Iowa City City Council Regular meeting, 7:00 p.m. at City Hall. Mayor Throgmorton
presiding. Council members present: Botchway, Cole, Dickens, Mims, Taylor, Thomas,
Throgmorton. Absent: None. Staff members present: Fruin, Monroe, Andrew, Dilkes,

Community Comment: Bob Libby and Chris Ogren, Airport Commission Chair and
Board member, presented a power point regarding the Airport Strategic Plan. Laura
Routh appeared regarding the Airport Strategic Plan. David Teagle and Andy Barnett
appeared regarding the "No Parking Any Time" parking prohibition on the north side of
the 1200 block of E Davenport Street.
A public hearing was held on an ordinance amending Title 14, "Zoning code, Article 5b
"Sign Regulations" to broaden the sign allowance and illumination requirements for
institutional uses in residential, ID and OPD zones and to allow plastic trim cap channel
letters for signs above the 5th story on high rise buildings. Building Specialist Ream
presented information. Individual Council members expressed their views. No one
appeared.
Moved by Botchway, seconded by Dickens, that the ordinance amending Title 14,

A public hearing was held on a resolution Approving plans, specifications, form of
agreement, and estimate of cost for the construction of the Happy Hollow Park Restroom
and Shelter Replacement 2018 Project, establishing amount of bid security to accompany
each bid, directing City Clerk to post notice to bidders, and fixing time and place for
receipt of bids. Parks & Recreation Director Seydell-Johnson and Facilities Manager
Morris presented a power point. No one appeared. Individual Council members
expressed their views.

specifications, form of agreement, and estimate of cost for the construction of the

Moved by Mims, seconded by Taylor, that the ordinance amending Title 2 entitled
"Human Rights," Chapter 1, entitled "Definitions" to exclude small employers from the
definition of employer, matching State code, be given first vote.
Moved by Mims, seconded by Botchway, that Ord. 17-4734, amending Title 17,
entitled "Building And Housing," Chapter 5, entitled "Housing Code," to establish a
rental permit cap and to strengthen the minimum requirements for rental housing,
be passed and adopted. Individual Council members expressed their views.
Moved by Mims, seconded by Botchway, to adopt Res. 17-369, fixing new time and
place for receipt of bids for the bidding of the City of Iowa City Building Automation
Upgrades and Improvement Projects 2017, and directing City Clerk to publish
advertisement for bids.
Moved by Botchway, seconded by Dickens, to appoint Ben Russell, 907 Canton St.,
Angie Smith, 3310 Lower West Branch Rd., for two vacancies for four-year terms,
January 1, 2018 - January 1, 2022: appoint Stephen Bird, 359 Magowan Ave., for a four-
year term, January 1, 2018 - January 1, 2022. Board of Adjustment vacancy for a five
year term January 1, 2018 - January 1, 2023 will be readvertised to fulfill gender balance
requirement.
The Mayor noted the previously announced vacancies: Airport Zoning Brd. of
Adjustment for an unexpired term, upon appointment - December 31, 2018 (Formerly
advertised); Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment -
December 31, 2020; Airport Zoning Commission for a five-year term, January 1, 2018 -
December 31, 2022; Airport Zoning Commission for an unexpired term, upon
appointment - December 31, 2021; Board of Appeals for a five-year term, January 1,
2018 - December 31, 2022. For a HBA Rep. or qualified experience and training;
Community Police Review Board for an unexpired term, upon appointment - July 1, 2021;
Historic Preservation Commission for a Jefferson St. representative to fill a three-year
term, July 1, 2016 - July 1, 2019 (New District formed); Public Art Advisory Committee -
for a three-year term, January 1, 2018 - January 1, 2021; Telecommunications
Commission for a three-year term, July 1, 2017 - July 1, 2020. Applications must be
received by 5:00 P.M., Tuesday, January 9, 2018.
The Mayor noted the current vacancies: Senior Center Commission for a three-year
term, January 1, 2018 - December 31, 2020. Moved by Botchway, seconded by Dickens
to accept correspondence from Jay Honohan. Applications must be received by 5:00
P.M., Tuesday, February 13, 2018. Applicants MUST reside in Iowa City and be 18 years
of age unless specific qualifications are stated [Staff will not publish additional notices
after a period of six publications; but will continue to advertise vacancies with postings
and on the Council agenda. However, no additional publication costs will be incurred.

