A public hearing was held on an ordinance amending Title 14, Chapter 2, Article G., Riverfront Crossings Form -based Development Standards, to allow minor adjustments to upper floor stepback requirements and the minimum building height standard. Development Services Coordinator Yapp presented a power point. Moved by Botchway, seconded by Thomas, that the ordinance amending Title 14, Chapter 2, Article G., Riverfront Crossings Form -based Development Standards, to allow minor adjustments to upper floor stepback requirements and the minimum building height standard, be given first vote. Individual Council members expressed their views. A public hearing was held on an ordinance amending Title 14, Zoning, Chapter 4, Use Regulations and Article 14-2D, Industrial and Research Zones, to restrict sales of consumer fireworks to Industrial Zones. Development Services Coordinator Yapp presented a power point. Individual Council members expressed their views. Police Chief Matherly responded to a question from Mayor Pro tem Botchway. Moved by Botchway, seconded by Mims, that the ordinance amending Title 14, Zoning, Chapter 4, Use Regulations and Article 14-2D, Industrial and Research Zones, to restrict sales of consumer fireworks to Industrial Zones, be given first vote. Complete Description November 6, 2017 Page 3 Moved by Mims, seconded by Botchway, that the ordinance conditionally rezoning 28.03 acres from Interim Development - Research Park (ID -RP) zone to High Density Single -Family Residential (RS -12) zone for 5.35 acres, Low Density Multifamily (RM -12) zone for 3.3 acres and Rural Residential (RR -1) zone for 19.38 acres for property (Cardinal Pointe West Part 2) located west of Camp Cardinal Road and south of Kennedy Parkway (REZ17-00014/SUB17-00015), be given second vote. The Mayor requested Council members disclose any ex parte communications and none were reported. Individual Council members expressed their views. Police Chief Matherly and City Manager Fruin answered questions from Council. A public hearing was held on a resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Burlington Clinton Street Intersection Improvements Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Public Works Director Knoche presented information. Moved by Botchway, seconded by Thomas, to adopt Res. 17-340, approving plans, specifications, form of agreement, and estimate of cost for the construction of the Burlington Clinton Street Intersection Improvements Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Economic Development Coordinator Ford presented a power point. Bill Gerhard, Kim Casko, Martha Norbeck, and Nancy Bird appeared. Moved by Mims, seconded by Botchway, to defer to November 21, resolution adopting City of Iowa City Tax Increment Financing (TIF) Policies. Moved by Botchway, seconded by Mims, to accept correspondence from Sara Barron. Individual Council members expressed their views. Moved by Mims, seconded by Botchway, to defer to November 21, the first vote on ordinance amending Title 17, entitled 'Building And Housing," Chapter 5, entitled "Housing Code," to establish a rental permit cap (Rental Permit Requirements) and to strengthen the minimum requirements for rental housing. Senior Housing Inspector Laverman presented a power point. City Attorney Dilkes and Interim Neighborhood & Development Services Director Hightshoe provided additional information. Moved by Mims, seconded by Botchway, that the ordinance amending Title 10, entitled "Public Ways And Property," Chapter 5, entitled "City Plaza," to allow an association of downtown businesses to place a commercial structure on City Plaza under limited circumstances, be given first vote. Moved by Botchway, seconded by Taylor, to accept correspondence regarding Item #9 (Rental Permit Requirements), from Katy Krapfl, Mary Murphy, Cheryl Cruise, Leslie Schwalm, and Marilyn Rosenquist. The Mayor noted the current vacancy for Parks and Recreation Commission for a four-year term, January 1, 2018 - January 1, 2022. Council member Mims reported on attending the Human Rights breakfast, the ped mall design meeting at the Sheraton, and the Climate Action Committee meeting. Mayor Pro tem Botchway mentioned the upcoming MSEI Second Annual Leadership Conference, (Mediation Services of Eastern Iowa) on 11/10, the Armistice Day observance on the Pentacrest on 11/11, and Creative Jellies open mic night on 11/12. Council member Cole announced he would be attending the Iowa vs. Wisconsin game. Council member Taylor stated she and Botchway would be attending the Council Listening Post at Oaknoll on Wednesday, November 151h. Taylor also gave a reminder that the City was observing Veterans Day on Friday 11/10 and to be aware of office and some service closures, and the City employee lunch on 11/16 at Terry Trueblood. Mayor Throgmorton informed the Council of a meeting with three members of the Climate Action Steering Committee and a visitor from India who works for a climate action organization called C40. The Mayor also participated in a re-entry parole simulation sponsored by Inside Out and a tour of the City's water