Item 4d(3) Lobbying Services Agreement - Resolution approving and
authorizing the Mayor to execute and the City Clerk to
attest an agreement by and between the City of Iowa City
and Carney & Appleby, PLC to provide Lobbying Services.
Comment: On August 16, 2017, the Purchasing Division issued a request
for proposal to provide lobbying services for the City of Iowa City. Five (5)
proposals were received, evaluated, and scored by staff who determined
that the proposal submitted by Carney & Appleby, PLC best met the needs
of the City. The initial term of this contract is for one year with the option to
renew for four additional one-year periods. The City expects to spend
$25,200 for the initial term of the contract. Funds for this purchase are
available in the consultant line item 10210100-432060, in the operating
budget for the City Manager's Department. This resolution authorizes the
award of the contract and authorizes the City Manager to effectuate future
annual renewals.
Item 4d(4) Iowa City Downtown District Budget. Motion to accept the
proposed FY19 budget for the Iowa City Downtown District,
as approved by the Iowa City Downtown District Advisory
Board.
Comment: Per the Operating Agreement between the Iowa City Downtown
District (TCDD) and the City of Iowa City, the TCDD Advisory Board must
hold a public meeting, approve the proposed budget and submit it to City
Council by December 1 each year.
Item 4d(5) Heating, Ventilation, Air Conditioning and Repair Services
Contract - Resolution authorizina the renewal of the

contract for Heating, Ventilation, Air Conditioning, and
Repair Services.
Comment: On July 2, 2014, the Purchasing Division issued a request for
proposal to provide Heating, Ventilation, Air Conditioning, and Repair
Services for the City of Iowa City. Four (4) proposals were received,
evaluated, and scored by staff who determined that the proposal submitted
by AAA Mechanical Services best met the needs of the City. The initial
term of this contract was for three years with the option to renew for two
additional one-year periods. The City expects to spend approximately
$70,000 per year, making the total dollar amount of the contract $220,000.
Funds for this purchase are available in the operating budget for the various
City divisions under the Heating & Cooling R&M Services line item. This
resolution authorizes a one-year renewal of the contract and authorizes the
City Manager to effectuate future renewals.

Item 4d(6) Parking Management Contract - Resolution authorizing a
contract for the Parking Management System.

Comment: T2 Systems is the current vendor for the City's parking
management system, which includes hardware and software used to operate
City -owned parking facilities and off-street lots. T2's system requires regular
support and maintenance to continue functioning. T2 Systems is the sole
distributor of support and maintenance services for the T2 Parking
Management Software and Hardware, making this a sole source purchase.
Staff has negotiated a new support and maintenance contract with T2
estimated to cost $132,000 during the first year, with a 5% annual increase
each year. The initial term of this contract is three years, with an option to
renew for two additional three-year terms.
Item 4d(7) Mutual Aid Agreement -Animal Services - Resolution
authorizing the City Manager to sign the Mutual Aid
17 - 34!5_ Agreement Between The American Society for the
Prevention of Cruelty to Animals (ASPCA) and Johnson
County Emergency Management and the City of Iowa City.
Comment: This resolution authorizes the City Manager to sign a mutual aid
agreement with the American Society for the Prevention of Cruelty to
Animals (ASPCA) and Johnson County Emergency Management. The
objective of this agreement is to facilitate the coordination of disaster
response efforts in the event of a major disaster involving animals beyond
the scope of which local resources could effectively manage.
Item 4d(8) REAP Grant -Hickory Hill Park - Resolution authorizing the
Mayor to sign a Resource Enhancement and Protection
)_7 - 34 �o (REAP) grant agreement for Hickory Hill Park.
Comment: This resolution authorizes the Mayor to sign a Resource
Enhancement and Protection (REAP) grant from the Iowa Dept. of Natural
Resources for $200,000 for ecological habitat, forest, and stream bank
restoration for Hickory Hill Park. No local match is required.

