Harvat Hall Council: Botchway, Cole, Dickens, Mims, Taylor, Thomas, Throgmorton UISG: Nelson and Stewart Staff: Fruin, Monroe, Andrew, Dilkes, Fruehling, Bockenstedt, Hightshoe, Ralston, Yapp, Knoche, Havel, Sovers, Howard, Seydell-Johnson (A transcription and power points are available in the City Clerk's Office and the City website.) Overview of the Complete Streets Policy Transportation Planner Ralston gave an overview of the Complete Streets Policy. Individual Council members had questions regarding the policy and performance measures. Ralston and City Manager Fruin answered questions from the Council. Action: The City Clerk will include a copy of the work session PowerPoint in the October 19'" Council Information Packet. Neighborhood Services Development staff will prepare a revised Complete Streets policy with added performance measures for future Council consideration. Introduction to Statewide Urban Design and Specifications (SUDAS) and update on staffs review of the standards Public Works Director Knoche and City Engineer Havel gave an introduction to Statewide Urban Design and Specifications (SUDAS) and update on staffs review of the standards. Action: None at this time. City Engineer Havel and Parks & Recreation Director Seydell-Johnson presented updates on the following projects: Gateway, Riverfront Crossings Park, Davenport Street brick replacement, and the Washington Streetscape project kiosks. Havel also noted the First Avenue grade separation project received a Project of the Year Award from the APWA Iowa Chapter and will be submitted for a national award and received a Project of the Year Award from the Iowa Concrete Paving Association. Action: None at this time. [Break to Formal meeting 6:37p] Clarification of Agenda Items • [Agenda Item 5d(5)]... Amending positions in the Parks and Recreation Department and the AFSCME pay plan ... Mayor Throgmorton was happy to see the addition of two Forestry positions to enable more tree related work. Council Work Session October 17, 2017 Page 2 • [Agenda Item 5f(2)]... Mark McCallum: Parking Improvement District ... Mayor Throgmorton noted that on -street parking in core neighborhoods is a topic for the November 6 work session. Information Packet Discussion (October 5. October 121 ➢ October 5 1. (IP3, Copy of news release: 2017 Human Rights Awards winners announced) Council member Taylor congratulated all the award winners and stated the event was Wednesday, October 25th, 7:15 for the breakfast, second floor ballroom of the IMU. ➢ October 12 1. (IP6, Copy of letter from Executive Director Housing Trust Fund of Johnson County: FY17/18 Affordable Housing Funding through September 2017) Council member Mims pointed out the great work the Housing Fellowship and the Housing Trust Fund of Johnson County do in the affordable housing area. 2. (IPS, Copy of Article from City Manager: U.S. Will Withdraw from UNESCO, Citing Its 'Anti -Israel Bias') Mayor Throgmorton expressed his opinion regarding the U.S. withdrawing from UNESCO and Iowa City as a City of Literature. 3. (IP Late Handout, Memo from Graduate and Professional Student Government of the University of Iowa (GPSG): Proposed Liaison Position to the City Council) Mayor Throgmorton gave his view on appointing a liaison. Individual Council members expressed their opinions. Council agreed to ask GPSG for another proposal and to discuss both proposals at a work session. Action: Staff will add "Discuss Graduate and Professional Student Government relationship" to the pending work session list. Council updates on assigned boards, commissions and committees Council member Cole — City of Literature Board — Noted the withdraw of the United States from UNESCO would not affect Iowa City's City of Literature. Council member Dickens — Para -Transit Advisory Committee — The next meeting is the first week of December. A new Council representative will need to be appointed When Dickens term expires. Mayor Throgmorton - Convention and Visitors Bureau — Next meeting: October 19th. Partnership for Alcohol Safety — Next meeting: October 24th. Adjourn 8:20 p.m
