development - Research Park (ID -RP) zone to High Density Single -Family Residential (RS -12) zone for 5.35 acres, Low Density Multifamily (RM -12) zone for 3.3 acres and Rural Residential (RR -1) zone (Cardinal Pointe West Part 2) for 19.38 acres for property located west of Camp Cardinal Road and south of Kennedy Parkway (REZ17- 00014/SUB17-00015). The Mayor requested Council members disclose any ex parte communications and none were reported. Development Services Coordinator Yapp presented a power point and answered Council member questions. Moved by Mims, seconded by Botchway, that the ordinance conditionally rezoning 28.03 acres from Interim Development - Research Park (ID -RP) zone to High Density Single -Family Residential (RS -12) zone for 5.35 acres, Low Density Multifamily (RM -12) zone for 3.3 acres and Rural Residential (RR -1) zone (Cardinal Pointe West Part 2) for 19.38 acres for property located west of Camp Cardinal Road and south of Kennedy Parkway (REZ17-00014/SUB17-00015), be given first vote. Individual Council members expressed their views. Complete Description October 17, 2017 Page 3 Moved by Mims, seconded by Botchway, that Ord. 17-4729, amending Title 6, entitled "Public Health and Safety," Chapter 10, entitled "Smoke Free Places," and Title 10, entitled "Public Ways and Property," to prohibit the use of tobacco including smokeless tobacco in all City parks, be passed and adopted. The Mayor declared the ordinance adopted, 6/1, with the following division of roll call vote: Ayes: Dickens, Mims, Taylor, Thomas, Botchway, Cole. Nays: Throgmorton. Moved by Botchway, seconded by Dickens, to adopt Res. 17-328, approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Confluence, Inc. to provide consultant services for the Rivenfront Crossing Park, Phase 3 Project. Individual Council members expressed their views. Moved by Mims, seconded by Botchway, to adopt Res. 17-329, approving, authorizing and directing the Mayor to execute and the City Clerk to attest an agreement by and between the City of Iowa City and PRVN Consultants, Inc. to provide engineering consultant services for the Wastewater Treatment Facility Backup Generation and Electrical Distribution Upgrade Project. Public Works Director Knoche presented information. Mayor Throgmorton confirmed the funding source. Moved by Mims, seconded by Botchway, to adopt Res. 17-330, awarding contract to Woodruff Construction for $1,709,500.00 and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the City of Iowa City Belt Filter Press Project. Public Works Director Knoche presented information. Mayor Throgmorton confirmed the funding source. Moved by Botchway, seconded by Dickens, to adopt Res. 17-331, in support of the Dubuque & Prentiss Investments, LC Application for Workforce Housing Tax Incentives Program from the Iowa Economic Development Authority to construct residential housing at 225 E. Prentiss Street and committing local funds to the project. Interim Neighborhood & Development Services Director Hightshoe presented information and answered Council member questions. Individual Council members expressed their views. The Mayor noted that no applications were received for the following Board and Commission vacancies and all will be readvertised: Airport Zoning Brd. of Adjustment — for an unexpired term, upon appointment - December 31, 2018 (Formerly advertised); Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment - December 31, 2020; Airport Zoning Commission for an unexpired term, upon appointment — December 31, 2021; Historic Preservation Commission for a Jefferson St. representative to fill a three-year term, July 1, 2016 — July 1, 2019 (New District formed); Telecommunications Commission for three-year term, July 1, 2017 — July 1, 2020. Applicants MUST reside in Iowa City and be 18 years of age unless specific qualifications are stated. [Staff will not publish additional notices after a period of six publications; but will continue to advertise vacancies with postings and on the Council agenda. Applications must be received by 5:00 P.M., Tuesday, November 14, 2017. Benjamin Nelson, UISG Liaison, appeared with UISG updates. Council member Taylor announced she would be attending an Invest Health pod convening on Community Engagement in Henderson, Nevada. Council member Thomas stated he was in Sonoma County, California, which is about 20 miles away when the fire started in an urbanized area during the middle of the night. Council member Mims mentioned two events, the first was 'An Honest Conversation' held by [CAD, the second was the Crisis Intervention training. Mims also reported on the number of officers that had already been through the training. Council member Dickens thanked the Englert for bringing David Bromberg and John Sebastian to Iowa City. Dickens also gave a reminder of Halloween coming up, all the kids that will be out and to be careful! Council member Cole reported on a discussion with Feather Lacy regarding banning wood burning. Cole also mentioned correspondence from Mark McCallum and the Parking Improvement District. Mayor Throgmorton stated he thought the book festival was a terrific success. He also attended the International Writing Program's Gala 50th Anniversary celebration and a refugee and immigrant recognition dinner. Mayor Throgmorton mentioned he would be participating in a re-entry parole simulation, the Economic Development Committee meeting on October 19th, the Ped mall design open house on October 26th at the Sheraton Hotel and the Climate Action Steering Committee meeting November 2nd at the Public Library. Assistant City Manager Monroe announced there would be child care for the Climate Action Committee meeting being held at the Iowa City Public Library. Review of Remaining Pending Work Session Topics City Council members reviewed Pending Work Session topics as outlined in a memo from City Manager Fruin