Community Comment: Gustave Stewart, UISG Alternate Liaison, appeared with UISG
updates.
City Council Information:
Mayor Pro tem Botchway stated he attended the Chamber legislative reception, won
the Coralville basketball championship, presented BRAVO awards at the CVB annual
luncheon, and participated in the CLP government day.
Council member Dickens thanked his wife, kids, grandkids, Council and staff.

Council member Cole followed up on the work session discussion on community
policing with the Police Chief and encouraged the community to continue reaching out to
Council and staff what's happening in the neighborhoods.
Council member Taylor announced she had been invited to attend the Minimum Wage
Committee report at the Johnson County Administration Building.
Council member Thomas mentioned two annual events that he attended, the Center
for the Book open house and the CVB annual luncheon.
Council member Mims reported that she and Mayor Throgmorton had met with School
Board members for updates and also attended bond training with the Mayor and City
staff. Mims stated that she had done an interview with KCJJ during the campaign and
said she would be happy to go back periodically and talk about what's going on with the
City. Mims will be doing two shows a month which will be on the second Thursday and
the last Tuesday of the month. Mims also met with Jennifer Daly from Cedar Rapids/Iowa
City Corridor Development and the City Manager and learned about her background and
the what she's done for the Children's Museum.
Mayor Throgmorton informed the Council of his attendance at the Oakdale Prison
Community Choir's annual winter concert and expressed his views of the event.
City staff thanked Council member Dickens for his years of service, sharing his
thoughts and feedback on the community, and his support.

City Council members and the Planning and Zoning Commission met to discuss the rezoning
request for Gilbert/McCollister.
Action:
NDS Staff will work with Southgate and encourage them to continue to work with
neighboring residents as they address comments and feedback received from the
Council consultation session with the Planning and Zoning Commission.
NDS will review the possibility of a four-way stop sign at Gilbert and McCollister.
Clarification of Agenda Items
• [Agenda Item 4d(7)]... Support of Carbon Fee and Dividend Program ... Mayor Pro tem
Botchway asked how the Council wanted to handle the item since it was on the consent
calendar. Mayor Throgmorton stated it should be pulled for separate consideration.
[Agenda Item 4f(5)]... Acting Sr. Transportation Engineering Planner: Removal of on -
street odd/even calendar parking terms on the 100 block of S Johnson Street,
establishment of "No Parking Monday — Saturday 8:00 a.m. — 6:00 p.m." parking
prohibition on the west side of the 100 block of S Johnson Street, and installation of 13
on -street metered parking spaces and establishment of parking meter terms on the east
side of the 100 block of S Johnson Street... Council member Thomas said he was
worried about removing more parking with all the construction that's going on around
City Hall and asked if New Pioneer had contacted the City and raised any concerns
about parking. City Manager Fruin stated he was not aware of any contact and the item
was related to conversation the Council previously had regarding the College Green
area and had asked staff to move forward on.
• [Agenda Item 4d(3)]... Sanitary Sewer Easement ... Mayor Throgmorton inquired if there
had been communication regarding the item on the agenda. City Manager Fruin stated
he sent an email and had received an acknowledgement of receipt.

pointed out this item is the first one where the deed restriction period is increased from
20 to 30years, as part of the Affordable Housing Action Plan discussion.
Information Packet Discussion [November 22, November 301

1. (IP2, Memo from Equity Directory & Human Rights Coordinator: 2016 Report on
Racial Equity) Council member Thomas thanked Equity Director and Human Rights
Coordinator Bowers. Mayor Pro tem Botchway had questions relating to the
population in the report and the overall representation on City Boards and
Commissions. City Attorney Dilkes stated State law mandates that we have gender
balance for those boards and commissions required by State law and the Council
had chosen to extend that to all boards and commissions. Dilkes also confirmed
there is no State law requirement for diversity but the Council could add it. Botchway
also would like information on City workforce and diversity so the Council can have a
clearer conversation on barriers and what other cities have done.

