Item 4d. Resolutions and Motions:
Item 4d(1 ) UISG Appointments — Motion approving the appointment of
Gustave Stewart as City Council Liaison and Austin Wu as
the Alternate City Council Liaison from the University of
Iowa Student Government (UISG) to the City Council from
May 1 , 2018 — April 30, 2019.
Comment: This motion affirms the appointments of alternate UISG
representative Gustave Stewart as the City Council Liaison and Austin Wu
as Alternate City Council Liaison for 2018-2019. Correspondence included
in packet.
Item 4d(2) University Heights Transit Service - Resolution authorizing
the Mayor to sign and the City Clerk to attest the FY2019
/ / agreement between the City of Iowa City and the City of
University Heights for the provision of Transit Service
within the corporate limits of University Heights.
Comment: This resolution approves the FY2019 agreement for Iowa City
Transit to provide transit service within the corporate limits of University
Heights. The level of transit service provided will remain the same as in
FY2018. The proposed FY2019 contract amount of $38,299 is an increase
from the FY2018 amount based on the National Consumer Price Index, an
increase of 1.8%. University Heights approved this agreement at their
March 6th, 2018 City Council meeting.
Item 4d(3) Easement to MidAmerican - Resolution approving,
authorizing and directing the Mayor to execute and the City
- --1 Clerk to attest an Agreement by and between the City of
Iowa City and MidAmerican Energy Company to grant an
easement for underground electric.
Comment: This resolution will approve an easement on City property for
installation of a switchgear that must be moved out of the right-of-way due
to the Rochester sidewalk infill project.

Comment: We are adding Great Western Bank to our list of depositories.
Investments at this institution are collateralized by the state sinking fund.
We are deleting Liberty Bank and Regions Bank from the depository list.
Item 4d(5) Agreement with SOTA for Alcohol - Resolution approving

sale, consumption, and possession of beer and wine during
Arts Fest and Jazz Fest on City streets.
Comment: The City Code allows for the sale and consumption of alcohol in
a city park, on a right-of-way, or other public ground, excluding public
buildings, pursuant to written agreement. The agreement, which is
attached to the resolution, allows Summer of the Arts, Inc. (SOTA) to sell
beer and wine in a fenced off area on Iowa Ave. during Arts Fest and on N.
Clinton St. during Jazz Fest. The exact locations and dimensions of the
sites are attached as exhibits to the agreement. The agreement is
substantially similar to the one executed last year.

— The Grove — Motion setting a public hearing for May 15
on an ordinance conditionally rezoning approximately 7.84
acres from Interim Development Research Development
Park (IDRP) zone to Planned Development Overlay/Low
Density Multifamily (OPD/RM-12) zone located west of
Camp Cardinal Boulevard and east of Deer Creek Road.

Comment: At its April 19 meeting, by a vote of 7 to 0, the Planning and
Zoning Commission recommended approval of this rezoning subject to a
conditional zoning agreement addressing the need for a buffer from
Highway 218 and building and site design appropriate for an entry to Iowa
City. Approval will allow the development of 3 multifamily buildings with a
total of 110 dwelling units.
Item 4e(2) Rezoning between Burlington and Court Street —
Pentacrest Garden Apartments — Motion setting a public
hearing for May 15 on an ordinance conditionally rezoning
approximately 3.41 acres from High Density

Comment: At its April 19 meeting, by a vote of 7 to 0, the Planning and

Item 7. Transit Funding Application - Resolution authorizing the filing of
an application with the Iowa Department of Transportation for
FY2019 Iowa DOT State Transit Assistance and Federal Transit
Administration Funding.
Comment: The Metropolitan Planning Organization of Johnson County will be filing
the annual Consolidated Transit Funding Application on behalf of Iowa City Transit
with the Iowa Department of Transportation for State Transit Assistance (STA) and
Federal Transit Administration (FTA) funding for FY19. Iowa City Transit will be
receiving approximately $462,350 in Iowa DOT STA formula funds and is applying
for $17,300,385 in FTA capital funding and approximately $1,497,897 in FTA
operating funds.

Item 8. Asphalt Resurfacing 2018 - US Hwy 6 (N Riverside Drive) Rocky
Shore Drive to Sturgis Corner Drive - Resolution approving

the construction of the Asphalt Resurfacing 2018 - US Hwy 6 (N
Riverside Drive) Rocky Shore Drive to Sturgis Corner Drive
Project, establishing amount of bid security to accompany each

and place for receipt of bids.
Comment: This project includes asphalt resurfacing of Hwy 6 in Iowa City along N
Riverside Drive from Rocky Shore Drive to Sturgis Corner Drive, PCC patching of
Hwy 1 in Iowa City along Burlington Street from the Burlington Street bridge over
the Iowa River to Gilbert Street and the signalization of Myrtle Drive and Riverside
Drive. The estimated cost for this project is $3,200,373and will be funded with
T-- Road Use Tax Proceeds, Utility Franchise tax proceeds, Wastewater revenues,
Stormwater revenues, General Obligation bond proceeds and Iowa Department of
Transportation funds.

Program 2018 Project, establishing amount of bid security to

Comment: This project includes concrete repairs, waterproofing efforts, and light
pole replacement work on the City's six (6) parking public parking garages. The
estimated project cost is $300,000 and will be funded by the Parking Facility
Restoration Repair account #T3004.

Item 10. Iowa City Housing Authority's Annual Plan for Fiscal Year 2018 -
Resolution Adopting the Iowa City Housing Authority's Annual
i? -/3o Plan for Fiscal year 2018.
Comment: The Quality Housing and Work Responsibility Act of 1998 ( QHWRA )
requires submission of an Annual Plan. The Annual Plan provides details about the
PHA's current programs and the resident population served, as well as the PHA's
strategy for addressing the housing needs of currently assisted families and the
larger community. The Annual Plan also serves as the annual application for grants
to support improvements to public housing buildings (Capital Fund Program). The
Capital Improvement funds are earmarked for general maintenance and repair of the

entitled "Public Ways And Property," Chapter 5, entitled "City
1g -474' Plaza," to allow an association of downtown businesses to place
a commercial structure on City Plaza under limited
circumstances for more than 45 days in 2018 and 2019. (Second
Consideration)
Comment: The use of City Plaza (aka, the ped mall) for commercial purposes is
allowed only under limited circumstances such as sidewalk cafes, mobile vendors,
and sidewalk retailing. One such limited circumstance allows the Downtown
District, or another organization of downtown businesses, to place a tent or other
temporary structure in City Plaza or Black Hawk Mini Park from which local
businesses can sell their goods for up to 45 days. Due to the impact of the ped
mall improvement project on downtown businesses, this ordinance allows
temporary commercial structures in excess of 45 days in 2018 and 2019. Staff
requests expedited action.

Item 19. Taxicabs-"Soft" Taximeters - Ordinance amending Title 5,
entitled "Business and License Regulations," Chapter 2, entitled
" `+75_0 "Taxicabs," to allow for "soft" taximeters and for taxicab business
licenses to be sold. (Second Consideration)
Comment: The City Code requires ride hailing taxicabs to have a taximeter that is
calibrated and sealed. Software is now available that allows a tablet to be used as
taximeters, which are known as "soft" meters or e-meters. This ordinance allows
for soft meters. As requested by a local taxicab business, this ordinance
eliminates the prohibition against the sale of a taxicab business license. Staff