plant. Mayor Throgmorton also reported on a walking tour of the Riverfront Crossings Park with City staff and Congressman Dave Loebsack, and his upcoming travel dates to Indianapolis, IN for the Mayor's Institute on City Designs and Charlotte, NC for the National League of Cities City Summit. Steve Miller presented proposal information, data regarding other Maskerspaces and the benefits of having a Makerspace. Individuals from other entities asked questions and expressed their views. Mayor Throgmorton stated this was an exploratory discussion and no decisions would be made. Crisis Intervention Team Update (CIT) — Johnson County Board of Supervisors member Green -Douglas and Iowa City Council member Mims spoke to the CIT training that local law enforcement has been involved with, and an update on the Access Center and the possible services that could be offered. Mims clarified there has been no commitments from the University but hoped to have more information after the meeting in November. Joint Meeting October 16, 2017 Page 2 Other Updates Board of Supervisors Chair Rettig gave an update on the new department heads within the County. Iowa City School Board member Roesler noted the passing of the bond and the projects that will be starting in the spring of 2018. Board of Supervisors member Green -Douglas also noted the school bond that was passed by Clear Creek Amana for facilities improvements. Iowa City Mayor Throgmorton mentioned the Riverfront Crossings Park and Gateway project which are moving right along and the two director positions open within the City. City of Coralville Mayor Lundell stated there would be much construction in the Iowa River Landing District and First Avenue. Public comment None. Overview of the Complete Streets Policy Transportation Planner Ralston gave an overview of the Complete Streets Policy. Individual Council members had questions regarding the policy and performance measures. Ralston and City Manager Fruin answered questions from the Council. Action: The City Clerk will include a copy of the work session PowerPoint in the October 1 gt' Council Information Packet. Neighborhood Services Development staff will prepare a revised Complete Streets policy with added performance measures for future Council consideration. Public Works Director Knoche and City Engineer Havel gave an introduction to Statewide Urban Design and Specifications (SUDAS) and update on staffs review of the standards. Action: None at this time. City Engineer Havel and Parks & Recreation Director Seydell-Johnson presented updates on the following projects: Gateway, Riverfront Crossings Park, Davenport Street brick replacement, and the Washington Streetscape project kiosks. Havel also noted the First Avenue grade separation project received a Project of the Year Award from the APWA Iowa Chapter and will be submitted for a national award and received a Project of the Year Award from the Iowa Concrete Paving Association. (IP5, Copy of Article from City Manager: U.S. Will Withdraw from UNESCO, Citing Its 'Anti -Israel Bias') Mayor Throgmorton expressed his opinion regarding the U.S. withdrawing from UNESCO and Iowa City as a City of Literature. 3. (IP Late Handout, Memo from Graduate and Professional Student Government of the University of Iowa (GPSG): Proposed Liaison Position to the City Council) Mayor Throgmorton gave his view on appointing a liaison. Individual Council members expressed their opinions. Council agreed to ask GPSG for another proposal and to discuss both proposals at a work session. Council member Taylor announced she would be attending an Invest Health pod convening on Community Engagement in Henderson, Nevada. Council member Thomas stated he was in Sonoma County, California, which is about 20 miles away when the fire started in an urbanized area during the middle of the night. Council member Mims mentioned two events, the first was 'An Honest Conversation' held by ICAD, the second was the Crisis Intervention training. Mims also reported on the number of officers that had already been through the training. Council member Dickens thanked the Englert for bringing David Bromberg and John Sebastian to Iowa City. Dickens also gave a reminder of Halloween coming up, all the kids that will be out and to be careful! Council member Cole reported on a discussion with Feather Lacy regarding banning wood burning. Cole also mentioned correspondence from Mark McCallum and the Parking Improvement District. Mayor Throgmorton stated he thought the book festival was a terrific success. He also attended the International Writing Program's Gala 50th Anniversary celebration and a refugee and immigrant recognition dinner. Mayor Throgmorton mentioned he would be participating in a re-entry parole simulation, the Economic Development Committee meeting on October 19th, the Ped mall design open house on October 26th at the Sheraton Hotel and the Climate Action Steering Committee meeting November 2nd at the Public Library. Assistant City Manager Monroe announced there would be child care for the Climate Action Committee meeting being held at the Iowa City Public Library.
