Adil Adams appeared regarding the Press Citizen article stating Council member Salih was a co-founder of the Center for Worker Justice. Ali Ahmed appeared to clarify Adil Adams' previous statement. A public hearing was held on an ordinance rezoning approximately 3.6 acres of property from Neighborhood Public (P-1) to Planned Development Overlay Neighborhood Public (OPD/P1) zone (Sensitive Areas Plan for Lincoln School) located at 300 Teeters Court (REZ17-00016). The Mayor requested Council members disclose any ex parte communications and none were reported. Senior Planner Bob Miklo presented a power point. No one appeared. Individual Council members expressed their views. Moved by Taylor, seconded by Mims, that the ordinance rezoning approximately 3.6 acres of property from Neighborhood Public (P-1) to Planned Development Overlay Neighborhood Public (OPD/P1) zone (Sensitive Areas Plan for Lincoln School) located at 300 Teeters Court (REZ17-00016), be given first vote. Moved by Mims, seconded by Salih, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that Ord. 18-4735, amending Title 14, "Zoning code, Article 5b "Sign Regulations" to broaden the sign allowance and illumination requirements for institutional uses in residential, ID and OPD zones and to allow plastic trim cap channel letters for signs above the 5t' story on high rise buildings, be voted on for final passage at this time. Moved by Mims, seconded by Thomas, that the ordinance be finally adopted at this time. Mayor Pro tem Taylor noted her appreciation in the research that looked at different cities and their sign and height regulations. A public hearing was held on a resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Cardigan Park Improvement Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Parks & Forestry Superintendent Hall presented a power point. No one appeared. Individual Council members expressed their views. Moved by Mims, seconded by Thomas, to adopt Res. 18-10, approving plans, specifications, form of agreement, and estimate of cost for the construction of the Cardigan Park Improvement Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. A public hearing was held on a resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Douglass Street and Douglass Court Water Main Improvements Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Senior Civil Engineer Sovers presented information. Aaron VanNoy appeared with questions regarding the Douglass Court improvements and issues with his driveway and the improvements. Moved by Mims, seconded by Thomas, to adopt Res. 18-11, approving plans, specifications, form of agreement, and estimate of cost for the construction of the Douglass Street and Douglass Court Water Main Improvements Project, Complete Description January 2, 2018 Page 3 establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. The Mayor noted the previously announced vacancies to Boards and Commissions: Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment - December 31, 2018 (Formerly advertised); Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment - December 31, 2020; Airport Zoning Commission for a five-year term, January 1, 2018 — December 31, 2022; Airport Zoning Commission for an unexpired term, upon appointment — December 31, 2021; Board of Adjustment for a five-year term, January 1, 2018 — January 1, 2023 (Re -advertised to fulfill gender balance requirement); Board of Appeals for a five-year term, January 1, 2018 - December 31, 2022. However, no additional publication costs will be incurred. More information may be found on the City website or in the City Clerk's office. Community Comment — No one appeared. City Council Information: Council member Thomas stated he was enjoying time with family and friends over the holiday. Council member Mims mentioned an event, Tech Brew AM, at Merge, hoped all had a good holiday season and due to the weather make sure to check water pipes and keep pets safe. Mayor Pro tem Taylor cautioned spending too much time outside in the extreme cold with exposed skin, or even with it covered. Taylor also declared she was proud of her Icelandic heritage noting they were the very first country in the nation to pass an equal pay for equal work law. Council member Botchway announced the first annual Breakfast on a Budget on Saturday, January 6th before the City Council's budget work session. Botchway also urged everyone to attend the various festivities for MLK coming up and a launch event on MLK Day at Merge at 6:OOpm. Complete Description January 2, 2018 Page 4 Council member Salih stated she was excited to work with Council and the community. Council member Cole welcomed Council member Salih and gave kudos to Botchway for his Breakfast on a Budget idea to try and involve more citizens in the budget process. Mayor Throgmorton noted the meeting as being Council members Salah's first, Mayor Pro tem Taylor's new role on Council, and thanked Council member Botchway for his service in that position for the last two years. Throgmorton also mentioned the National League of Cities Congressional City Conference (March 11-14) and thought it would be a good conference for one or two Council members to attend and also informed the Council of his conversations with the University regarding jointly issuing a declaration kicking off the start of the University's sustainability themed semester and a tentative meeting regarding a way to optimize the use of 1-380 with Council member Thomas, Senator Joe Bolkcom and IDOT staff. Report on items from city staff: City Manager Fruin wished Assistant to the City Manager Andrew a happy birthday. Assistant to the City Manager Andrew introduced the legislative consultants for the 2018 State of Iowa legislative session. Doug Struyk, Jim Camey, and Jenny Dorman from Carney & Appleby PC presented information about themselves; the Company, and the 2018 legislative priorities. Individual Council members expressed their views. Action: CMO Staff will include in legislative priorities a request for the legislature to address racial disparities in relation to incarceration and arrests. Discussion of Crime Trends with Police Chief Matherly Police Chief Matherly presented a power point on crime trends. Individual Council members expressed their views. Action: The slides from the presentation given by Chief Matherly will be included in the 12/21 info packet. (adjourn to Formal meeting 6:45pm) Discuss process for developing the 2018-19 Strategic Plan City Manager Fruin presented a summary for the process for developing the 2018-19 Strategic