IOWA CITY AIRPORT COMMISSION
TUESDAY, MARCH 19, 1991 - 7:00 P.M.
IOWA CITY TRANSIT FACILITY
MEMBERS PRESENT: Pat Foster, Richard Blum, Antonia Hamilton, Robert
Hicks, John Ockenfels
STAFF PRESENT: Anne Burnside, Ron O'Neil
GUESTS PRESENT: Carl Byers, Mike Vermace
CALL TO ORDER:
Chairperson Blum called the meeting to order at 7:03 p.m. A quorum
of the Commission was present.
APPROVAL OF MINUTES:
The minutes of the February 19, 1991, meeting were approved as
presented.
AUTHORIZATION OF EXPENDITURES:
The list of expenditures for the month of March was presented.
Commission members requested information on several of the bills.
O'Neil responded to the questions about particular bills.
Ockenf els made a motion to approve the March expenditure list.
Hamilton seconded the motion and it was approved 5-0.
PUBLIC DISCUSSION - ITEMS NOT ON AGENDA:
No items were presented.
ITEMS FOR DISCUSSION/ACTION:
Because the first item on the agenda could involve a long
discussion, Blum suggested the agenda items be taken out of order.
There were no objections.
C. Presentation - UST Soil Testing - Mike Vermace: Mike is a PhD
student at the University of Iowa in Environmental Engineering. He
was requesting permission from the Commission to conduct soil
sampling at the Airport. His study involves the reaction of
organisms in soil near underground fuel storage tanks. He is
particularly interested in sampling soil near the jet fuel tank.
Blum asked Burnside if the Commission would incurr any liability by
allowing this research. She indicated that she did not believe the
Commission would be assuming any additional liability by allowing

the study. ockenfels moved to allow Mr. Vermace to conduct his
soil sampling study at the Airport subject to any waivers the Legal
Department thought to be appropriate. Hamilton seconded the motion
and it was approved 5-0.
d. AIP Grant 3-19-0047-02: Carl Byers, representing Howard R.
Green Company, informed the Commission on the progress of the
engineering services in connection with the AIP grant. Core
samples have been taken to determine concrete depth. A preliminary
survey has been conducted to prioritized which areas to replace.
The initial survey indicated that approximately 6500 square yards
could be replaced, depending on cost per square yard.
The Commission discussed options for repairing the runway and ramp
area. Blum suggested that it may be beneficial to overlay part of
the concrete with asphalt. Byers indicated that a final design
plan would soon be ready for FAA review.
e. Lease - Corporate hangar # 33: J. M. Swank Company, lessee of
hangar # 33, had expressed concern about their lease. The concern
was their ability to be released from the lease if they exchanged
their aircraft for a larger one that would not fit in the Hangar
#33. Burnside indicated that the release clause in the current
lease would cover this situation. Burnside suggested a letter to
this effect be sent to J.M. Swank Company. A motion was made by
Hamilton to allow Swank the option to be released from the lease if
a new aircraft was purchased that would not fit in hangar #33.
Hicks seconded the motion and it passed 5-0. Burnside will draft
a letter to Swank indicating the Commission's intentions.
a. Chapter 4, Code of Ordinances -code review and revisions:
Burnside and the Commission discussed several changes to the Code.
Because of the number of changes suggested, the Commission decided
that further review of the Code should be conducted before it would
be possible to set a public hearing . Individual members will
submit additional comments and suggestions. A special meeting may
need to be scheduled to discuss the Code changes.
CHAIRPERSONS REPORT:
Blum reported that the All State Fly -In will be conducted on August
25, 1991. Sixteen aviation organizations have agreed to
participate in the event. The FAA will be bringing their restored
DC -3 to the Fly -In. Blum indicated he will have more definite
plans to present to the Commission at the next meeting. The
Sertoma Club has agreed to be the local organizing committee. The
State Aviation Promotion Committee will publicize the event.
Blum will coordinate the event between the Sertoma Club and the
Commission. Representatives from Sertoma will be invited to the
next regular Commission meeting.

COMMISSION MEMBERS' ITEMS
ockenfels stated that the Waterloo Airport has recently installed
an above ground fuel tank system. He suggested that the Commission
may want to look at the fueling system if and/or when a new fuel
system is installed at the Airport.
ADMINISTRATIVE REPORT:
O'Neil reminded the Commission the State Aviation Conference is
scheduled for April 15 and 16 in Des Moines, Iowa. Ockenfels, Blum
and Foster expressed interest in attending. O'Neil suggested that
if Hicks and Hamilton wanted to attend also, they should notify him
soon.
Because of the state conference, the April meeting will be
scheduled for April 23, 1991 at 7:00 p.m.
The State Airport Improvement Program application is due on June 1,
1991. O'Neil indicated he will apply for funding for rehabilitation
of Runway 12/30 and for additional fencing and security gates.
O'Neil questioned whether the Commission wanted to contribute to
sending a member of the Fire Department to a aircraft rescue/fire
fighting school. Blum indicated that the IPAA was attempting to
arrange some in-state training in coordination with Iowa State
University.
Plans for the ASOS equipment are being finalized. The FAA and
National Weather Service has awarded the construction contract.
The State-sponsored weather observer training school will be
conducted on April 22 - April 25 at the Westfield Inn. Several
people from the Iowa City area will be attending.
SET NEXT MEETING:
The next regular Airport Commission meeting is scheduled for April
23, 1991 at 7:00 p.m.
ADJOURNMENT•
Hicks moved to adjourn the meeting. Ockenfels seconded the motion
and the meeting adjourned at 9:39 p.m.