Item 4d(9) Data Driven Justice Agreement - Resolution authorizing the
3�f Mayor to sign and City Clerk to attest a Data Driven Justice
17 Agreement with the Arnold Foundation.
Comment: This Resolution approves an Agreement with the Laura and
John Arnold Foundation in furtherance of the Data Driven Justice (DDJ)
Project. The Arnold Foundation will be funding the police officer position

f' ro to implement the DDJ pilot project in Iowa City. The DDJ project hopes to

Item 4e(1) Zoning code amen ent - Motion setting a public hearing
for December on an ordinance amending Title 14,
"Zoning code, rticle 5b "Sign Regulations" to broaden the
sign allowance and illumination requirements for
institutional uses in residential, ID and OPD zones and to
allow plastic trim cap channel letters for signs above the 5th
story on high rise buildings.
Comment: At its October 19th and November 2"d meetings, by votes of 7-0,
the Planning and Zoning Commission recommended approval of these
zoning code amendments. Approval of the amendments would allow fascia
(building wall) signs on institutional uses in ID, OPD and residential zones
to increase in size from 4sf to 12sf and also allow an additional monument
sign. Internal illumination of one sign for an institutional use in PRM zones
would be allowed. Plastic trim cap channel letters which are prohibited in
CB and RFC zones would be allowed on buildings of more than 5 stories if
the sign is above the 5` story.
Item 4e(2) Mercer Aquatic Center Boiler and HVAC Replacement -
Resolution setting a public hearing on December 5, 2017
1 7 - on plans, specifications, form of contract, and estimate of
cost for the construction of the Mercer Aquatic Center
Boiler and HVAC Replacement Project, directing City Clerk
to publish notice of said hearing, and directing the City
Engineer to place said plans on file for public inspection.
Comment: This project includes replacement of the existing boiler and
HVAC systems in the Mercer Aquatic Center and Scanlon Gymnasium. The
estimated project cost is $680,000 and will be funded by the Elementary
School Facility account #R4331.

Building Automation Upgrades and Improvement Projects 2017 -
Resolution approving plans, specifications, form of agreement,
and estimate of cost for the construction of the City of Iowa City
Building Automation Upgrades and Improvement Projects 2017,
establishing amount of bid security to accompany each bid,
directing City Clerk to post notice to bidders, and fixing time and
place for receipt of bids.
Comment: This project includes modifications and upgrades to temperature
control systems in City Hall, Robert A. Lee Recreation Center, and Mercer Aquatic
Center and Scanlon Gymnasium for the purpose of integrating existing HVAC
systems into the City's existing Building Automation System. Included is related
mechanical and electrical work. The estimated project cost is $485,000 and will be
funded by the Upgrade Building BAS Controls account #4332.

Revised TIF Policies - Resolution adopting City of Iowa City Tax
Increment Financing (TIF) Policies.
Comment: The City Council Economic Development Committee directed the
review and revision of TIF policies over the past year and a half and voted (2-1) on
October 19, 2017 to recommend the policies to the full Council. The revisions
include new policies around sustainability, downtown building heights, historic
preservation, affordable housing, social justice, quality jobs, other public interests
and underwriting and application. The Economic Development Committee is
seeking public comment on these policies and encourages input at the meeting.

Item 9. Rental Permit Requirements - Ordinance amending Title 17,
entitled "Building And Housing," Chapter 5, entitled "Housing
Code," to establish a rental permit cap and to strengthen the
Soe, minimum requirements for rental housing. (First Consideration)
Comment: The City, like many cities around the country, currently regulates
occupancy based upon its definition of "family." In April the legislature adopted a
law to prohibit municipalities, after Jan. 1, 2018, from enforcing any regulation that
limits occupancy of rental property based upon the existence of familial
relationships. This ordinance mitigates the impacts of increased occupancy levels
in rental housing on neighborhood stability and housing affordability by establishing
a rental permit cap and strengthening the minimum requirements for rental

Item 10. Ped Mall -Commercial Use - Ordinance amending Title 10,
entitled "Public Ways And Property," Chapter 5, entitled "City
1 -`133 Plaza," to allow an association of downtown businesses to place
a commercial structure on City Plaza under limited

Comment: The use of City Plaza (aka, the ped mall) for commercial purposes is
allowed only under limited circumstances such as sidewalk cafes, mobile vendors,
and sidewalk retailing. This ordinance would expand the use to allow the
Downtown District, or another organization of downtown businesses, to place a
tent or other temporary structure in City Plaza or Black Hawk Mini Park from which
