Resolution No. 18-1
Resolution accepting the dedication of Outlot P Lindemann Subdivision,
Part Four A as public open space.
Whereas, the City and Walden Wood Associates II, L.L.C. entered into a subdivider's agreement
for Lindemann Subdivision, Part Four A, recorded at Book 5102, Page 207, in the records of the
Johnson County, Iowa Recorder's Office, contemporaneously with the final platting of said
subdivision; and
Whereas, pursuant to said Subdivider's Agreements, Walden Woods Associates II agreed to
dedicate Outlot P to the City for public open space, and the City agreed to accept the dedication
of said outlot upon the satisfaction of certain conditions set forth in said agreements; and
Whereas, Staff finds that these conditions have been satisfied; and
Whereas, the City Council finds acceptance of said dedication to be in the public interest.
Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa that:
Acceptance of the above -referenced outlot for public open space, in a form of conveyance
approved by the City Attorney's Office, is hereby approved and authorized.
2. The Mayor is authorized to sign and the City Clerk to attest any and all documentation
necessary to effectuate the acceptance of said dedications and to record the same at the
Walden Wood Associates ll, L.L.C. expense.

Executive Summary:
Pursuant to subdivider's agreements for this subdivision, the City agreed to accept this outlot as
public open space upon completion of the public improvements in the subdivisions, erosion
control and ground cover established, and occupancy permits have been issued for the numbered
lots abutting the outlot, unless waived by the City. Staff has determined that the requirement for
occupancy permits should be waived due to stability of the soils and thus find acceptance of this
dedication appropriate.
Background / Analysis:
This outlot includes a trail and stream bank, which has been restored to the Director of Parks
and Recreation's and Public Works' satisfaction.

Resolution authorizing the award of the contract for
concrete materials for the City
Whereas, a request for bid was issued for various raw concrete materials on September 27, 2017;
and
Whereas, Croell Inc., submitted the lowest responsible unit price bid for provision of concrete
materials for City use; and
Whereas, based on prior concrete product use,
materials exceeds $150,000, which exceeds the
thus requiring City Council approval; and
the total expected expenditure on the concrete
City Manager's spending authority of $150,000
Whereas, the concrete will be used by a number of City divisions, and funds for this procurement
are available in the operating budget for various City divisions and in the Road Use Tax Repair
Program Concrete account; and
Whereas, approval of this procurement is in the public interest.
Now, therefore, be it resolved, by the City Council of the City of Iowa City, Iowa, that:
1. The proposed procurement as described is approved.
2. The City Manager is authorized to take steps necessary to effectuate future renewals.

Executive Summary:
On September 27, 2017, a Request for Bid was issued by the City's Purchasing Division for
Concrete Materials. Croell Inc., was the lowest responsible and responsive bidder. The new
contract will start on March 1, 2018. The City's annual cost for Concrete Material is
approximately $160,000.00.
Background / Analysis:
The Concrete Materials bid included supply and delivery of the following products: C-3
Paving Mix, C-4 Paving Mix, M-3 Maintenance Mix, M-4, Calcium Chloride, Heat, K -Crete,
and bags of Portland. These products are used primarily by the Streets Division in the Public
Works Department.

Inc. of Illinois City, IL, dated April 5, 2017, be accepted; and
Whereas, the Engineer's Report and the performance and payment bond have been filed in the
City Engineer's office; and
Whereas, funds for this project are available in the Annual Bridge Maintenance & Repair account
##S3910; and
Whereas, the final contract price is $249,618.74.
Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa, That said
improvements are hereby accepted by the City of Iowa City, Iowa.

