Item 4d(3) Douglass Street and Douglass Court Water Main Improvements - Resolution awarding contract and 8 �9 authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Douglass Street and Douglass Court Water Main Improvements Project. February 6, 2018 City of Iowa City Page 4 Item 4d(4) Parks & Recreation Fees - Resolution establishing a revised schedule of fees and charges for Parks and Recreation services and programming and rescinding Resolution number 17-33 previously establishing said fees and charges. Comment: The Parks and Recreation Commission and staff review fees and charges annually and increases are considered in order to help support the Recreation Division's budget. The Parks and Recreation Commission reviewed and adopted tentative increases for FY19 and is recommending for adoption at this time. Some of the FY19 changes may be implemented in FY18 because the summer season begins in FY18 and continues into FY19. The Parks and Recreation Commission reviewed and adopted the proposed changes at their meeting of December 13, 2017. Item 4d(5) Police Budgeted Position - Resolution amending the budgeted positions in the Police Department by adding one full-time Police Sergeant position. Comment: The Police Department has been awarded a $450,000 strengthen its response to domestic and sexual violence. Money through the grant will be available through September 201 expected to cover the salary and benefits of the grant manager implement and manage this program, staff recommends that positions in the Police Department be increased by adding one Police Sergeant position. Comment: Larson Subdivision is a two -lot subdivision, for which a sensitive areas development plan has been approved allowing for two multi -family buildings on Lot 2 (OPD/RM-12). Lot 1 is zoned RS -5 and currently used for as a single-family lot. Although Lot 1 is zoned for single-family development, the owners of the existing single-family house wish to convey the property to the adjacent owner for commercial use (potentially a parking lot). This amendment will release Lot 1 from the obligation to pay a fee to extend watermain to the property prior to issuance of a building permit for any lot in the subdivision, will allocate the respective NOS obligation to each lot, and will release Lot 1 from the obligation to install the storm water management facility. Staff recommends approval of this amendment, finding that if Lot 1 is not used for residential purposes, then there is no need to extend watermain to the lot, and, therefore, no need for the owner to pay the watermain extension fee, the storm water management will only serve Lot 2, and the amount of the NOS fee will not be reduced. Setting Public Hearings: Item 4e(1) Rezoning Foster Road - Vintage Cooperatives - Motion setting a public hearing for February 20 on an ordinance rezoning approximately 53.29 acres from High Density Single Family Residential (RS -12) zone to Planned Development Overlay/High Density Single Family Residential (OPD/RS-12) for approximately 50.11 acres and Commercial Office (CO -1) zone for approximately 3.18 acres, located south of 1-80 west of Prairie Du Chien Road. (REZ17-00017) Comment: At its January 18 meeting, by a vote of 6-0 (Freerks absent), the Planning and Zoning Commission recommended approval of this rezoning. Approval will allow the development of Vintage Cooperative, a 53 -unit senior housing building, 59 townhouse style dwelling units and 3.18 acres for office development located south of Interstate 80, west of Prairie Du Chien Road. Item 4e(2) Pedestrian Mall Improvements - Resolution setting a public hearing on February 20, 2018 on plans, specifications, 1 8-35 form of contract, and estimate of cost for the construction of the Pedestrian Mall Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. February 6, 2018 City of Iowa City Page 6 Item 4e(3) Iowa City Landfill and Recycling Center Cell FY18 Construction - Resolution setting a public hearing on 18-33 February 20, 2018 on plans, specifications, form of contract, and estimate of cost for the construction of the Iowa City Landfill and Recycling Center Cell FY18 Construction Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: This project includes the construction of a new landfill cell at the current landfill site. This landfill cell will be an extension north from the most recent active cell location. The estimated construction cost is $1,565,000 and will be funded with Landfill revenues. Item 4e(4) Establish urban renewal area - Resolution determining the necessity of and setting dates of a consultation (March 2) and public hearing (March 20) on a proposed Foster Road Urban Renewal Plan in the City of Iowa City, Iowa. Comment: A resolution of necessity initiates the legislative process for the City to engage in urban renewal projects in urban renewal areas. Following the adoption of a resolution of necessity, the City holds a consultation with the other local taxing jurisdictions (March 2) and a public hearing before a vote on whether to adopt the plan (March 20). The Foster Road Urban Renewal Area enables the City to provide financial assistance in the building of Foster Road using the tax increment created by new value in the district. Item 4f. Amendment to Title 2, City Ordinances - Ordinance amending Title 2 entitled "Human Rights," Chapter 1, entitled "Definitions" to remove reference to "masculine" and "feminine" from the definition of gender identity and make it inclusive of non -binary expression. (First Consideration) Comment: The Human Rights Ordinance presently defines gender identity as "[a] person's various individual attributes, actual or perceived, in behavior, practice or appearance, as they are understood to be masculine and/or feminine." Gender identity is currently understood to encompass a wide range of gender expressions not limited to merely "male/masculine" or "female/feminine." The Human Rights Department believes the definition should be modernized so the definition of .'gender identity' is inclusive of all forms of gender expression. Comment: This item will authorize City staff to execute the necessary agreement to receive City Bridge Funds from the Iowa Department of Transportation for the reconstruction of the Second Avenue bridge over Ralston Creek.
