IOWA CITY TRANSIT FACILITY MEMBERS PRESENT: John Ockenfels, Pat Foster, Richard Blum, Robert Hicks MEMBERS ABSENT: Antonia Hamilton STAFF PRESENT: Anne Burnside, Ron O'Neil CALL TO ORDER: Blum called the meeting to order at 4:17 p.m. A quorum of the Commission was present. APPROVAL OF MINUTES: The minutes of the June 10, 1991, and June 18, 1991, were approved as presented. AUTHORIZATION OF EXPENDITURES: Ockenfels inquired about two of the expenditures for the month and O'Neil explained the bills. Ockenfels moved to approve the list of expenditures as presented. Foster seconded the motion and the expenditures were approved 3-0. PUBLIC DISCUSSION - ITEMS NOT ON AGENDA: Mike Vermace informed the Commission on the progress of his project to conduct soil sampling near the jet fuel tank. He wanted to use larger equipment than he had first anticipated. Burnside said that he would need to provide liability and hold harmless documentation. July 30, 1991, is the projected sampling date. Vermace will provide the necessary paperwork before any sampling is done. ITEMS FOR DISCUSSION/ACTION: a. AIP Project 3-19-0047-02 - O'Neil stated that the project was proceeding, with a starting date of July 23, 1991. The DBE program was presenting some difficulty, but most of the problems have been corrected. Blum stated that he was concerned that the project would complicate air traffic during the State Air Fair on August 25. O'Neil said he will work with the contractor to minimize traffic problems. b. Iowa City School System Lease - The lease with the Iowa City School System expires in July. O'Neil informed the Commission that IOWA CITY AIRPORT JULY 16, 1991 they need to renew the lease on an annual basis. The dollar amount is set until 1996. Ockenfels questioned the easement terms included in the lease. If the northeast airport commercial property is developed, the Commission may want to negotiate a different Airport access through the School's property. It was moved by Foster and seconded by Ockenfels to renew the lease with the Iowa City School System for one year beginning in August of 1991. The motion was passed 3-0. c. Iowa City Flying Service : Lease Subcommittee - Hicks and Foster will prepare a report for the Commission concerning the lease fees for Iowa City Flying Service. The fees are negotiated every five years and the current fees expire in December of 1991. O'Neil will assist Hicks and Foster. d. Supplemental Aviation Weather Reporting Station (SAWRS)- Blum stated that the ASOS equipment for Iowa City is not scheduled to be installed until September or October of 1992. This is assuming that the FAA maintains the current schedule. O'Neil stated that a SAWRS station would cost the Commission between $3,000 to $4000 to install. No money has been budgeted for a weather station. Funds would have to be transferred from other parts of the budget. Blum said that anyone other than O'Neil who wanted to be a weather observer would have to be treated as an independent contractor. A charge for an observation conducted other than during normal hours should be assessed to whomever requested the observation. E.K. Jones stated that two of his employees would be interested in being observers. Blum stated that all the SAWRS equipment must be owned by the Commission. Jones stated that he would work with the Commission on the equipment owned by Iowa City Flying Service. Ockenfels moved to approve to proceed with establishing a SAWRS at the Iowa City Municipal Airport. Foster seconded the motion and it passed 4-0. CHAIRMAN'S REPORT: Removal of the jet fuel tank was discussed. O'Neil is sending a letter to several contractors requesting proposals to remove and dispose of the 10,000 gallon tank. The removal deadline is August 15, 1991. Blum will meet with the State Aviation Promotion Committee tomorrow to discuss the State Air Fair. The number of groups that will' participate will be discussed. Other details of the event were reviewed. COMMISSION MEMBERS' ITEMS: Ockenfels stated that he noticed several new aircraft in the United IOWA CITY AIRPORT JULY 16, 1991 hangar. Ockenfels inquired as to where the Council was with reference to the revisions to Chapter 4 of the Code. Four weeks ago, the Council held a public hearing on the revisions. Because the Council thought the changes were not in the correct form, the hearing was continued until the next meeting. At the July 9, 1991, meeting, E.K. Jones presented a letter of objection to some of the changes. Because of the late objections and because Burnside was not available to answer questions, the hearing was continued until July 23, 1991. Burnside will answer Jones' objections at the next Council meeting. ADMINISTRATIVE REPORT: O'Neil reminded the Commission to reread the memo in their packet concerning the rehabilitation work on the shop building. About $4000 to $5000 will be spent repairing the roof and making the building water tight. This is work that should have been done 8 to 10 years ago when Iowa City Flying Service.was responsible for the building maintenance. O'Neil repaired the windows in the United hangar. Since Iowa City Flying Service refused to repair the windows, the Commission had directed O'Neil to repair the windows and bill I.C.F.S. It is Iowa City Flying Service's responsibility to conduct routine maintenance on the building. Two parking areas at the Airport were rerocked and sealed. This will make these areas easier to maintain. O'Neil advertised in three publications for qualifications from firms interested in conducting a site selection/master plan at the Airport. The deadline for statements is August 15, 1991. There has been interest by two pilots to base gliders at the Airport. The two glider owners are arranging to have a tow plane and pilot certified. Iowa City Landscaping may be interested in leasing more property and building a permanent structure on the property. The main consensus from the Commission was not to consider expansion until it is determined whether a site survey will conducted.
