Comment: This resolution authorizes the certification of debt/obligations
which qualify for reimbursement from the TIF special revenue funds created
for the following Urban Renewal Areas: City -University Project I; Riverside
Drive, Scott Six and Sycamore and First Ave Urban Renewal Area. This is
an annual certification due to the County Auditor by December 1, as
required by state law.

Item 4d(2) Annual Urban Renewal Report filing - Resolution approving
the fiscal year ending 2017 Annual Urban Renewal Report.

Comment: The Iowa Legislature enacted changes in Urban Renewal code
384.22 (2), effective July 1, 2013 to aid in providing greater public access to
information about Tax Increment Financing. All reports must be approved by
City Council before submission to the Iowa Department of Management on
or before December 1, 2017. The City of Iowa City has twelve Urban
Renewal Areas in effect as of the most recently ended fiscal year and this
report includes required reporting details on each.
Item 4d(3) Professional Cleaning Services contract - Resolution
authorizing the renewal of the agreement for Professional
11 - 33 S Cleaning Services for the Central Business District, Mercer
Park Recreation Center/Scanlon Gym, and the Recycling
Center.
Comment: The City entered into a contract with Shelter House Community
Shelter and Transition Services to provide professional cleaning services for the
Central Business District, Mercer Park Recreation Center/Scanlon Gym, and
the Landfill and Recycling Center. The first-year contract amount of $90,000
was within the $150,000 allowed by Council for the City Manager to approve.
The contract included a renewal clause for four (4) additional one-year periods
by mutual consent of the parties. The annual contract renewal fee of $90,000
has exceeded the $150,000 allowed by the City Manager to approve.
Item 4d(4) Focus First Addition - Resolution approving the preliminary
plat of Focus First Addition, Iowa City, Iowa (SUB17-
1 1 -�3(o
00007).
Comment: An ordinance conditionally rezoning the subject property from
Medium Density Single Family Residential (RS -8) to Planned Development
Overlay -Medium Density Single Family Residential (OPD -8) was approved
on October 3, 2017. This preliminary subdivision plat combines portions of
previously platted land to create Focus First Addition, a 2.4 acre, one lot
subdivision located on Dodge Street Court.

Item 4d(5) Brookwood Pointe Fifth Addition - Resolution approving
final plat of Brookwood Pointe Fifth Addition, Iowa City,
Iowa (SUB17-00014).
V lll2� Comment: A preliminary plat of Brookwood Pointe Fifth Addition was
1p approved on August 15. Staff recommends approval of the final plat subject
'I to approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved prior to the November 6 City Council
meeting. Approval will allow the development of Brookwood Pointe Fifth
Addition, a 18 -lot, 4.92 -acre residential subdivision located on Covered
Wagon Drive and Terrapin Drive.
Item 4d(6) CDBG Curb Ramp Project 2016 - Resolution accepting the
1-7 - 337 work for the CDBG Curb Ramp Project 2016.
Comment: The project has been completed by Calacci Construction
Company of Iowa City, Iowa, in substantial accordance with the plans and
specifications. The Engineer's Report and Performance and Payment
bonds are on file with the City Engineer.
Project Estimated Cost: $ 100,000.00
Project Bid Received: $ 87,440.00

Item 4d(7) Gilbert Street Intersection Improvements - Resolution
approving, authorizing and directing the Mayor to execute
and the City Clerk to attest an Agreement by and between
the City of Iowa City and Snyder and Associates, Inc. to
provide engineering consultant services for the Gilbert
Street Intersection Improvements Project.
Comment: This agreement authorizes Snyder and Associates, Inc. to
provide consultant services including design development, preparation of
construction documents, bid phase services and limited construction
administration services for the Gilbert Street Intersection Improvements
Project. The project generally includes traffic signal and pedestrian curb
ramp replacement at the College and Washington Street Intersections,
roadway and pedestrian level lighting improvements and Gilbert Street
water main replacement between College Street and Washington Street.
The total cost of the services is $89,500.00 and will be funded by General
Obligation Bonds.

