April 2, 2018 City of Iowa City Page 3 Item 4d(2) Riverfront Crossings Park, Phase 3 - Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Riverfront Crossings Park, Phase 3 Project. Item 4d(3) / ? -92--- Item 4d(4) i8 -R3 Comment: Bids for this project were opened on Wednesday, March 28, 2018, and the following bids were received: City Construction Newco LLC Iowa City, IA $ 914,711.00 Woodruff Construction Tiffin, IA $ 1,027,430.00 Tricon General Construction Cedar Rapids, IA $ 1,035,000.00 Engineer's Estimate $ 850,000.00 Public Works and Parks and Recreation recommend award of the contract to City Construction Newco LLC of Iowa City, Iowa. The engineer's estimate was reduced to reflect the elimination of one restroom/shelter from the project. The project will be funded with General Obligation bond proceeds. Fiber Infrastructure at Iowa City Landfill and Recycling Center - Resolution accepting the work for the Fiber Infrastructure at the Iowa City Landfill and Recycling Center Project. Comment: The project has been completed by Advanced Electrical Services of Iowa City, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. ❖ Project Estimated Cost: $ 37,000.00 ❖ Project Bid Received: $ 57,000.00 •% Project Actual Cost: $ 56,000.00 Asphalt Resurfacing 2018 — US Hwy 1 (Burlington Street and Governor Street) - Resolution authorizing the Mayor to sign and the City Clerk to attest Iowa Department of Transportation funding agreement No. # 2018-16-197 for the Asphalt Resurfacing 2018 — US Hwy 1 (Burlington Street and Governor Street) Project. Comment: This item authorizes IDOT agreement # 2018-16-197 between the Iowa Department of Transportation and City of Iowa City to fund a joint maintenance project that concentrates on asphalt resurfacing of Hwy 1 in Iowa City along Burlington Street from Van Buren Street to Governor Street, and along Governor Street from Burlington Street to Dodge Street. It is estimated the IDOT share will be $1,524,088 of the estimated total project cost of $2,972,900. April 2, 2018 City of Iowa City Ig-�s Page 4 Item 4d(5) Application Specialist position - Resolution amending the Administrative and Confidential Pay Plan by adding the position of Application Specialist and eliminating the position of Sr. Programmer Analyst. Comment: The fiscal year 2019 budget approved by the City Council included the addition of an Application Specialist position and elimination of a Sr. Programmer Analyst position. This resolution permits the removal of the Sr. Programmer Analyst position and will allow posting the FY19- approved Application Specialist position prior to July 1, 2018. Item 4d(6) Purchasing Manual/Debt Management Policy Amendment — Resolution amending the Purchasing Manual for City procurement and the Debt Management Policy for the City of Iowa City. Comment: The City Council has set a strategic plan priority to promote environmental sustainability and to reduce city-wide carbon emissions by 2025. This resolution amends the City's Purchasing Manual and Debt Management Policy to better align with the City Council's strategic plan goals for sustainability by permitting City use of lease -purchase agreements in circumstances where the City is eligible for State and Federal tax credits on equipment, materials, renewable energy systems or other procurements that reduce carbon emissions. Item 4d(7) Recycling and Yard Waste/Food Waste Curbside Collection Containers - Resolution authorizing the procurement of recycling and yard waste/food waste curbside collection containers. Comment: The City's Refuse Division has purchased 1.0 -gallon Sure Close Containers for food waste, along with 25, 65, and 95 -gallon carts from Otto Environmental Systems NA, Inc. of Charlotte, North Carolina totaling $122,000. The Refuse Division has determined that an additional order of 2,000 carts should be placed. This resolution authorizes the award of the contract and authorizes the City Manager to effectuate future purchases. April 2, 2018 City of Iowa City Page 5 Item 4d(8) Cardinal Pointe West — Part Two — Resolution approving final plat of Cardinal Pointe West Part 2, Iowa City, Iowa. -7 (SUB17-00020) Comment: A preliminary plat of Cardinal Pointe West was approved in 2016. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the April 2 City Council meeting. Approval will allow the development of Cardinal Pointe West — Part Two, a 16 -lot, 45.09 -acre residential subdivision located on Preston Lane, south of Kennedy Parkway and west of Camp Cardinal Boulevard. Item 4d(9)Work Force Tax Credit Amendment - Resolution amending Resolution No. 17-19 that supported an application for a workforce housing tax credit project application at Camp Cardinal Road and Gathering Place Lane due to a change in the ownership of the property. Comment: In Reso. No. 17-19, Council supported the application by TSB Investments, LLP for a workforce housing tax credit application for 30 dwelling units located at Camp Cardinal Road and Gathering Place Lane and committing $1,000 per dwelling unit. TSB Investments, LLP has secured additional investors, and the property is now owned by Cardinal Partners LLP, a new partnership. All other aspects of the project remain the same. The Iowa Economic Development Authority is requiring an amended resolution from the applicant. Item 4d(10)Graduate Hotel Agreement - Resolution authorizing the Mayor to sign and City Clerk to attest an agreement with / 8"89 Graduate Iowa City Owner LLC concerning the pedestrian mall improvement project and rescinding Resolution No. 18-52. Comment: Graduate Iowa City Owner