Item 3d(1) March Disbursements - Consider a motion to approve
disbursements in the amount of $16,400,666.69 for the
period of March 1 through March 31, 2018, as
recommended by the Finance Director subject to audit.
Disbursements are published and permanently retained in

Item 3d(2) Asphalt Resurfacing 2018 — US Hwy 6 (N Riverside Drive)
Rocky Shore Drive to Sturgis Corner Drive - Resolution
authorizing the Mayor to sign and the City Clerk to attest
Iowa Department of Transportation funding agreement No.
# 2018-16-126 for the Asphalt Resurfacing 2018 — US Hwy
6 (N Riverside Drive) Rocky Shore Drive to Sturgis Corner
Drive Project.
Comment: This item authorizes IDOT agreement # 2018-16-126 between
the Iowa Department of Transportation and the City of Iowa City to fund a
joint maintenance project that includes asphalt resurfacing of Hwy 6 in Iowa
City along N Riverside Drive from Rocky Shore Drive to Sturgis Corner
Drive. It also includes PCC patching of Hwy 1 in Iowa City along Burlington
Street from the Burlington Street bridge over the Iowa River to Gilbert
Street. It is estimated the IDOT share will be $2,131,386 of the estimated
total project cost of $3,200,373.
Item 3d(3) Highway 1 Trail Project — Sunset Street to Mormon Trek
Boulevard - Resolution approving, authorizing and directing
the Mayor to execute and the City Clerk to attest an
Agreement by and between the City of Iowa City and Shive-
Hattery, Inc. to provide engineering consultant services for
the Highway 1 Trail Project - Sunset Street to Mormon Trek
Boulevard.
Comment: This agreement authorizes Shive-Hattery, Inc. to prepare
preliminary and final design of the Highway 1 Trail Project — Sunset Street
to Mormon Trek Boulevard. The project will construct a 10 -foot wide trail
along the north side of Highway 1 from Sunset Street to Mormon Trek
Boulevard. The negotiated fee is $105,000 and will be funded with by
account #R4225 — Highway 1 Sidewalk/Trail.

St. Andrew Presbyterian Church — Resolution accepting
the work for the storm sewer, drainageways, sanitary
sewer, water main, and paving public improvements for St.
Andrew Presbyterian Church — Part One, and declaring
public improvements open for public access and use.
Comment: This item will accept the public improvements for St. Andrew
Church Presbyterian Church — Part One generally located east of Camp
Cardinal Road and north of Melrose Avenue.
Item 3d(5) Prentiss Street Bridge Replacement Project — Resolution
18- l05 approving, authorizing and directing the Mayor to execute
and the City Clerk to attest an Agreement by and between
the City of Iowa City and IIW, P.C. to provide engineering
consultant services for the Prentiss Street Bridge
Replacement Project.
Comment: The project will replace the Prentiss Street Bridge over Ralston
Creek, replace pavement and storm sewer along Prentiss Street from Linn
Street to Dubuque Street, construct watermain improvements, and restore
streambank slope protection. Public Works and Engineering recommend
approving the contract with IN P.C. in the amount of $151,998. The
project will be funded with Iowa Department of Transportation bridge funds,
Road Use Tax proceeds and Water revenues.
Item 3d(6) Glenwood Springs — Part One — Resolution approving the
extraterritorial final plat of Glenwood Springs — Part One,
Johnson County, Iowa. (SUB17-00018)
Comment: A preliminary plat of Glenwood Springs was approved in 2016.
Staff recommends approval of the final plat subject to approval of legal
papers and construction drawings by the City Attorney and City Engineer. It
is anticipated that legal papers and construction drawings will be approved
prior to the April 17 City Council meeting. Approval will allow the
development of Glenwood Springs — Part One, a 5 -lot, 22.31 -acre
residential subdivision located on Dane Road in Fringe Area C of the Iowa
City/Johnson County Fringe Area Agreement.

Item 3d(7) Senior Center maintenance positions - Resolution
amending the budgeted positions in the Government
Buildings Division of the Parks and Recreation Department
and the Senior Center by transferring Senior Center
division maintenance positions to the Government
Buildings Division and changing the job title of the
Maintenance Worker I - Senior Center position to
Custodian - Government Buildings, and the job title of
Maintenance Worker III - Senior Center to Senior
Maintenance Worker - Government Buildings.

