Harvat Hall Council: Botchway, Cole, Mims, Salih, Taylor, Thomas, Throgmorton. UISG: Nelson, Stewart Staff: Fruin, Monroe, Andrew, Dilkes, Dulek, Fruehling, Havel, Sovers, Hightshoe, Seydell-Johnson, Bockenstedt, Craig (A transcription and PowerPoint are available in the City Clerk's Office and the City website.) Review of Pedestrian Mall plans City Manager Fruin gave an introduction of the presenters and a timeline for setting the public hearing and approving plans and specs. Senior Civil Engineer Sovers and Angie Coyier from Genus Landscape Architects gave a power point presentation on the Pedestrian Mall Improvements project. Individual Council members expressed their views. Action: • Engineering will provide a detailed cost opinion for the Pedestrian Mall improvement project. They will proceed with the base bid and two alternates as presented. However, staff will explore other possible alternates before finalizing the bid documents. Communications will use City information channels to share images of the proposed pedestrian mall design to encourage public feedback. Clarification of Agenda Items • [Agenda Item 3a(1)]... January 2 minutes, Special Formal (Organizational) Official & Complete ... Mayor Throgmorton noted that Council member Cole was not present for the organizational meeting and therefore could not comment on if he wanted to continue on the Economic Development Committee when Council member Salih was appointed. Cole and Salih have since talked and agreed Cole could stay on the committee. Action: Council agreed that the serving members of the Economic Development Committee will include Mayor Throgmorton, Councilor Mims, and Councilor Cole. A vote for formal appointment will be put on the next Council Meeting agenda. [Agenda Item 5b]... Rezoning Sensitive Areas Plan for Lincoln School ... Council member Botchway noted that he would be recusing himself from this item. • [Agenda Item 7]... Theme Semester Joint Declaration ... Council member Botchway asked what other types of themed semesters had there been in the past and if this would be a continued partnership. Mayor Throgmorton stated there had been others but could not list them and that he was approached specifically regarding the sustainability theme and partnering with the University. Council Work Session January 16, 2018 Page 2 • [Agenda Item 3e(3)]... Rezoning Herbert Hoover Highway ...Council member Thomas asked for confirmation that not all the land needed to be rezoned as multi -family. Mayor Throgmorton stated he thought only the northern part needed to be but that they were only setting the public hearing. • [Agenda Item 3f(1)]... Lorraine Bowans: Thank you for your concern ... Mayor Throgmorton acknowledged the correspondence and asked if there was anything that could be done. City Manager Fruin stated that their concern was what the intention of the rental cap was for and that would be one of the consequences that the City would have to accept with the rental cap in place. • [Agenda Item 3f(9)]... Adil Adams: The Sudanese farm at Tiffin ... Mayor Throgmorton asked if anyone had to spoke to Mr. Adams about how to get an item on the agenda and if there was more information regarding the item. • [Agenda Item 3d(5)]... Hilton Garden Inn TIF Agreement ...Council member Cole questioned why the developer wanted to make the change. City Manager Fruin explained the changes in the project that necessitate the amendment. (Break to Formal meeting — 6:40p.m.) _Operating and Capital Budget Discussion Council members discussed the items listed in the City Managers memo [IP4 of the January 11th Information packet] and agreed to continue discussion at the February 6th work session. Action: • City Manager will provide a memo outlining the discussed changes to the budget in the next Information Packet and the scheduled Work Session on February 6th will be extended and begin at 4:30 p.m. Information Packet Discussion rJanuary 4. January 111 Mayor Throgmorton stated he would not be able to attend the January 22"d Joint Entities meeting. Council agreed to defer the January 41 and January 111 Information Packets to the February 61^ work session. Council updates on assigned boards, commissions and committees None. Adjourn 10:37 p.m.