1. (1135, Article from City Manager: Moody's warns cities to address climate risks or face
downgrades) Council member Cole mentioned the article and felt efforts like the
Climate Action Task Force is critical and helps maintain the triple-A bond rating the
City has.
2. (IP4, Email from Mayor: Copy of Email with article from Ginalie Swaim —Saving Iowa
City's Oldest House, 109 E. Market Street) Mayor Throgmorton gave a brief
summary of the meeting regarding 109 E. Market Street.
3. (IP6, Memo from City Clerk: KXIC Radio Show) Council members signed up for
upcoming dates. Staff will handle the December 131 KXIC interview slot.
4. (IP10, Housing and Community Development Commission: November 16) Mayor
Pro tem Botchway thanked the Housing & Community Development Commission for
the motion to amend CDBG/HOME Evaluation Criteria and Impact/Benefit, increase
points.
Council updates on assigned boards, commissions and committees
Council member Cole — MPJOC — A third request was made for funding for rail service between
Iowa City and North Liberty. City of Literature — Looking at the concept of a short story vending
machine where you push a button and get a two -three minutes story you can read.
Council member Dickens — Para -Transit - Noted delays in getting the last two new buses in
service and went over new regulations for riders and providers and how to deal with the
changes in the law. Dickens stated Council member Taylor would be interested in filling his
vacancy.
Council member Mims — Access Center Steering Committee — Many discussions still to come
regarding 28E agreements, services, contracts, licensing and the codes that are used for
insurance.

Council member Thomas - MPJOC — One item that came up was that [DOT did a study and
believes that widening 1-380 from four lanes to six lanes is necessary. There is nothing currently
before MPJOC regarding the issue.

A public hearing was held on an ordinance conditionally rezoning approximately 21.79
acre of property from Interim Development Multifamily (ID -RM) zone to Low Density
Multifamily Residential (RM -12) zone located north and south of the intersection of South
Gilbert Street and McCollister Boulevard [Preserve at Sandhill] (REZ17-00001). The
Mayor requested Council members disclose any ex parte communications and none were
reported. No one appeared.

Benjamin Nelson, UISG Liaison, appeared with UISG updates.
Council member Mims reported on a meeting with Colleen Schmidt from Kirkwood
Community College on the lack of English language classes in the community,
developing partnerships, where the City may or may not be involved and gathering
information.
Mayor Pro tem Botchway mentioned the downtown pop-up shops and the different
businesses rotating through. Botchway also mentioned receiving the snow removal
notice from the City and to pay attention to where you park your car according to the
notice.
Council member Cole raised concerns for the number of phone calls relating to rising
crime issues and would like to start monitoring it more closely and encourage residents to
reach out to Council. Mayor Throgmorton requested Chief Matherly attend the next
meeting to give an update.
Council member Thomas gave information on his visit to the Prairie Hill co -housing
project and the mix of housing types, price points, and people.
Mayor Throgmorton reported on a meeting with UI Student Government, attending the
grand opening of the Hilton Garden Inn, a panel discussion at Film Scene involving
Mayors from Cedar Rapids, Waterloo, and Madison, WI. The Mayor also mentioned a
quarterly meeting he would be attending with Council member Mims.
City Manager Fruin noted the late handout from the Telecommunications Commission
requesting the Council to take similar action and oppose the rollback on net neutrality.
The Council agreed to join the Telecommunications Commission in supporting their
position.
Assistant City Manager Monroe stated there was a new Listsery for e -subscriptions
related to the budget so anyone can sign up for budget news.
