HomeMy WebLinkAbout12-19-1990 Airport Commission Meeting MinutesMINUTES IOWA CITY AIRPORT COMMISSION WEDNESDAY, DECEMBER 19, 1990 IOWA CITY TRANSIT FACILITY MEMBERS PRESENT: Pat Foster, Richard Blum, John Ockenfels, Robert Hicks MEMBERS ABSENT: Antonia Hamilton STAFF PRESENT: Ron O'Neil CALL TO ORDER: Chairperson Blum called the meeting to order at 7:00 p.m. A quorum of the Commission was present. APPROVAL OF MINUTES: The minutes of the November 20, 1990, Commission meeting were approved as presented. AUTHORIZATION OF EXPENDITURES: O'Neil presented the list of expenditures for December, 1990. Details for some of the expenditures were explained. A motion was made by Ockenfels to approve the list of expenditures. It was seconded by Hicks and passed 4-0. O'Neil stated that repairs for the men's restroom in the terminal building may be as much as $1,800. He will solicit other bids to replace the plumbing in the restroom. He will also solicit costs to install air hand dryers in the restrooms. PUBLIC DISCUSSION - ITEMS NOT ON AGENDA: No items were presented. ITEMS FOR DISCUSSION/ACTION: a. Set public hearing - corporate hangars 31, 32, 33, 34. Foster made a motion to set a public hearing on January 15, 1991 at 7:00 P.M. to discuss the leases for corporate hangars 31, 32, 33, 34. The motion was seconded by Ockenfels. At roll call vote, the resolution was accepted 4-0 with Hamilton being absent. b. Lease with Iowa City Landscaping. O'Neil presented the proposed one year lease between Iowa City Landscaping and the Airport Commission. Iowa City Landscaping leases approximately .5 acre of Airport property for storage of materials. Hicks moved to accept a resolution for a one year lease with Iowa City Landscaping. Foster seconded the motion, and at roll call vote the resolution was accepted 4-0 with Hamilton being absent. C. AIP Grant #3-19-0047-02 - Engineering Services. O'Neil explained that the advertising for engineering services for the AIP grant was completed. Three firms will be interviewed. Y Airport Commission December 12, 199C Page 2 O'Neil questioned the Commission as to how they would recommend to proceed. He urged that interviews be conducted as soon as possible. The Commission directed O'Neil to schedule interviews with the firms and inform the Commission of the schedule. The Commission members will participate in whatever interviews their schedules permit. d. Airport Management Duties. Blum met with the City Manager, the Mayor and the City Attorney on what should be expected from the Airport Manager in the future from an administrative standpoint. Blum stated that when O'Neil was hired, the job description for the manager was changed. The Commission at the time thought that because the compliance project was completed, there would be less administrative duties. The job description was changed to reflect more operational duties. This is done to help reduce the operational budget. Blum stated that the Legal Department is not going to be able to provide the Commission with as much assistance as in the past. Documents which were generated by the Legal Department in the past will need to be drafted by the Airport Manager and submitted for review by the Legal Department. Blum stated that because the Airport has been successful in the past two years with state and federal grants and other projects, the administrative duties are more extensive than was expected when O'Neil was hired two years ago. Blum will draft a memo to the Council with changes in the job description proposed by the Commission. CHAIRMAN'S REPORT: Blum reported that the Iowa Public Airport Association met in Iowa City on December 14, 1990. One of the main topics discussed was the State Air Expo to be held in Iowa City on August 25, 1991. Several details must be confirmed, including the IDOT's presumption of the Commission's role in the event. Also discussed was the State sponsored weather training. One class will be held in Iowa City in late February or early March, 1991. COMMISSION MEMBER'S ITEMS: Ockenfels commented that the resolution to accept the fuel tank bid that was rejected by the City Council stated that the Airport Commission recommended approval of the bid. The Commission rejected the U.S.T. bid proposal and wanted the resolution to reflect that rejection. Ockenfels requested the U.S.T. issue be placed on the agenda for the next meeting. ADMINISTRATIVE REPORT: O'Neil stated that revision of Chapter 4 of the City Code of Ordinances is continuing. Other cities in Iowa have been contacted and have responded by sending copies of their zoning ordinances as they pertain to their airports. January 15, 1991, the City Council and the Johnson County Board of Supervisors will conduct their annual joint meeting. Ockenfels suggested that the Board consider appointing an ex officio member from Johnson County to the Airport Commission. Airport Commission December 12, 1990 Page 3 Iowa City Flying Service is now also located at the Cedar Rapids Airport. It is called Cedar Rapids Flying Service and provides aviation services for Page AV -jet. The Wal-Mart development is still scheduled to begin excavation and grading in the spring of 1991. The easement with the Airport Commission for an area of land for stormwater retention is still required. The Loran -C nonprecision instrument approach for runway 24 is scheduled to be in operation in 1991. SET NEXT MEETING: The next regularly scheduled Airport Commission meeting is scheduled for January 15, 1991, at 7:00 p.m. ADJOURNMENT: Ockenfels moved to adjourn the meeting at 9:02 p.m. Foster seconded and the motion passed 4-0.
