IOWA CITY AIRPORT COMMISSION
WEDNESDAY, SEPTEMBER 19, 1990 - 7:00 P.M.
IOWA CITY TRANSIT FACILITY
MEMBERS PRESENT: Richard Blum, Pat Foster, John Ockenfels, Robert Hicks
MEMBERS ABSENT: Antonia Hamilton
STAFF PRESENT: Ron O'Neil, Kaye Hennessey, Linda Gentry
CALL TO ORDER:
Chairperson Blum called the meeting to order at 7:20 p.m. A quorum of the Commission was
present.
APPROVAL OF MINUTES:
The minutes of the August 22, 1990 Commission meeting were discussed and approved as
presented.
AUTHORIZATION OF EXPENDITURES:
Blum explained a bill submitted by H. R. Green Co. for $2,246.22. The bill was for witness fees
and preparation of an exhibit used in the Fitzgarrald court case. Blum did not question the
amount charged by H. R. Green Co. but expressed concern about how the Commission was to
pay for the expense. This type of legal expense is normally budgeted and paid for by the Legal
Department. Blum recommended that the bill be referred to the Council, Legal Department or
Finance for payment. O'Neil stated that a bill from Iowa City Flying Service was for underground
storage tank insurance for the jet fuel tank and for testing the water well samples from the jet fuel
tank. Commission members expressed concern that the charge for testing the well was not
approved prior to testing and stated to Mr. Jones from Iowa City Flying Service that in the future,
any expense that Iowa City Flying Service expected to be reimbursed for would need to be
approved prior to spending any money. Hicks moved to approve the September expenditures
except the H. R. Green bill. Foster seconded the motion and it passed 4-0. Foster moved to
have the H. R. Green Co. bill paid by the Council or Legal, whomever has the funds. The motion
was seconded by Ockenfels and passed 4-0.
PUBLIC DISCUSSION -ITEMS NOT ON AGENDA:
No items were presented by the general public.
ITEMS FOR DISCUSSION/ACTION:
A. Mercy Hospital Air Access - Blum read a memo from City Attorney Gentry requesting
information from the Commission on Mercy Hospital's request for a heliport. The
Commission agreed that most of the points in the memo have been addressed at one time
or another, but Blum was directed to answer the memo to present an official Commission
recommendation to O'Neil. Blum stated that although a public hearing was not scheduled

at this time, with the Commission's permission, the members of the public present would
be allowed to present comments concerning safety issues regarding the heliport. Several
members of the public presented statements concerning the proposed heliport. Hicks
moved and it was seconded by Foster to direct Blum and Ockenfels to answer the City
Attorney's memo. The motion passed 4-0.
B. Underground Storage Tanks - Tank Bid Specifications - O'Neil presented a draft of the
underground fuel tank specifications and plans to replace the current underground tank
system at the Airport. Commission members discussed the options presented in the
specifications. It was suggested that the bidders be required to bid on both steel and
fiberglass tanks. It was moved by Ockenfels and seconded by Foster to accept the bid
specifications as presented. The motion passed 4-0. O'Neil will request the City Council
to conduct a public hearing on the specifications at the October 16, 1990, City Council
meeting.
C. Development Property - Rezoning - The hearing on rezoning the development property
at the Airport had been deferred by the City Council until conditions on Parcel 2 were
clarified. The Planning and Zoning Commission revised and passed the recommendations
for the conditions to be attached to Parcel 2. It was the consensus of the Airport Commis-
sion that the conditions may decrease the marketability of the parcel. it was further
agreed that in order to proceed with the rezoning, the conditions would be accepted. It
was moved by Foster to accept the conditions placed on Parcel 2 of the airport
development property and to refer the matter to the City Council to complete the public
hearing on the rezoning request. Hicks seconded the motion and it was passed 4-0.
D. License for Use of Real Property - ASOS Site - The license for the use of real property
is an agreement between the federal government and the Airport Commission for property
to install a Automated Surface Observation System. The automated weather station
would be installed and maintained by the National Weather Service. There will be no cost
to the Airport. Ockenfels made a motion for a resolution to accept the agreement for
property to install the ASOS instrumentation. Foster seconded the motion and at roll call
vote the issue passed 4-0, with Hamilton being absent.
E. Grant Agreement - IDOT - Project No. 17-0047-0017 - O'Neil stated that the Iowa
Department of Transportation had offered a grant to the Iowa City Municipal Airport to
install security fencing. This is the first phase of providing security fencing around the
entire airport. The [DOT will provide up to $6,000 for this grant. That is approximately
70% of the project. Foster made a motion for a resolution to accept the IDOT grant no.
17-0047-0017. Hicks seconded the motion and at roll call vote the resolution passed 4-0
with Hamilton being absent.
Grant Agreement - FAA Project. No. 3-19-0047-01, Third Amendment - After the end
of the year review, the FAA has offered to amend grant project no. 3-19-0047-01 and
increase the grant by $4,213.75. Hicks moved for a resolution to accept amendment no.
3 to the FAA Grant No. 3-19-0047-01. Foster seconded the motion and at roll call vote
the resolution passed 4-0 with Hamilton being absent.

CHAIRMAN'S REPORT:
Blum stated that IDOT had expressed interest in an air show to call attention to aviation month
in August, 1991. He will pursue the idea of Iowa City as a possible site if the Commission was
interested. Commission members encouraged Blum to obtain further details of the air show.
ADMINISTRATIVE REPORT:
O'Neil stated that on September 14, 1990, Blum, Ockenfels, Foster, Asst. City Attorney
Christiansen, and he met with FAA officials to discuss grant funding and other issues that may
be pertinent to the Iowa City Municipal Airport. The meeting was informative and productive.
Glenn Miller of the Iowa Department of Transportation has been contacted with regard to
establishing a SAWRS station at the Iowa City Municipal Airport. Miller will send O'Neil additional
information.
O'Neil commented on the celebration of the 70th anniversary of the transcontinental airmail flight
at the Iowa City Airport on September 8, 1990. The Iowa City Post Office, the Airport
Commission, the Chamber of Commerce, the City Council and many others participated. Blum
videotaped the ceremonies and will make arrangements for the tape to be on the public access
channel.

The next regularly scheduled Airport Commission meeting is scheduled for October 16, 1990, at
7:00 p.m.
