Item 2c(2) Iowa City Parking Garage Maintenance Program and Bridge Repair 2017 - Resolution accepting the work for the Iowa City Parking Garage Maintenance Program and Bridge Repair 2017 Project. Comment: The project has been completed by Western Specialty Contractors of West Des Moines, Iowa, in substantial accordance with the plans and specifications. March 20, 2018 City of Iowa City Page 3 Item 2c(4) Idyllwild Stormwater Drainage Diversion - Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest Amendment No. 1 to the September 19, 2017, agreement by and between the City of Iowa City and HR Green, Inc. to provide engineering consultant services for the Idyllwild Stormwater Drainage Diversion Project. Comment: The City and Consultant entered in to a Consultant Agreement to evaluate the results of the 2016 Idyllwild Drainage Diversion Study to determine the best alternative and develop preliminary pump station design for the Idyllwild Flood Mitigation System. This amendment authorizes HR Green, Inc. to provide additional geotechnical field work and hydraulic modeling needed to complete design of the diversion and pump station. The negotiated increased cost will be $20,906 for services performed beyond the original scope, which will bring the total consultant service fees to $213,506. The Idyllwild Drainage diversion project will be funded by Storm Water Funds. Item 2c(5) Bus Shelter Procurement. Resolution authorizing the award of a contract for the supply of prefabricated bus shelters. I$-72, 0 Item 2c(6) Comment: On September 12, 2017, the City issued a request for proposal for the supply of up to thirty (30) prefabricated bus shelters. Three (3) proposals were received, evaluated, and scored by staff who determined that the proposal submitted by Brasco International, Inc., best met the needs of the City. The initial term of the contract will be for five (5) years, with an option to renew for an additional five (5) year term. This resolution authorizes the award of the contract and authorizes the City Manager to effectuate future purchases and renewals Recycling Processing Services - Resolution authorizing the award of a contract for recycling processing services. Comment: On December 11, 2017, the City issued a request for proposal to provide recycling processing services. Three (3) proposals were received, evaluated, and scored by staff who determined that the proposal submitted by Paper Recovery Company, best met the needs of the City. The initial term of the contract will be for five (5) years, with an option to renew for an additional three (3) year term. March 20, 2018 City of Iowa City Page 4 Item 2c(7) Internal Auditor Budget Analyst position - Resolution amending the Administrative and Confidential Pay Plan by adding the position of Internal Auditor Budget Analyst and the AFSCME Pay Plan by eliminating the position of Grant Accountant. Comment: The fiscal year 2019 budget approved by the City Council included the addition of an Internal Auditor/Budget Analyst position and elimination of a Grant Accountant position. Item 2d. Setting Public Hearings: I?_70 g-7 Item 2d(1) Transit Funding Application - Resolution setting a public hearing for the May 1, 2018 City Council meeting regarding Item 2d(2) the Iowa Department of Transportation Consolidated Transit Funding application for Iowa City Transit. Comment: The Metropolitan Planning Organization of Johnson County will be filing a Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa Department of Transportation. This is an annual process that Iowa City undertakes, outlining federal funds requested for operating and capital expenses and ensures projects become eligible for potential use of federal funds. In accordance with statutory requirements, this resolution will set the public hearing for the May 1, 2018 City Council meeting. A notice will be published announcing the date of the hearing. Airportgutlot Sale — Resolution setting a public hearing for April 018 to consider the sale of City property north of the Iowa City Municipal Airport to Harry Hinckley. z Comment: This resolution sets a public hearing for April 2018 to consider a proposed sale of Outlot B, North Airport Development, to Harry Hinckley for $20,000.00. Outlot B is approximately .5 acres. The Federal Aviation Administration, which funded the purchase of said property, has approved of the sale. Item 2e. Item 6. 18-75 Water Rate Public Hearing Resolution - Ordinance amending Title 3, Entitled "Finances, Taxation and Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties," and Title 16, entitled "Public Works," Chapter 3, entitled "City Utilities," Article A, entitled "General Provisions," Section 5 entitled "Establishing City Utility Accounts; Deposits Required". Comment: Title 3, Chapter 4 amendments include a 5% Water rate increase, the addition of a fee for work done outside of normal working hours, the elimination of the SurePay discount, and the removal of the charges for a returned check or automatic bank debit. Additionally, the changes include the codification of the Low Income Discount program. Title 16, Chapter 3A-5 amendments allow for the delinquency deposit to be waived if the account holder enrolls in SurePay. Comment: The Public Hearing on March 20 is the final step in establishing the Foster Road Urban Renewal Plan. This plan will enable the City to consider financial participation in the construction of Foster Road between Dubuque Street and Prairie du Chien Road. The area will be established as an economic development area appropriate for public improvements related to Non-LMI (low - moderate income) housing. Amendment to IC Marketplace agreement - Resolution approving an Amendment No. 1 to the Agreement for Private Redevelopment by and between the City of Iowa City and CORE Sycamore Town Center, LLC. JQQi Comment: City Council approved a Developer's Agreement in 2014 for a private redevelopment at Iowa City Marketplace (formerly known as Sycamore Mall). The agreement stipulated certain minimum improvements be complete by Nov. 2017. The developer is seeking an amendment to the agreement granting an extension to the deadline which certain measures are met. Action: 7 M OC- 1 Item 9. Revised Complete Streets Policy — Resolution adopting a Complete Streets Policy for the City of Iowa City and rescinding Resolution No. 15-81. Comment: This resolution approves the use of a revised Complete Streets Policy with additional performance measures. The Complete Streets Policy is intended to ensure that roadways and public rights-of-way are designed to accommodate all / oe' users and modes of transportation including pedestrians, bicyclists, transit riders, and motorists. Through the use of the Policy, the City expects to realize long-term benefits including, but not limited to, improved public health, reduced fuel consumption, improved environmental stewardship, and reduced demand for motor vehicle infrastructure. Strategic Planning Priorities - Resolution establishing City of i B _-N Iowa City Strategic Planning Priorities. Comment: In early 2018, City Council engaged in a strategic planning process to define the City's top priorities, address significant new projects and initiatives, and establish a broad vision for the City's future. The sessions held by Council, a facilitator and staff reviewed on-going or committed projects, evaluated and prioritized new projects, programs, policies, and initiatives suggested by Council �C'11 Members. City staff will be responsible for coordinating implementation and execution of these Council goals over the next two years.
