Resolutions and Motions: Item 4d(1 ) ICFD Strategic Plan - Consider a motion approving the Fire Department Strategic Plan. Comment: The Fire Department's 2017-2021 Strategic Plan was developed by University of Iowa Institute of Public Affairs with input from external and internal stakeholders. The Plan was recently updated and it provides the foundation for the department's reaccreditation with the Commission on Fire Accreditation International. The Plan contains goals, strategies, and action steps that will guide the future delivery of community fire protection and emergency response services. Item 4d(2) Asphalt Resurfacing - US Hwy 1 (Burlington Street and Governor Street) 2018 - Resolution awarding contract and 1 g - 13S authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Asphalt Resurfacing 2018 - US Hwy 1 (Burlington Street and Governor Street) Project. Comment: Bids for this project were opened on Wednesday, May 9, 2018, and the following bids were received: LL Pelling Company North Liberty, IA $ 2,989,880.24 Engineer's Estimate $ 2,972,900.00 Public Works and Engineering recommend award of the contract to LL Pelling Company of North Liberty, Iowa. The project will be funded with Road Use Tax Proceeds, Utility Franchise tax proceeds, Wastewater revenues, Stormwater revenues, and Iowa Department of Transportation funds. Item 4d(3) Iowa River Raw Water Main Conversion - Resolution accepting the work for the Iowa River Raw Water Main - / 34-_ Conversion Project. The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost: $ 990,000.00 • Project Bid Received: $ 926,881.40 • Project Actual Cost: $ 885,874.27 Item 4d(5) McCollister Boulevard - Gilbert Street to Sycamore Street - Resolution approving, authorizing and directing the / o- / V Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and AECOM to provide engineering consultant services for the McCollister Boulevard - Gilbert Street to Sycamore Street Project. Comment: This agreement authorizes AECOM to provide design engineering services, including full construction documents, for the McCollister Boulevard — Gilbert Street to Sycamore Street Project. The project will extend McCollister Boulevard from its current terminus at Gilbert Street and connect to the roundabout on Sycamore Street, and will include bike lanes, sidewalk, storm sewer, water main, new traffic signal at Gilbert Street and McCollister Boulevard intersection, and sidewalk connectivity from Gilbert Street to Sycamore Street. The consultant services agreement is for $329,600 and will be funded by General Obligation bond proceeds. Item 4d(6) Statewide Urban Design and Specifications - Resolution adopting the Statewide Urban Design and Specifications _ J` (SUDAS) Specifications and City of Iowa City Supplemental Specifications. Comment: This item will approve the use of SUDAS specifications for the construction of public improvements. In addition to the standard specifications developed by SUDAS, the City has developed supplemental specifications to provide additional details and revisions for the application of SUDAS specifications on public improvement projects within the City of Iowa City. May 15, 2018 City of Iowa City Page 5 Item 4d(7) City Clerk Contract Amendment re: vacation carryover - Resolution approving and authorizing the Mayor to sign and ' "-' — the Deputy City Clerk to attest Amendment No. 1 to the City Clerk's Employment Agreement to establish allowable annual vacation accrual. Comment: The City Clerk's employment agreement allows for the annual vacation accrual that is available to all Administrative employees (192). On July 1 vacation hours exceeding the annual accrual are lost. Due to the understaffing of the Clerk's office following former Clerk Marian Karr's retirement, and the demands of the new position since being appointed as Clerk on June 20, 2017, the Clerk has been able to take only limited vacation time resulting in estimated accruals of 320 hours on July 1, 2018. This resolution will allow for annual accrual by the City Clerk and maximum payment when employment terminates of 320 hours. Item 4d(8) Agreement with Downtown District for Alcohol - Resolution approving an agreement with the Downtown District to =i' ` allow the sale, consumption, and possession of beer and wine during the Block Party on City streets. Comment: The City Code allows for the sale and consumption of alcohol in a city park, on a right-of-way, or other public ground, excluding public buildings, pursuant to written agreement. The agreement, which is attached to the resolution, allows the Downtown District to sell beer and wine in a fenced off area on City streets during the Block Party. The exact location is attached as