Item 4e. Setting Public Hearings:
Item 4e(1) S. Gilbert Street and McCollister Boulevard (Preserve at
Sandhill) — Motion setting a public hearing for November
21 on an ordinance conditionally rezoning approximately
21.79 acre of property from Interim Development
Multifamily (ID -RM) zone to Low Density Multifamily
Residential (RM -12) zone located north and south of the
intersection of South Gilbert Street and McCollister
Boulevard. (REZ17-00001).
Comment: At its October 19 meeting, by a vote of 3-3 (Dyer, Freerks and
Martin voting against approval, Signs abstaining), the Planning and Zoning
Commission recommended denial of this rezoning. Approval will allow
development of 196 multifamily dwellings units subject to conditions
necessary to comply with the South District Plan including substantial
compliance with a proposed concept plan and other conditions related to
building design and the percentage of one- and two-bedroom apartments.
Item 4e(2) Building Automation Upgrades and Improvement Projects
2017 - Resolution setting a public hearing on November 21,
I-7 - 33cj 2017 on plans, specifications, form of contract, and estimate
of cost for the construction of the City of Iowa City Building
Automation Upgrades and Improvement Projects 2017,
directing City Clerk to publish notice of said hearing, and
directing the City Engineer to place said plans on file for
public inspection.
Comment: This project includes modifications and upgrades to temperature
control systems in City Hall, Robert A. Lee Recreation Center, and Mercer
Aquatic Center and Scanlon Gymnasium for the purpose of integrating
existing HVAC systems into the City's existing Building Automation System.
Included is related mechanical and electrical work. The estimated project
cost is $485,000 and will be funded by the Upgrade Building BAS Controls
account #4332.

Item 7. Burlington Clinton Street Intersection Improvements — Resolution
approving plans, specifications, form of agreement, and estimate
of cost for the construction of the Burlington Clinton Street
Intersection Improvements Project, establishing amount of bid
security to accompany each bid, directing City Clerk to post
notice to bidders, and fixing time and place for receipt of bids.
J� Comment: This project includes the construction of new water main and ADA and
tom/ sidewalk improvements along Clinton Street between Court Street and Burlington
Street. It also includes the construction of new turn lanes and signal improvements
at the Burlington and Clinton intersection and the restriping of Clinton Street to
include a 4 -Lane to 3 -Lane conversion from Jefferson Street to Court Street and
the addition of bike lanes from Church Street to Benton Street. The estimated cost
of construction is $1,100,000 and will be funded with General Obligation Bond,
Water Revenue, and Traffic Safety Improvement Program (TSIP) Fund proceeds.

Item 8. Revised TIF Policies - Resolution adopting City of Iowa City Tax
Increment Financing (TIF) Policies.
Comment: The City Council Economic Development Committee directed the
review and revision of TIF policies over the past year and a half and voted (2-1) on
�e( October 19, 2017 to recommend the policies to the full Council. The revisions
include new policies around sustainability, downtown building heights, historic
11 17,1 preservation, affordable housing, social justice, quality jobs, other public interests
and underwriting and application. The Economic Development Committee is
seeking public comment on these policies and encourages input at the meeting.

Item 9. Rental Permit Requirements - Ordinance amending Title 17,
entitled "Building And Housing," Chapter 5, entitled "Housing
Code," to establish a rental permit cap and to strengthen the
minimum requirements for rental housing. (First Consideration)
^„fie( Comment: The City, like many cities around the country, currently regulates
11 occupancy based upon its definition of "family." In April the legislature adopted a
I IIZI law to prohibit municipalities, after Jan. 1, 2018, from enforcing any regulation that
limits occupancy of rental property based upon the existence of familial
relationships. This ordinance mitigates the impacts of increased occupancy levels
in rental housing on neighborhood stability and housing affordability by establishing
a rental permit cap and strengthening the minimum requirements for rental
housing.

Item 10. Ped Mall -Commercial Use - Ordinances ameHding Title 10,
entitled "Public Ways And Property," Chapter 5, entitled "City
Plaza," to allow an association of downtown businesses to place
a commercial structure on City Plaza under limited
circumstances. (First Consideration)
Comment: The use of City Plaza (aka, the ped mall) for commercial purposes is
allowed only under limited circumstances such as sidewalk cafes, mobile vendors,
and sidewalk retailing. This ordinance would expand the use to allow the
Downtown District, or another organization of downtown businesses, to place a
tent or other temporary structure in City Plaza or Black Hawk Mini Park from which
local businesses can sell their goods for up to 45 days.
