SN 610 h Alternative #2 - Cycle Track Advantages • Benefits of a Road diet • Provides on -street accommodation • No sharing of space with pedestrians • Physical separation from vehicles • Comfortable for most bicyclists Disadvantages • Moderate cost - $1,050,124 • Difficult to implement • Safety concerns with contraflow movement Will not work in constrained sections t m� rt ftlzting Tlee Laws SIaIM Cn'iPLdIIP TUTIMi¢ ffIMLMP X64 ft BI�101i ShW91k )N bh GII M1MX tlN IN 1011 J-'011 .���k Alternative #3 - Shared Path Advantages • Benefits of a Road diet • Physical separation from vehicles • Comfortable for most bicyclists Disadvantages • High cost - $2,873,945 • Difficult to implement • Safety concerns with contraflow movement • No on -street accommodation • Shared space with pedestrians • Will not work in constrained sections rx li - - I" oIua en Inn, a Onbefnnn Shwid-r Tran Lawn sn r I r , , , 1 11 12 ft MMh 12 f 9X 49% 10f J -.dA IbeJway Vanes Bain 44 57 a Study Findings • Study suggests that a road -diet would generally improve the corridor providing better accommodation for bicyclists and pedestrians, and would improve safety for motorists. •Recommends that a road -diet be implemented in the near term throughout the corridor with the addition of bike lanes • Road diet works well in the long-term between McCollister Blvd and Hwy 6 (with buffered bike lanes). • Road diet works well in the long-term between Kirkwood Avenue and Market Street (with conventional bike lanes) • A sensitivity analysis indicates that a road diet may fail as soon as 2022 between Highway 6 and Kirkwood Avenue (with conventional bike lanes) • Recommends that a cycle track or parking protected bike lanes be added with a future reconstruction of the section between Highway 6 and Kirkwood Avenue • Notes that the Iowa River Trail can be used as an alternative route during the interim period if desired Staff Recommendations • Staff recommends moving forward with a functional design and implementation of a road -diet with bikes lanes in the near-term from McCollister Blvd to Hwy 6 & Kirkwood to Market • Staff recommends waiting to implement a road -diet with bike lanes between Hwy 6 and Kirkwood until this section is reconstructed per the Riverfront Crossings Plan • A sensitivity analysis performed shows that level -of -service in this section begins to fail as soon as 2022 • Staff has worked with property owners to dedicate right-of-way between Hwy 6 and Kirkwood Avenue for future reconstruction including bicycle accommodations but cannot predict when additional right- of-way will be available • In the interim period bicyclists can continue to ride on street OR use the adjacent Iowa River Trail to avoid this section of the corridor • Staff will ask the consultant to provide accommodation for bicyclists wanting to use the Iowa River Trail in the functional design CITY OF IOWA CITY Next Steps • Council to provide staff with direction on how to move forward with the functional design • Staff to move forward with implementation in 2020 (CIP project 53827) $300,000 budgeted • Staff to continue to work with property owners to dedicate right-of-way between Hwy 6 and Kirkwood Avenue for future reconstruction including bicycle accommodations CITY OF IOWA CITY Questions?
