Item 2d(1) Disbursements - Consider a motion to approve
disbursements in the amount of $12,748,147.94 for the
period of November 1 through November 30, 2017, as
recommended by the Finance Director subject to audit.
Disbursements are published and permanently retained in
the City Clerk's office in accordance with State Code.
Item 2d(2)
Iowa City Gateway - Resolution authorizing an Agreement
between the City of Iowa City and MidAmerican Energy
Company for the relocation of utilities necessary to
accommodate the Iowa City Gateway Project.
Comment: The Iowa City Gateway Project is under construction and
includes the elevation of Dubuque Street, the reconstruction of Park Road
Bridge and all necessary improvements of sidewalks, public and private
utilities and intersections within the project limits. In order to accommodate
said project, it is necessary to relocate existing overhead electrical facilities,
convert electric facilities from overhead to underground, and replace power
pole guy wires and anchors. The agreement has been negotiated with
MidAmerican Energy to relocate utilities for the Project at a cost of
$1,271,264. Funding for this work is available in account #S3809 Iowa City
Gateway Project.
Item 2d(3) Burlington Clinton Street Intersection Improvements -
Resolution awarding contract and authorizing the Mayor to

of the Burlington Clinton Street Intersection Improvements
Project.
Comment: Bids for this project were opened on Wednesday, December 6,
2017, and the following bids were received:

Item 2d(4) Brookwood Pointe Fifth Addition — Resolution approving final
plat of Brookwood Pointe Fifth Addition, Iowa City, Iowa.
(SUB17-00014)
Comment: A preliminary plat of Brookwood Pointe Fifth Addition was
approved on August 15. Staff recommends approval of the final plat subject
to approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved prior to the December 19 City Council
meeting. Approval will allow the development of Brookwood Pointe Fifth
Addition, a 18 -lot, 4.92 -acre residential subdivision located on Covered
Wagon Drive and Terrapin Drive.
Item 2e. Setting Public Hearings:
Item 2e(1) Rezoning Sensitive Areas Plan for Lincoln School — Motion
setting a public hearing for January 2 on an ordinance
rezoning 3.6 -acres of property from Neighborhood Public
(P-1) zone to Planned Development Overlay/Neighborhood
Public (OPD/P-1) zone located at 300 Teeters Court.

Comment: At its December 7 meeting, by a vote of 5-0 (Freerks and Signs
absent), the Planning and Zoning Commission recommended approval of
this rezoning and Sensitive Areas Development Plan. Approval will allow
further grading of a previously altered protected slope to enable expansion
of Lincoln Elementary School.
Item 2e(2) Cardigan Park Improvement - Resolution setting a public
_ hearing on January 2, 2018 on plans, specifications, form
of contract, and estimate of cost for the construction of the
Cardigan Park Improvement Project, directing City Clerk to
publish notice of said hearing, and directing the City
Engineer to place said plans on file for public inspection.
Comment: This project will expand park amenities for Cardigan Park in a
newly developed neighborhood on the east side of Iowa City to add a
shelter structure, fire ring, concrete walking paths and a pollinator garden.
A neighborhood design charette was held at the site on September 8, 2016
and a master plan created in the fall of 2016. Playground equipment and
swings were installed at Cardigan Park in 2017. The estimated cost for this
project is $145,000 and will be funded with account #R4345 Cardigan Park
Development.

Douglass Street and Douglass Court Water Main
Improvements - Resolution setting a public hearing on
January 2, 2018 on plans, specifications, form of contract,
and estimate of cost for the construction of the Douglass
Street and Douglass Court Water Main Improvements
Project, directing City Clerk to publish notice of said
hearing, and directing the City Engineer to place said plans
on file for public inspection.
Comment: The project generally involves the replacement of an aging
water main with a history of breaks on Douglass Street and Douglass
Court. The estimated project cost is $562,000 and will be funded with
Water revenues.

Item 4. Planning and Zoning Matters. Council will discuss 4a at formal

Item 4a Zoning code amendment - Ordinance amending Title 14,
"Zoning code, Article 5b "Sign Regulations" to broaden the
sign allowance and illumination requirements for
institutional uses in residential, ID and OPD zones and to
allow plastic trim cap channel letters for signs above the 5th
story on high rise buildings.
Comment: At its October 191" and November 2nd meetings, by votes of 7-0,
the Planning and Zoning Commission recommended approval of these
zoning code amendments. Approval of the amendments would allow fascia
(building wall) signs on institutional uses in ID, OPD and residential zones
to increase in size from 4sf to 12sf and also allow an additional monument
�( �V sign. Internal illumination of one sign for an institutional use in PRM zones
would be allowed. Plastic trim cap channel letters which are prohibited in
CB and RFC zones would be allowed on buildings of more than 5 stories if
the sign is above the 5`" story.

UniverCity Sale — 521 South Governor. Resolution
authorizing conveyance of a single family home located at
521 South Governor Street.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 521 South Governor Street. The amount of the sale will be
$225,000.

Item 6. Happy Hollow Park Restroom and Shelter Replacement
2018 - Approving plans, specifications, form of agreement,
and estimate of cost for the construction of the Happy
Hollow Park Restroom and Shelter Replacement 2018
Project, establishing amount of bid security to accompany
each bid, directing City Clerk to post notice to bidders, and
fixing time and place for receipt of bids.
Comment: This project replaces an aging combination restroom, shelter
and storage structure at Happy Hollow Park with a restroom and shelter. A
neighborhood meeting was held on May 25, 2016 with approximately 25
residents attending. The design of the restroom and shelter includes
/'�.{Q✓ architectural features and finish choices which fit the character of the
historic neighborhood surrounding the park. The estimated cost for this
project is $182,000 and will be funded with CIP projects R4192 and R4130.

Item 7. Ordinance amending small employer definition - Ordinance
amending Title 2 entitled "Human Rights," Chapter 1, entitled
"Definitions" to exclude small employers from the definition of
employer, matching State code. (First consideration)
Comment: The current definition of employer in the human rights ordinance
defines it as any person who employs one or more employees. State law exempts
any person who regularly employs less than four individuals. The Human Rights
Department wants to mirror that change in our own law.

Item 8. Rental Permit Requirements - Ordinance amending Title 17,
entitled 'Building And Housing," Chapter 5, entitled "Housing
11 —Z}�3y Code," to establish a rental permit cap and to strengthen the
minimum requirements for rental housing. (Pass and Adopt)
Item 9.
Comment: The City, like many cities around the country, currently regulates
occupancy based upon its definition of "family." In April the legislature adopted a
law to prohibit municipalities, after Jan. 1, 2018, from enforcing any regulation that
limits occupancy of rental property based upon the existence of familial
relationships. This ordinance mitigates the impacts of increased occupancy levels
in rental housing on neighborhood stability and housing affordability by establishing
a rental permit cap and strengthening the minimum requirements for rental
housing.

Item 9 (Revised) Building Automation Upgrades and Improvement Projects
2017 — Resolution fixing new time and place for receipt of bids for the
-�� bidding of the City of Iowa City Building Automation Upgrades and
Improvement Projects 2017, and directing City Clerk to publish
advertisement for bids.
Comment: This project includes modifications and upgrades to temperature control
systems in City Hall, Robert A. Lee Recreation Center, and Mercer Aquatic Center and
Scanlon Gymnasium for the purpose of integrating existing HVAC systems into the City's
existing Building Automation System (BAS). Included is related mechanical and
electrical work. The estimated project cost is $485,000 and will be funded by the
Upgrade Building BAS Controls account #4332. No bids were received on the original
bid date of December 14, 2017, and City Staff has made the recommendation to rebid
the project.