Comment: Moving two facility maintenance staff from the Senior Center to
operations within the larger Government Buildings Division will allow
greater flexibility in scheduling staff, further cooperation and efficiencies for
facility management, and will ensure that high-quality maintenance services
are retained at the Center. With approval of this resolution, the two
positions will begin reporting to Government Buildings Division but continue
to primarily staff and service the Senior Center facility.
2010B Early Bond Call - Resolution authorizing the
redemption of outstanding General Obligation bonds,
series 2010B, of the City of Iowa City, State of Iowa, dated
August 2, 2010, and directing notice be given.
Comment: This resolution authorizes staff to proceed on behalf of the City
with the call of the 2010B General Obligation bonds. By calling the 2010
bonds early the City will save approximately $64,575.
Item 3d(9) Master Lease Partial Redemption - Resolution authorizing
the partial redemption of Master Lease Purchase
Agreement and directing notice be given.
Comment: This resolution authorizes staff to proceed on behalf of the City
with partial redemption of the Master Lease Purchase Agreement. By
partially redeeming early, the City will save approximately $1.4 million. This
lease purchase agreement was issued in April 2017 for $15,497,867 to
purchase the Harrison Street Parking Garage.

Item 3e(1) Rezoning 1705 Prairie Du Chien Road — Motion setting a
public hearing for May 1 on an ordinance conditionally
rezoning approximately 1.89 acres from Planned
Development Overlay/High Density Single Family
(OPD/RS-12) zone to Low Density Multifamily (RM -12)
zone for the property located at 1705 Prairie Du Chien
Road. (REZ18-00002)
Comment: At its April 5 meeting, by a vote of 6-0 (Dyer absent), the
Planning and Zoning Commission recommended approval of this rezoning
subject to conditions to address the need for housing relocation assistance
for the current residents of the mobile home park; limits on building height
and the number of 3 -bedroom units, and Design Review approval to ensure
compatibility with the neighborhood, and a requirement for outdoor
amenities to attract longer term residents. Approval will allow for the
development of multi -family dwellings on this property.

Transportation funds.

Comment: This project includes concrete repairs, waterproofing efforts, and
light pole replacement work on the City's six (6) parking public parking
garages. The estimated project cost is $300,000 and will be funded by the
Parking Facility Restoration Repair account # T3004.
Item 3e(4) Univer-City Sale — 115 North Dodge. Resolution setting
public hearing for May 1, 2018, on a proposal to convey a
single-family home located at 115 North Dodge Street.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 115 North Dodge Street. The amount of the sale will be
$185,000.

Comment: This project involves the asphalt resurfacing of sections of Hwy 1 along
Burlington Street and Governor Street. In addition, the project also includes
asphalt resurfacing and chipsealing of additional various streets in Iowa City. The
estimated cost for this project is $2,972,900 and will be funded with Road Use Tax
Proceeds, Utility Franchise tax proceeds, Wastewater revenues, Stormwater
revenues, and Iowa Department of Transportation funds.

Resolution Adopting the Iowa City Housing Authority's Annual

Comment: The Quality Housing and Work Responsibility Act of 1998 ("QHWRA")
requires submission of an Annual Plan. The Annual Plan provides details about the
PHA's current programs and the resident population served, as well as the PHA's
strategy for addressing the housing needs of currently assisted families and the
larger community. The Annual Plan also serves as the annual application for grants
to support improvements to public housing buildings (Capital Fund Program). The
Capital Improvement funds are earmarked for general maintenance and repair of the

Comment: The use of City Plaza (aka, the ped mall) for commercial purposes is

allowed only under limited circumstances such as sidewalk cafes, mobile vendors,
and sidewalk retailing. One such limited circumstance allows the Downtown
District, or another organization of downtown businesses, to place a tent or other
temporary structure in City Plaza or Black Hawk Mini Park from which local
businesses can sell their goods for up to 45 days. Due to the impact of the ped
mall improvement project on downtown businesses, this ordinance allows
temporary commercial structures in excess of 45 days in 2018 and 2019.

Comment: The City Code requires ride hailing taxicabs to have a taximeter that is
calibrated and sealed. Software is now available that allows a tablet to be used as
1— taximeters, which are known as "soft" meters or e -meters. This ordinance allows
for soft meters. As requested by a local taxicab business, this ordinance
eliminates the prohibition against the sale of a taxicab business license.