Executive Summary:
This annual project provides pedestrian accessibility improvements at various locations within
the City by installing ADA compliant curb ramps on pedestrian routes. Work included either
removal of full curb and replacement with curb ramps or replacement of existing non-
compliant curb ramps. The work also included street patching through cross walk areas to
remove trip hazards as necessary. The repair locations were chosen based on prioritization,
including consideration of recommendations / complaints from residents.
The Curb Ramp 2017 Project included work at the following locations:

Resolution Approving Final Plat Of
Pleiades Second Addition, Iowa City, Iowa.
Whereas, the owner, North Dodge Medical Holdings LLC, filed with the City Clerk the final plat of
Pleiades Second Addition, Iowa City, Iowa, Johnson County, Iowa; and
Whereas, said subdivision is located on the following -described real estate in Iowa City, Johnson
County, Iowa, to wit:
Outlot A, Pleiades First Addition, according to the plat thereof recorded in Book 59, Page
245 in the records of the Johnson County, Iowa Recorder.
Whereas, the Neighborhood and Development Services Department and the Public Works
Department examined the proposed final plat and subdivision, and recommended approval; and
Whereas, a dedication has been made to the public, and the subdivision has been made with the
free consent and in accordance with the desires of the owners and proprietors; and
Whereas, said final plat and subdivision are found to conform with Chapter 354, Code of Iowa (2017)
and all other state and local requirements.
Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa, that:
1. The said final plat and subdivision located on the above-described real estate be and the
same are hereby approved.
2. The City accepts the dedication of the easements as provided by law.
3. The Mayor and City Clerk of the City of Iowa City, Iowa, are hereby authorized and directed,
upon approval by the City Attorney, to execute all legal documents relating to said
subdivision, and to certify a copy of this resolution, which shall be affixed to the final plat after
passage and approval by law. The City Clerk shall record the legal documents and the plat at
the office of the County Recorder of Johnson County, Iowa at the expense of the
owner/subdivider.

BACKGROUND INFORMATION:
The applicant, Build to Suit, submitted a final plat for Pleiades Second Addition, a 1 -lot, 2.78 acre
subdivision located north and east of 1360 N. Dodge Street. The final plat is consistent with the
previously approved preliminary plat.
Currently, the subject area is platted as an outlot of Pleiades First Addition. In the preliminary plat
for this subdivision, the subject area was platted as Lot 2 of the subdivision. However, because the
subject area did not have sewer service at the time of the final plat, this lot was platted as an outlot
for future development. The final plat of Pleiades Second Addition follows the preliminary plat of
Pleiades First Addition.
ANALYSIS:
The lot size, lot boundaries, and total acreage of the final plat of Pleiades Second Addition is in
general compliance with the approved preliminary plat and subdivision regulations.
The construction limits line shown on Lot 1 is consistent with the preliminary plat. The construction
limit line is in place to ensure that no grading or other development activity occurs north and east of
this line, in order to preserve woodlands and sensitive slopes on the property. The legal papers will
address this requirement.
Neighborhood Open Space: The Neighborhood Open Space Plan identifies the proposed
subdivision as part of the Dubuque Road Neighborhood Open Space District (N-1). With the final
plat of Pleiades First Addition, the applicant paid fees in lieu of 2,621 square feet of property to meet
the requirements of the Neighborhood Open Space Ordinance. Because the subject area was
included in the Pleiades First Addition, no additional open space requirement applies to this
subdivision.
Infrastructure Fees: Water main extension fees for the subject area were paid with the approval
of the final plat of Pleiades First Addition.
STAFF RECOMMENDATION:
Staff recommends approval of SUB17-00006, the final plat of Pleiades Second Addition, a 1 -lot,
2.78 acre residential subdivision located north and east of 1360 N. Dodge Street, subject to approval
of construction drawings and legal papers by the City Engineer and City Attorney.

Whereas, funds for this project are available in account # Q0001.
Now, therefore, be it resolved by the Council of The City of Iowa City, Iowa, that:
1. A public hearing on the plans, specifications, form of contract, and estimate of cost for the
construction of the above-mentioned project is to be held on the 16th day of January, 2018,
at 7:00 p.m. in the Emma J. Harvat Hall, City Hall, Iowa City, Iowa, or if said meeting is
cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk.
2. The City Clerk is hereby authorized and directed to publish notice of the public hearing for
the above-named project in a newspaper published at least once weekly and having a

Executive Summary:
This agenda item begins the bidding process for the Iowa City Public Housing Roofing and
Siding Replacement Project. This project includes the removal and replacement of roofing
and siding on 20 Iowa City Public Housing properties located on Aster Avenue, Indigo Court,
Whispering Prairie Avenue, and Whispering Meadow Drive in Iowa City.
Background / Analysis:
In February of 2017, a hailstorm caused significant damage to the siding and roofing of 20
Iowa City Public Housing properties. The estimated cost for repairs is $314,000. Insurance is
expected to reimburse the Iowa City Housing Authority in the amount of $258,000. The
remaining balance of $56,000 will be funded by the Iowa City Housing Authority.

