Moved by Thomas, seconded by Botchway, that Ord. 18-4745, amending Title 3, Entitled "Finances, Taxation and Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties," and Title 16, entitled "Public Works," Chapter 3, entitled "City Utilities," Article A, entitled "General Provisions," Section 5 entitled "Establishing City Utility Accounts; Deposits Required", be passed and adopted. Moved by Mims, seconded by Salih, that the ordinance providing that general property taxes levied and collected each year on all property located within the 2017 Amended Riverside Drive Urban Renewal Area, in the City of Iowa City, County of Johnson, State of Iowa, by and for the benefit of the State of Iowa, City of Iowa City, County of Johnson, Iowa City Community School District and other taxing districts, be paid to a special fund for payment of principal and interest on loans, rebates, grants, monies advanced to and indebtedness, including bonds issued or to be issued, incurred by said city in connection with the Riverside Drive Urban Renewal Plan (Establish TIF District), be given second vote. Moved by Mims, seconded by Salih, that the ordinance providing that general property taxes levied and collected each year on all property located within that area added to the Foster Road Urban Renewal Area in the City of Iowa City, Iowa, by and for the benefit of the State of Iowa, City of Iowa City, County of Johnson, Iowa City Community School District and other taxing districts, be paid to a special fund for payment of principal and interest on loans, rebates, grants, monies advanced to and indebtedness, including bonds issued or to be issued, incurred by said city in connection with the Foster Road Urban Renewal Plan (Establish TIF District), be given second vote. Moved by Botchway, seconded by Mims, that the ordinance amending Title 10, entitled "Public Ways And Property," Chapter 5, entitled "City Plaza," to allow an association of downtown businesses to place a commercial structure on City Plaza under limited circumstances for more than 45 days in 2018 and 2019, be given first vote. Moved by Thomas, seconded by Salih, that the ordinance amending Title 14, "Zoning Code", Chapter 7, "Administration", Article A, "Administration," Section 2 "Board of Adjustment" to provide for an alternate temporary appointment when a Board member is unable to participate in an appeal due to a conflict of interest, be given first vote. Mayor Throgmorton gave a brief summary of the item. Mayor Pro tem Taylor commented that it was a good idea to have former members serve as alternates. Moved by Salih, seconded by Botchway, to appoint James Pierce, 1214 Keokuk St. to the Telecommunications Commission for a three-year term, July 1, 2017 — June 30, 2020 (Formerly advertised). Applicants MUST reside in Iowa City and be 18 years of age unless specific qualifications are stated. Action: Based on Council's road design feedback, Engineering and Transportation Planning will assess to assure the preferred design (25 mph, 10 foot travel lanes) is feasible and in accordance with generally recognized engineering standards and either make the design revisions or report back to Council for further direction.
