Resolution Item 4d(2) (Revised) Riverfront Crossings Park, Phase 3 - Resolution rejecting bids received on February 28, 2018 for the Riverfront Crossings Park, Phase 3 Project and setting a new date for receipt of bids for the rebidding of Riverfront Crossings Park, Phase 3 Project, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Comment: Bids for this project were opened on Wednesday, February 28, 2018, and the following bid was received: Tricon General Construction Cedar Rapids, IA $ 1,538,000.00 Engineer's Estimate $ 1,200,000.00 The bid received exceeds the amount available in the project fund. Correspondence M1 ruts Item 4f(9) Tony Wobeter: Deer Overpopulation with petition signed by 46 individuals March 6, 2018 City of Iowa City Page 4 Item 4d(5) New weather alert sirens - Resolution authorizing the award of a contract to provide, install, and service existing g"SES and new weather alert sirens. Comment: On September 25, 2017, the City issued a request for proposal to supply, install, and provide maintenance for a city-wide weather alert siren system. Four (4) proposals were received, evaluated, and scored by staff who determined that the proposal submitted by Lighting Maintenance Inc, best met the needs of the City. This purchase includes a five-year replacement schedule. The City expects to spend $287,616 updating to modern, state-of-the-art sirens, and $7,000 in annual maintenance for five years making the total purchase price of $322,616. Funds for the equipment purchase are available in the Fire Department's operating budget account #10450120-474420; funds for annual maintenance are available in the operating budget account #10450120-443080. This resolution authorizes the award of the contract and authorizes the City Manager to effectuate future annual maintenance renewals Item 4d(6) Police Officer Grant Over hires - Resolution amending g 5 budgeted positions in the Police Department by temporarily 9 adding two full-time police officer positions. Comment: The Police Department has recently been awarded two grants to cover the personnel costs associated with two new programs the Department is undertaking. Each program needs a dedicated Police Officer to coordinate activities. Grant funding will end in September 2019 for one program; and in December 2019 for the other program. Staff recommends that budgeted positions in the Police Department be increased by temporarily adding two full-time Police Officer positions. Item 4e. Setting Public Hearings: Item 4e(1) Rezoning Lower West Branch Road - Lindemann — Motion setting a public hearing for March 20 on an ordinance approving a rezoning and Sensitive Areas Development Plan for Lindemann Subdivision Part Eight, located in the OPD-5/OPD-8 zone located South of Lower West Branch Road and North of Anna Street. (REZ18-0006). Comment: At its February 15 meeting, by a vote of 5-0 (Theobald and Parsons absent), the Planning and Zoning Commission recommended approval of this rezoning. Approval will allow the development of Lindeman Subdivision Part Eight, a 39 -lot, 20.24 -acre residential subdivision with 36 single family lots and 41 townhouse style multifamily dwellings. March 6, 2018 City of Iowa City Page 5 Item 4e(2) Occupancy amendments — Motion setting a public hearing for March 20 on an ordinance amending Title 14, Zoning and Chapter 17-5 Housing Code, to amend and clarify regulations related to occupancy of residential dwellings and to establish standards to ensure adequate parking and open space for both rental and owner households that promote safe, healthy, and stable residential neighborhoods. Item 4e(3) Comment: At its February 15 meeting, by a vote of 5-0 (Theobald and Parsons absent), the Planning and Zoning Commission recommended approval of these amendments. Water Rate Public Hearing Resolution - Resolution setting a public hearing for March 20, 2018, on an Ordinance amending Title 3, Entitled "Finances, Taxation and Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties," and Title 16, entitled "Public Works," Chapter 3, entitled "City Utilities," Article A, entitled "General Provisions," Section 5 entitled "Establishing City Utility Accounts; Deposits Required". Comment: Title 3, Chapter 4 amendments include a 5% Water rate increase, the addition of a fee for work done outside of normal working hours, the elimination of the SurePay discount, and the removal of the charges for a returned check or automatic bank debit. Additionally, the changes include the codification of the Low Income Discount program. Title 16, Chapter 3A-5 amendments allow for the delinquency deposit to be waived if the account holder enrolls in SurePay. Council Action Report included in Council packet. Item 4f.