RESOLUTION NO. 18-12
Resolution Establishing the City Of Iowa City's
2018 Legislative Priorities
Whereas, the Iowa City City Council seeks to encourage legislation that enhances the quality of
life for residents in Iowa City as well as the State of Iowa; and
Whereas, the City of Iowa City and other cities play a critical role in the future of the State; and
Whereas, it is in the interest of the residents of Iowa City that the City Council establish legislative
priorities and convey said priorities to our State delegation and other relevant stakeholders.
Now, therefore, be it resolved that the Iowa City City Council hereby outlines its legislative
proposals to the Iowa City area legislative delegation for the 2018 Iowa State legislative session
as follows:
Ensure the continued funding of commercial & industrial property tax replacement
payments
2013 property tax reform measures are placing significant financial pressures on cities across
the state. Over the next several years, cities will be challenged to maintain basic service levels,
even with State of Iowa property tax backfill reimbursements. The magnitude of backfill
payments for many cities is such that in addition to basic service cuts, property tax rates will
likely be raised to compensate for the lost revenue. Raising tax rates to compensate for
reduced taxable value negates the intention of property tax reform. Backfilling a portion of
property tax revenue lost to local jurisdictions was an important component of the 2013
legislation and recognized the necessity of this revenue for local government operations.
Protect Home Rule authority for local governments
Local governments are uniquely positioned to respond to the needs and priorities of our
residents and taxpayers. Cities innovate in response to local conditions and implement new
ideas that can benefit the State as a whole and more closely reflect the priorities of the public
we serve. The ability to diversify the City's revenue streams is one issue in which enhanced
local control would be advantageous. Overreliance on property tax revenue reduces budget
stability and can negatively impact household finances in the event of property tax increases. A
more diverse set of funding streams can provide financial stability if one revenue source fails to
meet projections in a given year.
Support legislation that addresses racial disparities in relation to arrests and
incarceration
Significant disparities exist in arrest and incarceration rates across different racial and ethnic
groups, both nationally and in the State of Iowa. Iowa City supports legislation intended to
address and eliminate these disparities in the criminal and juvenile justice systems in Iowa.
Legislation requiring law enforcement agencies to collect and report data, similar to Iowa City's
disproportionate minority contact study, and establishing a state community policing advisory
board was introduced during the 2016 session. Iowa City would support similar legislative
efforts during the 2018 session.

Advocate for additional water and wastewater infrastructure funding
In order to improve efforts to support a clean water supply, protect public health, and meet
increased environmental regulation requirements, the City of Iowa City advocates for increased
State funding for water, wastewater, and storm water infrastructure development and
maintenance. Providing and protecting healthy water supplies are core functions of government
and local infrastructure can have significant effects on other communities downstream. Healthy
waterways are essential to maintaining the State's quality of life and economy; providing the
resources to meet the demands of water regulations is critical to ensuring that the health of our
water resources is protected.
Support the legislative efforts of the Iowa League of Cities and the Metro Coalition
Iowa City, as a member city of both organizations, supports the legislative priorities set forth by
the Iowa League of Cities and by the Metropolitan Coalition for the 2018 legislative session.

Executive Summary:
Prior to the start of each State of Iowa legislative session, the City Council traditionally adopts
legislative priorities and communicates the City's positions on those issues to our elected
delegation.
Background / Analysis:
City Council discussed Iowa City's 2018 State of Iowa legislative priorities at the December 19
work session. Staff was directed to draft a resolution reflecting this discussion and identifying
the priorities that will be the focus of the City's lobbying efforts during the upcoming legislative
session. The priorities in the draft resolution are as follows:
1. Ensure the continued funding of commercial & industrial property tax replacement
payments
2. Protect Home Rule authority for local governments
3. Support legislation that addresses racial disparities in relation to arrests and
incarceration
4. Advocate for additional water and wastewater infrastructure funding
