WITH GORDON AIRCRAFT, INC.
Whereas, Gordon Aircraft, Inc. , is engaged in the business of
aircraft sales and aircraft rental; and,
Whereas, Gordon Aircraft, Inc. has entered an agreement with Hansen
Lind Meyer, Inc. to sublease office and hangar space in Hangar
No. 35 for conducting said business; and,
Whereas, the Iowa City Airport Commission and Gordon Aircraft, Inc.
have negotiated a commercial business agreement for the operation
of Gordon Aircraft, Inc. 's aircraft business at the Iowa City
Municipal Airport; and,
Whereas, the term of the agreement between Gordon Aircraft, Inc.
and the Iowa City Airport Commission shall be one (1) year,
beginning on March 1, 1997 , and ending on February 28 , 1998.
NOW, THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE
CITY OF IOWA CITY, IOWA, that the Chairperson is hereby authorized
to sign and the Secretary to attest said commercial business
agreement with Gordon Aircraft, Inc.

WHEREAS, in August of 1996 the Federal Aviation Administration ("FAA") approved the
Master Plan for the Iowa City Airport and a component of that plan is the acquisition of land
in fee simple and avigation easements for the safety areas of the ends of the runway, called
. runway protection zones; and
WHEREAS, the Airport Commission selected ACSG, Inc. of Naperville, Illinois to serve as its
consultant for the land acquisition and avigation easement project and has negotiated a
Professional Services Agreement with ACSG and Attachment No. 1 thereto which addresses •
the first three phases of the project.
NOW,THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE CITY OF IOWA
CITY, IOWA,that the Chairperson is hereby authorized to sign and the Secretary to attest said

WHEREAS,the Airport Commission has received the FAA's comments on said Agreement and
said comments require that certain amendments be made to the Agreement; and
WHEREAS, staff has negotiated an amendment to said Agreement which incorporates
changes suggested by the FAA and said amendment is entitled Attachment Number Two (2).
NOW, THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE CITY OF IOWA
CITY, IOWA,that the Chairperson is hereby authorized to sign and the Secretary to attest said
Attachment Number Two (2) to said Professional Services Agreement with ACSG, Inc.

RESOLUTION NO. B_07q
RESOLUTION ENDORSING THE RELOCATION OF THE THRESHOLD
OF RUNWAY 17 AT THE IOWA CITY MUNICIPAL AIRPORT.
WHEREAS, it is the intent of the Iowa City Airport Commission to
provide a safe environment for the aviation and public users of the
Iowa City Municipal Airport; and,
WHEREAS, relocating the threshold for Runway 17 will locate the
entire Runway Protection Zone on to property currently controlled
by the Airport Commission and eliminate the need to purchase
additional land for the RPZ safety area; and,
WHEREAS, reducing the runway length will reduce the amount of
maintenance needed and could allow the runway to be kept in service
for a longer period of time; and,
WHEREAS, relocating the threshold south of where Runway 17
intersects with Runway 24 will bring the north boundary of the
Runway Protection Zone for Runway 17 to a point where it intersects
with and is south of the north building restriction line for Runway
06/24 .
NOW, THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE
CITY OF IOWA CITY, IOWA, that the Commission:
1. Hereby endorses a project to relocate the threshold of Runway 17
at the Iowa City Municipal Airport.
2 . Directs the Airport Manager to obtain engineering costs to
update the Airport Layout Plan and to change the location of the
threshold for Runway 17 .

RESOLUTION NO. R-080
RESOLUTION AUTHORIZING THE CHAIRPERSON TO SIGN AND THE
SECRETARY TO ATTEST A LEASE AGREEMENT BETWEEN THE IOWA
CITY AIRPORT COMMISSION AND THE IOWA CITY COMMUNITY
SCHOOL DISTRICT.
WHEREAS, the Airport Commission of the City of Iowa City, Iowa and
the Iowa City Community School District have negotiated a lease
agreement for a parcel of Airport property approximately 100 feet
by 400 feet, located in the northeast quadrant of Airport property,
as shown in Exhibit A of the lease; and
WHEREAS, the term of the lease is for one (1) year, from August 1,
1997 to July 31, 1998; and,
WHEREAS, the rent for the one year term is $ 1850. 00.
NOW, THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE
CITY OF IOWA CITY, IOWA, that the Chairperson is hereby authorized
to sign and the Secretary to attest said lease agreement with the
Iowa City Community School District.