an exhibit to the agreement. The agreement is substantially similar to the one executed last year. Item 4d(9) Riverside Theatre Alcohol Agreement - Resolution approving an agreement with Riverside Theatre to allow r ` the sale and possession of wine and beer under limited circumstances in City Park. Comment: Section 4-5-3 of the City Code allows for the sale and possession of alcohol in a park pursuant to written agreement. The agreement, which is attached to the resolution, allows Riverside Theatre to sell beer and wine and for attendees to consume beer and wine for seven evenings in June in a specified area in and around Riverside Festival Stage in City Park. The terms in the agreement are the same as in 2017. Comment: The order of business for formal city Council meetings is set by resolution. This proposed resolution does not change the general order of business but will provide flexibility to the City Manager or Mayor to change the order for good reason when the agenda is being prepared. Item 4d(11 )2018A Paying Agent Agreement — Resolution appointing U.S. Bank National Association of St. Paul, Minnesota, to I g - ) L/`f _ serve as paying agent, bond registrar, and transfer agent, approving the paying agent and bond registrar and transfer agent agreement and authorizing the execution of the agreement. Comment: This resolution provides final authorization for US Bank of St Paul, Minnesota to act as paying agent for the City of Iowa City in regard to the issuance of $8,895,000 General Obligation Bonds, Series 2018A. Item 4d(12)2018A Bond Authorization Resolution — Resolution authorizing and providing for the issuance of $8,895,000 K " 4-FS General Obligations Bonds, Series 2018A, and levying a tax to pay said bonds; approval of the Tax Exemption Certificate and Continuing Disclosure Certificate. Comment: This resolution provides final authorization for the issuance of $8,895,000 General Obligation Bonds. The Tax Exemption Certificate sets out in detail a number of facts, promises and obligations that must be met and agreed to by the City in order to maintain these bonds as tax exempt. The Continuing Disclosure Certificate is being executed and delivered for the benefit of the holders and beneficial owners of the bonds and in order to comply with Securities and Exchange Commission (SEC) rule 15c2-12. Comment: This resolution authorizes staff to proceed on behalf of the City with the call of the 2010A Sewer Revenue Refunding Capital Loan Notes. By calling the notes early the City will save approximately $161,200. Item 4d(16)Call 2011C General Obligation Refunding Capital Loan Notes - Resolution authorizing the redemption of 8 outstanding General Obligation Refunding Capital Loan Notes, Series 2011C, of the City of Iowa City, State of Iowa, dated June 8, 2011 , and directing notice be given. Comment: This resolution authorizes staff to proceed on behalf of the City with the call of the 2011C General Obligation Refunding Capital Loan Notes. By calling the notes early the City will save approximately $263,428. Davenport. Resolution setting public hearing for May 29, 2018, on a proposal to convey a g - Sv single-family home located at 717 E. Davenport Street. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 717 E. Davenport Street. The amount of the sale will be $165,000. Item 4e(2) Landfill Dual Extraction System Construction - Resolution _ setting a public hearing on May 29, 2018 on plans, g / 5 / specifications, form of contract, and estimate of cost for the construction of the Landfill Dual Extraction System Construction Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: Vertical landfill gas extraction wells have become overwhelmed with liquid at the Iowa City Landfill and Recycling Center. This project will install a dual extraction system to dewater the wells, which should improve landfill gas extraction and limit the potential effects of landfill gas. The estimated construction cost is $450,000 and will be funded with Landfill revenues. Item 4e(3) Creekside Park Improvements 2018 - Resolution setting a _ public hearing on May 29, 2018 on plans, specifications, - / 5c) form of contract, and estimate of cost for the construction of the Creekside Park Improvements 2018 Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: This project includes removal and replacement of the existing shelter and restrooms; installation of play area and play equipment, drinking fountain, benches, bike repair station, dog litter bag station, garbage and recycling containers; site landscaping; and storm and sanitary improvements at Creekside Park. The estimated project cost is $600,000 and will be funded by the Creekside Park Redevelopment account# R4341.
