CIVIC CENTER COUNCIL CHAMBERS MEMBERS PRESENT: Richard Blum, John Ockenfels, Pat Foster, Antonia Hamilton, Robert Hicks STAFF PRESENT: Ron O'Neil, Kaye Hennessey, Linda Gentry CALL TO ORDER: Blum called the meeting to order at 7:31 p.m. Attendance was noted and a quorum of the commission was present. Blum called for a change in the agenda. Because a large number of people were present concerning the Mercy air access request, the item would be discussed first on the agenda. ITEM FOR DISCUSSION: Mercy Hospital Air Access Request - Blum stated that because the Legal Department has questions concerning the request by Mercy Hospital, he would recommend deferring the issue to the August meeting. He stated that air access is not a question for the Commission to decide and was scheduled on the agenda at the Airport Manager's request. Foster moved to defer the item until the August 21, 1990, meeting. Ockenfels seconded the motion and it passed on a 5-0 vote. APPROVAL OF MINUTES: The minutes of the June 19, 1990, Airport Commission meeting and public hearing minutes were approved as presented. PRESENTATION OF EXPENDITURES: O'Neil presented the list of expenditures for June 1990. Blum questioned the payment to H.R. Green for the ALP update. O'Neil stated that it was payment in full and the changes to the ALP required by the FAA review should be included. Hamilton moved to accept the list of expenditures as presented. Ockenfels seconded the motion and it passed 5-0. ITEMS FOR DISCUSSION/ACTION: Iowa City School System Lease - The Iowa City school system leases one-half acre of airport property at the northeast corner of the airport. The lease is a one-year lease renewable upon payment of the rent. If the property is needed for airport use, the lease may be canceled with 60 -day advanced written notice. Hicks moved to renew the Iowa City school system lease for one year. Hamilton seconded the motion. It passed on a 5-0 vote. Airport Commission July 17, 1990 Page 2 2. Underground Storage Tanks - Ockenfels reviewed the progress of the subcommittee assigned to the UST program. An immediate need to assure continuous fuel service at the Airport involves applying for DNR -mandated insurance. E.K. Jones of Iowa City Flying Service sent water samples from the UST monitoring wells to a certified lab in Cedar Falls on June 29, 1990. When the results are received, the UST insurance will be applied for. The Commission is scheduled to meet with the City Council on August 6, 1990, to discuss fuel system options. Gentry presented several questions for Mr. Jones concerning his proposal to reline the underground storage tanks currently at the airport. Gentry and Blum both indicated to Mr. Jones that the tank lining proposal presented to the Commission was incomplete and additional information would be required before the proposal can be considered as a viable alternative. Mr. Jones said he will attempt to provide the Commission with whatever information it needs. All alternatives will be discussed with the City Council. The subcommittee will meet to formulate a recommendation to the City Council. 3. Airport Fly -In Breakfast - Blum indicated that the Commission would again sponsor the paper airplane throwing contest at the Fly -In Breakfast on August 26, 1990. Trophies will be awarded. Authorization must be sent to the Iowa Parachute Club to allow them to perform at the airport. Other scheduled events were discussed. These events included a new car display and an English car display. 4. Airport Reserve Fund - This matter was deferred until the next Airport Commission meeting. An updated balance sheet will be provided at that time. CHAIRMAN'S REPORT: No items were presented by Chairman Blum. COMMISSION MEMBERS' ITEMS: Ockenfels inquired as to the status of the tenant living in hangar #32. O'Neil stated that the deadline for evacuation of the premises is August 1, 1990, but he felt the office area had already been evacuated. Ockenfels also suggested that an emergency plan be developed for the airport to provide for procedures to react to any accident that may occur on the airport property. Blum stated that he thought Fred Zehr had already developed an emergency plan but he doubted if it had been updated recently. The Commission asked O'Neil to follow-up on the emergency plan. ADMINISTRATIVE REPORT: O'Neil informed the Commission that a request had been made to fly a glider from the Iowa City Airport. There is nothing in the ordinance to prohibit glider flights. Airport Commission July 17, 1990 Page 3 The Iowa City/Johnson County Airport Zoning Ordinance is being discussed by the Johnson County Board of Supervisors. Dave Brown is coordinating the project for the City of Iowa City. Rezoning the three parcels of the development property passed the Planning and Zoning Commission on a 3-2 vote. The issue will be scheduled for City Council action. O'Neil reminded the Commission that the National Guard will conduct an exercise at the airport on August 3, 4 and 5. Several helicopters and ground vehicles will be involved. Appraisals for avigation easements for runways 17, 35 and 24 will be conducted. William Carlson will conduct the primary appraisals and the [DOT will perform the review appraisals. SET NEXT MEETING: The next regularly scheduled Airport Commission meeting is scheduled for August 21, 1990, at 7:00 p.m. ADJOURNMENT: Ockenfels moved to adjourn the meeting at 10:07 p.m. Hicks seconded the motion and it passed 5-0.
