Resolutions and Motions: Item 3d(1) Outlot Dedication - Resolution Accepting the Dedication of Outlot P Lindemann Subdivision, Part Four A as Public Open Space. Comment: Pursuant to subdivider's agreements for this subdivisions, the City agreed to accept this outlot as public open space upon completion of the public improvements in the subdivisions, erosion control and ground cover established, and occupancy permits have been issued for the numbered lots abutting the outlot, unless waived by the City. Staff has determined that the requirement for occupancy permits should be waived because City Maintenance is necessary, and thus find acceptance of this dedication appropriate. Item 3d(2) Concrete Materials Contract - Resolution authorizing the award of the contract for Concrete Materials for the City. Q_ Comment: On September 27, 2017, the Purchasing Division issued a request for bid to provide raw Concrete Materials (C-3 and C-4 Paving Mix, M-3 and M-4 Maintenance Mix, Calcium Chloride, Heat, K -Crete, and bags of Portland) for the City of Iowa City. Bids were reviewed and it was determined that Croell Inc. was the lowest responsive, responsible bidder. The initial term of this contract is for one year, with an option to renew for four additional one-year periods. The City expects to spend approximately $160,000 per year, making the total dollar amount of this contract $800,000. Funds for this purchase are available in the operating budget for various City divisions under the Concrete line item. This resolution authorizes the award of a one-year contract and authorizes the City Manager to effectuate future renewals. Comment: The project has been completed by Superior Seawalls, Inc. of Illinois City, Illinois, in substantial accordance with the plans and specifications. Comment: The project has been completed by Feldman Concrete of Dyersville, Iowa, in substantial accordance with the plans and specifications. Comment: The project has been completed by TD Builders, LLC of Swisher, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. Comment: This item will accept the trail improvements for Lindemann Subdivision — Parts Three, Four A, and Five generally located west of Charles Drive and east of Lindemann Drive Item 3d(8) Pleiades Second Addition — Resolution approving final plat / of Pleiades Second Addition, Iowa City, Iowa (SUB17- 00006). Comment: Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the January 2 City Council meeting. Approval will allow the development of Pleiades Second Addition, a 1 -lot, 2.78 -acre residential subdivision located on Dubuque Road. Dubuque Street to Riverfront Crossings — Motion setting a public hearing for January 16 on an ordinance conditionally rezoning approximately .5 acres of property from Intensive Commercial (CI -1) zone to Riverfront Crossings -Central Crossings (RFC -CX) zone located at 703, 705, and 709 S. Dubuque Street. (REZ17- 00018). Comment: At its December 21 meeting, by a vote of 5-1 (Signs voting no, Martin absent), the Planning and Zoning Commission recommended approval of this rezoning with conditions regarding a landscape buffer adjacent to the railroad and the provision of usable open space. Approval will allow the development of a multifamily building according to the Riverfront Crossings Form Based Code. Item 3e(2) Iowa City Public Housing Roofing and Siding Replacement - Resolution setting a public hearing on January 16, 2018 on / plans, specifications, form of contract, and estimate of cost for the construction of the Iowa City Public Housing Roofing and Siding Replacement Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: This project includes the removal and replacement of the existing siding and roofing on 20 Iowa City Public Housing properties. The estimated project cost is $314,000 and will be funded by account #Q0001 Roof & Siding Damage PHA. Item 3f. January 2, 2018 City of Iowa City Page 7 IMNING1 /8 - '4735_ Zoning code amendment - Ordinance amending Title 14, "Zoning code, Article 5b "Sign Regulations" to broaden the sign allowance and illumination requirements for institutional uses in residential, ID and OPD zones and to allow plastic trim cap channel letters for signs above the 5th story on high rise buildings. (Second Consideration) Comment: At its October 19th and November 2nd meetings, by votes of 7-0, the Planning and Zoning Commission recommended approval of these zoning code amendments. Approval of the amendments would allow fascia (building wall) signs on institutional uses in ID, OPD and residential zones to increase in size from 4sf to 12sf and also allow an additional monument sign. Internal illumination of one sign for an institutional use in PRM zones would be allowed. Plastic trim cap channel letters which are prohibited in CB and RFC zones would be allowed on buildings of more than 5 stories if the sign is above the 51 story. Cardigan Park Improvement - Resolution approving plans, specifications, form of agreement, and estimate of cost for the -�� construction of the Cardigan Park Improvement Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. 0­'� Comment: This project will expand park amenities for Cardigan Park in a newly developed neighborhood on the east side of Iowa City to add a shelter structure, fire ring, concrete walking paths and a pollinator garden. A neighborhood design charette was held at the site on September 8, 2016 and a master plan created in the fall of 2016. Playground equipment and swings were installed at Cardigan Park in 2017. Douglass Street and Douglass Court Water Main Improvements - Resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Douglass Street and Douglass Court Water Main Improvements Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and j�v place for receipt of bids. Comment: The project generally involves the replacement of an aging water main with a history of breaks on Douglass Street and Douglass Court. Ordinance amending small employer definition - Ordinance amending Title 2 entitled "Human Rights," Chapter 1, entitled 8 4-734, "Definitions" to exclude small employers from the definition of employer, matching State code. (Second consideration) Comment: The current definition of employer in the human rights ordinance defines it as any person who employs one or more employees. State law exempts any person who regularly employs less than four individuals. The Human Rights Department wants to mirror that change in our own law.