Plan. Individual Council members expressed their views. Action: City Clerk and CMO will arrange a half-day during the week for an initial Council strategic planning session in January. Councilor Dickens will be included in the invitation. Clarification of Agenda Items [Agenda Item 2f(4)]... Mike Marchione: University of Iowa Dance Marathon Volunteering ... Mayor Throgmorton made a statement that he thought there was a Council member that might be interested in participating. Botchway confirmed that he planned on it but had not responded yet. Julia and Bill Leupold: 318 North Gilbert appeal ...Mayor Throgmorton inquired if staff had responded to the letter of intent to appeal. City Attorney Dilkes stated the letter indicated they were requesting the appeal wait until April and staff had confirmed their request. [Agenda Item 2f(12)]... Acting Sr. Transportation Engineering Planner: Removal of odd/even calendar parking prohibition on the 1200 block of E Davenport Street between Reno Street and Pleasant Street and establishment of "No Parking Any Time" parking prohibition on the north side of the 1200 block of E Davenport Street... Council member Cole asked City Manager Fruin for more details regarding the parking issue. Fruin stated he did not have the details but would look into it and report back to the Council. Information Packet Discussion [December 7, December 141 ➢ December 7 1. (IP2, Copy of Email to City Manager from Johnson County Board of Supervisors Administrative Assistant with attachment: Behavioral Health Access Center — CIT Information) Mayor Pro tem Botchway indicated his excitement for the County to be stepping up to facilitate the work on the Access Center and expressed a couple of concerns. Individual Council members expressed their views. 2. (IP5, Memo from City Clerk: KXIC Schedule) Council member Taylor thanked Council members for assigning her a date on the radio show schedule. 3. (IP3, Copy of article from City Manager: Riverfront Crossings Rush) Council member Mims thanked City Manager Fruin for adding the article. 4. (IP4, Memo from City Clerk: Joint Meeting Agenda Items for January 22) Individual Council members indicated items they would like to see on the January 22 joint meeting agenda. Action: For the joint meeting in January, Council directed staff to submit the following topics: o Behavioral Access Center update o Iowa City transit route and hours of operation analysis o Ideas for potential regional initiatives ➢ December 14 1. (IP6, Memo from City Manager: Housing and Community Development Commission (HCDC) recommendations to Council) Individual Council members expressed their support of the recommendation to translate the informational disclosure and acknowledgement form into five languages and that additional conversation was needed during the strategic planning process on the other recommendation. Action: • As HCDC recommended and Council agreed, NDS and Human Rights staff will proceed with the translation of the rental property "Informational Disclosure and Acknowledgement' form into five languages and will post online. • In response to the other HCDC recommendation, NDS will prepare information for Council regarding rent data collection, including a summary of what other cities are doing to collect and track rental data. This topic will be revisited during the strategic planning session. Council Work Session December 19, 2017 Page 3 2. (IP7, Memo from City Manager: Sanxay-Gilmore House, 109 Market Street) Individual Council members discussed staff involvement in negotiations. If necessary a Council work session will be held on the topic. Action: CMO and the Mayor will further discuss how to approach communications about the Sanxay-Gilmore house. 3. (IPS, Memo from Assistant City Manager: 2016-2017 Strategic Plan Summary) Mayor Throgmorton mentioned the summary was excellent, very thorough and up to date. 4. (IP11, Memo from Resource Management Superintendent: Household hazardous materials update) Council member Mims noted the memo and the complaints she has received regarding having to make an appointment to drop off hazardous waste. Mims suggested looking into a few set hours each week to drop off without an appointment. Mayor Throgmorton stated he thought the memo said they were looking into some set hours. Action: Public Works staff will continue to explore regular hours for household hazardous waste drop off. The Council is interested in trying to establish a few hours a week for regular collection, preferably on Saturday. 5. (1138, Memo from Assistant City Manager: 2016-2017 Strategic Plan Summary) Mayor Pro tem Botchway asked if the Summary could be distributed through the communication portal. Assistant City Manager Monroe confirmed it could be done. 6. (IP13, Comprehensive Annual Financial Report (CAFR) FY ended June, 30, 2017) Mayor Throgmorton pointed out the report in the packet. City Manager Fruin suggested looking through the statistical section. 7. (IP9, Memo from City Clerk: Listening Post Update) Mayor Throgmorton asked the City Clerk to set up the next Listening Post for mid February at Kirkwood Community College. Action: City Clerk will follow up on the listening post discussion. Council updates on assigned boards, commissions and committees Council member Mims — JECC (Johnson County Joint Emergency Communication Center) — Getting started on the budget. Council member Taylor announced she had been invited to attend the Minimum Wage Committee report at the Johnson County Administration Building. Council member Thomas mentioned two annual events that he attended, the Center for the Book open house and the CVB annual luncheon. Council member Mims reported that she and Mayor Throgmorton had met with School Board members for updates and also attended bond training with the Mayor and City staff. Mims stated that she had done an interview with KCJJ during the campaign and said she would be happy to go back periodically and talk about what's going on with the City. Mims will be doing two shows a month which will be on the second Thursday and the last Tuesday of the month. Mims also met with Jennifer Daly from Cedar Rapids/Iowa City Corridor Development and the City Manager and learned about her background and the what she's done for the Children's Museum. Mayor Throgmorton informed the Council of his attendance at the Oakdale Prison Community Choir's annual winter concert and expressed his views of the event. City staff thanked Council member Dickens for his years of service, sharing his thoughts and feedback on the community, and his support.
