Resolutions and Motions: Item 4d(1 ) UISG Appointments — Motion approving the appointment of Gustave Stewart as City Council Liaison and Austin Wu as the Alternate City Council Liaison from the University of Iowa Student Government (UISG) to the City Council from May 1 , 2018 — April 30, 2019. Comment: This motion affirms the appointments of alternate UISG representative Gustave Stewart as the City Council Liaison and Austin Wu as Alternate City Council Liaison for 2018-2019. Correspondence included in packet. Item 4d(2) University Heights Transit Service - Resolution authorizing the Mayor to sign and the City Clerk to attest the FY2019 / / agreement between the City of Iowa City and the City of University Heights for the provision of Transit Service within the corporate limits of University Heights. Comment: This resolution approves the FY2019 agreement for Iowa City Transit to provide transit service within the corporate limits of University Heights. The level of transit service provided will remain the same as in FY2018. The proposed FY2019 contract amount of $38,299 is an increase from the FY2018 amount based on the National Consumer Price Index, an increase of 1.8%. University Heights approved this agreement at their March 6th, 2018 City Council meeting. Item 4d(3) Easement to MidAmerican - Resolution approving, authorizing and directing the Mayor to execute and the City - --1 Clerk to attest an Agreement by and between the City of Iowa City and MidAmerican Energy Company to grant an easement for underground electric. Comment: This resolution will approve an easement on City property for installation of a switchgear that must be moved out of the right-of-way due to the Rochester sidewalk infill project. Comment: We are adding Great Western Bank to our list of depositories. Investments at this institution are collateralized by the state sinking fund. We are deleting Liberty Bank and Regions Bank from the depository list. Item 4d(5) Agreement with SOTA for Alcohol - Resolution approving a3 an agreement with Summer of the Arts, Inc. to allow the sale, consumption, and possession of beer and wine during Arts Fest and Jazz Fest on City streets. Comment: The City Code allows for the sale and consumption of alcohol in a city park, on a right-of-way, or other public ground, excluding public buildings, pursuant to written agreement. The agreement, which is attached to the resolution, allows Summer of the Arts, Inc. (SOTA) to sell beer and wine in a fenced off area on Iowa Ave. during Arts Fest and on N. Clinton St. during Jazz Fest. The exact locations and dimensions of the sites are attached as exhibits to the agreement. The agreement is substantially similar to the one executed last year. Setting Public Hearings: Item 4e(1 ) Rezoning Camp Cardinal Boulevard and Deer Creek Road — The Grove — Motion setting a public hearing for May 15 on an ordinance conditionally rezoning approximately 7.84 acres from Interim Development Research Development Park (IDRP) zone to Planned Development Overlay/Low Density Multifamily (OPD/RM-12) zone located west of Camp Cardinal Boulevard and east of Deer Creek Road. (REZ17-00015) Comment: At its April 19 meeting, by a vote of 7 to 0, the Planning and Zoning Commission recommended approval of this rezoning subject to a conditional zoning agreement addressing the need for a buffer from Highway 218 and building and site design appropriate for an entry to Iowa City. Approval will allow the development of 3 multifamily buildings with a total of 110 dwelling units. Item 4e(2) Rezoning between Burlington and Court Street — Pentacrest Garden Apartments — Motion setting a public hearing for May 15 on an ordinance conditionally rezoning approximately 3.41 acres from High Density Multifamily Residential (RM-44) zone to Riverfront Crossings — South Downtown Subdistrict (RFC-SD) zone located at 12 E. Court Street. Transit Funding Application - Resolution authorizing the filing of an application with the Iowa Department of Transportation for FY2019 Iowa DOT State Transit Assistance and Federal Transit Administration Funding. Comment: The Metropolitan Planning Organization of Johnson County will be filing the annual Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa Department of Transportation for State Transit Assistance (STA) and Federal Transit Administration (FTA) funding for FY19. Comment: This project includes asphalt resurfacing of Hwy 6 in Iowa City along N Riverside Drive from Rocky Shore Drive to Sturgis Corner Drive, PCC patching of Hwy 1 in Iowa City along Burlington Street from the Burlington Street bridge over the Iowa River to Gilbert Street and the signalization of Myrtle Drive and Riverside Drive. Iowa City Housing Authority's Annual Plan for Fiscal Year 2018 - Resolution Adopting the Iowa City Housing Authority's Annual i? -/3o Plan for Fiscal year 2018. Comment: The Quality Housing and Work Responsibility Act of 1998 ( QHWRA ) requires submission of an Annual Plan. The Annual Plan provides details about the PHA's current programs and the resident population served, as well as the PHA's strategy for addressing the housing needs of currently assisted families and the larger community. The Annual Plan also serves as the annual application for grants to support improvements to public housing buildings (Capital Fund Program). The Capital Improvement funds are earmarked for general maintenance and repair of the Public Housing units. Resolution authorizing conveyance of a single family home located at 115 North Dodge /8 - 13 / Street. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 115 North Dodge Street.
