Harvat Hall Council: Botchway, Cole, Dickens, Mims, Taylor, Thomas, Throgmorton. UISG: Stewart Staff: Fruin, Monroe, Dilkes, Andrew, Fruehling, Matherly, Knoche, Laverman, Seydell- Johnson, Morris, Havel, Bockenstedt, Hightshoe, Ream (A transcription and PowerPoint are available in the City Clerk's Office and the City website.) Assistant to the City Manager Andrew introduced the legislative consultants for the 2018 State of Iowa legislative session. Doug Struyk, Jim Carney, and Jenny Dorman from Carney & Appleby PC presented information about themselves, the Company, and the 2018 legislative priorities. Individual Council members expressed their views. Action: CMO Staff will include in legislative priorities a request for the legislature to address racial disparities in relation to incarceration and arrests. Discussion of Crime Trends with Police Chief Matherly Police Chief Matherly presented a power point on crime trends. Individual Council members expressed their views. Action: The slides from the presentation given by Chief Matherly will be included in the 12/21 info packet. (adjourn to Formal meeting 6:45pm) Discuss process for developing the 2018-19 Strategic Plan City Manager Fruin presented a summary for the process for developing the 2018-19 Strategic Plan. Individual Council members expressed their views. Action: City Clerk and CMO will arrange a half-day during the week for an initial Council strategic planning session in January. Councilor Dickens will be included in the invitation. Clarification of Agenda Items • [Agenda Item 2f(4)]... Mike Marchione: University of Iowa Dance Marathon Volunteering ... Mayor Throgmorton made a statement that he thought there was a Council member that might be interested in participating. Botchway confirmed that he planned on it but had not responded yet. Council Work Session December 19, 2017 Page 2 • [Agenda Item 2f(8)]... Julia and Bill Leupold: 318 North Gilbert appeal ... Mayor Throgmorton inquired if staff had responded to the letter of intent to appeal. City Attorney Dilkes stated the letter indicated they were requesting the appeal wait until April and staff had confirmed their request. [Agenda Item 2f(12)]... Acting Sr. Transportation Engineering Planner: Removal of odd/even calendar parking prohibition on the 1200 block of E Davenport Street between Reno Street and Pleasant Street and establishment of "No Parking Any Time' parking prohibition on the north side of the 1200 block of E Davenport Street... Council member Cole asked City Manager Fruin for more details regarding the parking issue. Fruin stated he did not have the details but would look into it and report back to the Council. Information Packet Discussion [December 7, December 141 ➢ December 7 1. (I P2, Copy of Email to City Manager from Johnson County Board of Supervisors Administrative Assistant with attachment: Behavioral Health Access Center — CIT Information) Mayor Pro tem Botchway indicated his excitement for the County to be stepping up to facilitate the work on the Access Center and expressed a couple of concerns. Individual Council members expressed their views. 2. (IP5, Memo from City Clerk: KXIC Schedule) Council member Taylor thanked Council members for assigning her a date on the radio show schedule. 3. (IP3, Copy of article from City Manager: Riverfront Crossings Rush) Council member Mims thanked City Manager Fruin for adding the article. 4. (IP4, Memo from City Clerk: Joint Meeting Agenda Items for January 22) Individual Council members indicated items they would like to see on the January 22 joint meeting agenda. Action: For the joint meeting in January, Council directed staff to submit the following topics: o Behavioral Access Center update o Iowa City transit route and hours of operation analysis o Ideas for potential regional initiatives ➢ December 14 1. (IP6, Memo from City Manager: Housing and Community Development Commission (HCDC) recommendations to Council) Individual Council members expressed their support of the recommendation to translate the informational disclosure and acknowledgement form into five languages and that additional conversation was needed during the strategic planning process on the other recommendation. Action: • As HCDC recommended and Council agreed, NDS and Human Rights staff will proceed with the translation of the rental property "Informational Disclosure and Acknowledgement' form into five languages and will post online. • In response to the other HCDC recommendation, NDS will prepare information for Council regarding rent data collection, including a summary of what other cities are doing to collect and track rental data. This topic will be revisited during the strategic planning session. Council Work Session December 19, 2017 Page 3 2. (IP7, Memo from City Manager: Sanxay-Gilmore House, 109 Market Street) Individual Council members discussed staff involvement in negotiations. If necessary a Council work session will be held on the topic. Action: CMO and the Mayor will further discuss how to approach communications about the Sanxay-Gilmore house. 3. (IP8, Memo from Assistant City Manager: 2016-2017 Strategic Plan Summary) Mayor Throgmorton mentioned the summary was excellent, very thorough and up to date. 4. (IP11, Memo from Resource Management Superintendent: Household hazardous materials update) Council member Mims noted the memo and the complaints she has received regarding having to make an appointment to drop off hazardous waste. Mims suggested looking into a few set hours each week to drop off without an appointment. Mayor Throgmorton stated he thought the memo said they were looking into some set hours. Action: Public Works staff will continue to explore regular hours for household hazardous waste drop off. The Council is interested in trying to establish a few hours a week for regular collection, preferably on Saturday. 5. (IP8, Memo from Assistant City Manager: 2016-2017 Strategic Plan Summary) Mayor Pro tem Botchway asked if the Summary could be distributed through the communication portal. Assistant City Manager Monroe confirmed it could be done. 6. (IP13, Comprehensive Annual Financial Report (CAFR) FY ended June, 30, 2017) Mayor Throgmorton pointed out the report in the packet. City Manager Fruin suggested looking through the statistical section. 7. (IP9, Memo from City Clerk: Listening Post Update) Mayor Throgmorton asked the City Clerk to set up the next Listening Post for mid February at Kirkwood Community College. Action: City Clerk will follow up on the listening post discussion. Council updates on assigned boards, commissions and committees Council member Mims — JECC (Johnson County Joint Emergency Communication Center) — Getting started on the budget. Council member Dickens — Para -Transit - Reminded Council to appoint a replacement for his position on the Committee. Adjourn 9:02 p.m.