LLC is the owner of the former Sheraton Hotel. This agreement grants the City a temporary construction easement during the pedestrian mall improvement project and a permanent utility easement on the north side of the building. The agreement also provides that the City will construct improvements to the stage and replace the hotel's water service to the building at City cost. Council previously approved a similar agreement in Reso. No. 18-52, but prior to execution the parties made a few changes necessitating a second resolution. April 2, 2018 City of Iowa City Page 6 13-W Item 4d(11)Bread Garden Lease - Resolution repealing resolution no. 17-175 that approved a ground lease with Bread Garden for space in the pedestrian mall. Comment: In May of 2017 the Council approved a lease with Bread Garden of Iowa City L.C. for a 20 year lease of space in the pedestrian mall adjacent to the Bread Garden to enable construction of a structure to serve the patrons year-round. That lease has never been fully executed and the Bread Garden has informed the City that it is not going to move forward with the project. Item 4e. Setting Public Hearings: Item 4e(1) Setting Bond Public Hearing - Resolution fixing date for a meeting on the proposition of the issuance of not to exceed I S -1-71 $10,750,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for Essential Corporate Purposes), and providing for publication of notice thereof. Item 4e(2) Comment: This resolution sets a public hearing for 7:00 pm on April 17, 2018 to receive public comment regarding the issuance of up to $10,750,000 General Obligation Bonds and authorizes the City Clerk to publish the notice of hearing. See the Council Action Report for projects included in this bond issue. Setting Bond Public Hearing - Resolution fixing date for a meeting on the proposition of the issuance of not to exceed $545,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for General Corporate Purposes), and providing for publication of notice thereof. Comment: This resolution sets a public hearing for 7:00 pm on April 17, 2018 to receive public comment regarding the issuance of up to $545,000 General Obligation Bonds and authorizes the City Clerk to publish the notice of hearing. Comment: This resolution sets a public hearing for 7:00 pm on April 17, 2018 to receive public comment regarding the issuance of up to $700,000 General Obligation Bonds and authorizes the City Clerk to publish the notice of hearing. See the Council Action Report for projects included in this bond issue. Asphalt Resurfacing 2018 - US Hwy 1 (Burlington Street and Governor Street) - Resolution setting a public hearing on April 17, 2018 on plans, specifications, form of contract, and estimate of cost for the construction of the Asphalt Resurfacing 2018 - US Hwy 1 (Burlington Street and Governor Street) Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: This project involves the asphalt resurfacing of sections of Hwy 1 along Burlington Street and Governor Street. In addition, the project also includes asphalt resurfacing and chipsealing of additional various streets in Iowa City. The estimated cost for this project is $2,972,900 and will be funded with Road Use Tax Proceeds, Utility Franchise tax proceeds, Wastewater revenues, Stormwater revenues, and Iowa Department of Transportation funds. Item 4e(5) Rezoning 225 Prentiss Street - Motion setting a public hearing for April 17 on an ordinance conditionally rezoning approximately 1.1 acres from Intensive Commercial (CI -1) zone to Riverfront Crossings - Central Crossings (RFC - CX) zone for the property located at 225 & 225'/2 E. Prentiss Street. (REZ18-00003). Comment: At its March 15 meeting, by a vote of 5-0 (Dyer and Hensch absent), the Planning and Zoning Commission recommended approval of this rezoning subject to a Conditional Zoning Agreement providing for the improvement of Ralston Creek and the adjacent pedestrian street in accordance with Form -Based Development Standards for RFC -CX. Approval will allow the development of this property for multifamily dwellings. Riverside Drive. (REZ17-00005). Comment: At its May 18 meeting, by a vote of 6-0 (Dyer absent), the Planning and Zoning Commission recommended approval of the rezoning, subject to a conditional zoning agreement requiring dedication of land along the Riverside Drive frontage to widen the pedestrian area within the public right-of-way and closure of driveways consistent with the recently completed Riverside Drive Streetscape Plan and the City's access management standards. Approval will allow redevelopment of the property according to the Riverfront Crossings form -based zoning code. The applicant had previously requested indefinite deferral, but would now like this rezoning considered at the April 17 meeting. Item 4e(7) Rezoning Historic Landmark Designation 715 Park Road — Motion setting a public hearing for April 17 on an ordinance rezoning property located at 715 Park Road from Low Density Single Family Residential (RS -5) to RS -5 with a Historic Preservation Overlay (RS-5/OHP). (REZ18-00011). Comment: At its March 15 meeting, by a vote of 5-0 (Dyer and Hensch absent), the Planning and Zoning Commission recommended approval of this rezoning to designate 715 Park Road as a Historic Landmark. Item 4e(8) Rezoning Historic Landmark Designation 1029 North Dodge Street — Motion setting a public hearing for April 17 on an ordinance rezoning property located at 1029 North Dodge Street from Medium Density Single Family Residential (RS -8) to RS -8 with a Historic Preservation Overlay (RS-8/OHP).
