IOWA CITY AIRPORT COMMISSION
TUESDAY, JUNE 18, 1991 - 7:00 P.M.
IOWA CITY TRANSIT FACILITY '
MEMBERS PRESENT: John ockenfels, Robert Hicks, Antonia Hamilton,
Pat Foster, Richard Blum
STAFF PRESENT: Anne Burnside, Ron O'Neil
CALL TO ORDER:
Blum called the meeting to order at 7:03 p.m. A quorum of the
Commission was present.
APPROVAL OF MINUTES:
The minutes of the May 21, 1991, meeting were approved as
presented.
AUTHORIZATION OF EXPENDITURES:
O'Neil presented the list of expenditures for the month of June.
The bill for the fence installation was discussed, including a
letter from Dave Huston, HIM, voicing objection to the fence. A
motion was made by Hicks to approve the list of expenditures as
presented. Foster seconded the motion and it was passed 5-0.
PUBLIC DISCUSSION - ITEMS NOT ON AGENDA:
Dennis Knowling expressed concern that the current airport needs
not be neglected while proceeding with plans for a site selection
study. Blum stated that this item will be discussed later in the
meeting.
ITEMS FOR DISCUSSION/ACTION:
a. AIP project # 3-19-0047-02 - O'Neil indicated that the
construction phase of the project .was to start in early July.
Burnside was revising the DBE policy at the request of the FAA. A
pre -construction meeting is scheduled for July 2, 1991, at 10:00
a.m. O'Neil stated that the project should be completed in about
six to eight weeks.
b. State Aviation Fair - Blum and O'Neil met with the State
Aviation Promotion Committee and with the Sertoma Breakfast
Committee. Plans for the Fair are being completed. The insurance
requirements have been resolved, with Sertoma's insurance covering
the liability requirements during the time of the events not
covered by the Commission's insurance. Foster volunteered to
direct the Commission's Paper Airplane Contest. The other
commissioners offered to assist Foster .

O'Neil stated that he would like the Commission to designate a
safety officer to coordinate all safety operations. Blum suggested
some type of badge or identification for those assigned the
responsibility for parking and other safety issues. Blum assigned
himself the duty of safety officer but emphasized that he would
need assistance.
CHAIRMAN'S REPORT:
Blum stated that Ockenfels, Burnside, O'Neil and he went to Kansas
City to meet with the FAA concerning a site selection study. The
planners and programmers from the FAA were helpful in planning an
agenda for a site study. The first step will be to advertise for
firms interested in preparing a Site Selection/Master Plan Study.
Hiring a firm will be contingent on receiving a AIP grant. The
study will probably cost between $ 50,000 and $ 80,000. O'Neil
will advertise for firms.
O'Neil cautioned that the current site must be maintained in a safe
and usable condition during the time period that a study is being
conducted. If a site study determines that the current site is the
best alternative, maintenance should not have been deferred to a
point where there are unsafe conditions.
COMMISSION MEMBERS' ITEMS:
Ockenfels reported on the presentation of the revisions to Chapter
4 of the Code to the Council. No major objections were presented.
ADMINISTRATIVE REPORT:
O'Neil reminded the Commission that June 25, 1991, was the date of
the public hearing for the revisions to Chapter 4 of the Code of
Ordinances. He urged all the Commission members to attend to
answer questions.
An estimate was received for equipment to install a SAWRS station.
The item will be on the agenda for the July meeting.
The PAPI lights are to be installed on Runway 24 in July.
SET NEXT MEETING:
The next regular Airport Commission meeting is scheduled for July
16, 1991, at 4:00 p.m.
ADJOURNMENT:
Ockenfels made a motion to adjourn the meeting at 8:38 p.m.
Hamilton seconded the motion and the meeting was adjourned.
