IOWA CITY AIRPORT COMMISSION
TUESDAY, NOVEMBER 20, 1990 - 7:00 P.M.
IOWA CITY TRANSIT FACILITY
MEMBERS PRESENT: Pat Foster, John Ockenfels, Richard Blum, Robert Hicks
MEMBERS ABSENT: Antonia Hamilton
STAFF PRESENT: Ron O'Neil
CALL TO ORDER:
Chairperson Blum called the meeting to order at 7:03 p.m. A quorum of the Commission was
present.
APPROVAL OF MINUTES:
The minutes of the October 16, 1990, Commission meeting were approved as presented.
AUTHORIZATION OF EXPENDITURES:
O'Neil presented the list of expenditures for November, 1990. A motion to approve the list was
made by Foster and seconded by Hicks. The expenditures were approved on a 4-0 vote.
PUBLIC DISCUSSION - ITEMS NOT ON AGENDA:
No items were presented.
ITEMS FOR DISCUSSION/ACTION:
a. State Aviation Month - Blum stated that O'Neil, two members of Sertoma, and he met with
the State Aviation Promotions Committee to discuss a day -long event to promote Aviation
Month and aviation in the state of Iowa. Many options were discussed. Blum indicated
that some financial support from the Commission may be requested. O'Neil stated that
the state committee was informed that any plans must be approved by the Iowa City
Airport Commission. Ockenfels made a motion to agree to host a state aviation event on
August 25, 1991. Foster seconded the motion and it passed 4-0.
b. Chapter 4, Code of Ordinances - Ockenfels and Hamilton are the subcommittee
appointed to review Chapter 4 of the Code of Ordinances. O'Neil indicated that there are
several items to be revised to meet the 1989 FAA compliance standards. He stated that
he suggested to the City Attorney that the ordinance revisions be coordinated with other
City zoning ordinances that address aviation concerns. O'Neil will assist Ockenfels and
Hamilton to revise the ordinance for review by the Legal Department.
C. Underground Fuel Storage Tanks - Blum indicated that only one bid to replace the
underground storage tanks at the Iowa City Municipal Airport was received. He stated

that he also had a letter from the attorney representing Iowa City Flying Service which
raised objections to the draft agreement between the Commission and Iowa City Flying
Service for leasing the new fuel tanks. The City Finance Department and Purchasing
Department suggested that the Commission have a signed agreement with Iowa City
Flying Service before any bid for new fuel tanks is accepted. The subcommittee
recommended that the bid be rejected because 1) no alternate bids were received for
comparison and 2) no agreement had been reached with Iowa City Flying Service for
leasing the new system or for removal of the old system. (Iowa City Flying Service owns
three tanks and the Airport Commission owns the fourth tank.) A motion was made by
Foster to reject the bid at this time. It was seconded by Ockenfels. The motion passed
4-0.
Discussion was held concerning how to proceed with remaining in compliance with EPA
and DNR standards on the tank owned by the Airport Commission. Blum suggested that
the Commission's tank be insured with other City -owned underground storage tanks and
Iowa City Flying Service will be responsible for maintaining compliance on the other three
tanks. One option is to continue with the present situation, allowing Iowa City Flying
Service to use the tank. Another option is to close the tank and remove it. Iowa City
Flying Service does not lease the Commission's tank and does not have a lease for the
ground where any of the tanks are located.
d. AIP Grant 3-19-0047-02 - O'Neil stated that the FAA has allocated $590,265 for a project
at the Iowa City Municipal Airport to reconstruct portions of Runway 06/24 and for
reimbursement for land acquisition for land in the runway protection zone for Runway 06.
The Commission directed O'Neil to proceed with advertising for an engineering firm. A
motion was made by Foster to proceed with the schedule outlined by the FAA. Hicks
seconded the motion and it passed 4-0.
CHAIRMAN'S REPORT:
Blum stated that with the issuance of this grant by the FAA, the airport has received $915,000
in federal grants in the past two years.
Blum reported that the Fitzgerald trial resulted in a favorable ruling for the airport. The court
ruled that the City has not been any more restrictive than the FAA regulations that have been in
place for a long time.
COMMISSION MEMBERS' ITEMS:
No items were presented.
ADMINISTRATIVE REPORT:
O'Neil received a letter from [DOT to determine interest in a state-sponsored weather training
program. O'Neil will submit his name and suggested that any Commission member who is
interested in becoming a weather observer contact him. Iowa City Flying Service would send one
or two employees to the school.

Iowa City Flying Service informed O'Neil that part of the United hangar will be leased to the
University of Iowa to house their ambulances. This is space not currently needed for aircraft.
The lease is on a monthly basis and would be canceled if space is needed to house aircraft.
O'Neil stated that a request was received from a company to tow banners from the Iowa City
Airport. This item was addressed in 1983 and 1984 but no action was taken. The issue needs
to be addressed by policy or ordinance.
A public hearing will be set at the December meeting to discuss the corporate hangar leases at
the airport. There are four corporate hangar leases.
O'Neil has contacted Iowa Erosion Control for cost estimates to repair some of the drains on
Runways 12/30 and 17/35. There are several areas to be repaired with cost estimates between
$6,000-$9,000 for the total project.
The appraisals for avigation easements for Runway 17/35 and Runway 24 are being completed.
The IDOT will conduct review appraisals.
SET NEXT MEETING:
The next regularly scheduled Airport Commission meeting is scheduled for December 19, 1990,
at 7:00 p.m.
ADJOURNMENT:
John Ockenfels moved to adjourn the meeting 8:23 p.m. Foster seconded and the motion
passed 4-0.
