February 20, 2018 City of Iowa City Page 4 Item 4d(6) Procurement of Generator - Resolution Authorizing the ?_q1S Procurement of One (1) Diesel -Engine -Driven Packaged Generator for the Wastewater Treatment Facility Backup Generation and Electrical Distribution Upgrade Project. Comment: This agenda item will approve the procurement of One (1) Diesel -Engine -Driven Packaged Generator for the Wastewater Treatment Facility Backup Generation and Electrical Distribution Upgrade Project. The project will upgrade the existing electrical distribution system and backup generation equipment necessary to meet current and future demands. The cost is $1,259,980 and will be funded through the Generator Relocation & Emissions Upgrade account #V3143. Item 4d(7) Contract to provide Auditing Services - Resolution authorizing the award of a contract to provide Auditing Services for the City of Iowa City. Comment: On January 8, 2018, the City issued a request for proposal to provide auditing services for the City of Iowa City. Four (4) proposals were received, evaluated, and scored by staff who determined that the proposal submitted by Bohnsack & Frommelt LLP, best met the needs of the City. This contract includes a three-year engagement auditing the City's financial statements for fiscal years 2018, 2019 and 2020. This resolution authorizes the award of the contract and authorizes the City Manager to effectuate future contract renewals. Item 4d(8) Focus First Addition — Resolution approving final plat of Focus First Addition, Iowa City, Iowa (SUB17-00019). Comment: A preliminary plat of Focus First Addition was approved on November 6, 2017. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the February 20 City Council meeting. Approval will allow the development of Focus First Addition, a 1 - lot, 2.4 -acre residential subdivision with 7 townhouse style dwelling units located on North Dodge Street and North Dodge Street Court. Comment: This resolution sets a public hearing on March 6, 2018 to discuss the FY2019 proposed operating Budget, the three-year Financial Plan for FY2018 - FY2020 and multi-year Capital Improvement Plan (CIP) 2018 - 2022. Iowa City Landfill and Recycling Center Cell FY18 Construction - Resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Iowa City Landfill and Recycling Center Cell FY18 Construction Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Comment: This project includes the construction of a new landfill cell at the current landfill site. This landfill cell will be an extension north from the most recent active cell location. Pedestrian Mall Improvements - Resolution approving plans, _ specifications, form of agreement, and estimate of cost for the �-5 construction of the Pedestrian Mall Improvements Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Comment: The project generally includes pavement replacement, utility upgrades, installation of a permanent stage near the weather dance fountain, lighting, site furnishings and landscaping upgrades. Graduate Hotel Agreement - Resolution authorizing the Mayor to sign and City Clerk to attest an agreement with Graduate Iowa City Owner LLC concerning the pedestrian mall improvement project. Comment: Graduate Iowa City Owner LLC is the owner of the former Sheraton Hotel. This agreement grants the City a temporary construction easement during the pedestrian mall improvement project and a permanent utility easement on the north side of the building. The agreement also provides that the City will construct improvements to the stage and replace the hotel's water service to the building at City cost. City of Iowa City Page 10 Cafe Fees/Ped Mall - Resolution amending the cafe policy to waive the annual fee during the mall improvement project for cafes located in City Comment: This resolution waives fees for sidewalk cafes operating on the ped mall for 2018 and 2019 due to the disruption resulting from construction. A similar resolution was passed to waive the fees for cafes on Washington St. during that construction project. Action: Item 11. Amendment to Title 2, City Ordinances - Ordinance amending Title 2 entitled "Human Rights," Chapter 1, entitled "Definitions" L 1t73q to remove reference to "masculine" and "feminine" from the definition of gender identity and make it inclusive of non -binary expression. (Second Consideration) Comment: The Human Rights Ordinance presently defines gender identity as "[aj person's various individual attributes, actual or perceived, in behavior, practice or appearance, as they are understood to be masculine and/or feminine." Gender identity is currently understood to encompass a wide range of gender expressions not limited to merely "male/masculine" or "female/feminine." The Human Rights Department believes the definition should be modernized so the definition of "gender identity' is inclusive of all forms of gender expression.