in the 9/28/17 information packet (1133). Individual Council Members expressed their views. Action: Staff will update the Pending List per the Council discussion. This will include a November 6'h work session on residential parking permit programs. The City Manager's Office will continue to work on developing a recommended set of community indicators that we can present to the Council during the next Strategic Planning session. Clarification of Agenda Items [Agenda Item 4d(4)]... Burlington Clinton Intersection Improvements ... Mayor Throgmorton asked if staff could give a brief description of the project and the intent of the resolution and amendment before the vote on the consent calendar. Bptember 21 1. (IP2, Copy of article from City Manager: Iowa's largest property tax cut in history fails to deliver, Register investigation finds) Council member Mims referred to the article and the importance of building reserves and the emergency fund. Individual Council members expressed their views. 2. (IP5, Memo from Assistant to the City Manager: FY2019 Preliminary Budget Discussion follow-up) Council member Cole thanked the Assistant to the City Manager and staff for the memo. 3. (1 P4, Copy of article from Assistant City Manager: Buses, Yes Buses, Are 'the Hottest Trend in Transit') Council member Taylor liked the article and thought there were many points in the article that were similar to Iowa City and asked about considering a consultant. City Manager Fruin stated they would see that recommendation in the budget. Council member Thomas asked if the City had conversations with the University regarding their Cambus routes. Fruin stated they Council Work Session October 3, 2017 Page 2 collaborate quite a bit with the University but wasn't aware of any discussions of Cambus taking off campus routes. 4. (IP3, Copy of article from City Manager: What Amazon's HQ2 Wish List Signals About the Future of Cities) Council member Thomas found the article encouraging and that many of the initiatives Council is taking are reflected in the wish list. Mayor Throgmorton noted the emphasis on the importance of connected and sustainable placemaking. ➢ September 28 1. (IP4, Information from Economic Development Coordinator: Hieronymus Square Fact Sheet) Mayor Throgmorton thanked Economic Development Coordinator Ford for the fact sheet on Hieronymus Square. 2. (IP6, Memo from City Clerk: Joint Meeting Agenda Items for October 16) Council member Cole expressed an interest to place Makers Space on the joint meeting agenda for discussion. Action: The City Clerk will add 'Makers Space" to the Joint Meeting agenda. 3. (IP7, Memo from City Clerk: KXIC Radio Show) Council members signed up for upcoming dates. Council member Dickens stated that he has been asked if the UISG liaison could attend one of the shows with a Council member. Dickens stated Nelson could attend with him. Council discussed inserting department heads into the rotation. It was agreed that with each new schedule, one space would be reserved for staff. Action: The City Manager's Office will assign a staff member to fill the November 8th KXIC slot. Mayor Throgmorton - Convention and Visitors Bureau - FRYFest and the Cyclocross World Cup were both successful. Upcoming events include Grand Gable on October 11, World Cup Wrestling next April, Run Crandic, a marathon taking place on April 29th of 2018 that will go from New Bo in Cedar Rapids to Kinnick Stadium. Throgmorton also stated that Iowa City had applied to be a RAGBRI stop in 2018. Council member Cole — City of Literature Board — October 81 through October 15th is the Iowa City Book Festival. Council member Dickens — Para -Transit Advisory Committee — Previous meeting was held in August and the next meeting will be towards the end of November. A new Council representative will need to be appointed When Dickens term expires. Mayor Pro tem Botchway — Criminal Justice Coordinating Committee — A subcommittee has been doing data collection and coordinating with different jurisdictions regarding the Police and there has been someone hired to review nexus points within the adjudication process to look for disproportionality. Council member Mims — Behavioral Access Center — Committees are working on details to potential management of the facility and have asked councils to put a placeholder in their budgets. Council Work Session October 3, 2017 Page 3 Council member Thomas — MPOJC Board — An item coming up will be the question of the federal aid swap in Iowa whereby state funding could replace federal funding on certain infrastructures. Council member Taylor — Invest Health — 50 cities across the country received a planning grant from the Robert Wood Johnson Foundation and the Reinvestment Fund to come up with solutions to better health and quality of life in lower income neighborhood in the community. Moved and seconded to adopt Res. 17-317, Authorizing Conveyance of a Portion of Vacated Right -of -Way Adjacent to 2222 Old Highway 218 South to the State of Iowa. Moved and seconded that the ordinance amending Title 6, entitled "Public Health and Safety," Chapter 10, entitled "Smoke Free Places," and Title 10, entitled "Public Ways and Property," to prohibit the use of tobacco including smokeless tobacco in all City parks, be given second vote. Council member Cole listed some of the items they have gone over at the Sustainability conference he was currently attending in Dubuque. Dickens also announced that the U of I liaisons would be joining him during the October 25th KXIC morning show. Mayor Throgmorton mentioned a meeting with the City Manager and University of Iowa President Harreld. The Mayor also made welcoming comments at the Iowa Recycling and Solid Waste Conference, will be visiting with a kindergarten class at Lucas Elementary and an ELL class at City High in addition to attending the Women's Foundation luncheon on October 5th.
