IOWA CITY TRANSIT FACILITY MEMBERS PRESENT: Pat Foster,Rick Mascari,Howard Horan,Mark Anderson,Tom Bender STAFF PRESENT: Dennis Mitchell,Ron O'Neil CALL TO ORDER: Chairperson Horan called the meeting to order at 5:45 p.m. APPROVAL OF MINUTES: The minutes were approved as revised. AUTHORIZATION O TION OF EXPENDITURES: :. Bender made a motion to approve the bills. Mascari seconded the motion and it was approved 5—0. PUBLIC DISCUSSION—ITEMS NOT ON AGENDA: No items were presented. ITEMS FOR DISCUSSION/ACTION: a. ACSG Project—Dave Kisser,from ACSG,reported on the progress of the land acquisition and relocation project. An offer has been accepted on the Fitzgarrald parcel. Most of the initial interviews have been conducted with the tenants and appraisals have been ordered. A closing has been scheduled for May 28th for the Kennedy parcel. Kisser said some good news is that the project is under budget at this point. Mascari asked about the negotiations for the other mobile home park Bridger said the property owner has been given an offer but has not given an official reply or counter offer. His attorney will be given a deadline so we can proceed with purchasing the property and relocating the tenants. The tenants are eager to relocate. Carl Byers,from HR. Green,Co.,presented information on what property would need to be purchased to relocate Dane Road. He has been working with City Planning and City Engineering to determine the intersection right-of—way needs at Highway 1 and Mormon Trek Road. b. Airport Terminal Bldg.—HIM contract—O'Neil said that the Commission had selected HLM for the concept design to rehab the Terminal,but they had not officially approved the contract. Mitchell,Anderson and O'Neil wrote the contract,with the scope of services the same as that in the RFP. The concept design will be presented at the June Commission meeting. Bender asked when the actual construction work would be started? O'Neil said that after the Commission is satisfied with the concept,HLM would make a presentation to the Council. The Council will have to make the final funding decision. It is possible the project could start this year. Anderson made a motion to approve the contract with HLM Design. Foster seconded the motion and it was approved 5—0. c. Iowa City Flying Service—Corporate hangar- O'Neil said he has discussed a new corporate hangar for Iowa City Flying Service. This would replace the maintenance shop and probably the space ICFS leases in the United hangar. O'Neil suggested the Commission build the hangar and office space and ICFS finish off the office space. Mascari said a lease should be put together and taken to Council for app'oval of funding. ICFS would have to sign a long—term lease to pay for the building The Commission suggested ICFS provide the design for a building that would fit their needs. The Commission directed O'Neil to proceed with a site plan when ICFS gives him information on the size of the hangar and office. d. Iowa Jet Services- Mascari said he,Mitchell,and O'Neil met with US on May 11th to discuss their development. Mascari said Staib was under the impression that the mobile home park would be removed before he would build. Bridger,from ACSG,said it is the intention of the land acquisition program to purchase the entire park,instead of just the area in the ROFA. The appraisals indicated the City should purchase the entire parcel,instead of just the area in the ROFA. Bridger said that until he has an official reply from the owner or the owner's attorney,he can not move on to the next step. Mascari said US would like to put a fuel farm in as soon as possible. Mascari said if the north site isn't available,the Commission should look at the area just north of the Airport Terminal Anderson said that spot would not be available for a couple of reasons. US's proposal would not fit very well in that area and ICFS has control of some of the area needed to site the US hangar in that area. Horan said in three to four weeks the Commission would have a lot better idea of what will be done with the mobile home park. e. Fuel farm site—Carl Byers,from ER Green,answered questions on designing a new fuel farm site for the Airport. He said the underground fuel tanks were probably less expensive than an above ground system. He explained some of the requirements for transfer pads and some of the design standards used at a recently installed site at the Cedar Rapids airport. The FAA will not allow fuel trucks to drive across runways. They would have to go around the end of the runways,on designated access roads. Byers said the Commission should have standards for what type of tanks they would allow on the field. Horan said standards should be set and a new site designed by September 1". Anderson made a motion to hire H.R. Green to design a fuel farm site,including construction cost estimates. This would include above vs.below ground tanks. Mascari seconded the motion,and it passed 4—0, with Foster being absent. O'Neil said it is important that ICFS be involved in developing the new fuel farm site. f. North Commercial area— Horan applied for a zoning overlay on part of the property in the North Commercial area. This will be discussed at the P&Z Commission meeting next week Horan said he would attend the meeting to answer any questions. There was a discussion on how this development would change the relocation of the threshold for RW 17. The IDC1T will repaint the threshold. g. Airport maintenance worker- O'Neil said this was on the agenda at the request of the Commission. If the Commission intends to increase the service provided by the Airport,they should consider increasing the number of hours of the airport maintenance worker. The maintenance worker that has been at the Airport the last three years has finished his college degree and has taken a full time job for another company. If the Commission wants to change the job description before hiring another maintenance worker,now is the time to do that. Horan suggested changing the job to 30 hours per week. He said if IJS starts up this fall,it will require additional service. Mascari suggested not changing the job description at this time. He said it would be months before IJS gets started. The Commission directed O'Neil to advertise the job as a half- time position. CHAIRPERSON'S REPORT: Horan reviewed a list of upcoming and ongoing projects and discussed the progress of the projects. COMMISSION MEMBERS'REPORTS: Anderson said he thought the Airport should design a new logo and letterhead. ADMINISTRATIVE REPORT: The Willow Creek sewer project will start in July. A letter was sent to IDOT,requesting to host Fly Iowa 2001. There are copies of airspace studies in the Commission packet dealing with the trail through the RW 24 RPZ and the commercial development on Mormon Trek. There was about$500 damage to runway lights. Someone drove on the runway at night and broke several lights and lens. There was a memo in the Commission packet concerning conflict of interest as it relates to serving on City boards and conunissions. DTN has a supplemental aviation package for their weather package. It costs an additional $34 per month. O'Neil said he did not think it was a good investment because most of the information is available from other sources for free. Mascari said he would like to see a demonstration of the software. Horan instructed O'Neil to schedule the demonstration in August. O'Neil said there was a request from a group to hold a dog obedience training session at the Airport. He said the Commission should develop a policy for non-aviation uses of the Airport,including a fee schedule.