RESOLUTION NO. R-081
RESOLUTION AUTHORIZING THE CHAIRPERSON SIGN AND THE SECRETARY
ATTEST TO A REQUEST FOR BIDS FOR A TEN UNIT T-HANGAR BUILDING
AT THE IOWA CITY MUNICIPAL AIRPORT.
WHEREAS, there is a waiting list of fourteen (14) tenants for
hangar space at the Airport; and,
WHEREAS, it is the intent the Airport Commission to generate
additional activity at the Iowa City Municipal Airport and to
provide a service to aircraft owners; and,
WHEREAS, the City Council passed a resolution for funding the
additional hangar space; and,
WHEREAS, the Commission has eleven letters of commitment from
tenants for the T-hangars; and,
WHEREAS, the Commission conducted a public hearing on July 17,
1997 , on the specifications for the building project; and,
WHEREAS, since the project is not fundable through the IDOT or FAA
Airport Improvement Programs, it would be financed through an
interdepartmental loan to be repaid through hangar revenues.
NOW, THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE
CITY OF IOWA CITY, IOWA, that:
1. The Chairperson is authorized to sign and the Secretary to
attest to a request for bid proposals for construction of a
ten unit T-hangar building at the Iowa City Municipal Airport.

HANGAR PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO

BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS.
WHEREAS, notice of public hearing on the plans, specifications,form of contract and estimate
of cost for the above-named project was published as required by law, and the hearing
thereon held.
NOW,THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE CITY OF IOWA
CITY, IOWA THAT:
1 . The plans, specifications, form of contract and estimate of cost for the above-named
project are hereby approved.
2. The amount of bid security to accompany each bid for the construction of the above-
named project shall be in the amount of 10% (ten percent) of bid payable to Treasurer,
City of Iowa City, Iowa.
3. The City Clerk is hereby authorized and directed to publish notice for the receipt of
bids for the construction of the above-named project in a newspaper published at least
once weekly and having a general circulation in the city.
4. Bids for the above-named project are to be received by the City of Iowa City, Iowa, at
the Office of the City Clerk, at the Civic Center, until 2:30 p.m. on the 21st day of
August, 1997. Thereafter the bids will be opened by the Purchasing Agent or her
designee, and thereupon referred to the Airport Commission of the City of Iowa City,
Iowa, for action upon said bids at its next meeting, to be held at the Iowa City Transit
Facility, 1200 South Riverside Drive, Iowa City, Iowa, at 5:45 p.m. on the 21st day
of August, 1997, or at such later time and place as may then be fixed.

RESOLUTION ADOPTING THE POLICY FOR OPERATION OF ULTRA
LIGHT VEHICLES AT THE IOWA CITY MUNICIPAL AIRPORT.
WHEREAS, the Airport Commission of the City of Iowa City has
discussed and approves the attached policy for the operation of
ultralight vehicles at the Iowa City Municipal Airport,
NOW, THEREFORE, BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE

ULTRALIGHT POLICY

As passed on October 16, 1997, the following is the Iowa City
Airport Commission' s policy for ultralight activity at the Iowa
City Municipal Airport:
Definition: Ultralight vehicle - A single occupant, powered
vehicle, with an empty weight of less than 254 pounds, capable of
not more than 55 knots calibrated air speed, intended for
recreation or sport purposes only.
1. Ultralight vehicles must meet all regulations as required by
the Code of Federal Regulations, Part 103-Ultralight Vehicles.
2 . To land or depart from the Iowa City Municipal Airport, the
operator of an ultralight vehicle must have, in their possession,
a valid pilot' s license, with a current medical certificate.
3 . The operator of the ultralight vehicle must have and use a
transceiver communication radio and broadcast on the common traffic
advisory frequency (CTAF) of 122 . 80 MHz .
4 . The ultralight vehicle must observe the standard traffic
pattern for the Iowa City Municipal Airport.
5. The ultralight vehicle must use designated runways for
departures and landing. Landings or departures in the grass areas
or other hard surfaced areas are prohibited.
6. Ultralight vehicle activity is prohibited on days of
University of Iowa home football games or at any time the Airport
Manager or designee, considers ultralight activity could be a
safety hazard to aircraft activity.
